• Utilizes checklist and prescribed methodology to operate the UAV safely

Education and/or Experience:
• BA/BS desired and/or prior military experiences with multiple, world-wide air operations experiences. Pilot license desired
• In-dept understanding in the procedures and principles of air operations in a congested deployed airspace environment – ICAO, ROZ, ATC, Airspace Classes, Killbox/Keypad, Non-radar, etc.
• High level of organizational , aircrew resource and management skills
• Successful military or FSR field deployment experiences (preferably UAV deployment experience)
• Excellent skill with use of MS Office software products
• Demonstrated ability to successfully interact with people at various levels and perform in a dynamic deployed operating environment

These services shall be accomplished by preparation of procedures, processes and techniques; demonstration of how the advanced capabilities are achieved, instructional support to equipment users in learning new techniques, and monitoring equipment user performance to ensure that the activity is correctly performed.
• The SMEs should be knowledgeable in support of all equipment, networks, and processes employed by the USMC unit that they support since they will be the single source of technical support at the unit.
• The SMEs shall assist in the diagnosis of system-level components, software and network problems, and aid the Marine maintainer in restoring the components to service. However, component return to service is the responsibility of the Marine maintainer.

Basic Qualifications & Experience

The unit commander establishes the priorities and direction of the Unit Family Readiness Program and the FRO is the primary staff member responsible for carrying out the commander’s vision and intent. Implements the Unit Family Readiness Program in its mission to support individual Marines in attaining family readiness. Support to families shall encompass Marines, spouses, children, and designated parents/extended family members of Marines. Conducts proactive outreach, rapport development and multi-faceted communication efforts to facilitate meaningful two-way communication between the command and its Marines and families. Assures the unit conforms to applicable guidance and regulations in the execution of the Unit Family Readiness Program and remains ready to successfully undergo the scrutiny of higher-headquarters assessments. Supervises Deputy FROs and family readiness volunteers to include: assigning and distributing work, providing guidance to get work started, setting work pace, demonstrating work methods, ensuring worksite materials and tools are available to complete work, reporting workplace injuries immediately to the immediate or higher level supervisor, and to the Human Resources office; following up and inspecting completed work, meeting productivity goals, ensuring employees follow security, safety and housekeeping rules, conducting on-the-job training, coaching, counseling, tutoring, and mentoring employees; recommending and completing volunteer hire and removal actions, completing performance reviews, recommending volunteer awards, verifying timekeeping logs, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Prepares and distributes official information via the mass communication system, Unit Family Readiness Program Newsletter, official unit website, unit toll-free phone numbers, and other media. Monitors and analyzes usage patterns for communications methods, to include Marine Online Readiness Roadmaps.

Partners with PAO as appropriate. Distributes marketing materials developed and provided by HQMC and/or MCCS. Develops and implements Unit Family Readiness Program communication plan of action and milestones, to include awareness marketing. Drafts speeches and strategic communications messages as required. Delivers briefs and presentations as needed (from General Officer to family member level).

Provides Marines and designated family members with official command communication and Information and Referral (I&R) services for emerging challenges. In providing I&R services, establishes and maintains contact with other organizations, including but not limited to, MCCS, Marine and Family Services, Marine Corps Family Team Building, MCCS Area Coordinator, and other on-base and off-base resources. Communicate purpose and extent of the family support programs to Marines and extended family members. Actively encourage family member use of available resources and programs.

Plans, coordinates and executes administrative and logistical requirements, in partnership with the MCCS Area Coordinator, MCFTB, or other applicable entities for Unit Family Readiness Program events such as Family Days, pre-, during and post-deployment events, and others as required. Coordinates and attends Family Readiness Command Team meetings. Attends closing ceremonies for MCFTB trainings/sessions and volunteer appreciation events related to unit Marines and family members. Assesses family readiness training and education needs of unit Marines and families, and coordinates MCCS support to meet those needs. Establishes training schedules and coordinates delivery of training. Welcomes new families to the unit, establishing a relationship and providing information regarding the many resources available. Supports activities that build unit cohesion and a sense of community among the unit families. Assures Marines who are required to establish a Family Care Plan (FCP) have completed one that is executable. Explains the purpose and intent of the requirement and assists them in the completion of the FCP.

Establishes and maintains liaison with, and serves as a mentor to, subordinate unit FROs. Assists in the development, implementation, and evaluation of subordinate Unit Family Readiness Programs. Conducts periodic assessments of subordinate units' personal and family readiness programs and provides appropriate recommendations for improvements. Oversees and directs the efforts of Family Readiness Program Assistants. Validates and tracks volunteer service hours in coordination with the Installation Volunteer Coordinator. Coordinates appropriate volunteer recognition. Monitors and maintains fund allocations. Develops long range and short range cost estimates for program funding requirements. Monitors overall budget execution. Acts as the approving official for reimbursement of volunteer expenses. Maintains contact and coordination with MCCS (e.g., Directors of MCFTB and Marine and Family Services) and others regarding the effectiveness of MCCS programs and services. Marines and their family members through use of an established assessment tool will provide feedback to the commander, for consideration for performance appraisal, regarding program effectiveness and effective use of resources. Ensures OPSEC and Privacy Act compliance. Adheres to principles and concepts of the EEO program. Performs other related duties as assigned.

QUALIFICATION REQUIREMENTS: Bachelor’s degree preferred or four years related experience, demonstrating a high degree of interpersonal communication and analytical skills to adapt and respond to diverse situations unique to the military lifestyle. Demonstrated skill to: serve as a primary representative to provide command family readiness outreach, support and assistance to a unit's military personnel and their families at the Lieutenant Colonel command level, exercise sound judgment and initiative in carrying out responsibilities, interpret and adapt guidance and material to resolve complex situations as they arise, work with wide latitude for independent action to ensure overall program effectiveness, soundness of recommendations and effective use of resources. Skill to assign tasks to others and supervise them in the accomplishment of those tasks. Skill to maintain personal contacts and collaborate with key personnel in the Marine Corps, principal assistants to the unit commander. Skill to represent the Marine Corps at internal and external meetings or forums to address and resolve family readiness issues and functions. One full year of specialized experience. You will serve in the Office of Response and Recovery, Response Directorate, DECD, MERS Frederick MD.,Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS). In this position, you will perform work pertaining to planning, analysis, design, development, implementation, operation, maintenance, and enhancement of voice/data/video/cryptographic/technical control telecommunications capabilities and systems.
PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
EXCEPTED SERVICE: The Federal Emergency Management Agency (FEMA) is accepting applications for a full-time position in the Mobile Emergency Response Support (MERS) Detachment. MERS positions are in the Excepted Service. Employees will not acquire civil service status, but will have standard and optional benefits.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Applicants must meet the qualification requirements below:
To qualify for the grade GS-11, you must have at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-9 grade level or pay band in the Federal service. Specifically, specialized experience in the planning, deployment, and operation of voice, computer, video and data telecommunications systems/services, and switching systems.
To qualify for the grade GS-12, you must have at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-11 grade level or pay band in the Federal service. Specifically, specialized experience is experience designing and integrating large, complex automated voice, data, video telecommunications switching networks, and systems; monitoring testing, alignment and fault isolation of voice, data, and video telecommunications circuits, systems and equipment and performing equipment repair to the lowest replaceable unit (LRU).

Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-09 level for the GS-11. To be creditable, one (1) year is required at the GS-11 level for the GS-12.
All qualifications and grade equivalency requirements must be met within 30 calendar days of the closing date of this announcement.



EDUCATION
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

PURPOSE/BASIC FUNCTION

The role of the Project Manager is to plan, execute, and finalize the

ALATEC is seeking a 13M Multiple Launch Rocket System (MLRS) Crewmember Trainer/Instructor to work in a challenging, professional environment committed to national security and soldier safety.
Instructors are required to provide performance oriented training using U.S. Army TRADOC approved program of instruction (POI) and in compliance with defined instructor to student ratios and equipment to student ratios. Training will include but is not limited to classroom, hands-on, simulation/virtual, field environment and exercises, combat scenario driven, and realistic and safe environment. Training requirements shall be for resident and non-resident training courses and in support of mobile training teams (MTTs). Conduct of instruction shall also be in support of specialized training requirements or the training of new systems. Individual instructors will participate as a Subject Matter Expert (SME) in developing revisions of the POIs, Lesson Plans and Training Support Packages (TSP) to remedy any deficiencies or shortcomings identified during the preparation for and conduct of instruction.


Responsibilities:
• Prepare and maintain the lesson plans for FA Mobile Training.
• Plan for unit training support.
• Conduct unit training.
• Able to train senior Non-Commissioned Officers (NCOs) to plan, assess, and evaluate Field Artillery training.
• Conduct Battery Operations Course 2E-F247/041-F15-Mobile Training Team (MTT). Provide unit assistance and teach, evaluate, and provide feedback in accordance with (IAW) TC 3-09.8.
• Conduct After Action Review and out-brief.
• Attend every three week Field Artillery Pre Command Course (PCC) as observer/facilitator.
• Project a positive Army and Fires CoE image, in appearance, attitude, and conduct.
• Wear appropriate attire, maintain a neat appearance, and present a courteous and professional attitude.
• Be able to travel as part of a Mobile Training Team to CONUS and OCONUS locations



Experience Required:
• 11, or more, years related experience to include Operation Iraqi Freedom/Operation Enduring Freedom (OIF/OEF) experience.
• Experience in gunnery.
• Knowledge of the Multiple Launch Rocket Systems (MLRS) and Highly Mobile Artillery Rocket Systems (HIMARS) and their operations to include: emplacement, communications, fire control system, fire mission processing, reload procedures, and maintenance of the launcher and the carrier.
• Proficient in reload procedures and maintenance procedures for the resupply vehicles associated with these launchers to include the M985 and M1140 series trucks.
• Knowledgeable with current and future FA weapon systems, training management, Artillery Tables IAW TC 3.09.8, crew-served weapon systems assigned to Field Artillery units based on the COE and maintenance management.
• Very well versed in the specifics of FA MLRS systems.
• Experience in using Microsoft Office products.
