This position is located in the System/Server Administration work unit within the Service Operations division. The Service Operations division exists to provide OIT customers innovative solutions and operational oversight for enterprise computing platforms, network and communications infrastructure, data management, and security operations. The purpose of the System/Server Administration unit is to ensure that customer hosted services are designed, deployed, and managed to support their business functions.
What You'll Be Doing:
These positions are essential to providing high-class service and excellence to a variety of OIT's customers, including the Colorado Department of Revenue, the Colorado Department of Agriculture, and the Colorado Department of Transportation, to name a few.
Overall, you are responsible for keeping the State's computers and networks operating, and designing and implementing new systems when the need arises. You will capitalize on your ability to innovate and research, and plan, and fix. You will use your brilliance, expertise, and people skills to lead project teams in doing great things for our customers, using some of the latest technologies. Specific areas under your purview will be the new, virtualized infrastructure, hardware infrastructure, e-mail infrastructure and filtering platforms, and data protection and storage. • Infrastructure Systems Administration: Evaluate, design, configure, and maintain Microsoft, VMware, Linux operating systems and application software on Hosted servers that exist in a multi VLAN and Domain infrastructure. Utilizing CAB processes, adjust system parameters to obtain optimum performance for the specific situation. Analyze software and subsystem problems using resources from system manuals, software tools, state personnel, internet, vendors, and manufacturer's documentation to keep systems online and functioning properly. Monitor, assess, and mitigate server and platform security related issues.
• Systems Analysis, Research & Consulting: Research and analyze technologies to support customer agencies in the implementation of those technologies in support of their business need by studying trade journals, attending seminars or training, meeting with vendors and other business representatives, evaluating hardware and software during trial periods, and determining whether or not the product meets the State's requirements.
• Virtualization Administration: Administration of the virtualized infrastructure by identifying and adjusting system parameters as needed, installing preventative/corrective updates, monitoring the operation of hosted virtual servers, and creating new virtual servers. Provide recommendations, guidelines, and direction to internal and external customers on the use of virtual environments.
• Enterprise Data Retention & Recovery Management: Administration of the Enterprise Backup Infrastructure, identifying and adjusting system parameters as needed, installing preventative/corrective updates, reviewing the completion of nightly backups, performing restore requests, and deploying backup client software. Provide recommendations, guidelines, and direction to internal and external customers on the use of the backup platform.
What You'll Bring to the Table:
• Your related Bachelor's or Master's degree; we value our educated workforce

* Coordinate the resolution of issues arising from the inspection process or from contract administration.
* Plan and schedule on-site ERM staff; evaluate subcontractor performance and schedules; and negotiate and resolve change order requests.
* Provide liaison between the field activities and the ERM Project Manager, assume responsibility for completion of projects in the field in conformance with project plans and specifications, and assure that clarifications and interpretations required for proper execution of the contract are implemented.
* Interface with ERM Project Managers to identify and track upcoming construction management requirements, meet with clients to identify upcoming work, and assist in business development activities, including preparation of proposals, interviews, and project contracting.
* Build strong collaborative relationships with ERM employees, clients, and subcontractors.
REQUIREMENTS:
* Bachelors degree in Engineering, Construction Management or related field required.
* 10 to 15 years of experience in Construction Management or DD&D project work; preferably at a supervisory level (Superintendent or Project Manager).
* Ability to provide excellent project delivery and client service, quality on project deliverables, excellent communication and organizational skills.
* Strong commitment to safety, including implementing strict Health and Safety protocols.

Description of Job: This position is located in the Database Services team at the Colorado Department of Revenue within the Agency Services division of the Governor's Office of Information Technology. The Agency Services division exists to satisfy the business needs of our customers through the development of partnerships, consulting, planning, application development and support, project management, responsiveness, and strategic thinking.
The Database Services team provides central control and coordination of all matters affecting the DOR databases (Oracle, SQL Server, Informix, and ADABAS) and related software. This work unit manages and ensures integrity of the database systems and data which support DOR automated systems; designs new databases and related database objects and changes existing databases as needed to support new processing; supports the installation, modification, maintenance, and tuning as required of new software into the production environment; provides guidance to analysts and programmers regarding databases; develops policies, standards, and procedures which relate to the activities described above; and provides central control of all matters affecting databases.
The purpose of this position is to provide SQL Server Database Administration and expertise in Service Oriented Architecture (SOA) expertise to OIT and the Department of Revenue. Specific duties include but are not limited to:

Bachelor's degree from an accredited college or university in information technology or a directly related field AND Five (5) years of professional experience performing SQL Server Database Administration (database performance tuning, SQL tuning and advisement, SQL Server database clustering and mirroring, and SQL Server monitoring, backup, and recovery, and application SQL tuning) AND high-level experience with Service Oriented Architectures.
SUBSTITUTIONS:
A combination of work experience in information technology, which provided the same kind, amount and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree. A Master's degree in Computer Science, Computer Information Systems, or relevant area may be substituted for one year of experience.

• Work to expand CNT’s knowledge of, and contacts with, USG organizations, Inter-Governmental organizations (IGOs) and Non-Governmental Organizations (NGOs) whose responsibilities relate to CNT programs.
• Other duties may be assigned to meet business needs.
Supervision:
This position does not have any supervisory responsibilities.

•Prepare quarterly program briefings.
•Provide weekly “Data Maintenance” to review partner nation information that has been uploaded to ADNET by partner nations. A summary of these reviews shall be included in the monthly usage reports.
•Perform quarterly “Data Maintenance” to review and validate all current information, ensure that all new information is updated appropriately, and archive outdated data. These reviews shall be part of the formal quarterly review.
•Develop Measures of Effectiveness (MOEs) to evaluate the effectiveness of the IIC program.
• Other duties may be assigned to meet business needs.

DUTIES:
This Information Technology Specialist position is located in the Technology Solutions Division in the Office of Intelligence and Analysis (OIA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a project manager leading teams in developing, integrating, and implementing solutions to complex data management projects and activities. You will draft project plans, identify resource requirements, assign tasks to project members, report on progress, and resolve critical issues affecting data mining, storage, and warehousing methods. You will provide technical guidance to team members and serve as the primary liaison with outside parties throughout the data management implementation processes. Typical assignments include:
Leading teams in identifying, testing, and resolving complex database performance issues, including monitoring and tuning.
Defining and developing database standards, procedures, and architecture. Designing data models and data warehouse database designs.
Identifying, testing, and deploying database technologies, and support tools utilizing a comprehensive technical knowledge of SMP/E, JCL, TSO, ISPF, and SQL.
Ensuring that all data entered into databases meet approved standards and requirements. Auditing and maintaining large complex database systems.
Developing logical data models, selecting modeling methodologies and tools, and generating models capable of accommodating new and unanticipated systems requirements. Developing strategies to meet requirements and coordinating the implementation of new database management strategies with broad systems wide application.
Applying new technologies and serving as the senior technical point of contact on broad database management initiatives and projects. Resolving complex data management problems, and issuing new or supplemental guidance applicable to unique database management issues.
QUALIFICATIONS REQUIRED:

Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes:
applying advanced database management concepts, principles, theories and application to systems (i.e., HADR and HACMP technology using DB2 databases; developing reports from database structures; DB2 V8 [NFM] on AIX OS platform including data warehouse; data Sharing Environment; SQL Tuning [Dynamic and Static] using Explain; DB2 System Tuning and DB2 Connect; DB2 V9 including migration from V8; IBM DBA Tools; Query Monitor; and Star Joins, large tables, and LOBs);
directing, and implementing innovative solutions to complex database management problems and issues; and
leading teams in developing and implementing complex data management tools, designs, and applications and solving unique issues involving complex and new data management structures and systems requirements.

DUTIES:
If selected for this position, you will serve as a General Engineer for the Equipment Branch within the Office of Security Capabilities, Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will be the lead Contracting Officer's Technical Representative and oversee the technical aspects of contracts. This includes overseeing source selection, technical requirements and evaluations, and legal requirements. Duties include:
Managing and overseeing Technical Interchange Meetings. Drafting, reviewing, and editing engineering reports and contract documents for final review prior to external distribution. Serving as project lead for planning, coordinating, and conducting highly complex and challenging engineering projects and studies related to baggage screening equipment, specifically, Explosive Detection Systems.
Developing, integrating and implementing solutions to highly complex and challenging engineering problems. Formulating recommendations, policies and plans to solve these problems and interpreting conditions. Preparing, reviewing, and at times, approving organizational reports or policies for internal and external distribution.
Representing TSA as a senior technical point of contact on assigned equipment. Presenting briefings to obtain consensus or approval for engineering analyses. Providing advice and guidance to key management officials.
Monitoring and evaluating equipment performance, disposition, acceptance criteria, logistics and safety. Preparing Program Review packages and technical evaluations, and providing contract administration and performance support.
Documenting and implementing quality control and accountability measures for contracts.
Supporting system integration and logistics requirements for all COTR initiatives.
Serving as the principal TSA point of contact for vendors in monitoring and implanting contractual agreements, resolving issues as required.
Coordinating with the Contracting Officer to ensure all contractor required paperwork is complete and that contractors are in compliance on safety, security, labor, and environmental law requirements.
QUALIFICATIONS REQUIRED:
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of this position. Such experience includes work that required experience in defining engineering measurements for checked baggage security screening system design and equipment, specifically explosive detection systems; skill in management of engineering contracts, their implementation and evaluation; and skill in solving engineering problems to align solutions with program and equipment requirements, goals and objectives.
Basic Requirements for all Engineer Positions (must meet A or B):
A. Bachelor's or higher degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics;(e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following:
1. Professional Registration-Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test-Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A. Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.
3. Specified academic courses-Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
4. Related curriculum-Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

ROLE AND RESPONSIBILITIES:
Under the direction of the Accounting Manager, the Billing and Payroll Administrator will be responsible for managing the timekeeping system and is solely responsible for processing and reconciling all payroll and labor related billing records. This position will assist the Accounting Manager with the preparation and review of monthly labor billings. The Billing and Payroll Administrator will perform these tasks onsite in Abu Dhabi. The base contract period is two years with two (2) one-year extensions possible.
REQUIRED SKILLS, EXPERIENCE AND EDUCATION:
The successful candidate will be responsible for reviewing, posting and reconciling payroll records on an accurate and timely basis, reviewing labor distributions and prepare correcting entries to ensure that employees are posting time to the correct job and role/task, reconciling external regulatory payroll reports to the accounting system including gross payroll and statutory tax deductions and ensure compliance with UAE payroll regulations, reconciling all payroll and labor sub-ledger entries before posting to the general ledger, preparing out of cycle and other manual termination checks as necessary, providing a primary point of contact for all payroll and labor billing issues, assisting in monthly closing process including A/P voucher entry during high volume periods and other duties as assigned. DUTIES:
Transportation Security Officers (TSOs) provide security and protection of air travelers, airports and aircraft in a courteous and professional manner. This includes:
Operating screening equipment to identify dangerous objects in baggage, cargo and on passengers, and preventing those objects from being transported onto aircraft;
Performing searches, to include hand-wand and pat-down searches;
Controlling terminal entry and exit points;
Interacting with the public, giving directions and responding to inquiries;
Maintaining focus and awareness while working in a stressful environment which includes noise from alarms, machinery and people, crowd distractions, time pressure, and disruptive and angry passengers, in order to preserve the professional ability to identify and locate potentially life threatening or mass destruction devices, and to make effective decisions in both crisis and routine situations.
QUALIFICATIONS REQUIRED:
Applicants must meet these qualifications in order to be further evaluated in the TSO hiring process:
Be a U.S. Citizen or U.S. National at time of application submission;
Be at least 18 years of age at time of application submission;
Be proficient in the English language (i.e., able to read, write, speak, and listen);
Have a high school diploma or General Educational Development (GED) credential OR at least one year of full-time work experience in the security industry, aviation screening, or as an X-ray technician.

HOW YOU WILL BE EVALUATED:
If you meet the minimum qualifications, you may be invited to take a Computer Based Test (CBT) to confirm English language proficiency and evaluate x-ray interpretation aptitude. Upon passing the CBT, you will be eligible to be scheduled for additional assessments, which include: (1) a color vision test; (2) a structured interview to determine, among other qualities, your decision making skill and your ability to work with teams and the general public; (3) a drug screening; and (4) a job related medical evaluation that includes a vision exam, hearing exam, and adequate joint mobility exam (in part to determine the physical potential to repeatedly lift and/or carry up to 70 pounds, to stand between one to four hours without a break, and to walk up to two miles during a shift). Upon passing these assessments, you will be subject to a pre-hire background investigation. Based upon passing the pre-hire background investigation and a qualitative evaluation of the criteria above, you will be placed in one of the following categories:
Best Qualified: Applicants demonstrating a superior level of all evaluation criteria.
Highly Qualified: Applicants demonstrating a more than satisfactory level of the evaluation criteria.
Qualified: Applicants demonstrating minimal or basic satisfactory qualifications, with general knowledge, skills, and abilities.

Work Schedules for Part-time Positions: Specific work shifts and schedules will be determined by the airport.
Part-time shifts generally range from 16-32 hours per week;
Part-time work consists of shift-work on any day from Sunday through Saturday, which may include irregular hours, nights, holidays, overtime, extended shifts and weekend shifts, changing shifts, and split shifts;
A "split-shift" consists of any two work shifts, each lasting at least two (2) hours in one 24-hour period, with at least two (2) hours between work shifts.
Maintaining Employment: All TSOs must maintain the standard level of certification and fitness for duty, to include:
Completing classroom training, on-the-job training, and all initial certification testing;
Recurrent and specialized training and recertification tests on a periodic basis; and
Passing background investigations, including a criminal check and credit check, and all randomly administered drug screening tests.

You qualify for this position at the GS-14 level if you possess the following:
One full year of specialized experience. Specialized experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience include: Responsibility for a variety of contracts requiring special handling provisions; demonstrated and extensive experience developing sophisticated acquisition plans, source selection plans, pricing arrangements and unique and innovative contractual terms and conditions.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-13 level for the GS-14.

You qualify for this position at the GS-12 level if you possess the following:

Five years relevant shore installation management experience with the Department of the Navy or comparable Government Agencies, with three years of this experience consisting of direct support to a program office (PMW) or similar organization.
Job Requirements:
Will be responsible for managing shore installation planning, analysis and execution for C4I systems including shore unique special projects such as large multi-sponsor, multi-system shore C4ISR/IT integration projects for Military Construction, Command Centers or Master Telecommunications Facilities. DAWIA Level II training required. Secret Clearance required. Five to ten years aircraft integration or aircraft system engineering experience.
