This position is located within the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of the Chief Information Officer, Operations Support Branch, IT Service Delivery Section, Application Management Team. This position functions organizationally within FEMA and is tasked with all enterprise level servers and systems throughout FEMA and is directly related to Operations and Maintenance of FEMA enterprise systems.
Specific Duties:
• Perform duties that involve both COTS and non-COTS software deployments, installations, operations, maintenance, monitoring, administration and other service-type duties in conjunction Enterprise Level software support for FEMA information technology systems that comprise the Enterprise Network.
• Plan, coordinate, test, implement, administer, troubleshoot, operate, integrate, maintain, monitor, modify and secure computer hardware and software for FEMA enterprise level systems.
• Use Oracle Application Server to deploy code using the GUI and command line using Oracle OEM or Oracle GRID.
• Schedule and monitor server performance, review and resolve hardware and/or software inoperability issues.
• Maintain, develop, operate and administer the National Emergency Management Information Systems (NEMIS).
• Participate in analytical studies evaluating systems, requirements analysis for servers, applications, and FEMA critical systems developing and testing contingency procedures involving work with Microsoft Operating Systems, Oracle, SQL Plus, Oracle Containers for Java (OC4J), Oracle GRID control, Microsoft Active Directory and Remedy.
• Secure FEMA production Operational systems using NetlQ as well as other applications to maintain and control access to FEMA mission critical systems.
• Configure and maintain Enterprise servers utilizing Linux and Microsoft products.
• Troubleshoot applications, servers, and associate inter-dependent systems to isolate problems in application performance or anomalies in system overall performance and work with manufacturer’s representatives and software developers to solve problems with application performance and integration with other systems.

The incumbent is primarily responsible for collecting, coordinating, collaborating and analyzing data to inform planning factors that address primary and secondary consequences on the effect of low yield nuclear exposure to surrounding populations. In addition, he/she develops scope of work used in securing contracts with technical and scientific national laboratories.
Specific Duties:
• Leverages project management practices to develop and execute detailed project plans, tracks the day-to-day work to ensure contract deliverables are timely, stay on schedule, and are in alignment with associated costs. Assesses efficiencies and recommends improvements.
• Collects requirements from national and regional emergency planners and assists in defining key information requirements to facilitate the development of detailed consequence management plans.
• Leverages detailed technical models and scientific analyses on the effect of low yield nuclear weapons to inform planning factors for regional, State, and local planning to manage and mitigate primary and secondary consequences to surrounding populations.
• Identifies key planning strategies and important considerations associated with response to a nuclear detonation. Analyzes unique, regional factors that affect planning and evacuation options that need to be addressed. Supports the planning process to completion. Develops summary reports that provide emergency management planners key analytical inputs to inform the overall planning process to include establishing courses of action. Provides annual budget data in support of projects for budget submission.
• Gathers and analyzes technical and scientific reports submitted by SMEs to gain insight into trends and issues based on the best available data and modeling without presuming that a single scenario can predict what will actually happen should an incident occur.
• Serves as a project or program manager, as directed, to conduct special studies which when implemented have an agency-wide national impact. Develops multiple project and/or program plans, estimates and executes multi-year budgets and tracks complex projects that occur over multiple fiscal years.

This position is ideal for a professional experience with providing clerical support to managers in a high paced environment. The position starts at a salary of $42,209 per annum at the GS-07 grade level. Apply for this exciting opportunity to become a member of the Recovery Directorate, Public Assistance Division.
PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. You qualify for this position at the GS-07 (starting salary $42,209.00) level if you possess one of the following:
One year of specialized experience developing new or revised administrative policies, developing and managing automated action tracking systems, managing travel and time and attendance processing, and providing administrative support in developing and executing administrative projects
OR
Possess ( 1) academic year of graduate education in a field directly related to the position (business, business management)
OR

INTRODUCTION: This position is located in the Fleet and Family Readiness (FFR) Department, Commander Navy Installations Command (CNIC). CNIC FFR is the Navy's Quality of Life program providing essential products and services to promote and improve the retention, capabilities, quality, productivity, reputation and morale of all Navy Personnel and their families. FFR programs are responsible for policy development, resourcing and oversight of the quality of life programs. Programs include Family Readiness (all Family Service programs including Deployment Readiness, Crisis Response, Career Support and Retention; Child and Youth Programs including Child Development Centers, Homes, School Age Care, Resource and Referral, Youth Programs, School Liaison; and Family Emergency Response); Navy Housing (government owned or operated Family Housing (FH) and Bachelor Housing (BH), FH PPV, BH PPV, Flag, Dormitories, and Services); and Fleet Readiness (Fitness, Sports, Recreation, Deployed Forces Support, Lodging, Food and Beverage Operations).
This is an interdisciplinary position where the incumbent of this position serves as a Supervisory Social Science Program Analyst or Supervisory Social Worker for assigned Family Readiness programs. The incumbent provides leadership, guidance, policy/program development and financial management expertise including resource planning and development for the Navy's Family Readiness programs to ensure a high quality, flexible, support program of human services for active duty military and their families. Incumbent serves as the program manager, senior analyst, and team leader for Sexual Assault Prevention and Response program at CNIC HQ, N911. This position is established to manage and supervise all HQ SAPR staff; to provide oversight and to provide overall analysis, evaluation and to advise management on the effectiveness of line programs and/or the efficiency of the management of assigned programs.
DUTIES AND RESPONSIBILITIES:
This position provides management and supervision for all HQ SAPR staff; responsible for providing oversight regarding overall analysis, evaluation and advisory assignments related to the effectiveness of line programs and efficiency of the management of operating programs.
Conducts detailed analysis of complex functions and work processes of programs and makes recommendations for improvement in the effectiveness and efficiency of work operations. Develops new methods, organizational structures and management processes. Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques.
Provides immediate supervisory technical oversight for up to four (4) subordinates;
assigns work based on difficulty and program initiatives, identifies developmental training needs, develops performance plans, rates employees and takes disciplinary action. Recommends performance awards and salary/bonus distribution for subordinates. Participates in interview panels, recommends hiring, promotions and reassignments.
Navy technical expert for the CNIC HQ Sexual Assault Prevention and Response Program, guiding all field organizations. Confer with key program stakeholders: BUMED, chaplains, law enforcement agencies, Naval Education and Training Command (NETC), CNP, and the legal community to represent the best interests of the SAPR Program. Provide Navy response to OSD for SAPR program and services. Coordinate with N1 for corresponding Navy policy. Keep Navy regional FFSPs advised of requirements. Provide program vision for change resulting from Congressional, DOD, and Department of the Navy requirements. Provide vision/strategy for SAPR by executing budget, effective, consistent program implementation Navy-wide, and DoD prevention strategy. Improve processes to increase efficiency in communication and execution of program requirements.
QUALIFICATION REQUIREMENTS:
If position is filled as a Supervisory Social Worker, incumbent must possess a
Master's Degree in one of the behavioral sciences or Social Work from a graduate program sanctioned by the Council of Social Work Education, a national credentialing body. If position is filled as a Supervisory Social Science Program Analyst, incumbent must possess a Master's Degree in one of the behavioral or social sciences (i.e. mental health, human services).
Professional knowledge and understanding of requirements and operations of
DOD and DON programs related to sexual assault prevention and response. Requires comprehensive knowledge and experience in brief, solution-focused sexual assault services and clinical counseling; and current prevention and intervention skills, techniques and theories.
Expert knowledge of Federal and agency regulations; knowledge of the
specific organization's program and missions, as well as knowledge of pertinent laws, regulations and policies related to program/operations area to consider their impact on programs. Mastery of concepts in program management and implementation, requirements determination, policy development and supervisory skills.
Comprehensive knowledge and experience with qualitative and
quantitative techniques for measuring and improving effectiveness, efficiency and productivity of assigned programs.
High level skill in designing and conducting comprehensive studies and
preparing solutions related to broad operational and contingency issues. Professional skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions.
Ability to effectively communicate and to prepare and deliver recommendations
at management briefings.
