Organization: This position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Response Directorate, Disaster Emergency Communications Division, Mobile Emergency Response Support (MERS).
Primary Purpose: The MERS detachments provide mobile telecommunications, operations, logistical, and information processing support to Federal response personnel at special events and emergency disaster field operations. Detachment personnel maintain state-of-the art systems and equipment at a high level of readiness for rapid response to natural disasters and other all-hazards mission assignments.
As an Information Technology Specialist, you will be responsible for planning, analyzing, designing, developing, implementing, operating, maintaining and/or enhancing complex computer networks and associated hardware/software.

Must be able to obtain and maintain a Class A Commercial Driver's License (CDL) in his/her state of residence, with required endorsements, as a condition of employment
Major Duties:
• Design, install, integrate, manage, monitor, operate and troubleshoot all network hardware and software that support the telecommunications capabilities during deployed disaster support activities.
• Analyze and verify the performance, operation, and accuracy of computer network hardware and software. Install and test system hardware/software upgrades to enhance reliability and efficiency of the network systems.
• Maintain, monitor, operate and troubleshoot complex computer equipment and software to ensure connectivity is maintained both in-house and during deployed disaster support and proficiency exercises.
• Serve as project leader or point of contact on a particular subsystem when assigned by the Telecommunications Manager. Plan, direct, monitor and evaluates the work of government and non-government employees assigned to deploy, place, set up, configure, operate, tear down and maintain computer network equipment.
• Instruct and train detachment personnel in the use of personal computers and various commercial/customized software and LAN/WAN operations.
• Develop application programs utilizing commercial off-the-shelf (COTS) software to satisfy user needs or requirements.
• Provide technical input concerning data communications systems.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

Specialized experience for GS-11 is one year of experience at or equivalent to GS-9 developing modifications to parts of a complex computer network that required significant revisions in the logic or techniques used in the original development.
Specialized experience for GS-12 is one year of experience at or equivalent to GS-11 analyzing and briefing management leadership on alternative approaches to designing and implementing ADP systems, to include system interrelationships, or determining appropriate operating modes, system software, and/or equipment configuration for given projects.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-06 grade level for the GS-07 position.
Specialized experience, for this position, is experience scheduling appointments, screening calls and visitors, reading incoming correspondence and determining proper action. Serves as the Deputy Assistant Administrator, Recovery Directorate, Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS), The Recovery Directorate is the organizational element within FEMA that is responsible for coordinating the full range of assistance programs for the public and private sectors, as well as individuals, and coordinating the delivery of disaster assistance. The program significantly affects the well being of large numbers of people throughout the country by ensuring quick recovery operations by the Federal Government during disasters and emergencies throughout the United States.
The Recovery Directorate is responsible for directing and overseeing the development and implementation of operational policies and procedures for use by FEMA and other Federal Departments and agencies in short-and long-term disaster assistance programs for State, Tribal and local communities under:
a. Presidential disaster and emergency declarations, as well as fire management assistance grants, under the provisions of the Robert T. Stafford Disaster Relief and Emergency Assistance Act;
b. National security emergencies, including acts of terrorism that could include the use of conventional, chemical, biological or other weapons of mass destruction, under the authorities of Executive Order 12656; and

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The supplemental narrative statement for the Executive Core Qualifications should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. This evidence must include clear and concise examples that emphasize the applicant’s level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts. The incumbent serves as a Planning Specialist and reports to the Deputy Director to provide planning support for recovery operations.
This position is being announced under FEMA's CORE Program (Cadre of on-call Response/Recovery employees). These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund. Appointments are excepted service, temporary appointments.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. Leonie, an International, woman owned strategic communications company specializing in reaching target audiences in challenging locations with global media solutions including region specific research and planning, worldwide media production and distribution, digital media and creative services, and cultural advisory services is looking for a qualified Field Engineering/Operations for Media Monitoring (MM) Universal Information Services’ black boxes.

We are currently looking for a Field Engineering/Operations for Media Monitoring (MM), Universal Information Services’ black boxes to provide technical expertise currently required and void in theatre. The black box systems will be used to monitor multiple transmitting audio and video frequencies

Individuals must be able to liaise effectively with U.S. and Afghan government officials and the International Community. Applicants need to be supportive of and committed to the U.S. and ISAF mission in Afghanistan.

Job Description:

• Provide onsite life-cycle support (setup/installation, operation, maintenance, disposal, etc.) of multiple UIS black box systems distributed throughout Afghanistan
• Provide onsite technical planning, execution, and oversight of UIS black box systems
• Provide black box training and assistance to others on systems operation and maintenance
• Recommend and aid in best practices to streamline UIS black box functions
• Produce rollup of work and tasks accomplished as required

Requirements:
• Possesses clear understanding of media monitoring objectives and will adjust system specs and operations to directly support objectives and needs of the customer
• Must have experience in Universal Information Services MM black box installation, operation, maintenance, and able to train others in day-to-day operation
• 5 years’ experience in black box technologies, products, and services specific to (but not limited to) video and audio monitoring
• Able to translate customer requirements into viable, sustainable technical solutions• Proficient use of MS Office suite of software
• BS Degree or technical equivalent
Preferred Qualifications:
• Experience in CENTCOM area of responsibility preferred

Clearance Requirements:
• Candidates must hold an active Final Secret clearance

Job Description
• This person will manage and maintain DVIDS transmitters throughout the CJOA-A
• He/she will also conduct operator training, equipment troubleshooting and repair equipment to further ensure the transmission of broadcast quality video and audio from the field
• In addition, the DVIDS Manager will schedule DVIDS satellite usage throughout the USFOR-A AOR
• The DVIDS Manager must also be able to market and facilitate remote interviews with commanders and subject matter experts engaged in fast-breaking news, fulfill requests for products quickly by satellite, fiber and the Internet and maintain a searchable archive of video, photo and print products
• The DVIDS Manager will oversee each ISAF Regional Command’s use the DVIDS website to track system locations and activity, and report activity to the ISAF PA Director or designated representative
• The DVIDS Manager will maintain a supply of spare parts, and oversee the activity of a DVIDS technician for each RC outside RC-Central
• The DVIDS Manager will provide the technician, maintenance and training services to systems within RC Central
Requirements
• Bachelor’s degree and relevant experience in broadcast journalism, electronic news gathering
• Manage and maintain DVIDS transmitters throughout the USFOR-A AOR
• Conduct operator training equipment troubleshooting and repair equipment within expeditionary repair level capabilities
• Schedule and deconflict DVIDS satellite usage throughout Afghanistan
• Assist Team Lead as required, including editing and writing of regional reports, quantitative analysis and updating relevant content on the FMA website
• May periodically attend relevant and approved conferences and meetings
• Respond to customer inquiries and correspondence
• Act as liaison to counterparts from the Government of Afghanistan; other troop contributing nations in theater; as well as NATO headquarters, CENTCOM and the Pentagon
• Support communication capacity-building with GIRoA partners, particularly at the Afghan Government Media Information Center (GMIC)
• Maintain a spare parts inventory and deploy parts to support repair of systems as required
• Oversee each regional command DVIDS technician’s use of a limited spare parts inventory maintained by each RC HQ
• Track USFOR-A use of DVIDS through mechanisms on the DVIDS website
Computer Skills
• Report DVIDS activity and trends down to unit level to the USFOR-A PA Director or representative
• Outstanding English writing and editing skills
• Able to use MS Office suite of software
• Possesses clear understanding of media monitoring objectives and will adjust system specs and operations to directly support objectives and needs of the customer
• Must have experience in VBrick installation, operation, maintenance, and able to train others in day-to-day operation
• Extensive experience in VBrick technologies, products, and services specific to (but not limited to) video and audio monitoringClearance
