1. MISO (PSYOP) Planner – OCONUS - Afghanistan
Leonie, an international, woman-owned, leading provider of execution management specialists, performance measurement experts and analysts to US Government organizations is seeking a qualified MISO (PSYOP) Planner.
Job Description:
Planners will develop behavioral influence strategies and implementation plans; produce OPLANs, annexes, appendices, FRAGOs, white papers, and other military documents; present long and short term strategic communication overviews; prepare and present strategy assessments; and critically review higher headquarters' plans and FRAGOs. Planners provide long-term continuity to the supported organization.
Requirements:
• 8 + years experience as an MISO/PSYOP Planner (MILDEC, EW, or CNO experience may count toward the total)
• Recent (within 5 years) experience in OIF, OEF, or other named operation
• Understanding of Military Decision Making Process (MDMP)
• Understanding PSYOP/MISO Planning process
• Experience with PSYOP/MISO planning at the operational level
• Demonstrated proficiency in both oral and written communications
• Ability to prioritize, organize, and adapt planning to mission requirements
• Ability to critically review and analyze issues in an vague, uncertain, complex, and ambiguous environment
• Good listener and ability to translate loose guidance and meet desired effect of the client
Computer Skills:

Education:

Job Description:
***ACTIVE TS/SCI MANDATORY**
Instructors must demonstrate the ability to communicate effectively (oral/written),coach, mentor, evaluate students in asymmetrical concepts.
Instructors must demonstrate ability to design, maintain course materials, evaluate writing, facilitate techniques and analysis, develop lesson plans with evaluation exercises.
Instructors must have current reliant expertise in CI/HUMINT activities both in training and real world operations an integrate this knowledge into practical exercises that hone and extend past students capabilities.
Instructor must be a graduate from the Military Operations Training Course or FTC (additional HUMINT training is desired but not required), possess a minimum of six (6) years experience conducting MSO at the CAT 1 level and must have reliant deployment experience.
Instructors must be physically fit: Being able to operate in all climates over difficult terrain in extreme heat/cold, rain, snow, congested urban environments while carrying a min. of 10 pounds over 7 miles.
Instructors shall participate in the interview and assessment process which consists of providing briefings, conducting multiple personal interviews, role playing practical exercises with assessments, written practical exercises, and participation in candidate selection boards to determine the suitability of each candidate. Other activities include: recruitment, screening and selection of candidates for specialized and sensitive training programs and program development
Instructors must demonstrate a working network for reachback/contact with CI/HUMINT Subject Matter Expertise throughout the active community in order to inject new relivant content into training scenarios.
Instructors may attend meetings at the direction of the Government with Government approval for travel.
A Bachelor’s Degree or higher in a related field is preferred but not a min. requirement.

Job Summary
Based on IJC-ANSF Development Assistance Bureau (ADAB) mission, Government of the Islamic Republic of Afghanistan (GIRoA) guidance and in conjunction with AMDP/CSTC-A, the ADAB determines and facilitates growth and development requirements for fielded forces and measures the progress of the fielded force against established objectives. In support of this effort IJC-ADAB requires contract support to provide teams to mentor and train the Capital Division Assistance Team (CDAT) and Corps Assistance Team (CAT). The CDAT/CAT shall work closely with the assigned IJC-ADAB and IJC units and Operational Mentoring and Liaison Team (OMLT) to create an effective synergy of effort in achieving the mandated operational capability end-state. This individual will be part of a multi-instructor workforce providing instruction in their functional area.
Principal Accountabilities
• Provide an Operations and Training Trainer (This position requires access to classified material) to train, mentor and advise the G3 on tactical operations and battle staff procedures, development and implementation of an operation order (OPORD) and production of other order formats, application of the MDMP and performing the coordination, integration and synchronization of all Battlefield Operating Systems (BOS).
• Train, advise, and assist in the development of an annual training plan (ATP). The ATP shall be derived from and be consistent with the Training Management System and GS issued annual training guidance.
• Train, advise, and assist in the implementation of Officer and NCO training programs with an emphasis on individual and collective training.
• Train, advise, and assist in the planning, conduct and evaluation of command post exercises (CPX) at brigade and Corps levels.
• Provide operational training and mentoring on tactical operations and battle staff procedures, development and implementation of an OPORD and production of other order formats, application of the MDMP and performing the coordination, integration and synchronization of all BOS.
• The Training mentor will develop leadership programs which develop the capabilities of the G3 staff.
• The Training mentor will report initiatives and accomplishments concerning the above programs and initiatives on a monthly basis to the IJC-ADAB.
• Plans, develops, and coordinates training programs for ANA field support personnel based on established US Army training doctrine. Obtains information needed from CSTC-A to prepare publications and training programs; prepares training materials; in conjunction with CSTC-A staff develops course content; in association with MoD personnel determines appropriate methodology; and coordinates the development of training aids.
• Conducts training sessions and develops criteria for evaluating effectiveness of training activities.
• Continuously recommends lesson plan improvements to meet new training requirements and to keep technical information up to date.
• Other duties deemed necessary by management.
Knowledge & Skills
• Ability to review relevant U.S. Field Manuals and publications for application to the Afghan National Army; in conjunction with CSTC-A, develops course of instruction and course materials; provides classroom training as required to teach, coach and train Afghan counterparts.
• Able to understand/Implement operations and training work center management (staff coordination/communication).
• Excellent written and verbal communication skills required.
• Ability to provide templates and guidelines for creation and implementation of new governmental policies; Information Management staffing procedures; and prior experience assisting and mentoring at senior levels required.
• Must demonstrate creative problem solving skills and the ability to work independently or as part of a team equally well.
• Experience in office automation programs, such as MS Office, PowerPoint, Excel, Microsoft Word.
• Must be eligible for SECRET Level Security DoD Clearance (previously granted and never revoked or suspended).
Experience & Education
• Bachelors’ degree or Education Equivalent preferred.
• Former non-commissioned officer E6-E7 with a significant experience in military operations and training preferred.
• Battalion or Brigade Level training and or operations experience required.
• Recent operational experience training Afghanistan or Iraq forces is highly preferred.
• Extensive experience as a senior trainer and/or course developer required.
• Experience working with Middle Eastern or Asian cultures is desired.
• Training and Doctrine Command experience desired.
• Experience in professional development in regards to training and working with Middle Eastern or Asian cultures is desired.
• Individuals with joint and combatant level assignments are preferred.
Physical Requirements/Working Environment
• Must meet all physical, medical and other requirements for overseas deployment in accordance with current Department of Defense (DoD) regulations.
• Must possess a fitness level appropriate to performing work in a field environment and current medical exam completed within the past 12 months.
• Dental and medical readiness must be up to date.
• Must maintain a current US Passport.
• Must be able to lift 50lbs.
• Possess the ability to work in a cramped office environment and in an austere environment.
Travel
• Must be able to travel throughout Afghanistan
