This position is for a junior level specialist who is interested in serving as a representative for integrating hazard mitigation and insurance into disaster field operations, and coordinating with stakeholders to identify resources and tools to aid in the delivery of Hazard Mitigation and Insurance programs during disaster events.

Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.

The incumbent participates in all phases of the contracting process acquisition planning, solicitation, negotiation, pricing, administration and termination affecting the procurement of supplies and services related to disaster activities.
Typical duties for this position:
• Knowledge of Federal Acquisition Regulations and policies governing the acquisition of equipment and services using the full range of fixed price, cost or combination of contract types.
• Skill in implementing contracting methods, principles and techniques for contracts which frequently require specialized terms and conditions.
• Experience applying price/cost analysis procedures to evaluate proposals/bids and develop a negotiation position to obtain the best terms for the Government.
• Analytical ability to conduct market research, review technical evaluations, monitor contractor performance for compliance with contractual terms and conditions and coordinate the final closeout of contracts.
• Experience resolving payment issues, using automated acquisition and financial management systems (e.g.AAMES, PRISM, IFMIS, etc.)

Basic Requirements for GS-11 and GS-12:
a). A 4-year course of study leading to a bachelor's degree with a major in any field;

Under the strategic direction and guidance of the NTM-A/CSTC-A Senior MoI IG Advisor/Command IG, advise the MoI IG, Deputy Inspector General (DIG) and 6 Regional Inspectors General (RIG) toward the end-state that the MoI IG organization is capable of implementing processes and procedures that promote standards, ethics, and accountability within the MoI and Afghanistan National Police (ANP).
MoI IG capability and capacity to perform the five basic functions of the IG process: Assistance, Inspection, Audit, Investigation and Teaching and Training. The audit function is performed solely by the MoI IG at the headquarters level. Accordingly, the Regional Inspectors General (RIG) performs only the Assistance, Inspection, Investigation and Teach and Train functions.
Principle Accountabilities
Advise on the development and implementation of an Afghan Inspector General System within the six MoI/ANP regions:
Advise the RIG and staff in becoming subject matter experts in MOI, ANP, and command policies, procedures, and standards to facilitate the teach and train function that is imbedded in the other three IG functions
Advise the RIG and staff in analyzing inspections, assistance cases and trends; in writing clear, logical, and succinct IG reports; and in providing the results to the commander for action
Advise the RIG in identifying and recommending individuals to the commander as prospective IGs.
Provide weekly verbal and monthly written progress reports to the Senior MoI IG contracted mentor.
Assist RIG staffs to maintain a manual or automated system to take action on written complaints and requests for assistance or information, to include maintaining a record of all open complaints and requests and files on closed actions.
Assist RIG staffs to provide guidance to subordinate ANP commands on how to include the right to complain and request information in their command information programs
Provide training to ANP leaders on the rights of police to complain or request for assistance or information without fear of retribution or retaliation. This training will include the administrative and judicial jeopardy facing leaders who retaliate or take retribution on those who avail themselves to the right to complain or request information.
Advise the RIG and staff in implementing or sustaining a manual or automated IG case log and tracking system, and an IG records management and filing system.
Assist RIG staff to develop an annual inspection plan and conduct inspections in accordance with the annual inspection plan.
Develop and implement train-the-trainer programs to develop sustainment capability.
Provide training to RIG officers on how to prepare a staff assistance visit and conduct staff assistance visits to units of the ANP that assist processes and procedures that comply with military law, policy and regulation.
Assist RIG staffs to coordinate with G1/S1 and G1/S3 to annotate personnel records of required training.

Position Description Summary:
• The medical support staff will provide services in emergency response situations; transfer and transport services for a population of over 17,000 US. and NATO military forces, DoD Civilian Employees, civilian contractors, third country nationals and local nationals, in accordance with the terms and conditions of this contract, at the Camp Leatherneck/Bastion Military Complex, Helmand Province, Afghanistan. There have historically been approximately 45 EMT calls per month. The EMT, while being assigned to the Leatherneck Combined Aid Station(CAS) shall be required to assist in the Sick Call Clinic seeing patients under the direction of the CAS Medical Director when not performing emergency response or transport services. EMT shall cover the range of services provided in a civilian medical treatment facility, such as emergency patient care. This is a unique opportunity for any medical care provider. It has a very generous compensation and benefits. The operational rotation will be 90 days on 30 days off. All interested personnel must possess the minimum qualifications listed below.
Essential Duties and Responsibilities:
•
• The EMT Personnel shall be responsible for creating, maintaining, and disposing of medical documentation as required. The contractor shall document each emergency medical response, whether it results in transport to the hospital or not. The contractor shall ensure that a copy of any medical report generated for a patient follows the patient and is handed-off to the receiving medical center staff. The contractor shall submit a report to the COR within 24 hours after the completion of each emergency medical service response. This report shall include: the age of patient; sex of patient; location of call; response time; basic synopsis of the call and the medical condition found; interventions provided; and; patient disposition.
• Performs a full range of ambulance type services in the field when performing ambulance type emergency response, transfer, or transport services. The EMT shall practice within the guidelines standard to performance of such duties and/or as established by the Medical Director. Provides emergency pre-hospital care for all types of patients.

• Maintains the service call readiness and preparedness of Government furnished and maintained Emergency Response Vehicles according to local policy ensuring preparedness and availability for immediate response.
• Maintain, inspect and service durable medical equipment.
• Keep inventory and restock medical consumables.
• Utilizes and deploys best efforts in order to respond to advance life support (ALS) emergency calls within established time frames according to DoDI 6055.06, Table E3.T1:Aggregate Response Times (ART) for ALS calls will be within twelve (12) minutes for 90% of the call.
• Assesses, plans, implements, and evaluates emergency care for all patients. Workload includes the evaluation and treatment of emergent, urgent, and non-emergent patients.
• Recognizes medical emergencies and responds appropriately. Initiates CPR if required, and administers advanced cardiac life support measures when necessary/
• Provides/documents complete patient exam on approved forms; provides verbal/written reports to receiving physician and MTF(Medical Treatment Facility). Performs documentation audit after each response is complete, to ensure documentation compliance with peer review standards.
• Immediately cleans, sanitizes, and restocks Emergency Response Vehicle(s) with MTF supplies according to established policy.
• Responsible for and assists with orientation and training of newly assigned personnel.
• Shall provide a program of refresher education to ensure that employees remain certified to the required levels of training throughout the period of the contract.
• Participates in base exercises, in-services, and continuing education programs. Maintains training records.
• Establishes and maintains good interpersonal relationships with co-workers, peers, and other health team members.

Basic Duties:
* Assist in the development of software and system applications needed to support the execution of test and analysis requirements.
* Maintain current TEA, Inc. software and applications by adjudicating bug reports and conducting the code analysis and software fixes to resolve reported software defects.
* Maintain existing code bases of existing TEA, Inc. software and applications.
* Handle the build process and track the releases of TEA, Inc. developed software and applications to outside agencies and customers.
* Periodically perform routine audits of TEA, Inc. systems and software. This includes periodic back up and maintenance of the TEA, Inc. Network Infrastructure to ensure operations.
* Perform necessary troubleshooting for any reported problems.
* Apply Unix/IAT Technical expertise, as required by the program.
* Support in the integration of new technologies into existing IT infrastructure.
