The Senior Intel Analyst will:
-- Provide Intelligence support to PR focusing on joint intelligence preparation of the operating environment (JIPOE). The Senior PR Intel Analyst will provide intel support in order to proactively focus collection assets and enhance offensive operations – supporting both the rescue of an isolated person(s) and the targeting of hostage-taking groups and individuals.
The end result of PR-focused analysis is a collection of intelligence products consisting of multiple overlays such as regional and local demographics, enemy population support centers, movement trends, infrastructure nodal analysis, personality based link diagrams, etc. All of these products are primarily designed to locate the hostage(s) but can also be used in multiple operational products in support of other missions for USCENTCOM.

The Narcotics Affairs Section (NAS), based at the US Embassy in Islamabad, Pakistan, is funded by the Bureau of International Narcotics and Law Enforcement Affairs (INL), Office of Afghanistan/Pakistan Programs (INL/AP). The Bureau is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues, including corrections, for the Department of State. INL’s corrections programs are overseen by the Bureau’s Chief Corrections Advisor based in Washington, DC, Office of Civilian Justice Assistance and Partnership (INL/CAP).
In October 2009, INL’s Chief Corrections Advisor conducted an assessment of the corrections system in Pakistan and produced a written assessment with recommendations. The assessment concluded that Pakistan’s overcrowded and crumbling prison system faces many challenges, but is not in a state of imminent collapse. The system is administered by the provinces with little federal support or guidance and is at more than double its capacity. This is because the system is filled with pre‐trial detainees awaiting their court date in the country’s clogged court system. Pre‐trial detainees can wait for years to go to court, even for minor crimes. The prison staff is poorly trained, underpaid, and lack full control of facilities and prisoners. The current anti‐militant campaign has implications for the system, particularly in Khyber Pakhtunkhwa (KP) province, where the recent influx of dangerous and hard to manage detainees threatens to push the system closer to a crisis point.
The Corrections Advisor (CA) reports to the Narcotics Affairs Section (NAS) Director at the U.S. Embassy in Islamabad, Pakistan, and serves as the corrections systems development expert on a full range of prison/corrections issues in Pakistan.

DUTIES AND RESPONSIBILITIES
• -Serve as INL’s corrections subject matter expert in Pakistan.
• -Support the development of corrections programs for Pakistan in coordination with other USG, international, and Pakistan law enforcement and criminal justice programs, along with the INL NAS Director, INL Program Office, and INL Chief Corrections Advisor.
• -Provide subject matter expertise, program execution, and policy analysis to NAS staff, INL/AP staff, Pakistani corrections officials, and the Embassy and INL Front Offices on all aspects of corrections matters in Pakistan. This includes, but is not limited to: corrections personnel training and curriculum; prisoner classification; prison administrative procedures and information systems; prisoner reintegration, rehabilitation, and disengagement programs including, vocational and educational opportunities; appropriate management of vulnerable groups, including women, juveniles, and the mentally and physically ill; prison census and files; human rights issues related to prisoner incarceration; strategic planning and budgeting; development of correctional capacities and institutions; and refurbishment and/or construction of correctional facilities.
• -Aid in the organization of and attend meetings, seminars, and exercises to develop plans/programs for implementation of corrections assistance in Pakistan and improve overall capacities to effectively modernize existing institutions and practices.
• -Assist in the preparation of background materials, talking points, updates, and reports used by the NAS Director and INL Program Office in preparing reports, speeches, briefings, and testimony to articulate NAS engagement on Pakistan’s corrections system and aspects of corrections reform.
• -Participate in assessments – as requested by NAS Director – of current GOP corrections systems and USG program efforts and impact; assist with briefing those assessments to senior INL and other Department and interagency officials; and, on the basis of those assessments, propose future activities and/or remedial actions.
• -Aid in the development of close working relationships with relevant GOP counterparts, relevant national and international NGOs, including ICRC, and relevant international actors, including UNODC.
• -Visit prisons and detention centers throughout Pakistan and, possibly, in other countries.
• -Provide support for outreach activities with domestic and international law enforcement and corrections communities to increase awareness of INL programs and policies and solicit greater cooperation and participation.
• -Assist with collecting information for trend analysis of program efficacies; assist with infrastructure project management; prepare regular written reports on activities to be submitted to the NAS Director at Post and the INL Program Office in Washington.
• -Serve as a liaison with the UNODC on corrections programs being funded by the USG.
Preferred Skills: MINIMUM QUALIFICATIONS
• U.S. Citizenship.
• A total of 15 years professional work experience:
o At least 10 years’ experience in corrections operations, management, organizational development, planning and/or training, 2 years of which must have been at the rank of assistant warden (or equivalent) or higher.
o At least 2 years’ experience in other senior management roles that strategic planning, resource management, and budgeting.
• Graduation from a certified state or federal corrections or probation officer training academy.
• A Bachelor’s degree for an accredited institution. Individuals without a degree but with significant corrections management experience (minimum of five years) at the rank assistant warden (or equivalent) or higher will be considered.
• Working knowledge and experience with security threat groups.
• Superior interpersonal skills.
• Superior writing and communication skills.
• Willingness to live in and travel throughout Pakistan.
• A mission‐oriented perspective.

The position requires a Top Secret security clearance.

This position is ideal for a candidate who has extensive experience with system development lifecycle documentation and processes in a disaster assistance/emergency management environment in order to communicate desired software changes to developers. This position starts at a salary of $51,630.00 (GS-9 step 1), if selected at the GS-9 grade level, and at a salary of $62,467.00 (GS-11 step 1), if selected at the GS-11 grade level. The full performance level of the position is at the GS-11 grade level. In this position, you will serve as Program Specialist who supports internal and external customers through the gathering and confirmation of system requirements from users, or analysis of functional program requirements. Typical work assignments include:
• Assists in analysis of feedback from software development experts to identify and clarify areas in which described functional and system requirements are problematic or contain deficiencies.
• Works with Information Technology experts to assure that system requirements are fully understood by programmers and system developers and meet all system development life cycle standards and requirements.

To qualify for this position at the GS-11 level you must possess at least one of the following:

You will perform phlebotomy on all patients using established laboratory procedures. Process laboratory requisitions and specimens for in-house and reference laboratory tests. Perform record audits. You will be reporting to the Laboratory Manager.
Responsibilities:
* Collect timed specimens on schedule, being aware of the importance of timing in instances such as therapeutic drug levels, etc.; follow established guidelines for laboratory specimens
* Initial, date and record time blood was collected on all laboratory requisition forms and specimen tubes; properly complete laboratory accession record
* Follow all laboratory safety rules and report possible hazards to the Laboratory Supervisor
* Properly process incoming supplies
* Maintain phlebotomy area in a neat, clean manner, well-stocked with supplies; stock Nursing Units with laboratory supplies
* Keep blood drawing trays neat, clean, and available
* Perform other duties such as data collecting, filing, charging, aiding technologists, etc.

19. Position: GPS III Hosted Payload Systems Engineer (Colorado Springs, CO)
Program: GPS III Space Segment
Description: Provide systems engineering and technical documentation support for the GPS III Hosted Payloads. The support will be divided equally between two organizations within the GPS III team: the Hosted Payloads Integrated Product Team (IPT) and the System of Systems Integrated Support (SSIS) team.
As part of the Hosted Payloads IPT, this position will be responsible for assisting Lockheed Martin with the integration of the Distress Alerting Satellite System (DASS) payload onto the GPS III Satellite Vehicle (SV), also referred to as Search and Rescue/GPS (SAR/GPS). In support of the Hosted Payload IPT, this position will prepare artifacts and briefing materials to support a Preliminary Design Review (PDR) event planned for March 2013 in Newtown, PA; consequently, travel will be required to support that event.
As part of the SSIS team, this position is responsible for two interface control documents (ICD), ICD-GPS-822 and ICD-GPS-823, that define the mechanical, electrical, and thermal interface requirements between the SAR/GPS (DASS) payload and the GPS III SV and define the SAR/GPS (DASS) payload signal interfaces to ground-based receivers. The SAR/GPS (DASS) ICD lead must be familiar with how requirements are written and managed. The SAR/GPS (DASS) ICD lead will use the Dynamic Object Oriented Requirements System (DOORS) to manage the documents; familiarity and experience with DOORS is a plus, but on-the-job training for DOORS usage will be provided. As part of the on-going management of the document, this position will lead and conduct technical interchange meetings, technical peer reviews, and interface control working groups; some travel may be required to facilitate this exchange, and a current passport is required to support meetings with the SAR/GPS (DASS) payload provider in Canada. There will be many interested stakeholders in this interface since it represents a new hosted payload never before flown on a GPS satellite, so the person filling this position needs to possess the qualities required to decisively manage this document within the schedule constraints. Strong organization and communication skills are a must. Infinity will be augmented by Lockheed Martin personnel who specialize in export controlled information since integrating a hosted payload onto the GPS III SV poses potential security and other programmatic challenges.
Degree Required: Bachelor's degree in technical field. Significant, directly applicable experience without a degree will be considered. Engineering or aerospace background is a plus.

Program: GPS III Space Segment
Description: Provide systems engineering specifically related to test in support of the GPS III Launch and Checkout Capability (LCC). There is currently at least a 16 month gap between when the first GPS III Space Vehicle (SV) will launch and when the Advanced Control Segment (OCX) will be available for control of the operational GPS constellation from the Master Control Station (MCS) at Schriever Air Force Base, CO. In June 2010, the GPS Directorate issued a letter of intent to acquire an OCX-based solution to perform pre-launch exercises and rehearsals, pre-launch compatibility tests, launch, early orbit maneuvers, and on-orbit checkout of GPS III SVs using a contractor crew from the Lockheed Martin (LM) GPS III facilities in Newtown, PA. In response to this, Raytheon is providing an element of the OCX Block 1 functionality to provide GPS III satellite command and control via the Launch and Checkout System (LCS). At the time of the planned launch of SV-01, the LCS element will not have the ability to process L-band ranging measurements, estimate satellite clock and ephemeris states, or generate navigation uploads. Consequently, the LCS element will need to be augmented with other tools and resources in order to complete the on-orbit checkout of SV-01. The combination of the LCS element and these additional tools and resources provides the GPS III Launch and Checkout Capability (LCC).
Lockheed Martin Space Systems Company (LMSSC) and Infinity Systems Engineering must work with Raytheon, the Air Force, and the Systems Engineering and Integration (SE&I) contractor to align development schedules and to ensure successful completion of all pre-launch exercises and rehearsals. This GPS III Test Engineer role will be responsible for working collaboratively with all stakeholders to ensure the GPS III needs are satisfied. This involves reviewing and aligning the On Orbit Checkout and Test objectives with the ground integration and compatibility test objectives, determining additional ground test objectives as necessary, and allocating the ground test objectives to the baseline and forecasted planned test events. Working with both the GPS III System of Systems Integration Support (SSIS) and GPS III Flight Operations teams, this position is responsible for updating the CDRL A071 Test Plan and creating two versions (draft and final) of the CDRL A070 Test Procedure for the SV1 Integration and Compatibility Test. In addition, the position is responsible for conducting test plan working groups to socialize the test objectives with the broader GPS test community, and will work with the SSIS, Flight Ops and broader community to execute the baseline and forecast ground integration test activities. This position will also support the on-going definition of the on-orbit test plans and procedures. In order to write and dry-run the test procedures, day trips to the Raytheon facilities in Aurora, CO will be necessary to use the LCS system. In addition, trips to Newtown, PA will be required to perform dry-runs and to support the Run-for-Record of the ground integration and compatibility test activities, equating to approximately 4-6 trips per year.
Degree Required: Bachelor's degree in technical field. Significant, directly applicable experience without a degree will be considered. Engineering or aerospace background is a plus.

Under the direction of the IT Help Desk Manager, the Help Desk Analyst is responsible for providing phone and limited direct support to end-user community on hardware, software and telephone network-related problems, questions, and use. In this position you will work with the establishment and implementation of procedures and mechanisms to ensure the Region adequately addresses flood insurance matters at all applicable levels. Coordinates and promotes all flood insurance activities, as part of the National Flood Insurance Program (NFIP), with Federal, state, regional, local, and private entities, to include State Insurance and Banking Commissions. Typical work assignments include:
• Responsible for coordination with and delivery of services by the insurance servicing contractor and ensures extensive understanding of insurance rate structure and rating policies and procedures by assisting in workshops for insurance agents and lenders and working with the contractor to resolve insurance related problems as raised by insured’s, map determination companies and others.
• Develops work plans and administrative procedures, in coordination with the Branch Chief, for services provided by the insurance servicing contractor. Oversees services provided and advises contractor of issues, problems, and quality of delivery of services. Resolves issues and ensures that corrective actions are compliant with FEMA Headquarter policies and procedures.
• Establishes, coordinates and oversees process for all Section 1316 requests for the Region with appropriate Mitigation staff to ensure timeliness of actions Responsible for handling insurance matters that arise on all “submit to rate” submittals. Coordinates with all responsible entities relating to the Increased Cost of Compliance (ICC), process and provides training and education on the process (pre- and post-disaster situations.) In coordination with regional and headquarters management, is responsible for maintaining FEMA liaison with state insurance departments and agencies.
• Reviews documentation, correspondence and other materials of an insurance coverage nature or with underwriting implications, to determine compliance with NFIP requirements. Provides insurance program support to regional mapping program efforts and community map adoption process. You qualify for this position at the GS-13 level if you possess one of the following: One full year of specialized experience. Specialized experience is described as experience reviewing documentation, correspondence and other materials of an insurance coverage nature or with underwriting implications, to determine compliance with National Flood Insurance Program (NFIP). Experience includes dealing with submit to rate problem resolution and Increased Cost of Compliance (ICC) issues, providing information on flood insurance rating policies, advising property owners on flood insurance options, reviewing participation in the flood insurance and mapping process and identifying floodplain management compliance problems.

The incumbent of this position performs troubleshooting and repair of computer equipment and hardware and software testing.
Specific Duties:
• Plan and oversee hardware and/or software installations, analyzing configuration management processes and procedures; developing and recommending processes, software, and procedures to ensure effective configuration management.
• Possess IT knowledge of voice and data network, desktop, and server computers; monitoring of servers, workstations and computers for vulnerability of an Agency network.

• Apply appropriate network topology (bus, star, ring, backbone) to the network design based on traffic pattern analysis; and keeping abreast of rapidly evolving technology; advising users on incorporation of hardware and software improvements.
• Recommend installation of new or modified LAN or LAN segments including hubs, switches, routers, new security patches to the NOS and LAN cabling infrastructure; troubleshooting, testing, and documenting network hardware, WAN routers, LAN routers and maintaining appropriate equipment inventory to ensure sufficient spare equipments to maintain continued integrity of the network.

REQUIREMENT: Telum Protection Corporation currently is accepting applications for a Technical Mission Support Analyst/Industry Area Expert.
LOCATION: Southern Pines, NC
DESCRIPTION:
Six years of general IT experience, including formal training and two years’ experience in enterprise applications and/or formal training and one year experience in databases such as ORACLE, M204, or SYBASE. Strong math, computational language and taxonomy building skills are required. A successful candidate will be able to demonstrate a degree in Engineering, Math or Computer Science and 2 years in data base management, java programming, and building complex SQL, AQL or JAQL queries against large data sets. This candidate will be using statistical software such as SAS and SPSS to rapidly sort and bin data using algorithms and transforms. Second language and interest in international affairs a plus.
MINIMUM EDUCATION/EXPERIENCE REQUIRED: Bachelor’s Degree in computer science/systems, information systems/technology, engineering/engineering technology, software engineering/programming, management, natural sciences, mathematics, or business/finance.
Education and experience requirements may be substituted with:
- Master’s Degree in subjects above and 4 years’ general IT experience
- Ph.D and 2 years’ general IT experience
- Three years of additional applicable experience and a Bachelor’s Degree
ADDITIONAL INFORMTION:
Candidates must possess or be eligible for a Secret clearance with eligibility for Top Secret. Applicant will be required to submit to random drug testing and/or polygraph examination.
