Dear Partners in Veterans’ Employment,
As the Assistant Secretary for Veterans’ Employment and Training, it gives me great pleasure to announce an exciting new training and employment opportunity for Veterans who are 20 to 24 years old!
The Veterans’ Employment and Training Service and the Employment and Training Administration’s (ETA) Job Corps are partnering in a demonstration project that will provide Job Corps’ comprehensive array of career development services to eligible Veterans 20 to 24 years old to prepare them for successful careers.
This is a fully-funded, all-expense-paid demonstration project that is free for the Veterans. The program includes transportation to and from the Job Corps center, housing, meals, basic medical services, academic and career technical training, bi-weekly living allowance, and job placement and post-graduation support.
We have worked with Job Corps to create an accelerated, customized program developed specifically for Veterans. This program recognizes the maturity and life experience that our Veterans have gained from their military experience.
Job Corps employs a holistic career development training approach that teaches academic, vocational, employability skills and social competencies in an integrated manner through a combination of classroom, practical and based learning experiences to prepare participants for stable, long-term, and high-paying jobs. One of the important outcomes is that participants will obtain a credential or certificate certifying them in a trade.
Veterans accepted in the demonstration project will be living among non-Veterans and other Veterans who are also transitioning from the military to civilian life. One of the Job Corps program’s key benefits is its post-graduate support. When Veterans are ready to begin transitioning into their career, Job Corps staff will assist them in job searching, resume drafting, and job interviewing skills.
Job Corps will provide graduates with transition services for up to 21 months after graduation, including assistance with housing, transportation and other support services. Upon completion of training, Veterans will be assigned to a career transition counselor to assist them with job placement or enrollment in higher education.

The enrollment will be open and continuous until a center reaches 100 Veterans. It is expected that Veteran participants will be enrolling and graduating at various rates. Although Job Corps has set aside 300 slots for the demonstration project, actual participation during the year may exceed that number due to the continuous enrollment.
We will be announcing this demonstration project and providing handouts and other information in our TAP Employment Workshops all over the world. TAP facilitators will discuss this initiative in class and Job Corps personnel will visit selected sites to answer questions and initiate applications for interested Veterans. Once a participant has been identified and accepted into the program, he/she will be given the opportunity to select one of the three Job Corps training centers chosen by Job Corps for this demonstration project.
This is a one-year demonstration program and we want to demonstrate demand for the program and its effectiveness as quickly as possible so that we can look at expanding it.

PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
This position is being announced under FEMA's CORE Program (Cadre of on-call Response/Recovery employees). These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund. Appointments are excepted service, temporary appointments. This is a 2 year temporary appointment in the Excepted Service.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.

QUALIFICATIONS REQUIRED:
To qualify for this position, you must have at least 1 year specialized experience at or equivalent to the next lower level in the federal government. For GS-7 grade level, at least 1 year specialized experience must have been at or equivalent to the GS-06 grade level.

Abraxas is currently seeking Screeners for a immediate deployment to Kandahar Area of Afghanistan. The successful candidate will be available to deploy immediately and have previous theatre experience (AF, Iraq, or Kosovo). The successful candidate will have a minimum DOD Secret Clearance although DOD TS/SCI CI Polygraph or higher is strongly desired.
Program Background. International Security and Assistance Force (ISAF) uses Locally Employed Personnel (LEP) in all of its locations throughout the ISAF Area of Operations (AOO). In order to ensure the safety of ISAF personnel and to counter potential threats from Terrorism, Espionage, Subversion, Sabotage and Organised Crime, all LEPs need to undergo an initial vetting process before employment and periodic vetting during the time of employment.
The objective of this contract is to establish a comprehensive and clear vetting program in which all LEP, third nation, non-NATO civilian and military personnel have passed a vetting process. All LEPs applying for employment on KAF are to be checked as outlined below before employment is granted.
The process constitutes four major portions:
• Filling in a questionnaire in conjunction with the job application by the applicant (CPO responsibility);
• Vetting interview (Contractor Responsibility, detailed below);
• Follow-up to include the report which is written about the interview. (Contractor Responsibility, detailed below)
• Periodic vetting throughout employment.
Operating Procedures: Due to the nature of vetting interviews and the classification of the supporting SOPs and NATO doctrine, the detailed operating procedures (procedures, forms used etc.) will be provided to the contractor in theatre upon signature of the contract and proof of the possession of the appropriate NATO Security Clearances.
Duties
• Prepare and conduct the interview in which the applicant is interviewed using investigative methods (e.g. body language) to verify the consistency of the information provided by the applicant.
• Write reports providing details about the actual interview.
• Mark on the interview form and expressly bring it to the attention of the KAFSO or CI Personnel, as detailed in the KAF SOPs, when any adverse information appears during the interview, which might be of specific interest to the KAFSO or CI Personnel.
• Assemble an application package which is to include all interview reports, and then pass it to the KAFSO and CI personnel who decide whether to issue an ID Card. The production and issuance of ID Cards is the responsibility of the Pass and Permits Office.
• Perform periodic re-vetting interviews with a maximum interval of no more than 6 months or as required as directed by the KAFSO.
• Records of vetting interviews performed in conjunction with the KAFSO and/or CI personnel shall be archived in accordance with reference documents for a period of three (3) years.
• Be responsible for obtaining all required security clearances for his personnel prior to commencing work on this contract. The contracted personnel shall have a minimum of NATO SECRET Personal Security Clearance as issued by his/her National Security

The Special Infantry Training Program supports ANA Special Infantry personnel training through a team of highly qualified former/retired military personnel that provide dedicated, in-depth training and subject matter expertise to assist CSTC-A in the training of ANA Special Infantry units. ANA Special Infantry units are elite, highly mobile light infantry units. The candidate will plan, develop and participate in the execution of operational exercises designed to enhance the capability of ANA Special Infantry forces. The Maintenance Mentor trains ANA Special Infantry personnel on equipment maintenance and support logistics for vehicles, power generation, and communications equipment.

Duties: The duties of a Motor Vehicle Operator Supervisor I of the General Cargo/Material Handling Equipment, (MHE) Section, include responsibility for the efficient operation of the General Cargo Section via the use of up to and including 80,000 pound GVW vehicles, i.e., semi-tractors/trailers. The majority of the Section's duties will be for General Cargo Operations in support of all tenant activities located at NSA Crane. A significant responsibility will be to manage the use of and transport MHE to various locations throughout the Center in support of all customers and in support of the MHE maintenance program.
