Request for Information; Foreign Disclosure and Production Manager/Technical Editor duties are performed in the JAC Intelligence Directorate. Requirement Management duties are performed in the JAC Support Directorate. Duties/Requirements: • Request for Information (RFI) Management - The Contractor shall have a working knowledge of the many disciplines IMINT/SIGINTIHUMINT collection requirements and management, production requirement process that comprise the intelligence community. RFI support shall include but is not limited to: assisting with administration and management of RFIs IAW current JAC standard operating procedures, supporting entire value chain of RFI management; extracting statistics from Community On-Line Intelligence System for End-Users and Managers (COLISEUM), producing and conducting briefings on the status of RFIs as required etc. Performance of Extended Work Week (EWW) is required. • Foreign Disclosure Requirements Manager (DRM) - The DRMs shall provide direct support to the JIOCEUR Intelligence directorate, primarily focused on JAC production. The DRMs shall have solid foreign disclosure (FD) and broad intelligence analytical backgrounds. The DRM duties include, but are not limited to, reviewing all daily JIOCEUR production, searching for opportunities to expand sharing with our allies. The DRMs shall assist JIOCEUR analysts with National agency requests for the release of CAVEATED information to be used within JIOCEUR REL production, following the JIOCEUR analytical capacity to focus on other analytical taskings, and optimize workforce distribution. The DRMs shall provide FD guidance and conduct various training forums to EUCOM and AFRICOM personnel assigned to RAF Molesworth. Additionally, the DRMs shall complete all JAC requirements related to Freedom of Information Act (FOIA) tasking. In his capacity, the DRM shall conduct JIOCEUR record searches, review documentation an prepare responses to EUCOM portions of litigation actions as well as conducting document reviews recommending FOIA exemptions and release IAW FOIA guidance. • Production Manager/Technical Editor- The Contractor shall provide support to the full range of production support duties, specifically required to oversee production, collating and quality control the JAC's Morning update Brief (MUB), Theater Synch Brief (TSB), and Theater Intelligence Digest (TID). The contractor shall be able to provide a final editorial and technical review of the primary products, ensuring that the final versions of all slides, articles, and supporting documents are free of errors, either generated due to technical faults with the publishing software, or editorial/grammatical oversights by the analysts. The Contractor shall be responsible for the final check to ensure that all portions of the products are properly classified and match the overall claSSification10fthe document or slide. The Contractor shall be fluent with all of the production mediums and programs associated with JIOCEUR's intelligence dissemination systems and shall work closely with the Directorate of Support's webmasters and software developers to refine and improve the JAC's production systems. The Contractor shall serve as a bridge between the analytic workforce and the disseminations team to facilitate mutual comprehension of the requirements and demands essential to the production and dissemination of the TID. • Requirements Coordinator - Shall be responsible for the day to day maintenance of the JAC Requirements Process, including but is not limited to, analyzing and coordinating requests for systems upgrade, facilities improvement and new requirements. Responsible for the JAC portion of the EUCOM J2 prioritization process. Supports the JAC Requirements Manager in prioritizing all non-analytical requirements. In coordination with ECJ2, maintains visibility on changes to J2 and JAC missions and functions to ensure an objectively based scoring system to prioritize requirements; prepares requests for presentation for the JAC Project Review Board. The NIFC provides SOCEUR and subordinate commanders of Allied Command Operations with timely, effective, full spectrum network enabled intelligence in support of the planning and execution of NATO Response Force (NRF), Combined Joint Task Force (CJTF), and additional intelligence support to other NATO operations. The NIFC supports current NATO operations, crisis situations, and NRF /CJTF deployments. The NIFC provides operational intelligence analysis and daily mission execution support as required to NRF, CJTF, and NATO out-of-area operations. They also define critical threats, evaluate changes, and identify AOR/AOI technological, political, and military trends which may impact NATO and the support it provides. The NIFC Watch supports 2417 intelligence monitoring on behalf of Allied Command Operations. Performance of Extended Work Week (EWW) is required NIFC Personnel may be required to deploy to Afghanistan in support of NATO’s International Security Assistance Force (ISAF) for up to 179 days. A pool of 6-8 personnel, a combination of contractors and government personnel, will be maintained in a ready to deploy status. All special training requirements and screening, inducing weapon, training if required, will be provided by the government. Duties/Requirements: • Intelligence analysis support to the NIFC Operational Intelligence Center (OIC), Analysis Division, Operational Support Division and Special Operations Intelligence Branch. The Contractor shall conduct research and analysis, collection management, indications and warning, targeting, imagery and geospatial analysis, signals intelligence analysis, joint intelligence preparation of the battle space and crisis planning to standing and deployed NATO forces engaged in peacekeeping, humanitarian relief and combat operations. The Contractor shall screen all source intelligence reporting, access and summarize evaluated and previously unevaluated information, discriminate threat information from all source intelligence into actionable intelligence, and disseminate warning and threat analysis for real world contingencies. The Contractor shall research all source reporting to produce predictive and current finished intelligence products and coordinate all analytical products and support national level organizations and the, theater staffs for dissemination across tactical, operational and strategic environments. The contractor shall liaise with members of the allied intelligence communities and outside experts, to include representatives of foreign governments and international organizations. In the course of normal business the Contractor shall maintain and retrieve background materials on all research and analysis and file electronic copies on Government servers. The Contractor shall communicate factual information clearly and concisely, both orally and in written, often under pressure and tight deadlines. • Leadership Briefs and Assessments - Leadership Briefs are comprised of all-source intelligence information detailing individuals selected for Key Leadership Engagement. Each product uses specific methodologies to analyze the decision and leadership styles, and behavior of a specific individual to supports senior NATO leadership and combat theater leadership preparing to engage with the individual. The QAP will set analysis and production priorities for the contractor. • Request for Information (RFI) Responses - Responses to RFIs for intelligence issues within the NATO Command structure, ranging from five minute phone responses to questions received during normal business, up to formal requests requiring in-depth research and analytic production taking several weeks. • Collection Requirements/Report Evaluations - Collection Requirements are requests for additional collection in order to fill gaps in information. While NIFC CCIRM processes the requirement, analysts develop requests. Another facet of collections/report evaluations is to provide feedback to collectors and reporting authorities while requesting additional information to fill information gaps. Both collection requests and report evaluations range from a five minute e-mail to several pages in length. • Assessments – Assessments are normally a textual and graphical product of varying production frequency and length. Historically assessments provide more in-depth analysis to answer a variety of questions on a single issue, theme or trend. Assessments are produced based on initiative, in response to production requirements, or based upon requests from NIFC leadership or NATO intelligence consumers. • Network Diagrams - Network diagrams provide analyses of the networks of organizations and people that assist and conduct terrorist activity. Network diagrams graphically depict the linkages among these entities and may be used in a written assessment or stand-alone briefing. • Target Materials/Target System Analysis - Kinetic target materials are textual and graphical products of various length and frequency, providing in-depth analysis on individual facilities in identified Nations. Target System Analysis is a detailed research and production effort to understand target systems in specified Nations in order to recommend targeting strategies to operational planners and Commanders at multiple levels. Target materials are produced based on planning guidance, in response to production requirements, or based upon requests from NATO targeting staffs. • GEOINT Products - Geospatial-Intelligence (GEOINT) products include the in-depth exploitation and analysis of imaged to produce textual reports and imagery graphics to describe, identify, assess, and visually depict physical features and geographically referenced activities on the Earth in support of NATO intelligence needs. NIFC GEOINT incorporates the production of intelligence graphics (to include Target Materials), route Reconnaissance Studies, Indications and Warning, imagery data management, NATO decision support and terrain visualization. • Formatting - Unless otherwise specified, the QAP will determine the suspense required for draft and final products. The formats are NIFC standard and shall be delivered in soft/hard copy as determined by the QAP. All products shall be drafted through an iterative process that includes analytical insight and advice from the QAP. This process will take place over the period of production and conclude with a final product on or prior to established timelines. The Contractor shall provide tabulation and tracking of each product, cumulative product totals delivered, associated travel, work effort, meeting attendance, briefings and presentations, etc in a monthly report. Education/Experience Junior Level: Bachelor or master’s degree, or, specialized training & 2-3 years intelligence analysis experience, or, 3-4 years of military intelligence experience, or, equivalent intelligence/academic experience. Junior level contractor personnel work semi-independently with frequent Government oversight. Provides completed products that may require multiple significant revisions and/or editing. Mid-Level: Bachelor or master’s degree with 4-6 years of intelligence analysis experience, or, specialized training & 4-8 years intelligence analysis experience, or, equivalent intelligence/academic experience. Mid-level contractor personnel work independently with moderate Government oversight. Provides comprehensive and completed products that may require multiple minor revisions and/or editing. The Pike-San Isabel National Forests and Cimarron-Comanche National Grasslands is host to the headwaters of the South Platte, Arkansas, and Purgatory Rivers. The Pike-San Isabel National Forests and Cimarron-Comanche National Grasslands is considered an urban national forest because of its proximity to millions of recreationists along Colorado’s Front Range. In fact, aside from skier visits, the forest is the third most visited forest in the nation. From 2001 to 2006, the forest experienced a 50 percent increase in visitors. Fire and Aviation Management Program: The fire and aviation management program is interagency, under an interagency agreement between the PSICC and RGFO. The Field Office for the RGFO is located in Canon City and co-located with the San Carlos Ranger District of the PSICC. Lands administered by the RGFO are adjoining and/or intermingled within the PSICC, private, and other lands throughout the Southern Front Range Fire Management Unit (FMU). Within the FMU, the total land area of the PSICC is 3,117,588 acres, and the RGFO is 1,027,200, all 4.1 million acres intermixed with 19 million acres of private land within the boundaries. The location, setting and intermingled nature of federal and private lands within the FMU cause the unit to have a very complex program with a significant wildland urban interface (WUI) setting. The Unit has approximately 1.3 million acres of WUI, containing approximately 80,000 structures, all within the defined WUI boundary. This contributes to a very large interagency cooperation program consisting of 19 County Annual Operating Plans, serving 200 local fire departments that border the Unit boundary. Historically the unit has a fire season from roughly the beginning of April through October, averaging 174 fires a year, with 122 large fires in the records, the largest being the Hayman fire in 2002, 137,000 acres. Nearly 50 percent of all fires are human caused. The unit has the following resources. 11 engines, an Interagency Hotshot Crew, a Helicopter Module, three Single Engine Air Tanker Bases, a Heavy Air Tanker Base, 5 Fuels Crews, 3 Patrol units, an IA crew, and an Interagency Dispatch Center. To manage the resources on such a complex and widely distributed Unit, the fire management organization consists of (excluding managers of the resources listed above) a Unit FMO, Unit AFMO, Unit Prevention Officer, Forest Fuels Specialist, Dispatch Center Manager and Assistant, 6 Zone or District Fire Management Officers, 12 Assistant District or Zone Fire Management Officers (Preparedness or Fuels), and 5 Fuels Technicians. Assistant Forest Fire Management Officer Position Details The position is established on a Forest Service unit and serves as the Unit Assistant Fire Management Officer U(AFMO) with responsibility for providing short and long-range fire management planning, program direction and coordination, and evaluation of the fire management program on the unit. This position reports to the Unit FMO and is responsible for developing and implementing an integrated fire management program to achieve resource management objectives.
