How You Can Lead the Way
This executive level position is located in the Department of Homeland Security, Federal Emergency Management Agency, Protection and National Preparedness, Grants Program Directorate (GPD).
The incumbent serves as the Deputy Assistant Administrator (DAA) for GPD and, as such, serves as GPD’s Senior Career Grants Executive. The DAA reports to and serves under the direct supervision of the Assistant administrator / GPD. The DAA in accordance with authorities inherent to that position and in accordance to authorities delegated by the Assistant Administrator / GPD, exercises leadership over FEMA’s grant and financial assistance responsibilities. The incumbent is charged with managing a robust financial grant management organization to standardize and centralize FEMA’s grant management, oversight, analysis, and program development and administration. Through delegation by the Assistant Administrator for GPD as the Agency’s principal grants officer, and technical expert for grants, the incumbent directs and oversees the development, coordination and evaluation of grant policies, regulations, as well as procedures that effectively support the accomplishment of FEMA’s all hazards mission. The incumbent ensures financial, programmatic, statutory, and regulatory compliance in the Agency’s grants and financial assistance activities and provides executive direction and advice to the Assistant Administrator for GPD, subordinate staff and program officials agencywide. In carrying out FEMA’s unique grant and financial assistance responsibilities, the incumbent supervises and controls a de-centralized grants operation which is responsible for the overall administration of grants, including financial accountability and oversight, grant development and administration, and business support and data analysis.
The incumbent is responsible for managing the delivery of a multi-billion portfolio of Federal assistance programs including financial assistance and specialized homeland security programs, which enhance the preparedness of State and local governments to prevent, protect against, respond to and recover from acts of terrorism and other disasters.
This position demands extensive experience and expert knowledge in financial grants management as well as in the development and management of national level Federal assistance programs. Executive and managerial knowledge, intergovernmental skills with senior officials at all levels of government, and the skills and abilities to perform at the Senior Executive Service level are required by the incumbent of this position.

As the Deputy Assistant Administrator (DAA) for FEMA’s grants and financial assistance activity, the incumbent reports directly to, and serves under the direct supervision and authority of the Assistant Administrator / GPD. Acting within those parameters, the DAA’s duties include, but are not limited to the following:
1. Prescribes and directs the development of policies, regulations, and procedures governing all aspects of the Agency’s grants and assistance operations within the framework of applicable laws and regulations. Initiates innovations and modifications for more efficient and effective management, operating procedures, and support to the Agency’s programs. Establishes and monitors internal controls over FEMA’s grants and assistance programs.
2. Plans, assigns, directs, coordinates, and evaluates activities carried out by GPD. Develops organizational plans, budgets, and fund control methods to carry out the work of the Directorate. Prescribes and directs activities to find and explore new and innovative methods for doing more work with fewer resources, such as grant and assistance automation projects and productivity improvements.
3. Institutes continuous review and evaluation of nationwide Agency grants and assistance operations for effectiveness and adherence to policies, regulations, law, and established practices to assure that Agency objectives are met. As necessary to satisfy needs of the Directorates, issues delegations of assistance authority to Directorate Assistance Officers. Establishes criteria and directs continuous review of grants and assistance policies and processes used in carrying out these delegations. Develops and institutes a national professional development program for the Headquarters and field structure so that grants and assistance activities remain within delegated authority and are effectively carried out. Establishes and maintains career management programs that will continually result in a highly qualified, well managed, and professional grants and assistance workforce.
4. Under authorities of the Assistant Administrator of GPD, serves as the Executive agent for the development of programmatic guidance for FEMA’s portfolio of Federal homeland security financial assistance programs, including, but not limited to the Homeland Security Grant Program, Assistance to Firefighters Grant Program, and the Emergency Management Performance Grant Program.
5. Serves as the secondary grants and assistance officer for FEMA as delegated by the Assistant Administrator of GPD to execute all grant and assistance awards, re-delegating this authority as deemed necessary to headquarters and regional personnel.
6. Responsible for the review, negotiation, award, and management of FEMA’s multi-billion dollar grant portfolio. Oversees sensitive and technically complex systems and programs. Personally supervises numerous complex funding instruments including those governing FEMA’s major preparedness programs. Oversees the financial grant management activities for all FEMA grant programs. Ensures appropriate financial, legal, programmatic, and other reviews and compliance with specialized issues established by law, federal regulations, and agency and executive branch guidance including OMB Circulars.
7. Provides guidance and direction for Agency financial and program officials in the interpretation of regulations and procedures governing the administration of FEMA grants and assistance awards. Oversees programmatic and financial monitoring as well as reporting and closeout requirements for the federal assistance programs within the Grant Programs Directorate.
8. Oversees and supports FEMA’s shift to a regionally-based approach for delivery of services. Ensures critical program coordination with and between internal and external stakeholders. Supervises coordination functions between Directorate staff and FEMA Regional Offices. Develops policies, processes and procedures for the Agency’s grant portfolio and staff based at Headquarters and in the Regions.
9. Maintains a close collaboration with the National Preparedness Directorate, as well as other FEMA/DHS components and other Federal departments and agencies, in order to synchronize preparedness activities across the Federal government. Participates in the Agency’s strategic and systems planning, budgeting, and long-term strategic planning initiatives.
10. Serves as the Agency representative on interdepartmental committees and organizations related to grants and assistance. Liaison with other departments/agencies and government-wide consortiums on techniques, new developments, and requirements related to grants and assistance. Represents FEMA before Congress on grant and assistance activities of interest to the legislative branch. Maintains liaison with industry and university business groups.
11. As a minimum requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The narrative portion for the Technical Qualifications MUST NOT EXCEED 4 PAGES TOTAL. The supplemental narrative statement for the Executive Core Qualifications should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. This evidence must include clear and concise examples that emphasize the applicant’s level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts. The narrative portion for the Executive Core Qualifications MUST NOT EXCEED 10 PAGES. This position is ideal for a candidate who has experience in planning, managing and sustaining disaster logistics support and resources at the Regional level by leveraging the national logistics partnerships that include Federal, State, Local, Non-Governmental (NGOs) and private sector. This position starts at a salary of $51,871 (GS-9 step 1) if selected at the GS-9 grade level, $62,758 (GS-11 step 1) if selected at the GS-11 grade level, or $75,222 (GS-12 step 1) if selected at the GS-12 grade level. If selected at the GS-9 or GS-11 grade level, promotion potential is to the GS-12 grade level. The full performance level of the position is at the GS-12 grade level. In this position, you will serve as the primary lead for collaboration with HQ Logistics for providing cohesive logistics planning support to agency disaster field operations within the assigned Regional area of responsibility. Typical work assignments include:
• Supports the Logistics Branch Chief an necessary to fulfill a wipe scope of project responsibilities. Work covers efforts actually performed in support of field operations such as assisting with the standup of Joint Field Offices (JFOs), Staging Areas, or any other facility needed to support the mission, deployment of logistics staff, and staffing in a support role of the Regional Response Coordination Center (RRCC).
• Serves as a Regional logistics liaison and planner to the HQ Logistics Management Division (LMD), regarding logistics planning in support of DHS/FEMA and its disaster, special event, planning and contingency execution efforts.
• Assists with the evaluation of Regional operation plans and assesses HQ Logistics Management Division (LMD) supporting tasks and missions. Assists with the evaluation and reviews of HQ Logistics Management Division policy and effectiveness.
• Supports the internal management controls program that ensure the effectiveness and efficiency of operations; compliance with applicable laws and regulations; and the safeguarding of assets.
• At the GS-11 and GS-12 levels only, serves as team lead during activation of the Regional Response Coordination Center (RRCC), with responsibility for a National Logistic Supply Chain Management System (LSCMS) oversight.

We are currently seeking Military Operations Integrators to serve on a unique, multi-discipline team assisting Special Operations Forces (SOF) operational and tactical staffs and their subordinate units with fusing operations and intelligence information in order to enhance their effectiveness against enemy networks that employ Improvised Explosive Devices (IEDs).
Responsibilities:
Military Operations Integrators, in conjunction with other members of the SOF Support Team, will work with tactical and operational Special Operations Forces (SOF) elements (ODA to TSOC) to leverage cutting edge tools and processes designed to improve intelligence and operations fusion within their planning and mission execution cycles. The focus of these fusion efforts is exposure of enemy networks that employ Improvised Explosive Devices (IEDs). The Military Operations Integrator will serve as the direct link between JIEDDO and deployed SOF units on all current and future initiatives.

The Operations Integrator applies in-depth understanding of both the supported units operational requirements as well as JIEDDO capabilities in order to identify exploitable vulnerabilities of targeted enemy organizations. The Military Operations Integrator must apply a thorough understanding of the Ops/Intel fusion process as well as subject matter expertise on SOF operations, IEDs, and JIEDDO capabilities.
The Operations Integrator ensures all SOF requests for JIEDDO support are fully coordinated with other JIEDDO deployed assets and the JIEDDO. Ensures SOF assets are kept abreast of all current and emerging JIEDDO processes, methodologies, and Tactics, Techniques & Procedures (TTP) for attacking networks that utilize IEDs. * Requires 8+ years of experience in software development and/or quality assurance in a windows environment including experience developing software products with C/C++, Visual Studio, MFC.
