Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-15 level you must possess at least one of the following:
One full year of specialized experience. Specialized experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Examples of creditable specialized experience include: Responsibility for a variety of contracts requiring special handling provisions or other specialized terms and conditions; Development of the statement of work and data requirements, develops special clauses and terms and conditions applicable to the solicitation; Negotiates settlements for such changes; approves payments;and prepares replies to other involved agencies, appeal boards, or congressional inquires.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-14 level for the GS-15.
All qualifications and grade equivalency requirements must be met within 30 calendar days of the closing date of this announcement.
This position has a positive education requirement. Major Duties:
Serves as the primary consultant, contracting subject matter expert and advisor on procurement and contract administration matters for the Office of the Chief Procurement Officer. Provides leadership in the development of objectives to assure their proper execution in accordance with applicable laws and Federal procurement policy and regulations. Responsible for planning, managing, and executing a comprehensive contracting program to meet the needs of FEMA and serviced customers. Scope of the program includes contract awards, contract administration and purchasing functions.
Makes final decisions on contracting technical matters, such as the most appropriate procurement method and contractual arrangement to fulfill specific requirements. Reviews work products of subordinate staff, and provide technical guidance as needed. Represents FEMA in contacts with outside activities, including contractors and their business representatives, and other Federal agencies (e.g. Small Business Administration, Department of Labor). Supervises the definition, framework and negotiation of the most complex contracts for major and long-term programs, multi-million dollar management studies or large-scale, sensitive and technically complex systems. Ensures appropriate financial and legal reviews and compliance with rules established by law or higher level regulations and the Federal Acquisition Regulation. Serves as technical subject matter for new contracts or modifications and has an in-depth understanding of special requirements and contract specifications to produce required results.
Deployable position to serve as the Acquisition Advisor to the Federal Coordinating Officer (FCO) in the Joint Field Office during major disasters. Principal advisor to the FCO on disaster acquisition programs and contracts.
Ensures all employees meet the mandatory training requirements of the Federal Acquisition Certification for Contracting and are provided basic and continuing education to familiarize them with the status of the customers they serve.
Sets services levels, and assures customer service standards are met for all OCPO responsibilities and services. Acts as a customer service advocate to ensure effective relations with internal and external customers.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The narrative portion for the Technical Qualifications MUST NOT EXCEED 4 PAGES TOTAL. The supplemental narrative statement for the Executive Core Qualifications should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. This evidence must include clear and concise examples that emphasize the applicant’s level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts. The narrative portion for the Executive Core Qualifications MUST NOT EXCEED 10 PAGES. The following categories of applicants may omit the mandatory Executive Core Qualifications (ECQ’s), but MUST address the Technical Qualification factors. Failure to meet the basic qualification requirement and all Technical and Executive Core Qualification factors automatically disqualifies an applicant.
U. S. Citizenship
Persons selected for an initial appointment to a career SES position must have their executive core qualifications approved by a Qualifications Review Board of the Office of Personnel Management prior to appointment to the position.
Persons newly appointed to a career SES position are required to serve a one-year probationary period.
Incumbent is subject to 24-hour on-call in the event of an emergency. In this event, this service may include duties other than those specified in the official position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress.
This position is a Top Secret position, requiring a Background investigation prior to or after appointment. A required investigation and clearance or waiver must be completed before a selectee is placed in the position.

Primary Purpose:
This position is responsible for the dissemination of emergency management information to the media and general public. The incumbent serves as the principle Spanish language interpreter for Region V's External Affairs Division and manages contractor support for translation services covering a wide range of languages.
Specific Duties:
• Develops and implements communications plans supporting many "pro active" cross-media activities such as strategic planning, multimedia, publication development and media outreach.
• Translates/interprets from Spanish into English and vice versa by all modes, including simultaneous interpretation for formal conferences and business meetings and consecutive Interpretation as performed at intervals for informal discourse and field work.
• Produces idiomatically and grammatically correct Spanish translations of an exceptionally wide range of documents at all levels of difficulty.

QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.
Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is described as experience in public affairs to include dissemination of emergency management information to the media and general public in both Spanish and English.

Avanti Placements is seeking three Translators for a project in Kabul, Afghanistan. The work will be for the Headquarters United States Forces-Afghanistan and International Security Assistance Force Deputy Chief of Staff, Communication’s (HQ USFOR-A and ISAF) whose mission is to plan, conduct and synchronize communication activities to proactively inform local, regional and international media and counter misinformation in the media, leveraging all available means and platforms.
The Translator will provide USFOR-A Public Affairs real-time deliberate and extemporaneous translation of materials to support PA and media operations. Enable rapid and accurate communication exchange of critical information, primarily English to Pashto/Dari and Pashto/Dari to English.
Responsibilities.
Provides translation of AOR communications and interpretation of cultural perspective and ideological significance.
Where possible, provide cultural perspective on cross-cultural communications and understanding of why certain words are more suited than another.
Prepare idiomatically correct and technically accurate translations of press releases, interviews questions and answers, media stories and other related public affairs material.
Conduct simultaneous, consecutive, accurate translations and summarizations of material, including simultaneous translation services for press conferences and speeches as required, using real-time translation equipment.
Provide idiomatic translations of non-technical material using correct syntax and expression to and from the target language and English.
Scan and process material, utilizing the target language for critical and essential elements of information
Liaise with Security Ministries and other ministries as required.
Tailor language to fit audience
Qualifications:
Ability to write and speak with clear and concise grammar and pronunciation in Dari and/or Pashto and English.
Ability to work under time pressure to translate public affairs documents form English into Dari and/or Pashto and vice versa.
Familiarity with the culture, history, politics, economics and ethnographic makeup of Afghanistan.
The ability to read, comprehend and translate handwritten material, as well as to write effectively in Dari and/or Pashto and English.
The ability to understand relevant dialects, inferences and emotional overtones without repeatedly resorting to request for clarification; as well as the ability to convey these nuances to U.S. military officer.
The ability to engage Afghans in a culturally appropriate and attuned manner, showing respect for local cultural norms and customs.
Ability to do simultaneous translation with clear concise grammar and pronunciation in Dari and or Pashtu with an English-speaking subject, using real-time translation equipment.
Previous experience working with Afghan government officials in Kabul or established relationships with Afghan ministerial officials.
