This is a TERM appointment not to exceed 13 months. It may be extended for up to 4 years without further competition.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee’s official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.

• Maintains and utilizes Agency’s hazard mitigation data base and other grant systems (NEMIS, eGrants, SQANet, and unified platforms);

• Serve in the Joint Field Office as the Mitigation Branch Director.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

FOR GS-11: Applicants must meet at least ONE of the qualification requirements described under A, B, or C below:
[A.] To qualify at the GS-11 level, you must possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-9 grade level in the Federal service or private sector that involved developing and analyzing policies, procedures, and guidance required for the effective coordination, development, and implementation of hazard mitigation assistance program objectives.
[B.] Three full years (54 semester hours or 81 quarter hours) of progressively higher level graduate education, or possess a Ph.D., LL.M., or equivalent doctoral degree, if related, from an accredited college or university, or has been evaluated by an Accreditation Association responsible for evaluating foreign education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (Please submit transcripts.) Degrees in the following fields are preferred: emergency management, crisis management and/or homeland security. OR
[C.] COMBINATION OF GRADUATE EDUCATION AND EXPERIENCE: If you have less than the full amount of graduate education described in “B” and less than the amount of experience described in “A,” but have a combination of the type of graduate education described in “B” and the type of experience described in “A,” you may be able to qualify by combining your education and experience. First determine your total qualifying specialized experience as a percentage of the experience required for this grade level (one year). Then determine your total number of successfully completed graduate semester hours as a percentage of education required for this grade level (54 semester hours, or whatever amount your school has determined to equal three full years). Then add the percentages. The total percentage must equal at least 100 percent to qualify under this provision.
To qualify for this position at the GS-12 level you must possess the following:
One full year of specialized experience. Specialized experience is described experience in a position developing and analyzing policies, procedures, and guidance required for the effective coordination, development, and implementation of hazard mitigation assistance program objectives.

In this position, you will be responsible for the development and ongoing management of a program which provides regulation, guidance, and authoritative control of all Electronic Security systems owned by the MWEOC.
PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-12 level you must possess at least one full year of specialized experience. Specialized experience is described experience serving as a consultant in developing the functional and technical requirements, developing short and long range program plans, and interpreting operational security requirements for Electronic Security system related projects under the direct supervision of a manager or project leader.
To qualify for this position at the GS-13 level you must possess at least one full year of specialized experience. Specialized experience is described experience serving as a primary consultant in developing the functional and technical requirements, developing short and long range program plans, and interpreting operational security requirements for Electronic Security system related projects.
Time-in-Grade Requirements for Merit Promotion: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-11 level for the GS-12 and one (1) year is required at the GS-12 for the GS-13.
All qualifications and grade equivalency requirements must be met within 30 calendar days of the closing date of this announcement.

Position Description

A potential requirement for a Physical Security Analyst (PSA) to support the Area Support Group - Qatar (ASG-QA) Provost Marshal Office (PMO). The PSA is responsible for the review, analysis and monitoring of the ASG-QA physical security (PS) plan and all PS operations throughout the ASG-QA Area of Responsibility (AOR). The Physical Security Analyst (PSA) is the principal specialist on physical security and is responsible for the overall management and execution of the physical security program.

OVERVIEW

The Marine Corps currently operates C4ISR equipment at garrison and deployed
locations worldwide to support the Marine Operating Forces during peacetime,
combat operations, contingency operations, and training. The C4ISR equipment
supported has common service and performance outcome requirements that must
be provided for military units while in garrison and deployed. The supported
equipment share some of the following characteristics: common COTS/C4ISR
hardware items across applications, geographic areas of operation, job skill
requirements, and security requirements to support hardware and software.

VNE is searching for Subject Matter Expert (SME) to fill billets that will
provide technical/mentor support for the TPCS, TEG, TPC, MSIDS, and JSTARS.
Personnel are being considered for three levels of
expertise:

1) Systems expert for one system with general knowledge of the other systems
including basic operation, ability to instruct basic operation, data
management, and trouble shooting.

2) Systems expert for multiple systems, ability to operate and instruct
multiple systems, data management, ability to network and expedite
information flow across multiple systems, and trouble shooting.

3) Systems expertise in all systems, ability to operate and instruct all
systems, ability to network and expedite information management across
multiple systems and the ability to conduct systems and network
administration for these systems.

EDUCATION:

A Bachelor's Degree from an accredited institution in an area applicable to

Possesses demonstrated strong communication (written and oral) skills.

Prior Navy/DoD experience highly desired.
