We are seeking a professional, innovative and detailed individual to assist
in Hardware Design Verification of its new products (DVT). This position
will be responsible for Hands-On technical functions in support of
engineering activities such as design, test, and verification of complex
digital electronic circuitry.
* Must have knowledge of Digital systems which entails at high
level how Microprocessors, power conversion, control circuits, and
high-speed data/clock rates operate
* Understanding of electronic circuits and excellent debugging
skills,
* Experience in hardware prototype bring-up, debug, fault
detection, failure analysis and yield improvement is a plus. Will need to
work with HW/SW engineers to debug and verify product features using
engineering documents, specifications, and design files (schematics and

Job Summary
The purpose of this effort is to provide the support required by the NATO and the Government of the Islamic Republic of Afghanistan (GIRoA) stakeholders in developing a self-sustaining Afghan National Inter-Agency Counter-Explosives system. NTM-A has defined a conceptual end state for a post-transition national C-IED system together with a sequential and progressive approach to enabling GIRoA to achieve it. To support this concept, it has been determined that as a first step, an Advisory Team should be generated as soon as possible to assist in establishing and mentoring the MoD that has a C-IED effort currently organized, under its Ministry of Disaster Response. That organization will benefit from mentoring. In parallel, work with other Afghan authorities will set the conditions for broader strategic development of a pan-GIRoA C-IED governance and operational framework.
Principal Accountabilities
• Work in support of the Director, MoD C-IED to develop respective Directorate C-IED Divisions.
• Provide outreach to the National Directorate of Security (NDS), when appropriate, to set the conditions for pan-GIRoA strategic C-IED integration.
• Provide direct assistance to GIRoA strategic stakeholders to enable effective C-IED Strategic Planning.
• Create a plan, within the first three months of the contract, on how to implement strategic planning for the MoD C-IED division.

19. Organizational Development Specialist (Lake County, IL)
The general function of the position within the organization is to perform complex work related to
employee development, organizational communications, training regarding Lake County policies
and procedures (including risk management and payroll) and federally mandated employee
regulations (related to FMLA, FLSA, Work Place Violence, etc.). The position is under
moderate supervision.
Analyze and identify organizational issues and needs related to employee understanding of
policies and procedures. Periodically conduct a needs analysis to identify employee and
organizational development issues (such as addresses service delivery, automation skills,
understanding work rules and behavioral expectations and management skills). Develop
schedules for training (annually or quarterly), formulate teaching outline and determine
instructional methods (such as individual training, eLearning, group instruction, lectures,
demonstrations, conferences, meetings, and workshops); select or develop teaching aids (such
as training handbooks, demonstration models, multimedia visual aids, computer tutorials, and
reference works).
Evaluate and measure effectiveness of training programs/methods and assist with the
evaluation of HR and Risk Management programs and services. Coordinate the method of
communication used to describe HR initiatives to include changes in policies, benefit offerings,
safety programs and wellness programs. Develop and report a cause and affect analysis
between employee performance and training efforts/activities.
Requirements
Requires three to four years of experience in training, employee communication and/or
equivalent combination of education and experience in a related field. Must possess
exceptional organizational skills; excellent verbal, written, presentation and communication
skills.
Requires a Bachelor’s degree from an accredited college or university in Human Resources,
Communications or related field.

Job Summary

Primary Activities and Responsibilities
• Ensure compliance with all railroad rules and regulations for safety, operations and the Federal Railroad Administration (FRA)

Job Summary
The Quality Control Manager reports directly to the site manager on any issue related to Quality Control. Maintains a Quality Control program that ensures compliance with the INL/A Quality Control Plan. Maintains an administrative system that ensures all records, data, and other inspection documentation is collected, analyzed, and maintained. Schedules and implements periodic evaluations to ensure quality workmanship in all areas. Performs duties as Technical Inspector on Rotary wing aircraft and other aircraft as required. Coordinates QC order assignments with the in-country Training Specialists and PSD Training – CONUS to ensure that AWIS data is accurate and current, and trains other contractor personnel as needed.
Principal Accountabilities
• Performs safety and quality assurance inspections in accordance with technical publications and the Quality Control Plan
• Documents inspection results in AWIS (Air Wing Information System) and audit/surveillance forms as required
• Observes all phases of inspection activity to ensure that high standards of quality are maintained
• Provides technical training, counseling, certification, documentation, and performance appraisals of host nation Quality Control Inspectors IAW Patrick Support Division policy
• Is responsible for the timely and accurate completion of all required forms, records, and reports relative to the assigned quality control function
• Completes Part Quality Deficiency Report (PQDR) and quality assurance on equipment received that is not considered serviceable
• Monitors the calibration of special tools and test equipment
• Maintains the oil analysis program IAW the Patrick Support Division Quality Control plan
• Inspects maintenance facilities, shops, tool room, and aircraft to ensure good house keeping
• Performs acceptance inspection of all incoming and outgoing repair parts and material, and ensures material meets serviceable requirements and that required documentation is completed accurately and matches inspected material
• Assists logistics to ensure that all items received and purchased have the Parts Manufacturers Approval (PMA) paper work attached and are approved for installation on required aircraft
• Prepares or reviews maintenance instructions to ensure Quality Control objectives are defined
• Reviews records and performs quality assurance inspections to determine discrepancy trends and specific problem areas
• Recommends changes in methods, procedures, and techniques to improve productivity without compromise to safety or quality
• Observes and motivates others to practice exacting standards of workmanship and safety in all areas of work performance
• May be required to serve as an aircraft crew member performing operational checks of systems and/or equipment
• Manages daily activities of the organizational staff members to ensure effective efficiencies in compliance with corporate, contractual and legal requirements

Background:

The Open Source Intelligence Integrator will focus on problem sets at the tactical through operational levels while applying a thorough understanding of open source analysis as well as the ops/intelligence fusion process to compile, collate, analyze and evaluate all sources of intelligence and information associated with IEDs and their employment/facilitation by terrorist, insurgent, or criminal networks.
The Open Source Intelligence Integrator will work closely with other members of a multi-discipline team to identify capabilities and vulnerabilities of targeted enemy organizations and decipher and identify trends, patterns and key nodes highlighting their relationships to the targeted enemy networks. The Open Source Intelligence Integrator must understand the intelligence process to compile, collate, analyze, produce, and evaluate all-source intelligence as well as provide open source and language subject matter expertise.
The Integrator must be able to provide guidance and mentorship to other analysts and should be able to provide daily feedback to the team lead on product development. The Open Source Intelligence Integrator must also possess the ability to effectively communicate both orally and in writing.

Job Summary
The Force Protection Specialist manages and executes information and intelligence collection and processing pertinent ground, air and water based conventional and unconventional warfare tactics, techniques, and procedures as it pertains to the Security and Force Protection of the Program's Forward Operating Locations (FOLs). Trains and maintains proficiency in all major duties to include, but not limited to physical security, planning, advisory, assistance, coordination, inspection, operations, dissemination, management, maintenance, cell infrastructure design, deployment, support, quality control and safety. Provide accurate, timely, tactical and technical guidance to program directors, operations, and indigenous and allied personnel as required. Extensive and extended travel may be required.
Principal Accountabilities
• Receives tasking from program directors or operations and works closely with other elements on the deployment, operation, or program in collecting, processing and dissemination of intelligence information
• Performs intelligence and operational duties as tasked in support of Force Protection and FOL security
• Interface on a regular basis with the local military intelligence offices and pertinent law enforcement agencies to insure we obtain the most current information as it relates to the safety of U.S. contractor personnel at the sites (Spanish speaking requirement)
• Ensure Site Manager and all American site personnel are fully aware of current threat and Threat/Force Protection Condition (THREATCON/ FPCON) on a daily basis and are kept current as to any security contingency which could affect site operations
• Ensure all site-contracted personnel follow rules and regulations set forth by Site Manager, Operations Coordinator (OPSCO) or Base Commanders (Policia Nacional Colombiana (PNC) or Colombian Army (COLAR)
• Responsible to the Security Manager for ensuring that systems are in place to facilitate the protection of DynCorp personnel and equipment
• Required to complete a security survey of the site to which they are assigned which includes a detailed threat analysis; route surveys, hotel surveys, keyhole surveys, Emergency Action Plans, Perimeter Defense Plans and other reports deemed necessary for that location
• Required to conduct safety familiarization and live-fire training on light weapons (M16A2, M4, 9mm pistol)
• Other duties as may be required
Knowledge & Skills
• Must have thorough knowledge of intelligence theory, techniques, hardware, software and special equipment used in the employment, operation and maintenance of ongoing and pending operations

Experience & Education
• Have a minimum of ten (10) years experience working with various special units relating to intelligence, such as special forces, rangers, navy seals, air force combat/control, delta, regional security team, area security team, special operations forces or force recon

• Also, five (5) years experience working in intelligence and with intelligence equipment and procedures
• Prior military, including direct support to military operations and special operations experience and training preferred
• Prior overseas experience and experience instructing foreign military personnel
• Completion of high school or equivalent is required
• Incumbent must have certificates of graduation from military schools or civilian Force Protection and Intelligence schools

Job Summary
The Technical Advisor Aircraft Fixed Wing performs maintenance related functions of Fixed Wing INL/A assets in the support of the Drug Eradication and Law Enforcement Program to ensure airworthiness; Aircraft Technical Advisor (TA) has dual responsibility for maintenance of fixed wing aircraft and maintenance mentorship training. The incumbent is expected to provide maintenance oversight and mentoring to the Colombian National Police. This training will consist of technical instruction, train the trainer, maintenance. Uses technical data to troubleshoot malfunctioning systems and repairs or replaces faulty components. Operationally checks repaired or modified systems for proper operation. Performs quality maintenance on aircraft in accordance with (IAW) Federal Aviation Regulations (FARs), Original Equipment Manufacturers or military technical orders as specified. Ensures OJT instruction to Host nation personnel is documented and IAW published guidelines.
Principal Accountabilities
• Coordinates and provides oversight for the Local National Police (PNC) aircraft technicians involved with maintaining the AT-802 aircraft and aircraft subsystems to ensure air worthiness
• Ensures training records are maintained IAW INL/A directives
• Principle coordinator between contractor maintenance and the host nation maintenance personnel
• Assists the site maintenance lead regarding technical staff issues
• Monitors the calibration of special tools and test equipment
• Interprets technical manuals and procedures for training PNC personnel
• Provides hands-on-training in their job assignment to Host Nation personnel to include: informal classroom instruction, on-the-job training, train-the-trainer, safety and special task certification, documentation and publications
• Uses training guides, course materials, lesson plans
• Uses on the job training qualification packages and test/evaluation measures to accomplish training objective, track mechanic availability, report mechanic proficiency, and coordinate nationalization plans and programs with site and training management
• Enforces “by-the-book” maintenance and safety procedures
• Monitors the daily maintenance conducted by the Certified Colombian National police (PNC)
• Performs maintenance and quality assurance tasks as required for maintenance of aircraft, components, test equipment, GSE
• Performs other duties as assigned
Knowledge & Skills
• CMF 15 Aviation MOS series or other military/commercial equivalent
• Collateral duty OJT before or incident to assignment
• A valid FAA airframe and power plant (A&P) license is required
