RESUME OF DUTIES: Incumbent serves as the Training and Curriculum Specialist for installation center-based, quarters-based School-Age/Teen Program. Primary responsibility is to ensure the quality and consistency of developmental programming and for designing and arranging age-appropriate activities within assigned Youth Activities program areas. Includes each curriculum framework goals and objectives covering areas of physical, emotional, social, creative, and cognitive development, and corresponding developmental expectations for preschool and school-age children. Provides guidance on complementary learning environments through suggested arrangement of indoor and outdoor spaces and selection of materials and equipment which best supports children’s growth and development. Suggests specific age-appropriate activities to assist Youth Activities management and employees, and/or volunteers in curriculum implementation. Curriculum coverage includes such areas as; art, language development, cognitive development, social skills, health and safety, self-esteem, fine and gross motor skills, and music.

Oversees implementation and through observation and role modeling in child activity areas, promotes specific use by staff and/or providers of space, time, equipment, materials and activities to accommodate individual learning levels and abilities to enhance staff/child interaction, and improve overall quality of the learning experiences provided. Provides assistance to care-giving staff in specific activity plan development, activity individualization, and evaluation of children’s developmental progress. Revises curriculum as needed to meet children’s changing needs and capitalizes on special interests. Develops and maintains resource center and library for training and classroom materials. Defends and articulates appropriate practices with parents and other installation/command officials. May resolve or correct related Youth Activities problems or situations. Initiates, develops, conducts, and oversees training in child development and related activities for Youth Activities care-giving staff, management, and/or volunteers. In collaboration with Program Directors and the Youth Activities Coordinator, determines individual and program-wide training needs, including training requirements. Provides feedback to Director on how management policies are working. In conjunction with Youth Activities Coordinator, System and Program Directors, initiates actions and develops plans to enhance developmental programs and services. Develops training to address identified program deficiencies. Performs other duties as assigned.

QUALIFICATION REQUIREMENTS: Successful completion of a full four-year (4) course of study leading to a bachelor’s or higher degree, which includes or was supplemented by major study in education, with 24 semester hours in child development or early childhood education. One-year (1) of professional experience in the appropriate subject-matter field at the next lower grade or equivalent. College Transcripts must be submitted with application/resume. Knowledge in early childhood education, curriculum development and design. Ability to initiate development-training materials and conduct training. Ability to communicate orally and in writing. This position is subject to random drug testing.

This position is ideal for a professional who has experience in operational planning strategies and policies as they relate to disaster response operations within the standardized Incident Command System (ICS) framework of the National Incident Management System (NIMS). This position starts at a salary of $60,681.00 (GS-11 step 1) if selected at the GS-11 grade level and at a salary of $72,733.00 (GS-12 step 1) if selected at the GS-12 grade level, with promotion potential to $86,489.00 (GS-13 step 1). In this position, you will become a Program Specialist within the Regional Response Division, Incident Management Assistance Team (IMAT) Branch, when not deployed, and as the Planning Section Chief of the Regional IMAT when deployed to disasters. Typical duties include:
• Assists in the development, execution and documentation of functions and plans that affect critical aspects of FEMA's mission, operational responses and programs.
• Collaborates with the region Operations Planning Branch Chief and integrates with region operations mission "steady state" to ensure continuity and compliance with operational planning strategies and policies as they impact on disaster operations.
• Coordinates with program officials to evaluate difficult and complex organizational operations and activities and recommends improvements.
• Recommends and develops training programs and education curriculum for individual team members' development and certification.
• Coordinates, as directed, inter- and intra-agency contingency planning efforts and supports long-term, strategic adaptive planning efforts.

One full year of specialized experience at or equivalent to the GS-11 federal grade level. We seek someone who has sold into the aerospace industry – OEM and tier one manufacturing. Background could be in Engineering, Manufacturing, Product Management, or Sales/Marketing. Product Manager - Aerospace

• The Product Manager will be responsible for maximizing product line margins via product pricing, cost optimization, product rationalization, long-term contracts, raw material supplier agreements, etc. for assigned product lines.

• Provide pricing guidelines for Customer Service. Innovate new pricing concepts and processes.

• Provide product forecast on ongoing basis to support of SIOP, Finance and ASM needs.

• Lead the development and implementation of Product/Market positioning strategies incorporating consideration for pricing, product development, manufacturing capabilities, specific competitors and promotional considerations.

• Insure that assigned product lines are aggressively promoted to key programs in the Aerospace market sector.

• Insure that optimum communication and coordination is maintained with other functional groups, i.e. Technology, Manufacturing, Sales, Purchasing, Legal, etc.

• Contribute to updated product data sheets and product/technical literature, handouts etc. for assigned products.

• Lead multi-functional team to bring new products to market.

• Provide input for R&T/Technology goals and milestones for assigned product areas and establish relative priorities. Monitor spending to meet budget.

• Provide input to Manufacturing for new product processes and plan for product availability to customer during product introduction phase.

• Provide input and/or direction to Product Line Managers on matters of Product Line strategies.

• Lead multi-functional team for Pre-Qualification and Qualification efforts for assigned product lines. Coordinate sales and customer interactions with technology and manufacturing to meet schedule commitments.

• Monitor spending to meet budget.

• Provide product/technology expertise and leadership to Sales, Customer Service and Customers and internal groups as required.

• Assume marketing responsibility and leadership role if appropriate for assigned market segments within the Aerospace Market Sector.

• Define Market product needs.

• Formulate and implement specific market segment strategies.

• Track total market share in assigned market sector.

• Contribute to Aerospace Strategic plan.

• Submit required progress reports on a timely basis and perform special assignments as directed by supervisor or upper management.

• Manage key programs to maximize responsiveness to customer needs. Coordinate manufacturing, technical, sales activities and issues.

• Develop subordinates, if any, to create sound succession planning and create pool of managerial talent.




Qualifications


• Bachelor's Degree in Aerospace, Mechanical, Chemical, or Materials Engineering from a 4-year college or university.


• 8 to 10 years of related experience in the Aerospace industry, preferably in Engineering, Manufacturing, Product Management, or Sales/Marketing.


• MBA degree a plus.


• The ideal candidate must possess strong communication and analytical skills and be able to work effectively across all areas of the business.


• Current computer literacy is a must, including full proficiency in the use of the entire Microsoft Office Suite (i.e. Word, Excel, Access, PowerPoint, Project Manager, and Outlook), and a working knowledge of MRP/ERP systems.

This position is located in the Department of Homeland Security, (DHS), Federal Emergency Management Agency, (FEMA), Region VII, and will report to the Recovery Division or delegated designee. The incumbent serves as the Direct Housing Group Supervisor and will be responsible for the implementation, oversight, and coordination of Direct Housing assistance as authorized under the Temporary Housing provisions, Federal Assistance to Individuals and Households, Section 408 of the "Stafford Act", and support of the long term recovery process.

• Knowledge and experience in the implementation, administration and delivery of Disaster Housing programs, to include direct housing assistance to the general public and to act as a program adviser; interface with program personnel and other Federal, state, local and tribal officials concerning all phases of disaster housing, and to develop program policy, guidance and goals.

How You Can Lead the Way
The incumbent is responsible for leading a Type 1 Incident Management Team in the Federal response to a domestic incident and within an all-hazards environment. As such, the Team Leader is responsible for knowing the unique challenges that both natural disasters and man-made technical hazards (CBRNE) will present, anticipating projected impacts based on the specific hazard, and applying unique response resources to mitigate or address identified shortfalls and/or challenges. To accomplish these tasks the Team Leader will be required to work within DHS and the Interagency to gain an awareness of available capabilities and to participate in deliberate planning efforts in order to ensure that any needed specialized resource can be effectively integrated into the overall response.
The incumbent is the direct representative of the President, Secretary of Homeland Security, and the FEMA Administrator when deployed as the Federal Coordinating Officer (FCO) during disaster operations. Serves as the Leader of one of the three National Incident Management Assistance Teams (IMAT). National IMATs have extensive impact on both FEMA and the timely delivery of disaster assistance to disaster survivors, States, and local governments. The incumbent will generally be designated as the incident Federal Coordinating Officer (FCO) and, using the resources and capabilities of the National IMAT, will integrate the National IMAT with existing FEMA resources already responding; will expeditiously establish Federal presence at the disaster operations site; will immediately begin to advise and support the State and local Incident Command or Area Command structure; will facilitate an integrated, inter-jurisdictional State and Federal disaster response; and will begin the flow of Federal support and resources as needed.

The National IMAT Team Leader is responsible for managing the Federal response to a domestic CBRNE incident. Coordinates the relationships between Federal, State, local and FEMA personnel in partnership with the State Coordinating Officer (SCO). Advises the Governor on the status of the Federal response. Establishes a Joint Field Office (JFO) and coordinates Federal disaster response, recovery and mitigation operations with the SCO. Provides continuous updates and situational assessments to the FEMA Administrator, the State Director of Emergency Management and/or Homeland Security, the State Emergency Operations Center (EOC), the FEMA Regional Response Coordination Center (RRCC), the National Response Coordination Center (NRCC), and other officials, as necessary.

Establishes communications links with the media and elected Federal, State, and local officials in accordance with Joint Field Office Standard Operating Procedures and other policies. Manages media, community and other external relations to communicate the availability of assistance to Members of Congress, to Federal assistance applicants, and to the general public. When deployed, the National IMAT Leader establishes a disaster assistance site to include a Joint Field Office provides a command structure and The National IMAT Leader coordinates personnel assignments and specific team member issues as the first-level supervisor for the assigned IMAT. As the Leader of the National IMAT, the incumbent is responsible for all team actions, preparation, and execution. Integrates activities of State and local governments, activities of Federal agencies and volunteer organizations. As a minimum qualifications requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Vehicle Maintenance Tech ($110k to $114k)
Responsible for providing O&M support on IEDD/Route Clearance/Protect Forces(PF) technology (e.g. Spark Track Width, Spark Plus, Spark OEF, Spark II, Spark OIF, Jackal, Ground Torch, Rhino, Cyclone, Fido, Sherlock and Electric Calilgo) as well as provide O&M support on Entry Control Point (ECP) equipment (e.g. ECP in a box). Coordinate the assignment of the request to the appropriate analytical support teams.

Maintain visibility of all RFSs and required actions identified through the Named Area of Interest process (ensuring those actions are visible and incorporated into the RFS Tracker).

Provide quality assurance reviews as the responses to the RFS (the product) is developed.

Ensure that the products requested in the RFS are delivered to the requestor.

Maintain copies of the product that are delivered and are properly archived.

Participate in regularly scheduled assessments of the overall RFS activities and trends.

Additionally the Operations Integrator will serve as part of a 24-hour watch, providing an on-site interface to all COCOMs and field activities as well as the JIEDDO-COIC personnel currently serving in combat theaters and elsewhere around the world.

• Eight (8) to ten (10) years experience in the architecture, design and development of web-based software solutions
• Large/enterprise application development experience preferred.

SUMMARY:
The Software Quality Engineer will provide QA input into the design process, design and execute test cases and procedures for specific components of a larger project, and create, review, maintain, and execute test procedures. This position is ideally suited to a pro-active Agile Tester / Test Analyst with experience of working in a fast-paced, dynamic environment with Federal government customers. The candidate must contribute to the project from inception to delivery and add value at all stages.

REQUIREMENTS:
• 6 or more years’ experience as a Software Quality Assurance Engineer
• BS degree or higher in a related field
• Experience in Agile/Scrum software development, as well as waterfall project management methodologies.
• Full understanding of SDLC and how QA plays a role in that cycle.
• Experience in creating multi-level test plans for a project that may include multiple environments and products.
• Experience with Hudson continuous integration server or similar CI products.
• Experience creating and executing test cases and recording results.
• Experience with Rational tools a plus.
• Experience with API & Web services testing a plus.
• Must be familiar with testing web based applications, either ASP.Net or JAVA testing experience is preferred.
• Experience testing with Javascript frameworks, like JQuery, and SOA-based architectures is a plus.
• Backend testing with SQL Server and Oracle is required, including experience with writing and running queries against structured databases.
• Experience with automated testing tools and scripted web testing a plus.
• Must be a problem solver and be able to handle multiple and changing priorities
• VA clearance preferred, but not required.

DUTIES:

• Work with project managers and clients to establish acceptance tests and communicate with developers these requirements.
• Update contractual project documentation with Test Plan, Test Result, and Testing Methodology data.
• Write clear and concise defects reports and validate defect fixes across multiple environments.
• Maintain and enhance testing suites and procedures.
• Participate in project meetings and represent quality team.
• Working knowledge of unit, integration, regression, user interface automated testing.
• Ability to test at an API level such as via Web Services or other back-end services.
• Shows creativity and initiative to improve product coverage and effectiveness.
• Create and maintain documentation for quality assurance procedures.
• Strong Black Box testing experience with complex and functionality-rich applications.
• Perform other duties as assigned to ensure the success of the team and the organization.
• Become SME for Quality and Testing for the company and be available to communicate best practices and recommendations for continuous improvement.
