POSITION TITLE: Military Production Advisor

The South Sudan Armed Forces currently imports over $100 million in food and supplies to feed and support its force. The mission of the Directorate of Military Production (DoMP) is to foster self reliance within the South Sudan military. The DoMP is also responsible for raising funds to contribute to the future demobilized soldier incentive packages.

DUTIES:
• Advise and assist in the development of a plan for the South Sudan military to be self-reliant; which includes managing and generating resources (including through agriculture, fisheries, and construction), wherever technologically feasible and economically viable.
• In consulation with the Ministry leadership and staff, advise and assist in drafting an organizational strategic plan to identify and cultivate local resources in South Sudan, such as agriculture and aqua-culture, and establish food security programs for the military.
• Provide advise and guidance to Director or Military Production (DoMP) and staff on financial investments, decision-making process, growth potential, technical and quality assurances, and risk and market analysis.
• Advise and assist in overseeing business process re-engineering (BPR), documentating, designing, solution testing pertaining to the implementation of organizational transparency system, and financial accountability.
• Advise and assist in identifying relevant regional models for DoMP agriculture program activities, and developing benchmarks to measure progress in this area.
• Conduct other actions as required by the Ministry.
• The Advisor is expected to work with a high-level of independence, exercise good judgment, and demonstrate a professional work ethic.

QUALIFICATIONS:

• Candidate must have served a minimum of 10 years in positions directly relating to and/or supporting strategic policy, planning, and activities described above (Duties for the Military Production Advisor).
• Extensive knowledge of military production management structure, and planning and allocation of resources, including in the areas of agriculture, aquaculture, food security, required to oversee activities.
• Successful candidate will have expertise on an array of management activities to include business process re-engineering, financial accountability, decision analysis, and benchmarking of best practices. U.S. Departments of State or Defense experience in this area will be highly regarded.
• Must have overseas experience, with African familiarization strongly preferred.
• NGO experience in agriculture and aqua-culture, food security programs, fisheries, and construction is an acceptable alternative to military experience.

Duties and Responsibilities:

Police Intelligence Analyst for a forward deployed Division Headquarters in Afghanistan comprised of several subordinate task forces. The Police Intelligence Analyst serves as the principal adviser to the command group and staff elements on collection, evaluation, analysis, production and dissemination of Afghan National Security Forces (ANSF) intelligence information and products (green data). Interacts, coordinates and exchanges information with J2/S2 and J9/S9 staff elements to develop analysis and products as required. The Police Intelligence Analyst Prepares operational-level biographies and analyst assessments on all regional, provincial and district-level police leaders to include Afghan Border Police, Afghan Uniform Police, Afghan Highway Patrol, and National Directorate Security in support of the tactical battle space. Police Intelligence Analyst contributes to the work of the non-lethal analysis section in the Stability Operations section and J2/S2 Fusion Cell with the primary responsibility of generating requests for information and gathering the appropriate responses for external organizations. Job Description:

The position of the Microsoft Training Specialist will be responsible for
training students up to the Enterprise Administrator certification level on
current Microsoft Client Operating System (OS), Server OS and Exchange.
Current certifications in CompTIA, A+, Microsoft Exchange Server, Microsoft
Server Administrator; NETAPP and VMWare are preferred. The Candidates for
the Microsoft training Specialist position should be able to stay current
with industry standards and adapt as required to changes in the needs of the
customer. Furthermore, instructors will be required to perform additional
duties as may be required from time to time by the customer.

Roles and Responsibilities:

* Minimum of 4 years experience administering Microsoft Products.
* Stay current with industry standards and adapt as required to
changes in the needs of the customer.
* Required to perform additional duties as may be required by the
customer.
* Must possess exceptionally well developed communication skills and
able to speak, read and write the English language at a 12th grade level.
* Candidates must be able to speak/instruct in front of large groups,
express thoughts and ideas clearly and concisely in both oral and written
format.
* Must be capable of multitasking; working several complex and diverse
tasks with simultaneous, or near simultaneous deadlines in a dynamic fast
paced environment.
* Instructors must be well organized, punctual, reliable and
conscientious, and capable of managing resources and schedules to affect
deadlines.
* Must be team oriented, ability to positively interact with diverse
groups of people to achieve common objectives. Instructors must present a
professional and neat appearance.
* Travel up to 50% of the time and heavy lifting of gear in excess of
50lbs.

Education and Experience Requirements:

* Bachelor's Degree or applicable military service greater than 4
years.
* At least four years of technical instruction to students or a
military Master Instructor rating are required.

Clearance: Must have ability to attain and maintain Secret clearance.

We are an industrial company in Chicago looking for a Machinst who can work in a custom pump repair/job shop and machine on the following equipment:

• Engine and turret lathes, large VTL's, boring mills, drill presses.
• Necessary skills such as boring, threading and facing a must.

Candidate must be proficient with the following measuring tools: micrometer, calipers, depth gages, fixed gages, go-no-go gages and templates.

Ability to set up and use jigs, fixtures (collets), arbors, mandrels, centers, clamps. Sufficient math skills required to compute angels, radii, bolt circles and other dimensions. Work to tolerances within .001 inch.

Must be able to do tool layouts, read blueprints, adjust feed rate, depth of cuts. Ability to mill shafts 3 feet to 6 feet will bring additional pay.

We are an industrial company in Chicago looking for a Mechanic who can effectively troubleshoot, diagnose and repair problems with the mechanical type equipment with an emphasis on pumps, valves, motors, rotating equipment.

Must have experience with disassembly and reassembly of rotating type equipment. Candidate will perform basic machining and tooling when required. Operate manual, pneumatic, hydraulic and electric tools as well as fork trucks, overheads cranes. 5. Prepare periodic training status reports, presentations and documentation required by company and contract CDRL for contractor and HN personnel.
6. Develop and use training document control and test control measures for courses, tests and evaluations, and OJT packages.
7. Use company MIS IT database and other office applications to track and report training and certification of contractor and Host Nation personnel.
8. Provide training assistance and guidance as needed to work center trainers and supervisors, and develop and use training self-assessment checklists to ensure that trainers manage, conduct, test/evaluate and report contractor and Host Nation training to program standards.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Basic Qualification Requirements for Auditor, GS-0511:
In order to qualify for an Auditor, GS-511-11/12, you must meet one of the following:
A. Have a degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
B. Have a combination of education and experience--at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The narrative portion for the Technical Qualifications MUST NOT EXCEED 4 PAGES TOTAL. The supplemental narrative statement for the Executive Core Qualifications should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. In this position, the incumbent serves as a logistics authority on personal property maintenance issues, policies, and procedures; also, as a subject matter expert for the Material Maintenance Management Program within Logistics.
• Oversee all phases of life cycle management for equipment maintenance at FEMA Distribution Centers. Ensure logistical support for all equipment and support systems assigned. Submits budget data, and development of cost and statistical data. Researches, collects and reports maintenance data to facilitate decisions concerning the program.

QUALIFICATIONS REQUIRED:
You qualify for this position at the GS-13 level (starting salary 89,033) if you possess:

One full year of specialized experience. Specialized experience is described as experience planning, coordinating and implementing comprehensive enterprise wide strategic support to include providing a broad range of fleet management and maintenance consultation, technical assistance and resources to facility or senior leadership; provides analytical and reporting services relating to the entire “life cycle” range of vehicle life; coordinating requests for new equipment are properly documented and provides management with analysis of key factors influencing procurement decisions, and participates in designated aspects of the acquisition process; directs ongoing support relating to the repair, funding, transport, maintenance, storage, redistribution, and disposal of equipment; leading/coordinating meetings and making presentations on fleet management processes and procedures; utilizing wide range of methods for program assessment and process improvement such as Lean Six Sigma, Total Quality Management, ISO 9000 or other similar tools; developing, designing and executing compressive fleet management studies and reports; reprogramming/realignment of funds to meet unexpected demands or shortages to support fleet readiness.

L-3 STRATIS is looking for a Program Planning / Control Analyst 2 to work with a team of professionals at our office at Tampa, FL and / or Mac Dill AFB, FL.

You will provide direct support to the Director Combatant Command, Program Manager, Special Operations, IT Contract (SITEC) Distributed Computing and and SITEC Distributed Computing Site Leads and Functional Managers. You will prepare, develop, and coordinate plans to meet contractual/project requirements. You will established program plan requirements and assists with policy formulation and other management functions. You will ensure major projects and program schedules and plans are horizontally and vertically integrated across company functional groups including finance, engineering, material, manufacturing, and quality as well as tracking plans and schedules, performing risk analysis, identifying and resolving critical path and network logic conflicts. Utilizing Gantt, PERT, milestone charts, earned value management and other project management techniques to gauge progress and identify performance variances to facilitate focus and intervention on critical areas.

Job description:
• Establish program plan requirements.
• Analyze device quantities, correlate to manpower and labor categories. Evaluate manpower and provide assessment to managers on the best allocation of resources.
• Uses analytical techniques to assist managers to make better decisions and solve problems.
• Review Service Level Agreements (SLA) supporting documentation. Works closely with SLA Manager to determine best methodology to improve performance.
• Review processes and procedures to make recommendations on streamlining them.

Requirements:
• Bachelor's Degree in Business Administration, Applied Mathematics, or Information Systems
• OR Master's Degree in Business Administration a plus
• 2-4 Years experience related to operations research or Information Systems
• Strong computer and analytical skills and be able to perform complex research
• Must be able to think logically, work well with people and write and speak well
• Security Clearance: Secret

About PSI
Post-conflict and developing nation’s face complex internal and transnational challenges while attempting to build institutions that are sustainable and meet the demands of their constituents. PSI deploys functional experts who provide critical training and institutional development needs supporting peacekeeping and rule of law missions. Current programs require military and law enforcement advisors, strategic advisory services, equipment procurement, supply chain and logistical support and construction services.

Key Services provided by our mentors and advisors include:

• Building proficient military and law enforcement institutions and support infrastructures
• Supporting the foundation of stability for good governance
• Technical assistance for law enforcement and counter narcotics programs
• Train the trainer sustainability and conversion programs

PSI is actively seeking qualified personnel to serve as National and State-level Security Advisors in Africa. Security Advisors support state authorities to obtain the necessary knowledge and technical expertise on conflict mitigation issues relevant to their context; and where appropriate, work with authorities to develop communications strategies for their citizens around conflict mitigation issues. Other responsibilities include but are not limited to:
• Assisting in the facilitation of meetings with relevant organizations to address conflict mitigation and stabilization issues.
• Building capacity of security committees and other government institutions to maintain analyze and update security plans, draft policies, monitor and build the political capacity of state and local institutions to strategically think about and plan for conflict mitigation.
• Maintain relationships with other local actors (local civil society, international non-governmental organizations, other components of the USG, other donor representatives, etc.)
• Map potential conflict flashpoints and engage with state, local, and national security institutions to develop risk assessment frameworks to identify destabilizing events and appropriate stabilization response levels.
• Support governing institutions to develop, run, and maintain databases with sound analysis and prioritization of flashpoints leading to more rapid and effective response to outbreaks. Maintain and implement the use of the database.
• Improve the capacity of state and local government institutions to respond to destabilizing events and outbreaks of conflict.
• Maintain active engagement with regional aid and international organizations to assist with identification of possible threats to security and assist with mitigation shortfalls.
• Analyze local and national capacity of security institutions to respond effectively and mitigate conflicts.
Key Technical Areas to be covered by the Project:
• Executive level functional capacity support
• Strategic Communication
• Refine and enhance effectiveness of the structure of government
Qualifications:
• Minimum of ten (10) years of experience managing public institutional development, public administration development, civil service reform and development of related fields
• Experience working closely and supporting emerging governments
• Experience in post-conflict environments or nascent state-building contexts relevant to Southern Sudan
• Master’s degree or higher in public administration, law, international development, management or other related field, preferred
