Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
For GS-07 : At least one year of specialized experience equivalent to the next lower grade level that includes assisting with managing correspondence services, managing office operations, maintains senior leaders calendar, schedules appointments, training sessions, meetings, and conferences, uses automated tools to prepare graphics, compiles weekly status reports of ongoing activities, maintains files, schedules appointments, serves as back up time and attendance clerk and manages travel database for staff.
For GS-8 : At least one year of specialized experience equivalent to the next lower grade level that includes processing incoming and outgoing materials such as mail, correspondence, reports, memoranda; schedules appointments, coordinates meetings, and/or schedules conferences, performs office automated work requiring use of software, conducts research request, assembles reports, manages travel database for staff, serves as back-up time and attendance monitor, maintains travel reports.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-6 for the GS-7 level. To be creditable, one (1) year is required at the GS-7 for the GS-8.

QUALIFICATIONS REQUIRED:

Job Description

This individual will be the Team Lead, responsible for managing the Joint Training Exercise Network (JTSC) and support the SOF Training Exercise Network (STEN) communications and exercise network. This position is a JTSC Team Supervisor who will be responsible for managing the day-to-day planning, operation and problem-solving so that a Team meets it required level of service or production. Some general categories of tasks are typical for a Team supervisor. The selected individual will participates in technical research and development to enable continuing innovation within the Distributed Mission Operations (DMO) infrastructure. The candidate is responsible to ensure systems comply and adhere with DISA and SOCOM architecture and security practices and mandates.

The individual will be the technical STEN SME for the Joint Training Support Center (JTSC), on Eglin AFB. These activities include technical and support functions in the development and sustainment of the Joint Live, Virtual and Constructive (LVC) environment. Participation and development of the Joint Exercise Life Cycle (JELC) as it pertains to the requirements of the JTSC and their customers. Responsibilities of these systems include but not limited to scheduling and operations, installation, engineering and provisioning, operations and support, maintenance and research and development to ensure continual innovation. This individual should be knowledgeable of the following systems: Cisco networked routers, switches and VOIP Call Supervisor, Polycom VTC suite and remote VTC stations, Windows and Linux systems that support GIS infrastructure; Exercise Networks using High Level Architecture (HLA)/Distributed Interactive Simulation (DIS), TCP/IP configuration ports and protocols, C2 data signaling and distribution, and Full Motion Video (FMV) data streaming, Windows and Linux application systems.

The Team Supervisor is the communication link between the front-line and management at USSOCOM J7/9-E where he or she will disseminate information to the team and forwards information to his up line in a timely manner. The selected individual will works closely with their team members to resolve customer problems and reports as required on performance, issues and resolutions. Other responsibilities include but limited to monitoring individual team members to identify and schedule required training. Part of his daily workload is staying close enough to team members to recognize their shortcomings or weaknesses to address as needed.



Duties and Responsibilities:

SME will include assistance in preparing Soldiers, leaders and units of deploying forces by training on US methodology for IED Defeat and Attacking the Network and Raven equipment in order to (IOT) provide the highest level of training to units.

Provide IEDD program training and Raven SUAS Training to JMRC Rotational Units and/or Observer Controllers (O/C). This includes proper utilization of Raven SUAS intelligence gathering equipment. The SME will leverage information from the Center for Army Lessons Learned (CALL), Raven IPT Meetings, System Safety working groups, etc, to provide the rotational units with the latest SUAS information and doctrine.

Perform duties as Field Service Representative (FSR) for JMRC specific Raven equipment. Train O/Cs as first responders allowing quicker response time to unit for FSR necessary support. Maintain all JMRC specific Raven equipment to 100% FMC and provide Raven SUAS logistical support to the equipment and to the rotational units as necessary. Government will provide the materials to the SME to do so.

Conduct IEDD and Raven SUAS-related information research on NIPR/SIPR in order to remain current on Raven SUAS activity/flights/issues in both OEF and OIF. Integrate ‘best practices’ gathered from research, theater visits and "in theater" Raven SUAS contacts.

Develop exportable information and equipment training packages in support of home station training for military units (MTT). Perform duties as the Raven SUAS Master Trainer as required by TC 1-611.

Train soldiers on tasks, conditions, and standards for each block of instruction. Provide rotational unit Soldiers with instruction covering basic system components, basic flight operations, airspace coordination, Theater TTPs and troubleshooting.

Provide rotational training unit Soldiers with a practical exercise that includes a written exam and a flight performance exam, IAW TC 1-611.

Provide over-the-shoulder coaching during various training conducted during the Maneuver Readiness Exercise (MRX) to include: pre-rotational training, situational training exercise (STX), and force on force (FoF) that will take place over a three week period.

Provide familiarization training to Observer Controllers during semi-annual O/C training, or as required. Responsible for providing FSR type support during rotational unit training in order to identify and correct user and equipment issues. Be familiar with and follow all host nation and local regulations, and JMRC SOP’s regarding use of Unmanned Air Systems. Coordinate all training/flight activities thru the senior aviation planner in the JMRC OPSGRP. Also works with the JMRC OPSGRP Avn planner for training unit scenario development.

Occasional field duty and travel will be required. Expect the majority of travel to be in country.

Support the IED Defeat Training Coordinator and will perform other duties as assigned. Maintain a respectable appearance with regards to personal hygiene and clothing and will be physically capable to perform tasks under adverse conditions. Responsible for providing daily life support as it relates to meals and water and shall provide all necessary emergency notification data to the IED Defeat Training Coordinator.



Mandatory Requirements:

i. Certified Raven Operator (minimum 50 hours actual flight time)

Proteus Solutions / TechStart has teamed with a proposal writing company that has extensive expertise in the military air and ground arenas and, due to our ten years of experience in military and civil space markets, they have asked us to lead the recruitment of space system experts expand their presence in those areas. In addition, because of this relationship, we have the opportunity to recruit Subject Matter Experts (SMEs) in their original markets of air and ground systems.



CURRENT NEED: T-6 and F-15E Experienced Training & Simulation SME for Proposal Review



We need Training & Simulation Subject Matter Experts with T-6 and F-15E experience. While the requirement is not imminent, we are trying to identify and vet a few individuals that are currently consulting early so we are ready to support our client when the time comes. Main focus is for a SME but if you also have some Proposal Development or Review Team Experience, that's a plus. This will not be a full time gig.



At this time it is unclear as to whether the proposal team(s) will require security clearances, but please include your pertinent clearance level, date and investigative agency information with your resumes.



As a SME, if selected for a proposal team, each individual would work during the multi-week effort without commitment to signing onto the contract when the prime wins. On the other hand, if the SMEs that work on the proposal are interested, they can ask to be on the team that executes the contract.

Position Description

Provide instructional support in Africa in order to increase African capacity to fight terrorism and to prevent, mitigate, and resolve crises, conflict, and regional instability.

The Chief Facilities Engineer is responsible for leading the design and estimating team for construction and renovation of Real Property and Real Property Installed Equipment in support of the Civil Engineering Operations and Maintenance Services (CEOMS) contract at Schriever AFB.









Specific Job Description (this should be project specific job duties/responsibilities in bulleted format)

• Design IAW the NEC, NFPA, and military regulations and standards
• Use unique software packages including RS MEANS (estimating) and Infor/EAMS (work control)
• Lead the design and estimating process for construction & renovation in buildings 400, 401, and 712, Schriever AFB using AF Form 332.
• Responsible for customer coordination including project definition, configuration control, interim checks, final design approval, and coordination of technical evaluations and independent government estimates.
• Prepare electrical designs and estimates; ensure designs are IAW applicable standards
• Supervise a Mechanical Engineer, Planner, and CAD technician, and coordinate their designs, estimates, and materiel requisitions
• Prepare statement of work proposals for subcontractors
• Prepare coordinating studies of facilities when required
• Serve as Deputy Project Manager and support administrative, supervisory, and contractual requirements.
• Share (with 2 other managers) a 24/7 on-call requirement

Duties and Responsibilities:
• Work with HW and SW development engineers to design, write detailed test plan and execute testing on complex wireless communication systems
• Define and communicate test strategies
• Document identified defects and collaborate with engineers on characterization
• Use test automation and lab test equipment to include protocol analyzers and cellular test equipment
• Be an active contributing member to the team - pitching in where possible
• Have the drive to achieve desired goals and support customer milestones
• Lead other technical staff in development efforts
• Travel to other LGS Locations or Customer Sites as necessary
• Perform other duties as required
• Able to obtain/retain a government security clearance

Requirements include:
• 6+ years related experience
• Bachelors degree in EE, computer science, computer engineering or related discipline or equivalent combination of education, skills and experience in related discipline
• Expert computer knowledge and proficient in Programming in specific software applications relevant to projects
• Proficient in development programming languages (C/C++ or Java).
• Knowledge of Unix/Linux environments, and web development technologies
• Prefer experience with: GPRS, ISO/OSI protocol stacks, TCP/IP networking and cellular systems: CDMA, UMTS, WiMAX, LTE and other 3G/4G wireless protocols
• Strong experience with multiple software/firmware development and test environments
• Experience with various telecom and datacom protocols
• Experience with developing wireless communication products
• Demonstrated communication skills where you've documented and presented design/product ideas
• Knowledge of Microsoft software applications and other software applications as required
• A track record of individual technical accomplishments
