ISIS Inc. is looking for personnel to provide on-site expertise for the development, analysis and production of capability development documentation for various Intelligence disciplines. This effort also provides for the development, analysis and production of integrated support to the United States Army Intelligence Center of Excellence (USAICoE) efforts to integrate all intelligence operations with BCT and Military Intelligence Modernization. This effort includes analysis and recommendations for improvement in doctrine, organization, training, materiel, leadership and education, personnel, facilities and cost (DOTMLPF-C) and will generally follow but not be limited to processes, procedures, and documentation described in the Joint Capabilities Integration Development System (JCIDS) manuals, CJCSI 3170 series and TRADOC Pam 71 series publications. Coordination is required with CDI, INSCOM, ARCIC and DA G2 to ensure linkage to all Intelligence, Surveillance, and Reconnaissance (ISR) plans, programs, and data bases.

Employee will facilitate development, documentation and integration of U.S. Army TECHINT, SIGINT/EW, Signatures and related requirements (such as UGS), and Intelligence Synchronization for the BCT and Military Intelligence Modernization.

The contractor shall support JCIDS requirements such as:

• Capabilities Based Analysis (CBA)
• Functional Area Analysis (FAA)
• Functional Needs Analysis (FNA)
• Functional Solutions Analysis (FSA)
• Analysis of Materiel Approaches
• Research and analysis required to produce an Initial Capabilities Document (ICD)

Employee will provide interim detailed written and verbal DOTMLPF Assessments. These provide analysis related to coordination and integration of doctrine, training, materiel, leadership, personnel and facilities (DOTMLPF) into operational architectures, spiral development, test and evaluation support, capability-based assessments, materiel requirements, development analysis, organizational development, science and technology requirements, and Intelligence combat development efforts. Employee will provide research, analysis and documentation for key tasks and processes as they relate to TECHINT/WIT, SIGINT/EW, Signatures and UGS, and BCT and MI Modernization, and will identify intelligence and associated enabler overlaps, gaps, and impediments from bottom-to-top so the Army can resolve through short and long term JCIDS solutions. Employee will support the development, compilation, tracking and management of intelligence support to the BCT Modernization, MI Modernization, and Mission Command and Battle command documentation within suspense timelines. Employee will analyze technical aspects of current doctrinal manuals, concepts, and whitepapers to determine their applicability and provide results of that analysis to the government. Employee will coordinate with other TRADOC leaders, SMEs, Combat Developers, Materiel Developers, related Acquisition Authorities, and supporting organizations to ensure capture of concepts and doctrinal requirements in the intelligence community. The theater within which the FLS acts is a realistic village erected on a military training site. Roles include various scripted and improvisational roles of members of the village’s general populace as well as roles of village officials (mayor, advisor, Khan), insurgents, police, Irregular Militia and army or other military personnel. An FLS will convincingly recreate the familial, political, religious, cultural, and economic relationships reflected in the applicable community. The FLS provides these services in support of situational training exercises of the U.S. military.

In addition and as required, CMOs—like OOs—are engaged in the full cycle of collection operations (spotting, assessing, developing, recruiting and handling sources).
During assignments at customer Hqs, CMOs interact directly with the full range of intelligence consumers—from the most senior policymakers to analysts throughout the intelligence, defense, and law enforcement communities—to identify and prioritize intelligence collection needs and to ensure they are communicated accurately to Operations Officers in the field. Typically, Core Collector/CMOs spend approximately 40-50 percent of their career overseas.
Working as part of a team or independently with minimal supervision, CMOs must be able to deal effectively with individuals at all levels, often under the pressure of fast breaking, sometimes ambiguous, situations and rapidly changing intelligence priorities. Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
You qualify for this position at the GS-14 level if you possess one full year of specialized experience. Specialized experience is described as experience planning, developing, coordinating, implementing and managing a Public Assistance Program.
Selective Placement Factor: In addition to the minimum qualifications described above, you must meet BOTH of the following requirement(s) to be considered qualified for the position:
1. Experience implementing, administering and management of disaster assistance programs.
2. Ability to provide effective leadership, supervision and management of staff in a disaster response and recovery environment.
Time-in-Grade Requirements for Federal employees: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

This position is ideal for a emergency management professional interested in managing resource requirements in a response and recovery operations field environment, while providing expertise in Logistics Management as related to incident management. The starting salary for the GS-13 grade level is $89,033.00.
This position is designated as “emergency essential”. If selected, you are required to travel at a moment’s notice to various regional locations to provide, plan, operate and maintain tactical, mobile telecommunications, operations, and logistical support to Federal, State and local disaster response personnel and to support other emergency and special event operations.

Brief Description of Effort:

Provide Enterprise Architecture to MASINT Enterprise Architecture (MEA) and Data Management Portal utilizing DODAF ver. 2.0, FSAM, JARM. This will include supporting working groups, functional teams.


The Systems Architect will conduct activities to define technology architecture, standards, and methodologies in accordance with Government and industry best practices. The SA provide planning of projects to conform to the architecture and assists project teams in designing solution that align to customer needs and satisfy business requirements in an effective and efficient manner, all while minimizing unnecessary cost, duplication and redundancy. The SA will provide Solution Architecture expertise to work with on-going and planned development projects to implement architecture guidance, and assist in monitoring compliance with established architectural standards, practices and guidelines.

REQUIRED SKILLS:

PRINCIPAL RESPONSIBILITIES/DUTIES 1

Develops and implements cost effective preventive maintenance schedules and programs to maintain all mobile plant equipment and vehicles in a safe and excellent operating condition.
Supervises mechanics, welders, and other union employees as needed.
Directs all repairs to assure completion of mechanical repairs as expeditiously and cost effectively as possible to avoid work stoppages while maintaining safety.
Determines working hours, overtime, and vacation schedules for union employees.
Responsible for all repairs and maintenance for tractor/trailer fleet.
Recommends replacement of equipment with reconditioned or with new facilities, if purchase would be more economical than repair.
Supervises outside vendors when required for repair of yard equipment or special projects.
Determines spare parts to be ordered and ensures that all necessary parts and outside services are available to support plant operations. Oversees work order system to assure proper control of repair costs.
Directs the training of mechanics to improve their skills with emphasis on the need to ensure safe operation of equipment.
Assist Plant Manager with all shredder operations, and repair as needed.
Generates various production reports, man-hours etc. on a regular and timely basis. The employee may be assigned to special projects or required to perform other duties not listed above, which may vary from time to time as determined by management, to meet company needs.

Must have heavy industrialized equipment experience.
