This position is ideal for a Reports Specialist looking for an opportunity to demonstrate their knowledge of the duties needed for the implementation of the public assistance program to include training and technical assistance to enhance the disaster reserve workforce capability to successfully implement program elements during disasters. This position starts at a salary of $53500.00 (GS-09), with promotion potential to $84146.00 (GS-11). The incumbent serves as an Emergency Management Reports Specialist under the supervision of the Public Assistance (PA) Section, Recovery Division. Responsibilities can typically consist of under taking several complex projects at the same time, while meeting prescribed taks-time limits and project deadlines.
Typical work assignments include:
• Assisting in monitoring and supporting the division's PA disaster grants recovery and closeout program; supporting the PA Data manager in all elements affecting the public assistance program delivery and programmatic closeout activities. providing data entry support, reports and data collection assistance to the PA Branch chief, the PA Centralized processing Cent Team leader, and PA Data manger in the AP Branch and Recovery Division, concerning all aspects of PA Program deliver and disaster post award grants management; and serves as a data entry liaison to Joint Field Offices when required.
• Provides direct data entry and reporting support to the PA Branch Chief by creating and preparing reports as needed for mid-level and upper-level management.
• Coordinating and assisting with dashboard reporting, and spend plans from Field offices and providing training for use and assistance with dashboard and spend plan reports.
• Supports public assistance by serving as a point of contact to resolve data and reporting issues associated with grants management practices.

This position is located in the Recovery Division, within the Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS), Region IX Regional Office located in Oakland, CA. The incumbent provides program and administrative support to the Branch Chief and coordinates assigned program activities. Typical work assignments include:
• Serving as a buffer and acting as liaison between the supervisor and organizational staff by providing accurate and timely advice on procedure, reports, requirements, and other matters necessary to implement the supervisor's policies, directives, and instructions.
• Consults with supervisor to gather responses to substantive inquiries. Furnishes readily available information to aid in the discussion when referring technical inquiries to key staff members, and follows up to ensure a timely response.
• Acts as a Division coordinator for all Time and Attendance (T&A) issues. Maintains time and attendance records and related reports. Researches and answers specific question on T&A matters. Assures that all employees are being charged to the correct fixed account number. Ensures that biannual leave audits are completed.
• Maintains and ensures adequate funding for travel and supplies for closeout activities. Prepares and coordinates travel arrangements including travel authorizations and vouchers for divisional staff.
• Assist organization's budget liaison with disseminating guidelines for participation in the division's budget formulation and execution process. Supports administrative activities related to preparing the budget package for the division for submission and responding to questions. Coordinates the purchase of equipment and supplies for the division. Acquires equipment and services through standard procedures for procuring, authorizing controlling, and justifying the purchases.
• Screens all incoming mail and correspondence items to determine if personal action is required, and advises the supervisor of important organizational issues. Controls the supervisor's calendar, scheduling meetings and appointments without prior approval. Coordinates letters to the speakers and participants, arranges hotel accommodations, coordinates transportation to and from the meeting site, and establishes social arrangements.

You qualify for this position at the GS-09 level if you possess one of the following:
One full year of specialized experience. Specialized experience is described as experience in the federal government, other state, local or non-profit organization, or the private sector that is equivalent to at least the GS-07 level that has given you demonstrated knowledge of standard administrative, clerical and office procedures in order to provide clerical and administrative support.

Detailed Responsibilities
The analyst will assist in emerging processes that focus on SOF Situational Awareness and understanding of threat networks and the friendly communities of action focused on developing signature biometrics, exploiting HVTs circle of life, and uncover intelligence gaps utilizing existing data then present recommendations to resolve the gaps by using classified intelligence products and unclassified academic and open source materials. Key Role:
Prioritize and categorize requests for information, conduct near and long term analyses

Basic Qualifications:
• Active TS/SCI security clearance or above
• 5 plus years of relevant intelligence experience (All Source or HUMINT)
• Solid operational background and experience in shaping intelligence products
that support tactical or strategic goals set forth by the supported unit
commander in order to create actionable target support packages.
• Understanding of IEDs as well as the local, regional, and global networks that facilitate its
construction, design, and usage.
• Prior SOF experience (assigned to USASFC, USASOC, NSWG or SMU)
Recent in-theatre experience providing direct analytical support to SOF elements.
Experience in the F3EAD targeting process and experience in planning for the use of ISR in support of the targeting process

Planate Management Group, LLC - Engineering Technician
PMG is seeking an Engineering Technician to support NAVFAC in Georgia.
The engineering technician will provide service and deliverables through performance.
The ideal candidate must have extensive technical and practical knowledge, and experience as an Engineering Technician in DoD construction environments with sound understanding of engineering concepts, principles and practices applicable to civil, mechanical, electrical, and/or environmental engineering concerned with the design, layout, and supervision of construction operations.
Technician should have the ability to review technical engineering specifications and statements of work covering complex and diverse engineering designs or changes and a thorough knowledge of construction practices and methods as well as construction management.
Strong written and verbal communication skills will be required to report on progress and outcome of technical assignments and to present recommendations to CM. An ability to monitor construction projects to a successful and timely completion and knowledge of Primavera SureTrak scheduling software and/or other construction scheduling software packages is needed. Candidate will have knowledge of safety and occupational health principles, practices, procedures, laws and regulations as they relate to engineering performance requirements.
Engineering Technician responsibilities will include:
Maintaining extensive, daily contact with key contractor representatives to promote an atmosphere of partnering and cooperation and to quickly resolve problems and maintain construction schedule.
Coordinating temporary utility and communication hook-ups for contractor, lay-down area and storage areas, utility outages and road closures, excavation, hot work, burn and other construction-related permits.
Acting as main point of contact for daily interface/coordination in the field and assisting with coordination of warranty work, investigation of potential latent defects, installing cores, key facility, and coordinating facility system training for owner/occupants.
For both design-bid-build and design-build projects, reviewing pre-final contract drawings and specifications and performing on-site visits to review constructability and compatibility with actual field conditions.
During design development and constructability review, provide technical knowledge of local conditions including availability of construction materials and skilled labor. For problems found, make solution recommendations for designer consideration.
Supporting the review/approval of all government approved technical and administrative submittals including but not limited to the schedule of prices, contractor's base line critical path schedule, accident prevention plan, activity hazard analyses, safety and health plan, quality control plan, test plans/reports, performance verification tests of major systems, etc.
Investigating engineering problems that may arise on construction contracts, such as unforeseen conditions, contractor requests for information (RFls), and dimension conflicts then making recommendations for solutions to the CM.
Supporting preliminary scheduling meeting and review 3-week look ahead schedules and reviewing updates of the base line schedule with the CM to determine if contractor is ahead, on or behind. Reviewing the critical activities to ensure the work on the construction contract remains focused on completion in the most reasonable time.
Reviewing contractor invoices for accuracy against actual work-in-place and recommend approval/disapproval/partial payment to CM. Assuring environmental compliance by contractor and coordinate EPA jobsite visits when required. Reviewing and verifying the accuracy of as-built drawings and when applicable, coordinate with CM and recommend issuance of non-compliance notice to contractor.
Arranging and coordinating pre-final and final acceptance inspections, tracking completion of punch list items and supporting the close-out.
Performing worksite safety assessments, coordinating OSHA jobsite visits, reporting of contractor significant incidences/near misses, mishap investigations and the preparation of the report.
Providing overall coordination of the construction quality management program and maintaining working knowledge of the requirements set forth in NAVFAC BMS as it pertains to Construction Quality Management.
Coordinating support to review and witness successful testing and commissioning/certification of critical systems.
Assuring quality workmanship in accordance with specifications and industry standards on building materials/structural systems as required.
