Summary
Upon successful completion of a designated Advanced Military Source Operations (AMSO) New Instructor Mentorship Program (NIMP), the instructor shall assume duties as a platform instructor and deploy on field training exercises serving as instructor, mentor, role player, and counselor alongside active duty military and DoD civilian instructors.
Mission
The HUMINT Training-Joint Center of Excellent (HT-JCOE) trains US Military and US Government personnel in basic and advanced HUMINT collection operations based on DoD requirements. The requirements include providing uniquely qualified contractor support as Advanced HUMINT Source Operations instructors and periodic instructors for specialized training for practical exercises.
Essential Duties
• Develop additional or alternate urban and/or rural training areas, on and off Fort Huachuca.
• Coordinate, in conjunction Government employees, with local officials (military/civilian), scenario development, scenario writing, communications support, etc.
• Create or revise city training books.
• Develop or revise rural training books.
• Develop or revise culmination training areas IAW Technical Oversight Representative (TOR) guidance or emerging requirements.

• Prepare urban and rural training areas for graded exercises.
Qualifications
• Skilled as subject matter experts and graduates of appropriate certified DoD- or US Government-conducted training programs, such as FTC, MOTC, AFCITC, ASOT III, AMSOC, and ASOC Course.
• Skilled in map reading, land navigation, communications planning, and report writing.
• Possess field experience within Overseas Contingency Operation or other high threat or current/recent combat environments.
• Skill in or knowledge of Systems Approach to Training (SAT) and must be able to perform all instructor tasks IAW SAT Implementation.
• ASOC Training Skills: Because this course is unique, instructor shall complete a comprehensive new Instructor Mentorship Program to be designated by TTOS and approved by the ASOC Government personnel. Successful completion of this program is a prerequisite to teaching later courses.
• Former case workers from other government agencies (OGA) and former Marine Counter Intelligence Marine HUMINT personnel having completed ASOC or equivalent training shall be considered to be the most qualified candidates for this position.
General Requirements
Requires over 75% travel, at Government expense, to various locations throughout the US Southwest in performance of duties.
Dress code is established by TOR in order to maintain a professional and safe work environment.
The ASOC Course requires operation in urban and rural environments within the Southwest United States. Instructor must be able to walk up to six miles cross-country over varying terrain in urban and rural environments to include conditions of extreme heat (in excess of 100 degrees Fahrenheit) or cold; rain or snow. Training shall continue regardless of weather conditions.
Work Hours and Location
When the course is not in session, instructor works 40 hours per week, Monday through Friday, generally from 0800-1700 local, including one hour for lunch. Overtime may be required and authorized.
Salary
$80,000 to $85,000 depending on experience.

• Operate one or more motor vehicles, including pickup trucks, panel trucks, carryalls, vans and carts which have an approximate gross vehicle weight of up to 10,000 pounds. Vehicles are driven regularly to transport personnel, supplies, materials, and equipment throughout the site.
• Clean floors using power scrubber and buffers; wash walls using powered wall washing machines and vacuums with heavy industrial type vacuum cleaners.
• Use professional shampooing equipment, clean and maintain office and special function furnishings and equipment.
• Use, move, and control heavy equipment, carry and set up ladders and scaffolding, and work from ladders and scaffold.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C. Although a specific length of time and experience is not required for most trade and labor occupations, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

MEDICAL EXAMINATION: All applicants are required to pass a pre-employment medical examination provided at government expense.

WORKING CONDITIONS: Performs work indoors, with adequate heating, lighting, and ventilation. Exposed to vibration from heavy equipment and to skin irritations from strong cleaning solutions. Care is required to avoid serious injuries when working on ladders or scaffolds, and when using heavy powered equipment. Also works outside and operates motor vehicles in all kinds of weather. The equipment, tools, and tasks involved frequently require extreme care and use of safety gloves, earplugs, safety glasses, or respirators to avoid severe injuries. They are continually exposed to dust, dirt, and grease and standing on concrete floors.
PHYSICAL EFFORT: May exert very heavy physical effort in operating large equipment that requires significant maneuvering and lever control. Frequently lifts and moves equipment and components weighing up to 50 pounds.

25. Virginia Wounded Warrior Program Seeks Director of Virginia Veterans AmeriCorps Program
The Virginia Wounded Warrior Program has received notice from the Virginia Office of Volunteerism and Community Service of the Virginia Department of Social Services that it will be awarded an AmeriCorps grant to fund the Virginia Veterans AmeriCorps Program. The program will engage AmeriCorps members to expand services to military service members, veterans and their families living in Region V (Hampton Roads, Tidewater, Middle Peninsula/Northern Neck and Eastern Shore). Virginia Veterans AmeriCorps members will serve as “navigators,” helping military service members, veterans and families access services for healthcare, behavioral health care, social services or other individual and family needs. Plans are to expand the program statewide in subsequent years.

Job Description
The Program Director is responsible for directing the personnel and activities of the Virginia Veterans Corps (AmeriCorps) service program at targeted sites. Primary responsibilities include planning, implementing, supporting and maintaining all aspects of the program to successfully accomplish the annual program goals. Minimum Qualifications
Knowledge of military service, culture and general knowledge of state, federal and community resources for active duty military service members, veterans and their families. Excellent problem solving and written and verbal communication skills, Ability to work independently and manage multiple tasks and responsibilities.
Preferred Qualifications
Bachelor's degree and prior experience in human services preferred. AmeriCorps direct service or non-profit community work preferred. Prior military service preferred, but not required.
Preference given to veterans provided they meet all the state requirements.

POSITION REQUIREMENTS
• Must have an ACTIVE P.E. LICENSE from any U.S. State.

PROJECT SCOPE/COST/TIME MANAGEMENT
• Be knowledgeable regarding the project scope/cost/time requirements and assist in meeting expectations.
• Advises direct supervisor regarding any issues, staffing requirements, progress slippage, scope changes, budget overruns, or other events that could affect operations and any project completion.
• May assist or be responsible for project scope/cost/time management.
• Establish the project scope, cost, and time requirements with internal and with Facilities Management, and maintain the engineering scope control documents, engineering cost estimates, and engineering project schedule. Determine the project scope limits with the Facility Management, other consulting companies, and equipment vendors and provide information and back check the cost estimate and schedules.

Organization: This position is located in the Mitigation Division of the Floodplain Management & Insurance Division in Region I located in Boston, MA.
Primary Purpose: The incumbent performs duties pertaining to the objectives of the NFIP, that focus on providing assistance to communities to prevent unwise use of flood prone land to avoid or reduce future damage to structures, specific flood plain management requirements, mapping and the provisions of flood insurance.
Specific Duties:
1. Evaluates the community floodplain management program efforts by the branch, providing direction, program development and evaluation of activities. Verifies compliance with NFIP regulations by site visits, surveying the flood hazard areas of the community and reviewing community records, implementation, variances and enforcement procedures. The incumbent will frequently become the lead technical advisor for the more complex compliance cases that may have been initiated by other program specialists.
2. Provides detailed information to a diverse audience, such as local and state officials, other federal agencies, engineers, lenders, attorneys, insurance agents, appraisers, environmentalists, congressional staff, and news reporters and other interested groups on the purpose and regulations of the NFIP, through conducting or participating in workshops, seminars, public meetings and speeches.
3. Frequently required to draw on an authoritative technical knowledge of the NFIP and excellent communications skills to represent the Region in complex and highly controversial public settings. Provides technical assistance and advisory solutions on NFIP related problems through letters, telephone calls and site visits to respond to federal, state and local officials, realtors, lenders, insurance agents, developers, community groups and individual property owners.
4. Coordinates the complete community conversion process including scheduling, gathering background information and conducting, as assigned, the community coordination meetings with local government officials to explain the results of flood insurance studies, restudies, and new or revised Flood Insurance Rate Maps.
5. Assists in the developing, editing, and updates public information outreach materials used for educating the public on the floodplain management and insurance consequences that new flood maps will have on property owners in their community. Assists communities in properly updating their floodplain management ordinances as new flood maps or regulations require that action.
6. Assist the Regional Program Manager for the CAP-SSSE. This includes implementation and monitoring of State’s performance on a quarterly basis; approval of work task and budget alterations; year-end program close outs and program assessments, keeping the regional NFIP staff informed of current CAP-SSSE activities.
7. Assists selected communities to assess and delineate potential flood hazards for inclusion in new or revised flood studies and maps. This is accomplished through site visits, analysis of current and projected developmental trends, and community population growth projections. This requires a basic understanding of floodplain mapping, land-use planning, developmental patterns and economic stimulus.

Works with FEMA Chief Financial Officer (CFO) to manage the internal operations of the Office of the Chief Financial Officer (OCFO).
Actively participates in establishing policy, organizational goals and processes for the Office. Manages programs, operations, and activities through first level supervisors. Establishes standards of effectiveness, efficiency, and productivity for the Office. Monitors and evaluates measures and metrics reflecting progress toward organizational goals and productivity, and makes adjustments to continually improve the guidance, support and advice provided to the CFO and key officials in the Agency.
Assists the CFO in supervising a professional and technical workforce engaged in all facets of budget, accounting, financial systems and related programs.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The narrative portion for the Technical Qualifications MUST NOT EXCEED 4 PAGES TOTAL. The supplemental narrative statement for the Executive Core Qualifications should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. This evidence must include clear and concise examples that emphasize the applicant’s level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts.
