Experience (Must Have)

• Prefer CCNE, but will take CCNA or equivalent

5. Field Technical Representative (OCONUS)

Location: International – no relocation necessary.



Due to continued and rapid expansion to serve a growing number of diverse customers, we have several openings for Field Technical Representatives (FTR). If you are a licensed A&P mechanic, able to travel away from home for 115 days on with 95 days off at a time and can obtain a security clearance, there might be a place for you at Dynamic Aviation.



The FTR position is responsible for performing all scheduled and unscheduled maintenance assuring aircraft is available for customer flight missions on an ongoing basis. Other responsibilities include, but are not limited to: maintaining parts inventory while at remote sites; maintaining communication with company headquarters; and continuously improving knowledge and capabilities on assigned aircraft.



Minimum requirements include an A&P Certificate coupled with vocational/ training in aviation systems and maintenance or completion of a degree program in general aviation maintenance. Minimum of 2 years aircraft maintenance experience required. King Air and/or turbine engine maintenance experience preferred. Military experience preferred. The individual must be a self-starter, detail-oriented, and able to self-manage complex tasks.

The D2X conducts Local Vulnerability Assessments (LVAs) and writes Antiterrorism Plans utilizing DoD, DA, and USCENTCOM Standards and Directives. The D2X shall provide solutions that eliminate or mitigate identified vulnerabilities in physical and information defenses. Adjust countermeasures to deter and defeat new threats to locations. The D2X shall provide Antiterrorism Threat (AT) update briefings to incoming personnel. The D2X shall provide AT/ Force Protection (FP) recommendations in all levels of AT support, submitting detailed reports on physical and procedural improvements for all locations. The D2X shall maintain contact with client approved AT/FP Specialists to share information. The D2X shall be responsible to protect personnel, information, and critical resources from criminal or terrorist threats. AT/FP services are required 7 days per week, generally be performed during normal local duty hours. The 2DX shall frequently travel to field sites throughout the AO to conduct AT/FP assessments.

QUALIFICATIONS REQUIRED:
Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The narrative portion for the Technical Qualifications MUST NOT EXCEED 4 PAGES TOTAL. CONDITIONS OF EMPLOYMENT:

QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-11 level you must possess at least one of the following:
One full year of specialized experience at or equivalent to the GS-9 federal level. Serves as the Leader of one of the National Incident Management Assistance Teams. National IMAT have extensive impact on both FEMA and the timely delivery of disaster assistance to disaster survivors, States, and local governments. The incumbent will generally be designated as the incident Federal Coordinating Officer (FCO) and, using the resources and capabilities of the National IMAT, will integrate the National IMAT with existing FEMA resources already responding; will expeditiously establish Federal presence at the disaster operations site; will immediately begin to advise and support the State and local Incident Command or Area Command structure; will facilitate an integrated, inter-jurisdictional State and Federal disaster response; and will begin the flow of Federal support and resources as needed.

The National IMAT Team Leader is responsible for managing the Federal response to a domestic CBRNE incident. As such the Team Leader is responsible for knowing the unique challenges these technical hazards will present, anticipating projected impacts based on the specific hazard, and applying unique response resources to mitigate or address identified challenges. To accomplish these tasks the Team Leader will be required to work within DHS and the Interagency to gain an awareness of available capabilities and participate in deliberate planning efforts to ensure these specialized resources can be effectively integrated into the overall response.
Coordinates the relationships between Federal, State, local and FEMA personnel in partnership with the State Coordinating Officer (SCO). Advises the Governor on the status of the Federal response. Establishes a Joint Field Office (JFO) and coordinates Federal disaster response, recovery and mitigation operations with the SCO. Provides continuous updates and situational assessments to the FEMA Administrator, the State Director of Emergency Management and/or Homeland Security, the State Emergency Operations Center (EOC), the FEMA Regional Response Coordination Center (RRCC), the National Response Coordination Center (NRCC), and other officials, as necessary.
Manages media, community and other external relations to communicate the availability of assistance to Members of Congress, to Federal assistance applicants, and to the general public. Establishes communications links with the media and elected Federal, State, and local officials in accordance with Joint Field Office Standard Operating Procedures and other policies. When deployed, the National IMAT Leader establishes a disaster assistance site to include a Joint Field Office provides a command structure and The National IMAT Leader coordinates personnel assignments and specific team member issues as the first-level supervisor for the assigned IMAT. As the Leader of the National IMAT, the incumbent is responsible for all team actions, preparation, and execution. Integrates activities of State and local governments, activities of Federal agencies and volunteer organizations. Takes appropriate actions to assure that all Federal agencies are carrying out their appropriate disaster assistance roles under their own legislative authorities and operational policies. Tasks other agencies to provide lifesaving and other emergency services and to otherwise support disaster operations. Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Must obtain and maintain a Type I FCO credentialing certification as described in the Federal Coordinating Officer Credentialing Plan within one year of service.
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The supplemental narrative statement for the Executive Core Qualifications should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. This evidence must include clear and concise examples that emphasize the applicant’s level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts. The narrative portion for the Executive Core Qualifications MUST NOT EXCEED 10 PAGES. The following categories of applicants may omit the mandatory Executive Core Qualifications (ECQ’s), but MUST address the Technical Qualification factors. Immediate need exists for a Construction Quality Control Manager on a Military base in Afganistan for a helicopter hangar/structure. This is scheduled to be a 10 month project. Phoenix Global Support (PGS) is seeking a Technical Writer to be responsible for providing technical support services. Under general supervision, the Technical Writer researches, develops, writes and edits training material, reports, manuals, briefs, instruction books, catalogs and related technical and administrative publications. Additionally, the Technical Writer may assist in the development, proofing and editing of proposals for PGS. This is a full-time position located in Fayetteville NC. All applicants must be U.S. Citizens. An active DoD security clearance is required for this position. Salary is commensurate with experience and education.

PGS is an operational and training company that provides experienced and dedicated operators, training and subject matter experts (in tactical SIGINT intelligence), financial analysts, and program managers as consultants to US military projects and programs. PGS also develops training courses and tools to prepare warfighters to effectively employ tactical SIGINT, SOF skills, and ISR support systems and provide management guidance to the Government organizations that develop these systems.

Hours and Compensation



This is a full-time position eligible for healthcare and other benefits. Starting salary is commensurate with experience and is competitive. Each employee’s performance is evaluated two (2) times per year with written feedback secessions provided. Pay rates are reviewed annually, with merit (pay for performance) increases for superior performance.

The Technical Writer will possess the knowledge, skills and experience necessary to:

• Analyze requirements of a project to determine types of publications needed.

• Research and compile technical data for use in documents or sections of documents such as manuals, procedures, and specifications.

• Organizes material and completes writing assignments according to set standards.

• Assist in laying out material for publication.

• Review written material and recommend revisions or changes in scope, format, and content.

• May study flow charts, sketches, drawings, parts lists, specifications, mock-ups, and product samples to integrate and delineate technology, operating procedure, and production sequence and detail.

• Obtain data from independent observation consultation with technical staff members or study of published materials and drawings.

• Ensure accuracy and completeness of technical documentation.

• Participate in general layout and manual organization.

• Performs final quality assurance on all materials.

You will serve in the Office of External Affairs at the Louisiana Recovery Office (LRO), Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS). How You Can Lead the Way

The Senior Law Enforcement Liaison will represent FEMA at conferences and meetings, and during teleconferences, as well as develop innovative communication vehicles that address the information needs of state and local law enforcement, e.g., rapid issuance of after-action-reports following major incidents involving FEMA that will inform the planning and operations of state and local law enforcement agencies.
Assist in the design, development, implementation and assessment of short and long term initiatives that support the highest priorities of FEMA and state and local law enforcement agencies.
Increase the confidence of the agencies' shared constituencies that FEMA and other federal agencies (e.g., the FBI) are in fact collaborating on a daily basis.
Further mutual understanding of law enforcement culture, policies and procedures, capabilities and limitations.

The incumbent will represent FEMA nationally and internationally with professionals from federal, state and local governments, and other national and community organizations.
The Senior Law Enforcement Adviser will provide leadership, expertise and counsel in identifying problems and proposed solutions, developing cooperative relationships, and consolidating efforts of differing agencies, jurisdictions and groups which may have varying objectives.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The narrative portion for the Technical Qualifications MUST NOT EXCEED 6 PAGES TOTAL. The following categories of applicants may omit the mandatory Executive Core Qualifications (ECQ’s), but MUST address the Technical Qualification factors. U. S. Citizenship

Incumbent is subject to 24-hour on-call in the event of an emergency. In this event, this service may include duties other than those specified in the official position description. This position is a Top Secret position, requiring a Background investigation prior to or after appointment. A required investigation and clearance or waiver must be completed before a selectee is placed in the position.

• Exercises a broad range of managerial authorities and responsibilities for all professional and support staff that consists primarily of Engineers (Civil, Coastal and Hydraulic), Emergency Management Specialists, Hazard Mitigation Planners and Natural Hazards Program Specialists.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-14 level you must possess the following:
One full year of specialized experience at or equivalent to the GS-13 federal level. Specialized experience is described as experience supervising or leading others in hazard mitigation programs and applicable provisions of the National Flood Insurance Program (NFIP) and Flood or Hazard Mapping Activities.
SELECTIVE PLACEMENT FACTOR: Experience in building partnerships with state, local and tribal governments and other entities to coordinate natural hazard risk analysis, natural hazard risk reductions and compliance with federal regulations.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-13 level for the GS-14.

REQUIRED DOCUMENTS:

• Eligible veterans are encouraged to attach the latest report of Separation from Active Duty (DD-214) or other proof of honorable discharge or terminal leave status, when a DD-214 is not available.

• Qualified handicapped individuals must submit proof of disability.
