You will serve in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Mitigation Division, Hazard Mitigation Assistance Branch, Region IV office. In this position, you will serve as a program manager for implementation of the FEMA mitigation grant programs and as liaison to State counterparts. This requires provision of technical assistance, analysis, monitoring, and policy interpretation in support of Federal and State grants management processes, from project scoping, through application development, review, award, implementation, financial tracking and closeout.
PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
This position is being announced under FEMA's CORE Program (Cadre of on-call Response/Recovery employees). These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund. Appointments are excepted service, temporary appointments. This is a 2 year temporary appointment in the Excepted Service.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position you must possess at least one of the following:
One full year of specialized experience. Specialized experience is described as experience in assisting in the implementation of FEMA hazard mitigation programs, such as Hazard Mitigation Grant Programs, Flood Mitigation Assistance Programs, etc.
For GS-11: One full year of specialized experience in the Federal government, other state, local or non-profit organization or private sector that is equivalent to at least the GS-09 level.
For GS-12: One full year of specialized experience in the Federal government, other state, local or non-profit organization or private sector that is equivalent to at least the GS-11 level.

Education
Education at the graduate level in an accredited college or university meet requirements for this position at the GS-11 level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Job Summary
FSRs will provide technical expertise in the form of Hostile Forces-Tagging, Tracking and Locating (HF-TTL) operational training and lessons-learned support to the United States Special Operations Command (USSOCOM) forces.
A successful FSR applicant will have the ability to familiarize senior military personnel in the command on current capabilities of HF-TTL devices, as well as advise these senior leaders on the most effective Tactics, Techniques, and Procedures for utilizing this technical equipment. The FSR will assist leadership in developing and implementing Concepts of Operations (CONOPS) for using HF-TTL devices based on three critical factors: personnel skill levels, equipment capabilities, and the intelligence collection needs of the command. The FSR will continually assess these factors, and then using that assessment, provide the tailored assistance necessary to ensure successful employment of HF-TTL devices to achieve SOCOM’s missions.
Responsibilities include providing technical advice to users and unit leaders, provide HF-TTL equipment refresher training to personnel preparing for deployment, assist users in maintaining and configuring HF-TTL equipment for and in between operations, serve as points of contact for users for capturing lessons learned, serve as a focal point for technical support between the user and the original equipment manufacturer, assist with any quick reaction capability requests, receive and inventory equipment, prepare deployment kits for units rotating into theater, attend conferences, integrated product team meetings, and unit provided training. Additionally, FSR employees shall be required to develop, customize and update, as required, a Program of Instruction (POI) on the use and employment of HF-TTL devices. With deployed units, FSR employees will provide on-site technical support for mission planning, tactics and procedures.

Qualifications/Experience Required
Applicants will possess, at a minimum, 10 or more years of real-world experience and familiarity with operational procedures within SOF or Special Missions Units (SMUs) in USSOCOM/JSOC as a Senior Non-commissioned Officer (SNCO) or Commissioned Officer with multiple successful tours. Experience must have been obtained in hostile, semi, and non-permissive operational environments, conducting covert or clandestine intelligence gathering and Advanced Force Operations Close Target Reconnaissance in direct support of combat operations. Special Forces Assessment and Selection/Qualification Course
An Assessment and Selection course and Operator Training Course from a Special Missions
Unit (SMU) in USSOCOM/JSOC
An Operations/Intelligence course conducted at a SMU
Retired or former SOF operator with 12 years of U.S. military experience
Experience as a SOF SNCO or team/element leader within a SMU
Experience as an Operations chief at the SOF company or battalion level or within a SMU
Advanced physical and technical surveillance training and operational experience
Formal training credentials or formally documented experience in military communications,
intelligence gathering, and/or reconnaissance systems
Three (3) years’ experience specifically with HF-TTL equipment or similar devices
Excellent oral and written communications skills
Experience working with web-based applications and software such as: Falcon View,
Google Earth, C2PC, Map Point, Microsoft Office, and Microsoft Windows
Ability to travel independently and operate for periods of time without supervision
Recent combat experience
You must be a U.S. citizen to qualify for this position and possess or be capable of receiving a Top Secret Security Clearance with SCI eligibility.
Investigation Requirement
Applicants must be willing to be subjected to a background investigation to determine suitability for a security clearance. National Agency Check with Inquiries (NACI) must be completed and favorably adjudicated before employment in this position.
