In this position, you will serve as an Administrative Specialist and will be under the direct supervision of the Finance and Administration Section Lead. The incumbent provides a range of administrative and human resources support functions to ensure efficient closeout operations and effective coordination with other staffed sections and Regional office components and counterparts. The incumbent serves to support long-term recovery operations following the closing of disaster-response operations in the States of Kansas, Nebraska Iowa and Missouri.
PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
This position is being announced under FEMA's CORE Program (Cadre of on-call Response/Recovery employees). These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund. Appointments are excepted service, temporary appointments. This is a 2 year temporary appointment in the Excepted Service.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. Specific Duties: The incumbent performs the following, as well as other related duties as assigned:
The incumbent manages the Time and Compensation/Claims work of the Section. The incumbent manages human resources procedure and policies and participates in the development of long-range planning and administrative matters. The incumbent is responsible for processing new hires and tracking of personnel, documenting and processing claims for accidents and injuries occurring during recovery activities, and ensures that Agency administrative regulations, standards, procedures, and policies are implemented.
As lead Time keeper for the KCCC, the incumbent serves to ensure that all personnel time is properly recorded, validated and certified; analyzes and makes recommendations for best utilization of personnel resources; provides oversight for the calculation and tracking of time and leave for assigned staff, including validation into DHS/FEMA time keeping software.
The incumbent assists the Section Lead in managing the Compensation/Claims work to ensure that : (1) all documentation related to workers' compensation is correctly completed, and (2) the investigation of all claims involving damaged property associated with the incident are handled properly.

You will serve in the National Fire Program Division (NFP), United States Fire Administration (USFA), Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS). In this position, you will be responsible for response support programs designed to increase the capacity of both the Nation's fire and emergency services and the general public to better prevent, mitigate, prepare for and respond to local regional and national emergencies.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.

QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-14 level you must possess: One full year of specialized experience. Specialized experience is described experience in a position managing response support programs designed to increase the capacity of both the Nation's fire and emergency services and the general public to better prevent, mitigate, prepare for, and respond to local, regional and national emergencies.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-13 level for the GS-14.
All qualifications and grade equivalency requirements must be met within 30 calendar days of the closing date of this announcement.

7. Subject: Anti-Piracy MAROPS Security (OCONUS)
Ok, things are looking very positive now. We're still not finalized yet and are still in negotiations with the client but we're looking at a 01 AUG (15 AUG is probably more accurate) start date. A lot of the details are still being negotiated but here's what we're looking at:
3 Man MAROP security teams
Team Leader $600/day
Security Specialists $500/day
5-6 paid days (probably six) at sea per voyage (anticipating 28 crossings per month)
2 days off duty as a passenger at per diem rate (Green Zone transit) to R&R site
per diem for R&R days on shore vic Sinai and India
- We have budgeted for $230 per day per diem (whether on ship or in port) if the team member arranges their own lodging. If we arrange
for the lodging then the per diem would be reduced to $80 per day.
We'll provide weapons (AK-47 and 9mm sidearm), ammo, optics & NVGs, body armor, PFD, uniform. Individuals will bring their own personal kit (web gear, holster, slings, camelback, etc. ).
CONOPS. At our cost, we will fly personnel from home station to Point Of Embarkation in India/Sri Lanka or Sinai/Suez area. There will be a team house established at each of these locations for staging, refitting, and stand down R&R time between voyages. Security detail with weapons/ammo/equipment will be conveyed to client commercial vessels offshore by company tenders berthed in respective ports. They'll be recovered in the same manner. Personnel will receive a paid return flight home at end of contract TBD. – We may not have a team house initially but will probably move in that direction quickly. Either way … their per diem rate will cover the cost.
I'll be reviewing resumes for qualifications to determine team leaders based on operational experience. Of course we're looking primarily for SEALs but will also look at other SOF (Army SF, Ranger, MARSOC, PJs) and not some excepted SOF personnel (USMC and Navy) based on assignments, skill sets, and experience. – Any former U.S. SOF personnel will be acceptable.

It is preferred the OPFOR Lead have a minimum of three years experience as a SME performing similar work/task related throughout the PWS.
• Skilled as Subject Matter Experts(SME) in vehicle and foot follow techniques. Teams shall be able to follow specified subjects throughout the entire exercise. They must be able to change out/rotate individual team members during the exercise.
• Shall be able to conduct area familiarization and adapt to the operational area within twenty-four (24) hours prior to providing the required coverage to the students.
