About the Job



This position is organizationally located in the Utilities & Energy Management Product Line of the Public Works Business Line within the Naval Facilities Engineering Command, Northwest (NAVFAC). The position is guided by the NAVFAC Strategic Business Plan, the NAVFAC Concept of Operations, and Public Works Business Line (PWBL) business planning documents. The selected individual provides professional engineering oversight for all Navy electrical transmission and distribution systems within Navy Region Northwest and the NAVFAC Northwest Area of Responsibility (AOR), and provides guidance regarding these systems to the Public Works Officers and Supported Commands.

The selected individual provides oversight and guidance necessary to ensure that the Navy's electrical utility systems are professionally maintained at a level that meets the mission requirements for ship and submarine repair, berthing facilities, runways, hangers, warehouses, barracks, community support facilities, family housing areas, and ordnance storage facilities.

The selected individual will provide policy and technical direction for engineers and other professionals working on the Navy's electrical utilities throughout all Northwest Naval installations in tandem with consulting and advisory services for the Northwest electrical utilities program, and technical and strategic guidance for utility contracting. This position requires a mastery of professional engineering concepts, principles, practices, standards, and methods to formulate advice on, and execute planning, design, modification, and implementation of processes, system standards, specifications, and metrics covering a wide range of complex electrical utility systems program/projects.

Specific Duties:
1. Monitors flood insurance claims activity in all catastrophe offices to ensure a more effective and efficient claims operation, when appropriate.
2. Conducts home-office style operation reviews of claims files in the office of WYO Companies or their vendors. Ensures that the company is handling flood claims in accordance with the rules and regulations set forth in 44 CFR, and in accordance with good claims handling practices.
3. Reviews and researches information from the National Flood Insurance Program’s (NFIP) Bureau and Statistical Agent’s Re-inspection Reports. Documents and reports any trends by the WYO Company and Independent Adjuster firms for use by the Branch Chief and senior examiners to prepare for Operation Reviews and for the development of new training modules.
4. Conducts research and prepares correspondence reflecting claims policy positions relating to the claims insurance aspects of the NFIP.
5. Attends conferences with the Branch Chief and other professional staff to furnish advice and assistance to appropriate Federal agency personnel and Federal agency contractors on insurance matters.
6. Handles special tasks involving the management and direction of the office, as well as projects dealing with FIMA program matters. Replies to telephone inquiries from congressional members, committees and the general public concerning insurance matters relative to NFIP claims activities.
7. Aids in the development of claims policy to implement the provisions of the National Flood Insurance Reform Act of 2004. QUALIFICATIONS REQUIRED:

To qualify for this position at the GS-12 level you must possess following Specialized Experience:
Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled to include demonstrated experience with the National Flood Insurance Program (NFIP), its policies, procedures and practices; and an understanding of the claims aspects of the NFIP. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation. One full year of specialized experience. General Job Description:

This is a highly demanding position for a Maintenance Manager to manage, administer and report on all aspects of large maintenance team as part of a maintenance and logistics support contract in support of the Director of Logistics (DOL) for Fort Knox Kentucky. The Maintenance Manger reports to the on-site Project Manager (PM) and is responsible for the performance of all maintenance work under this contract. Minimum requirements are 15 years private/military experience in management as it directly relates to military maintenance processes. Possess knowledge consistent with that of the PM. Knowledge and expertise in Army Field and Sustainment maintenance processes, procedures and standards. Possess and maintain a Secret Clearance. Experience must include military installation-level supply asset management, transportation services and DS/GS materiel maintenance. The Maintenance Manager supports the site’s Quality Assurance / Quality Control (QA/QC) processes and must be versed in quality management and or ISO processes. The Maintenance Manager will have detailed experience in Production, Planning and Control processes.
