Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
You qualify for this position at the GS-13 (starting salary $89,033) level if you possess the following:
One full year of specialized experience, equivalent to the GS-12 level in the Federal service with budget formulation and execution principles and practices along with planning, programming, and budgeting regulations, guidelines and processes in order to: advise program staff throughout the Agency and outside the Agency on a variety of situations and issues that involve applying or adapting new theories, concepts, principles, standards, methods or practices for budgetary requirements determination.
You qualify for this position at the GS-14 (starting salary $105,211) level if you possess the following:
One full year of specialized experience, equivalent to the GS-13 level in the Federal service analyzing, developing criteria for, and evaluating policies and procedures affecting agency budgetary requirements; analyzing and evaluating the capabilities, effectiveness, feasibility and cost of proposed and alternative programs; analyzing the impact of resource reduction options upon agency capabilities and performance; analyzing and validating cost estimates of planned or proposed budgetary requirements; developing budget formulation guidance as part of the Agency's planning, programming and budgeting process upon which program elements multi-year plans are to be based.

Time-in-Grade Requirements for Federal employees: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

In this position, you will become a key member of a team of Food Service Workers and Cooks. This is a developmental position with promotion potential to the WG-08. At the full performance level, you will:
• Prepare and cook any or all food items in bulk quantities or individual servings for regular and/or modified diets required for morning, noon, evening, late meals, and/or special feedings.
• Review menus, worksheets, recipes, and determine type and quantities of items required for number of persons to be served and recipe requirements.
• Cut and trim to cooking size, and weigh or measure portions and ingredients for regular or modified diets in accordance with menus, recipes, or other instructions.
• Roast, broil, bake, fry, boil, steam, and braise meats, fish, poultry, fruits, and vegetables.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C. Although a specific length of time and experience is not required for most trade and labor occupations, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Working Conditions: Work is performed in kitchen areas which are well-lighted, but often hot and noisy. The incumbent is exposed to steam, fumes, and odors from cooking, and to extreme temperature changes when entering refrigeration units. There are dangers from slipping on wet floors, cuts from knives, and burns from hot steam, food, stoves, grease, and water.
Physical Effort: Work requires continual standing and walking, frequent stooping, reaching, pushing, pulling, and bending. Frequently lifts objects weighing up to 40 pounds unassisted, and may lift heavier items with the assistance of lifting devices and other workers.

QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-13 level you must possess at least one of the following:
One year of specialized experience at the next lower GS grade or equivalent. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

GS-2210-13: At least one year of specialized experience implementing information technology enterprise service in support of the business needs of an agency. Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-12 level for the GS-13.

This position includes emergency duty assignments. As part of the emergency duties assigned to this position, the individual may be required to deploy in excess of 180 days per year to the field in support of a disaster where conditions may be austere for short periods of time. The work requires some physical exertion, such as long periods of standing, recurring bending, stooping, stretching, reaching or similar activities, or recurring lifting of moderately heavy items. Primary Purpose: The incumbent of this position will serve as a Program Specialist (Operations) within the Regional Response Division, IMAT Branch, when not deployed, and as the Operations Section Chief of the Regional IMAT when deployed.

Specific Duties:
Collaborates with the region Operations Integration Branch Chief and integrates with region operations mission "steady state" to ensure continuity and compliance with operational integration strategies and policies as they impact on disaster operations. Participates in collaborative arrangements and maintains relationships with other counterparts, such as the Headquarters Operations Management Division, Region Emergency Support Functions (ESFs) and other entities including state and local governments on matters related to operational planning programs. Plans, organizes, and coordinates briefings and information exchange opportunities.

When deployed as the Operations Section Chief, the incumbent is responsible for:

• Managing and overseeing all operational activities associated with an incident.
• Determining the appropriate organizational structure of the Operations Section on the basis of the complexity of the incident.
• Supervising the Section personnel deployed to the incident.
• Coordinating the response and recovery operations with other Federal agencies, State, Tribal, and local governments.

• The RMG employee shall under the direction of the SDO/DATT, The RMG contractor employee shall, in close collaboration with the AFL COIC and the MOD, design an overarching capacity building approach (based on current deficiencies, objectives, methodologies, exercises, evaluations, reports, etc.) that will facilitate the development of improved capability of the armed forces of multiple African nations to effectively plan and conduct training, sustainment and operations, and improved capability of the Ministry of Defense to manage, sustain and employ the armed forces of multiple African nations. The contractor shall also assist in the development of a joint assessment instrument that may be used by the AFL/MOD and the USG to evaluate program efforts.
• The position requires a minimum of ten years of progressively responsible operations, planning and policy experience. Position Description
Job Summary
Services, repairs and overhauls fixed wing aircraft and aircraft subsystems to ensure airworthiness. Uses technical data to troubleshoot malfunctioning systems and repairs or replaces faulty components. Operationally checks repaired or modified systems for proper operation. Performs quality maintenance on fixed wing aircraft in accordance with (IAW) Federal Aviation Regulations (FAR�s), Original Equipment Manufacturers or military technical orders as specified in the Statement of Work Instructions. Able to work alone at remote locations to keep aircraft flyable.

Principle Accountabilities
JOB DUTIES & RESPONSIBILITIES
1. Services and repairs aircraft and aircraft engines to ensure airworthiness.
2. Repairs and replaces aircraft structures, such as wings and fuselage, and functional components including rigging, surface controls, and plumbing and hydraulic units, using hand tools, power tools, machines, and associated equipment.
3. Reads and interprets manufacturers' and maintenance manuals, service bulletins, and other specifications to determine feasibility and method of repairing or replacing malfunctioning or damaged components.
4. Examines engines for oil leaks, and listens to operating engine to detect and diagnose malfunctions. Inspects turbine blades to detect cracks or breaks.
5. Tests engine operation, using troubleshooting procedures and diagnostic test equipment, to identify source of malfunction.
6. Replaces or repairs worn or damaged components using hand tools, gauges, and test equipment.
7. Familiar with The Army Maintenance Management System and the Air Wing Information System (and willing to learn to become proficient in all aspects of same).
8. Removes and installs engine from aircraft.
9. Disassembles and inspects parts for wear, warping, or other defects.
10. Repairs or replaces defective engine parts and reassembles and installs engine in aircraft.
11. Adjusts, repairs, or replaces electrical wiring system and aircraft accessories.
12. Performs miscellaneous duties to service aircraft, including flushing crankcase, cleaning screens, greasing moving parts, and checking brakes.
13. May service engines and airframe components at line station making repairs, short of overhaul, required to keep aircraft in safe operating condition.
14. May specialize in work, repair and modification of structural, precision, and functional spare parts and assemblies.
15. May specialize in engine repair.
16. Must be able to become qualified and perform engine runs for the aircraft type they are assigned to support.

OTHER or ADDITIONAL RESPONSIBILITIES
Understand and use The Army Maintenance Management System � Aviation (TAMMS-A) in order to achieve desired results and meet customer standards. Perform other duties assigned to include, but not limited to recommending courses of action to enhance the country sites maintenance goals.

Knowledge & Skills
1. Must have a valid FAA Airframe and Power Plant (A&P) Mechanics License, with a minimum of five (5) years as a licensed A&P.
2. CMF 15 Aviation MOS series or other Military / Commercial equivalent. Completion of formal maintenance training on assigned aircraft is desired.
3. The ability to read, write, and interpret technical duties is required.
4. Occasional travel and continued education/training will be required.
5. Ability to attain and retain a Moderate Risk Public Trust (MRPT) through Department of State background Investigation; a condition of continued employment.

Experience Required:
Minimum of five (5) years aircraft mechanic experience as a licensed Airframe and Powerplant mechanic on DHC-8 (Dash-8) fixed wing or equivalent aircraft is required. Position Description
Purpose of Classification:
Responsible to the Maintenance Supervisor for the Maintenance Production schedule. Establishes work and production schedules to meet the mission requirements. Assigns maintenance priorities and personnel to assist other mechanics and sections as required.

Principle Responsibilities:
Directs the maintenance effort by supervising and directing the actions of the maintenance personnel. Enforces the precautions and requirements prescribed by the fire, FOD prevention, housekeeping, tool control, safety programs and company SOPs. Ensures ground support equipment is properly maintained, stored and utilized. Supervises all required aircraft servicing tasks. Monitors all tasks associated with ground movement of aircraft. Schedules aircraft conditional inspections, unscheduled maintenance, phase inspections and other assigned tasks to determine airworthiness. Uses schematic diagrams, drawings, charts, and technical publications, military and civilian, in operating, testing, removing, repairing, and replacing all aircraft systems and components. Responds to tasking to go on Temporary Duty (TDY) in support of the INL/OA program. Reviews aircraft records and maintenance actions in aircraft records and does associated documentation as necessary to comply with directives. Advises instructs and reviews aircraft log books and has oversight of local nationals in basic aircraft maintenance practices and specific tasks to maintain assigned helicopters, if tasked. Performs other duties as assigned.

Experience Required:
Maintenance Leads will have a minimum of ten (10) years aviation maintenance experience with five (5) years experience on Ayres Turbo thrush, Air Tractor AT-802, or equivalent single and multiengine turboprop and radial engine aircraft. They should have sufficient experience to accomplish the above tasks with a minimum amount of supervision.

Education Required:
High school diploma or equivalent required.

Special Knowledge / Skills Required:
A proficient knowledge and proven supervisory background of the rotary wing aircraft series, and common aircraft hand tools and special tools is required. A working knowledge of aircraft maintenance safety requirements and of the operation of portable fire fighting equipment is required. The ability to read, write, and comprehend technical data is required. A current FAA Airframe & Power Plant License is required. The ability to speak, write and read Spanish is desired. Principal Accountabilities

Position Description
Job Summary
Perform duties as a flight instructor, flight chief, crew chief, repair and reclamation, maintenance support functions and aerial gunnery duties in support of the U.S. Department of State (DoS), Bureau for Diplomatic Security (DS), under oversight from the Bureau for International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A). Performs duties as the Flight Instructor for all Non-Pilot crewmembers, gunner and Aerial Observer training for Iraq personnel entering formal Flight Training under contract guidelines. Develops and implements the Aerial Observer/ Gunner and Crew Chief Training Programs, including execution of training in methods, procedures and techniques of training, planning and conducting training, educational test administration, curriculum development, lesson plan preparation, development of training support materials, formal/informal classroom presentations, student training status tracking and reporting.

Principal Accountabilities
JOB DUTIES & RESPONSIBILITIES
1.Perform pre-flight checks and ensure aircraft meet flight safety standards.
2.Services, troubleshoots and inspects aircraft structures, systems, components, and related systems.
3.Coordinates maintenance plans and schedules to meet operational commitments.
4.Reviews maintenance data collection summaries to determine trends and production effectiveness.
5.Ensure aircraft is maintained to flight safety standards.
6.Ensure aircraft records are maintained and record all incidence noted in preflight inspection and during flight.
7.Ensure that scheduled maintenance is performed on time.
8.Reviews maintenance data collection summaries to determine trends and production effectiveness.
9.Supervises and assists in launching and recovering aircraft.
10.Performs crash recovery duties.
11.Operate the helicopter�s door gun.

OTHER or ADDITIONAL RESPONSIBILITIES
1.Perform aircraft maintenance as required.
2.Performs staff and supervisory management functions.
3.Perform other administrative task as assigned.

Management Responsibility
Manage direct reports responsible for operating and implementing contract requirements; manage individual personnel development within section.

Knowledge & Skills
1.An Airframe and Power (A&P) license, with turbine aircraft experience.
2.Will be responsible for maintaining weapons qualification with the Glock 9, M4, M249 SAW and familiarization fire for the AK47.
3.A current FAA Class III Medical Certificate is required.
4.Must possess a current US passport or the ability to obtain one before assignment.
5.Possess, or ability to obtain and maintain a DoS Secret Security Clearance is a condition of continued employment; an active DoS Secret Security Clearance preferred.

Experience & Education
Have a minimum of four years experience as a Crew Chief and Aerial Door Gunner in the U.S. military.

High School Diploma or equivalent is required.

Physical Requirements/Working Environment
1.Must possess and maintain a current, FAA Class III Medical Certificate.
2.Must be able to walk or stand on level and/or inclined surfaces up to three (3) hours per day and sit for up to five (5) hours per day.
3.May be required to lift up to 30 lbs. to the height of 4 feet and be required to lift up to 20 lbs. to a height of 7 feet.
4.Must be able to crouch, crawl, grasp, or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders.
5.Must be able to routinely climb / descend stairs.
6.On occasion must be able to lift up to 80 pounds.

8.Must be able to read and interpret newspaper and typewritten print.

Employee will be required to work and live in a potentially hostile environment, at remote locations, and under austere conditions. Will be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure. May be exposed to extreme noise from turbine and jet engine aircraft. May be exposed to fumes or airborne particles; may be exposed to electrical shock hazards or work near moving mechanical parts, vehicles, or aircraft.

Travel
Travel to and between CONUS and OCONUS locations as requested is required.

Job Summary: UW SMEs will develop scenarios for SOTF and RSD level UW exercises.

Qualification Requirements:
• Will work for 14 days semi-annually to develop exercise scenarios.
• Pay is estimated at $800 per day with all travel included as per the JTR.

Skills and Knowledge:
• Advanced knowledge of all aspects of the Advanced Special Operations Manuals used on conduct of Unconventional Warfare and Advanced Special Operations.
• Experience teaching Unconventional Warfare POIs at ILE, JSOU, or equivalent
• OCONUS tactical experience.
Preferred:
• Instructor experience in ASO level II or III courses.
• SF Battalion, Group, or Regiment level experience with UW exercises and programs.

Education and Qualifications:
• Completion of advanced Unconventional Warfare study (Naval Post-Graduate School – SOLIC, School of Advanced Military Studies).

Security Clearance:
The qualified candidate must be able to obtain and maintain a government security clearance at a Secret Level.
