JOB SUMMARY:
Western Area Power Administration - Serving the West with Federal Hydropower. We offer career opportunities in a fast-paced, dynamic electric utility industry. We market federally produced hydropower from more than 50 powerplants across the central and western United States and operate and maintain over 17,000 miles of high-voltage transmission lines. The Western Area Power Administration is one of four power marketing administrations within the Department of Energy.
The incumbent is responsible for the operations and service delivery of Western's Information Resource Management (IRM) programs. The Chief Information Officer advances the achievement of Western's mission by identifying strategies to assist senior executives in recognizing where IT can add value while transforming or supporting program operations.

Maintenance Manager. This is an equipment up-keep and maintenance role to include gantry cranes, various cutting tables, weld machines, etc. This is a heavy industrial mainly outdoor shipyard, that manufactures large inland barges. The client is looking for someone with a military background (E-7 and above with the right experience), industrial or shipboard maintenanceexperience and would also like as first preference someone from the area and/or Louisiana (but will not eliminate those from outside the state), with the following qualities:
• Served in a maintenance unit while in the military, or can show relevant maintenance experience

This position will involve leading all aspects of the Apex Y-12 specific aircraft program. This includes both the technical as well as administrative/programmatic duties working in conjunction with the Engineering Organization, Program Management and the Apex CEL. Additional duties include supporting Apex pursuit activities, IEP implementation, and mentoring of other team members.
Primus Apex is a fully integrated complete flight deck solution being applied to turboprops and light to mid-size business jets. The system is currently certified on the Pilatus PC-12, HAIG Y-12 well as the Viking Twin Otter. Other aircraft being pursued include the, Let 410. The Apex engineering team is comprised of members from Phoenix AZ, Olathe KS, HTS - Brno, India, and China.
This position will be filled at either Phoenix AZ (DV) or Olathe KS (Cedar Creek) or possibly HTS-Bangalore.
Qualifications
Basic Qualifications:
Bachelor's degree in Engineering, Computer Science or related discipline
6 years avionics design, product development and application as well system integration and certification experience. This includes avionics bench, aircraft ground testing and flight testing.
Due to ITAR restrictions must be a US Citizen or a lawful Permanent Resident.

HJF is seeking a Program Manager for the Defense and Veterans Brain Injury Center (DVBIC) located at the Naval Medical Center San Diego, CA. HJF provides scientific, technical and programmatic support services to DVBIC.
DVBIC is multi-site medical care, clinical research and education center. It is a unique collaboration of the Department of Defense (DoD), Department of Veterans Affairs (VA) health care system, and civilian partners. The mission of DVBIC is to serve active duty military, their dependents and veterans with traumatic brain injury (TBI) through state-of-the-art medical care, innovative clinical research initiatives and educational programs. DVBIC is primarily responsible for support of clinical operations in the DVBIC network which includes 10 military treatment facilities, 5 veteran hospitals and 2 community re- entry civilian programs. In addition, the office has visibility and contributes to the expertise of DoD level related clinical activity related to traumatic brain injury.
Responsibilities:
1. Facilitates communication/ information flow related to the program contract between Site Director, Co-Senior Scientific Directors (Co-SSDs), staff members and HJF and DVBIC HQ staff/leadership.
2. Participates in strategic planning activities to identify appropriate performance measures to evaluate program effectiveness.
3. Maintains open communication with DVBIC HQ staff/ leadership to facilitate dissemination of guidance about the program to staff and ensure timely submission of reports and contract deliverables e.g. Monthly/Quarterly Reports, data.
4. Provides management support to the Sr Scientific Directors and as requested serves as HR liaison for the program with HJF to coordinate personnel actions and provide guidance/ assistance to staff as required.
5. Supervises assigned administrative staff to ensure day to day operations support the mission In compliance with requirements/policies/procedures (e.g. ?patient scheduling, peer review, TBI Meeting notices, data collection).
6. In collaboration with Co-Senior Scientific Directors, Implements recruitment and selection
processes that result in hiring quality staff and acceptable retention rates. Screens and interviews candidates as needed and facilitates new hire processing/credentialing.
7. Acts as liaison between local Command and DVBIC personnel to ensure all mandatory training, competency, occupational health, credentialing and other requirements are met for regulatory compliance and to allow DVBIC personnel access to the military installation, facility and technological infrastructure to accomplish the mission.
8. Coordinate Information flow and decision making among staff through monthly Staff Meeting Agenda/minutes and Annual Planning Meeting.
9. Facilitates annual budgeting process with Site Director, Co-SSDs and appropriate staff to develop annual budget for both sites that supports all components of the program.
10. Oversees budget and serves as primary contact with Finance, Accounts Payable, Accounts
Receivable and Purchasing on finance issues. Approves the initiation/processing of purchase orders, travel, reimbursements, invoices, work orders and maintenance requests.
12. Reviews program space utilization. in conjunction with Site Director and Co-SSDs develops alternate space plan justification for Facilities Management Committee/DVBIC as needed.
13. Facilitates preparation of requests for sub-contracts and proposals as needed.

Specific capabilities of the TBMCS SME include:

* Coordinating connectivity for all elements of the ATO Planning and Development Process and distribution of the ATO, ACO and SPINS.

Proven knowledge or experience of voluntary agency disaster mass care service delivery, mass care and emergency assistance components (sheltering, feeding, evacuations, donations management, family reunification, functional needs support services, etc), and the various mass care reporting and tracking systems
Skills and expertise in the systematic analysis and evaluator of disaster recovery operations and disaster assistance implementation challenge at the Federal, state and local levels resulting in clear presentations of findings, with options and recommendations concerning operational alternative or capabilities.

The person selected for this position will provide senior technical authority in information technology; formulating and developing implementing strategies, standards, and guidelines for FEMA programs and functions. To qualify for this position at the GS-12 level you must possess the following:
One full year of specialized experience. Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-11 level for the GS-12.
