Job Description
A leading government contracting company, is actively seeking an SCA
Engineering Technician V to help support the Applied Technology Division,
Naval Surface Warfare Center (NSWC), Corona Division, Department 22, at Camp
Pendleton, CA. This position requires the candidate to be a U.S. Citizen and
have the ability to obtain and maintain a U.S. DoD Secret Security
Clearance.
This individual serves in an Information Assurance Technician (IAT) Level I
position with expected development into IAT Level II or Level III position.
Provides information technology management tasks related to policy and
planning, security, operating systems, server application support, systems
administration, and customer support. Incumbent will coordinate with other
FT31 branch members, and offsite customers, including engineers; sponsors,
security specialists, and other Information Technology (IT) support
personnel. Develops written plans and documentation, meets deadlines, and
participates in all Information Assurance (IA) activities relating to
projects. Incumbent will be assigned to projects where team work is crucial
to the success.
The candidate will implement proposed/approved IT Security Project; perform

requirements), develops designs for equipment without critical performance
requirements that are difficult to satisfy such as engine parts, research

Qualifications
Four year degree or equivalent is required with certifications in
Information Assurance with emphasis on Linux and VMWare. Strong knowledge of
Project Software Packages, SQL, Microsoft Word, Excel and Visio. Candidate
must be able to sit 25 to 50 percent of the time, be able to lift up to 20
lbs as much as 25 percent of the time, and have clear vision at 20 inches or
less, clear vision at 20 feet or more, able to identify and distinguish
colors, and able to adjust the eye to bring an object into sharp focus. Must
be able to identify colors as in lights or wiring. U.S. Naval shipboard

Description
The SME shall determine, teach, and assess appropriate Tactics, Techniques, and Procedures (TTPs) for full spectrum CNO missions. Forward Operations Support Officer

RESPONSIBILITIES:
The Service Provider shall be responsible for supporting AF planning and execution at designated forward locations. The Service Provider shall coordinate with other offices and entities (e.g., US embassies, Host Nation military forces, police forces, commercial entities; USDAO; JUSMAG; PACOM; HQ PACAF and subordinate NAF, Wings, etc.) to support USAF planning and execution. The Service Provider shall provide guidance and assistance to USAF planners and their staffs to ensure continuity of effort and the orderly management and execution of the operations and logistics support functions at the forward location. The Service Provider shall be tasked by the Lead Planner or PACAF/A3YE Branch Chief to develop, coordinate and maintain the USAF attendee list for exercise planning meetings and conferences at the forward location, as well as provide logistical support guidance for those events. The Service Provider shall analyze and document the effectiveness of exercise planning functions as part of the after-action reporting for assigned exercises.
REQUIREMENTS:
• Have at least 3 years of experience planning USAF Major Command–level, or equivalent exercises.

You qualify for this position at the GS-12 (starting salary $74,872) level if you possess the following:

The Service Provider shall be responsible for supporting AF planning and execution at designated forward locations. The Project Officer - Building partner Capacity (BPC) will serve as the Specialist in building Institutional Capacity and Human Capital of Partner Nations at the strategic and operational levels of war. Coordinating education, training and exercise participation for deployable battle staffs. Works with allied and friendly nations to assist them in determining training requirements allowing for their inclusion in PACAF exercises. Familiar with DOS and DOD laws concerning foreign military training and involvement in CONUS exercises. Project Officer is responsible for accounting for historic inter-country relationships, and country specific customs and courtesies while planning PACAF participation in assigned exercises/engagements. Additionally, Project Officer will account for current and projected PACAF force structure (i.e., country location, name of Wings and NAFs, type of aircraft assigned, etc.), PACAF roles, responsibilities, force presentation doctrine, and capabilities (i.e Commander Air Force Forces (COMAFFOR); Joint Forces Air Component Commander (JFACC); Air Operations Center; etc.) when coordinating with partner nations and other service components. These factors will be key to shaping and scoping PACAF participation in the full JELC of exercises/engagements. Project Officer will be responsible to identify, analyze and resolve contingency issues and errors that arise during the Joint Exercise Life Cycle (JELC). They will coordinate and communicate with participating units, Wings and MAJCOM staff and leadership to highlight the current/expected issues and socialize Courses of Action (COAs) to mitigate JELC deviations, and ensure issues are resolved in a timely manner.
REQUIREMENTS:
• Have at least 3 years of experience planning USAF Major Command–level, or equivalent exercises.
• Have a military officer background plus a minimum of 3-years aviation background (Pilot/Navigator)
• Familiar with operational and logistical support requirements for exercises, deployments, and mobilizations.
• Knowledge and/or experience with Joint Operation Planning and Execution System (JOPES) and/or Deliberate and Crisis Action Planning and Execution Segments (DCAPES), with at least 1 year experience with multiple iterations (3 or more), using these systems supporting USAF Major Command - level (or equivalent) exercises, or significant deployments (i.e. movements of multiple flying units and/or personnel deployments of 200 or more in conjunction with a single event).
• Be proficient and skilled in the most current version of Microsoft Office software.
• Be familiar with the PACAF force structure (i.e., country location, name of Wings and NAFs, type of aircraft assigned, etc.).
• Have Air Operations Center (AOC) and/or MAJCOM/NAF Staff experience.
• Have operational and/or logistical experience in the Asia-Pacific Theater.
• Be familiar with financial nomenclature and documentation as well as the Command MAN-DAY Authorization System (CMAS).
• Be familiar with standard funding documents, such as MIPRs, AF-616s, and Comptroller Alert Messages.
• Have a working knowledge of JTIMS and TSCMIS requirements and capabilities and be able to become proficient in using required capabilities with minimal training.
• Have working knowledge of USPACOM Theater Campaign Plan (TCP) and PACAF Campaign Support Plan (PacCSP).
• Have experience in planning and executing CPXs and FTXs within the PACOM AOR.
• Frequent travel is required

Job Description:
Utilizes ISD principles and employs the ADDIE model to conduct a workforce training inventory, analyze data and catalogue findings to establish a baseline for gap analysis in support of the development of training and education related to Intelligence Analysis. Designs analytic training and education programs and products to meet a variety of learning needs for the Defense Intelligence Enterprise. Utilizes multimedia, instructional technology, authoring, and developmental tools to create classroom training curriculum and eLearning content. Collaborates with team to facilitate employment of client Strategic Communication/Change Management plan, and streamline intra-agency coordination process. Must be able to work both independently and effectively as part of a dynamic, multi-disciplinary team that includes subject-matter experts, graphic designers, web developers, and other specialists to produce deliverables.
Qualifications:
• 9+ years of experience analyzing training needs, developing or designing training and/or professional development and certification programs
• An understanding of IC and DoD military intelligence analysis, policies and procedures
• Working knowledge of eLearning and/or distance training development and methodologies
• Formal training in Curriculum Development
•Experience with eLearning development tools
Additional Desired Qualifications (not mandatory):

Presumed Project: Global Chemical, Biological, Radiological, Nuclear High Yield Explosives (CBRNE) and Force Protection Defense Systems Contractor Logistics Support (CLS) service effort.
Project Overview: The CBRNE CLS services are for operation, maintenance and supply support of highly complex, low-density systems for detection, mounted and dismounted reconnaissance, individual and collective protection, decontamination, and force protection against Chemical, Biological, Radiological, Nuclear, and High Yield Explosives (CBRNE) threats for the United States Army (Army), United States Army Reserve (USAR), National Guard, United States Marine Corps (Marines), United States Air Force (Air Force) United States Navy (Navy), and other Government organizations (OGA), operating in the Contiguous United States (CONUS) and Outside CONUS (OCONUS) to include, but not limited to: Europe, Korea, Hawaii, Alaska, Afghanistan, Kuwait and other Southwest Asia locations.
