Selective Placement Factor:

The Program Training Advisor will have two major requirements: 1) to assist all OPM-MOI program sectorsdevelop, provide, and assess training for MOI personnel who require skill enhancement; 2) to ensure the OPM-MOI staff is fully qualified and current on best practices, management skills, and technical qualifications.
Duties and Responsibilities:
Serve as the Program Director’s principal advisor on all program training development and management. Apply knowledge of instructional theory and adult learning principles to assist all OPM-MOI program sectors (DOS, DOD, DOE, DHS and other agencies, as required) in developing and implementing training strategies to meet training needs and objectives. Assist in developing training strategies that clearly define training objectives, methods, and required resources.
Assists in the evaluation and assessment of training programs including providing detailed reports on their capabilities, applicable curriculum, methodologies, and necessary peripheral equipment. Assist and advise technical subject matter experts in each program’s respective area as they convert CIP program plans and operations into training course materials. Assist all OPM-MOI program sectors as they provide quality assistance, deliver, and evaluate training, including measurement of retention among students. Assist program leads with designing and scheduling training modules and tracks progress for the Program Director. Assist all OPM-MOI program sectors to conduct training assessments for each student to analyze the data and
to provide after-action reports to OPM-MOI program leads and MOI. Establish a consistent process by which all OPM-MOI program sectors can capture lessons learned and provide recommendations for improvement on training methods and maintaining a program-wide best-practices library. Perform other duties as assigned.
Knowledge and Qualifications Required
10+ years designing, conducting, and evaluating training for major government or industry programs with diverse staffs conducting a wide variety of missions.
Masters of Education (M. Ed.) or equivalent experience in training development and management.
Knowledge of state-of-the art training capabilities including training methods and equipment such as training devices, simulations, and simulators is required.
Strong training management skills.
Experience in training within an international environment (preferred).
Experience in training curriculum design, evaluation and management of instructor development program.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-13/14 level, applicant must possess at least one of the following:
One full year of Specialized Experience Requirements: Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
For GS-13 grade level, You must have one year of specialized experience developing, implementing, and maintaining information technology and online content that is 508 compliant broadly across an Agency’s web-related operations and processes. Demonstrated knowledge of the tools and methodologies to check PDFs, videos and web page for 508 compliance as well as experience in developing website style guides and similar documentation that provides guidance to web contributors and website managers on developing content that complies with organizational standards and directives.
For GS-14 grade level, You must have one year of specialized experience providing top level Web policy and planning support and managing the development and implementation of Web content policy, procedures and standards ensuring compliance with applicable laws, regulations and standards; applying methodologies including web metrics tools and data, search logs, information architecture sitemaps and wireframes; techniques for creating transparent, participatory, and collaborative government websites and web-accessible data; developing and implementing RSS feeds, widgets and customer satisfaction surveys; developing and maintaining multilingual of an organization’s website and updates; expert experience overseeing the development, maintenance and management of a mobile optimized website and associated applications; expert on information collections and what triggers a privacy threshold analysis or a privacy impact analysis; experience with assessing “cookies” and other technologies that potentially trigger privacy issues and determine if they require an update to the organization’s privacy policy.

Quality Assurance Technician-2nd shift $12.00+
Performs equipment and room clearances based on cleanliness and adherence to SOP s.
Performs in-process inspections and physical testing of products to ensure compliance with specifications. Perform product release based on physical characteristics, compliance with in-process control limits and finished product specifications Performs and/or assists with batch record review for accuracy and completeness. Performs scheduled calibrations of manufacturing and physical testing equipment.
Coordinate collection of finished goods samples for reserve/retain samples.
Comply with cGMP regulations and follow all standard operating procedures
