4. Telecommunication Engineer (Afghanistan)

Position summary:
Provide Task Force 41 (TF-41) with technical expertise and engineering advisory services specific to the cellular communications domain in support of the development, fielding, and integration of the Expeditionary Communications Service (ECS). For reference and context, ECS is a separate contract vehicle whose purpose is to establish a cellular communications service which can be integrated with local Afghan carriers, or, when necessary, operate independently of the local carriers. ECS will require the setup and integration of cellular communications hardware and software. ECS is also envisioned to expand to include data, video, and internet capabilities. Two personnel are desired for this requirement: one Telecommunication Strategic Planner and one Telecommunication Engineer.


Essential skills and experience:
• At least a bachelor’s, but preferably a master’s degree, in engineering, math, or physics.

JOB SUMMARY:

Works under the general supervision of the Electronics Technician Supervisor who provides general assignments based on scheduled and unscheduled maintenance workload in terms of assigned functional area, objectives and priorities.

Technician is recognized as a functional SME for one or more of the following clinical areas: Radiology, Laboratory, Patient Monitoring, Pulmonary, and High-End Electronics (not included in one of the other functional groups). Performs evaluation, installation, maintenance, troubleshooting, operation and testing duties for equipment in assigned functional area and may have developed knowledge (less than that of the expert as defined at the Supervisory level) in order to provide First Look at the most complex systems defined at the higher level. Meets and significantly exceeds all elements of the next lower level and approaches but does not fully meet the Supervisory level.

Identifies and recommends practical solutions when determining medical equipment malfunctions and /or manufacturing defects. Recommends use of substitutes or support equipment when the equipment requested is unavailable. Overall work is reviewed for compliance with instructions, adequacy of results, judgment, attainment of objectives and compliance with overall policies/regulations.

MAJOR DUTIES:

The primary purpose of this position is to serve as a functional SME for one or more of the following systems: Radiology, Laboratory, Patient Monitoring, Pulmonary, and High-End Electronics (not included in one of the other functional groups). Evaluates, installs, maintains, diagnoses, repairs, calibrates, and tests medical electronic equipment/systems used at Army Medical Treatment Facilities (MTFs).

The paramount requirement is knowledge of electronic theory and medical procedures. Specifically, knowledge of solid state, digital and integrated circuits (microprocessors) to isolate and resolve the complex relationship between electrical, electronic, computer operating systems, mechanical, physical and chemical components of the equipment and system changes in circuitry when the patient and respective Environment of Care (EOC) become part of the system. Develops knowledge and gains experience related to each EOC concerning how external forces (e.g., other devices with which it may be interconnected, geographical and climatic conditions, interference from other electronic equipment) may affect adequate functioning of electronic devices and what methods may have been used successfully in similar circumstances. Requires an in-depth understanding and ability to diagnose problems with the quality of images and signals as required by medical professionals based on the equipment, network, and medical procedure being performed, understand the physiological parameters associated with a patient when diagnosing and troubleshooting medical equipment and systems, and the ability to deal
effectively with patients. Systems interface and local area network issues are significant and
not defined/discussed in manufacturer literature, thus the technician is required to resolve
issues typically without benefit of IT personnel. Performs evaluation for and provides consultation and technical instructions to members of the medical team.

MAJOR DUTIES:
The Training instructor’s main focus is to provide training instruction to the Army Reserve Full Time Manning (FTM), Troop Program Unit (TPU) Soldiers and Civilian Technicians with CSS-HOT technical Training. The training instructor will be expected to independently conduct HOT, record the training event and maintain the shop in accordance with the unit’s Standing Operating Procedures (SOP). The Training Instructor will work under the direction of the command HOT coordinator and with Army Reserve Officers, Warrant Officers, and non-Commission Officers and must be highly knowledgeable of the Army Maintenance System particularly the two-tier maintenance doctrine and training techniques. The Training Instructor may also work as a training facilitator by providing assistance and advice to Soldiers participating in unit HOT where the unit NCO’s are responsible for training unit members. In this case the Training Instructor will advise the participants on repairs required, give detailed explanations and demonstrations of how the work is performed; use of various tools and equipment such as grinding machines, test measurement and diagnostic equipment (TMDE), etc., observe participants work and offer constructive suggestions. Support may also include providing written documentation such as technical manuals, individual work instructions, Program of Instructions (POI) requirements and other forms of written and visual training aids. The Training Instructor will establish adequate safeguards for tools and equipment within the facility and enforce appropriate environmental, safety and security, within the facility. The Training Instructor must also be qualified to provide training in maintaining records required at the two tier maintenance level such as SAMS-1E reports to Business Process Manual and Standard Operating Procedures.
