Experience C4I Software Engineers shall have overall system experience in general as well as in the specific areas of software on the current CLIENT C2 system as described below. Five (5) years of experience in developing and maintaining the software that is used on the current CLIENT C2 System is mandatory. Areas of Experience: C4I Software Engineers must qualify in three (3) of the areas listed; one of which must be of the first three areas. The first three areas as considered primary. NOTE: Each of the first three C4I Software Engineers hired will have a different primary area. --C4I Software Engineer-Applications, Application Tech. and Applications Test shall have a minimum of seven (7) years experience in Software development, documentation and maintenance, with three (3) of these years in developing software of large real-time air defense systems. Software Engineer (Applications) shall be familiar with the Peace Shield Common Software Process (CSWP), Software Engineering Notebook (SEN) and Contract Data Requirements List (CDRL) practice and procedures. --C4I Software Engineer-ADS and Build Control shall have a minimum of seven (7) years experience in Adaptation data software development, documentation and maintenance, with three (3) of these years in developing Adaptation Data software of large real-time air defense systems. The Software Engineer (ADS)/Software Engineer (Build Control) shall be familiar with the Peace Shield Common Software Process (CSWP), Software Engineering Notebook (SEN) and Contract Data Requirements List (CDRL) practice and procedures. --C4ISoftware Engineer-Air Defense and Telling shall have seven (7) years experience in air defense industry and three (3) years using modern system analysis and design methodologies. Experience in air defense related software documentation and development, a knowledge of requirements tracking and management, and a knowledge of system architecture of large, real-time systems are required, as well as a broad knowledge of the system and a hardware background in radar, communications, displays, human-machine interfaces, computers. The Software Engineer (Air Defense)/Software Engineer (Telling) shall be familiar with the Peace Shield Common Software Process (CSWP), Software Engineering Notebook (SEN) and Contract Data Requirements List (CDRL) practice and procedures. --C4I Software Engineer-MPC/Displays shall have a minimum of seven (7) years experience in Software development, documentation and maintenance, with three (3) of these years in developing software of large real-time air defense systems. The Software Engineer (MPC Displays) shall be familiar with the Peace Shield Common Software Process (CSWP), Software Engineering Notebook (SEN) and Contract Data Requirements List (CDRL) practice and procedures. C4I Software Engineer-VRCS shall have a minimum of seven (7) years experience in Software development, documentation and maintenance. Knowledge of C and C++ languages required. Software Engineer (VRCS) be familiar with the Peace Shield Common Software Process (CSWP), Software Engineering Notebook (SEN) and Contract Data Requirements List (CDRL) practice and procedures. Duties will correspond to the qualifications of the C4I Software Engineers C4I Software Engineer-Applications, Applications Tech, and Applications Test: a. Perform analysis and resolution of Applications software related STRs and proposed enhancements. b. Perform analysis and resolution of Applications Tech software (including Telling, Weapons, Tracking) related STRs and proposed enhancements. c. Develop and maintain software source code, databases, tools, and interfaces with related systems and system platforms related to Applications and Applications Tech software. d. Perform all aspects of this maintenance in conformance with established processes and procedures as documented in CLIENT 171 series manuals, CDRLs, CSWPs, etc. e. Provide OJT when required by the CLIENT.  Job Description #2 C4I Sr Information & Communications (ICT) Systems Engineer Qualifications Shall have a Master of Science degree in Electrical, Electronics or Computer Engineering.The candidate shall have a minimum of fifteen (15) years experience in fielding and managing communictions systems. Experience a. C4I Sr ICT Systems Engineer shall have a minimum of ten (10) years diverse experience in IT, Telecommunications, and C4I Systems to include system and product level architecture, design, and engineering experience. b. Shall have a thorough knowledge of the most up-to-date IT and TelecommunicationsTechnologies and a complete understanding of TDM, Cell Based, and Packet Based communications Technologies. c. Shall have comprehensive understanding of PDH, SDH, ATM, and IP protocols and technologies and various switching technologies. Likewise, the candidate shall have full understanding of various IT technologies (computing platforms, operating environments, databases, web technologies, etc.) d. Guiding other associates in improving the CLIENT C4I System.   Job Description#3 Quality Assurance System Senior Engineer Qualifications The candidate shall have a minimum of Bachelor of Science (B.Sc.) degree in Industrial System Engineer . The candidate shall have a minimum of fifteen (15) years experience in fielding and managing quality systems, with a minimum of 5 years support to an Air Force (CLIENT is preferable), the candidate Excellent command of the English language both written and oral is required. His educational background must enable him to design/re-engineer C4I operational processes. The candidate should be knowledgeable about various frameworks, such as ITIL and other equivalent frameworks. Experience a. The candidate shall have a minimum of 10 years of experience in C4I systems operations and maintenance and another 5 years experience in process design / process re-engineering of C4I operational processes. Operations and maintenance experience must include maintenance of various C4I and ICT (Information and Communication Technology) systems. b. The candidate shall have a minimum of 10 years of experience in conducting quality tasks for C4I systems. c. Shall have full knowledge about maintenance documentation such as circuit record (CRC) and preventive maintenance instruction (PMIs) process. d. The candidate should able to plan and conduct activities concerned with the quality assurance of software and hardware systems. e. The candidate shall have experience in configuration and data management. f. He shall have experience to development and Implement quality plan to C4I system. g. Duties a. Conduct Quality Assurance technical visit to evaluate maintenance activity at all C4I site. b. Assess squadron compliance with health and safety procedures and address as appropriate c. Manage workload in each QA/I Squadron flight based on available manpower, hardware, software, and other materials d. Administer the DC&C MOI program at the CMF e. Must have working knowledge with the Peace Shield System or similar, modern C4I system. Must have been trained on Prime Mission Equipment (PME) system and subsystems. Experience This position requires a highly-trained professional with proven expertise in the areas of military command, control, communications, and computers. • Fifteen (15) years practical C4I Systems experience involving Communications, Computers, Data Processing, and Surveillance equipment. For Hdqts positions: ten (10) years experience with C4I systems and at least three (3) years experience with systems which are a part of the CLIENT C4I Network. • Must have excellent communication skills and demonstrated ability to work independently, completing multiple and often competing tasks. • Prior experience at a military Field Grade Officer level is desirable. • Must have supervisory and managerial experience in C4I system management, installation, integration, testing, operation and maintenance. • Must have experience with TADIL-A operation and Interface equipment, including Data Terminal Set, Encryption Devices, UHF/VHF/HF Radios. • Must have working knowledge of various functional areas of the C4I system. • Knowledge of Aircraft Operational Flight Programs (e.g. Fighters) concepts and systems, including knowledge of current computing technology with functional knowledge of Electronic Warfare (EW) systems, are preferable. Systems and software Engineer JD#6 Qualifications: Shall have a Bachelor of Computer Science, or Electronics/Electrical Engineering. Experience C4I system and Software Engineers shall have overall system experience in general as well as in the specific areas of software on the current CLIENT C2 system as described below. Ten (15) years of experience in developing and maintaining the software that is used on the current CLIENT C2 System is mandatory. Experience: The C4I Systems and software Engineer shall have a minimum of fifteen (15) years experience in C4I systems operations and a minimum of ten (10) years experience in Air Defense/Command and Control systems and/or force level command center operations. Shall also have a minimum of five (5) years experience in C4I systems management. Shall have a general knowledge of computer networks, communications interface protocols, configuration control procedures and software engineering principles. Must have experience in the prioritization and clarification of system requirements between communications, computers, and hardware engineers and systems operators. Shall have ability and experience of reading and understanding schematics and blueprints. Must have knowledge and understanding in the use of military regulations and Technical Manuals. He will be thoroughly familiar with emerging C4I concepts and their applications for the CLIENT C4I system. Duties: a. Perform analysis and resolution of Applications software related STRs and proposed enhancements. b. Experience • Must have a minimum of fifteen (15) years experience in developing, installing, testing and maintaining data processing and display equipment for a large scale Command and Control Air Defense System. • Should have experience or knowledge on the following data processing and display equipment: (1) DEC or VAX or MicroVAX Computer series hardware, VMS/Rdb, and UNIX or equivalent hardware and software. (2) Local and Wide area network systems. (3) Large screen display assemblies and picture management, systems for real-time radar systems. (4) Alert and Warning Display Systems (AWDS) displays and drivers. (5) Multi-purpose consoles. (6) IBM Person Computers (or compatibles) MacIntosh computers, and associated peripherals. • Experience of five (5) years with Original Equipment Manufacturer (OEM) is required or three (3) years experience in developing and/or supporting the current data processing and display system. Duties Supports the CLIENT Officer-in-Charge by: • Actively advising and assisting in all aspects of his specialty. • Continuously monitoring of all CLIENT training in his specialty and recommending improvements. • Training CLIENT Engineering Officers and Warrant Officers in practical and theory. • Producing adequate engineering training material in his specialty. • Performing intermediate level maintenance and repair actions. • Providing support and advice to the CLIENT for maintaining the data processing and display system. Radar Engineer, FPS -117 JD#8 Qualifications Shall have a Bachelor of Science degree in Electronics/Electrical Engineering or Radar Technology. Specialized training and certification in each area of expertise with Radars in general and FPS-117 Radar in particular is a requirement. Must be qualified and specialized on the FPS-117 Radar equipment, hardware and software, operation and maintenance of the Radar. Experience Must have a minimum of fifteen (15) years experience on a wide variety of surveillance Radars including FPS-117. Must have theoretical and practical knowledge and experience with FPS-117 Radar operation & maintenance. The experience should include installation, testing, integration, upgrades and modifications to the FPS-117 Radars. Overall experience with Radars should include Air Defense Ground Radar, Primary/Secondary, all aspects of 3-dimensional Radar plot extractors, Height Computers, and interface equipment. The technical know how should include Antennas, Processors, computers, monitoring, data transmission, plot extractors, power systems and other sub systems associated with FPS-117 Radars. Specific experience with the FPS-117 is required to include at least three (3) years in developing and/or maintaining the FPS-117 Radar System. C4I Sn.Wireless Communications Engineer JD#9 Qualifications Shall have a Bachelor of Science degree in Electrical/Electronics Engineering. Specialized training and certification in each area of expertise is a requirement. Must be qualified and specialized on the specific equipment, hardware and software, operation and maintenance of the specific discipline. Experience a. Minimum of (15) years experience in microwave radio communications. b. Military tactical radio system architecture (HF,VHF, UHF, and SATCOM). c. Tactical platform integration experience (Airborne, Naval, and Vehicular). d. Computer communication interfaces (RS-232, RS-422, RS-485, etc.) e. Systems and software Engineer JD#11 Qualifications: Shall have a Bachelor of Computer Science, or Electronics/Electrical Engineering. Experience C4I system and Software Engineers shall have overall system experience in general as well as in the specific areas of software on the current CLIENT C2 system as described below. Seven (7) years of experience in developing and maintaining the software that is used on the current CLIENT C2 System is mandatory. Experience: The C4I Systems and software Engineer shall have a minimum of (7) years experience in C4I systems operations and a minimum of (5) years experience in Air Defense/Command and Control systems and/or force level command center operations. Shall also have a minimum of (3) years experience in C4I systems management. Shall have a general knowledge of computer networks, communications interface protocols, configuration control procedures and software engineering principles. Must have experience in the prioritization and clarification of system requirements between communications, computers, and hardware engineers and systems operators. Shall have ability and experience of reading and understanding schematics and blueprints. Must have knowledge and understanding in the use of military regulations and Technical Manuals. He will be thoroughly familiar with emerging C4I concepts and their applications for the CLIENT C4I system. Duties: a. Perform analysis and resolution of Applications software related STRs and proposed enhancements. b. Radar Systems Engineer JD#13 Qualifications Shall have a Bachelor of Science degree in Electronics/Electrical Engineering or Radar Technology. Specialized training and certification in each area of expertise with Radars in general is a requirement. Must be qualified and specialized on either the TPS-43/72 or the FPS-117 Radar equipment, hardware and software, operations and maintenance.. Experience Must have a minimum of fifteen (15) years experience on a wide variety of surveillance Radars including either the TPS-43/72 or the FPS-117. Must have theoretical and practical knowledge and experience with Long Range Radar operation & maintenance. The experience should include installation, testing, integration, upgrades and modifications to Radars. Overall experience with Radars should include Air Defense Ground Radar, Primary/Secondary, all aspects of 3-dimensional Radar plot extractors, Height Computers, and interface equipment. The technical know how should include Antennas, Processors, computers, monitoring, data transmission, plot extractors, power systems and other sub systems associated with either the TPS-43/72 or FPS-117 Radars. Specific experience with interfacing radars in an air defense network and the siting of radars to insure established minimum coverage criteria can be met is required. Oracle Database Administrator JD#14 Qualifications Shall have a Bachelor of Science degree in Information Technology. Shall hold certifications as OCP for Oracle Database Administration in Oracle 9i or Oracle 10g. Experience The Oracle Database Administrator shall have a required minimum of fiften (15) years experience as Oracle Database Administration in a large scale environment. A minimum of 10 years experience as Systems Administrator in HP-UNIX or SUN-Solarirs, and a minimum of 10 years experience as Systems Engineer in Windows Server 2003 is preferred. Should have experience with Airborne platform surveillance, communications, coordination , and operation. d. Should have experience in radio frequency management and coordination for the TADIL-A operation. e. Should have experience with TADIL-A interface equipment including Data Processing, Display Consoles, Encryption devices, Antennas, TADIL-A transmission equipment, UHF and HF radio systems. f. Must be well familiar with Data Terminal Sets (DTS), Ground Entry Station Radio and interface equipment. Must have both hardware as well as software knowledge of the TADIL-A Interface system. g. Should be able to analyze TADIL-A transmissions and provide solutions to the related problems. Should have a working knowledge of the test equipment used for the analysis including, but not limited to, Spectrum analyzer and Protocol analyzers. h. Process Management & Support Engineer JD#17 Qualifications The candidate, at a minimum, shall have a Bachelor of Science (B.Sc.) degree preferably in Systems Management or Operations Research. Excellent command of the English language both written and oral is required. Likewise, effective writing skills, documentation skills, and communications skills are also required. Any specialized courses towards these skill sets will be considered favorably. Must be a computer literate and be an expert in the use of various documentation software packages. At a minimum, he must be proficient in the use of Adobe Acrobat and MS Office for writing and maintaining the documents. His educational background must enable him to design/re-engineer C4I operational processes. Experience 1. The candidate shall have a minimum of 15 years of experience in C4I systems operations and maintenance and another 5 years experience in process design / process re-engineering of C4I operational processes. Operations and maintenance experience must include maintenance of various C4I and ICT (Information and Communication Technology) systems. 2. The process design / process re-engineering experience is important for this job. The candidate must have worked in the design and re-engineering of C4I and ICT operational processes. This may include integrating various processes as a result of organization restructuring, re-engineering/streamlining the processes for improving the overall performance, or designing the new processes. The operational processes must include maintenance, configuration, and change management processes for C4I and ICT. 3. The candidate must have used a recognized methodology for carrying out the process design / process re-engineering. 4. The candidate must be experienced in the use of software packages for documenting the processes and detailed procedures. 5. Experience in ITIL and/or eTOM framework for process design. Duties & Responsibilities 1. Review current C4I & ICT operational processes. These processes include but are not limited to the maintenance, change, configuration, and service request management. 2. Coordinate and interface with other organizations as necessary. Conduct process design /re-engineering activities. Review the newly designed or re-engineered processes with all stake holders. Update the DECC manuals in light of the re-engineered processes. Additional resources may be available for documentation. However, the Process Management & Support Engineer shall have the overall responsibility to ensure the completion & quality of the documents. Conduct reviews and get buy-in from all stake-holders on the final version of the manuals. Get approval for the updated documents and put the documents under version control. Carry out any other tasks as directed by the CLIENT in support of CLIENT mission. Communications, Navigational Aids Systems Sn. Engineer JD#18 Qualification Shall have a Bachelor of Science degree in Electronics/Electrical Engineering preferrably with a concentration in Communications. Must have experience in Navigational Aids Communications and Radar equipment. Experience Shall be a highly-trained professional with proven expertise in the areas of Navigational Aids Equipment. Must have at least fifteen (15) years experience with communications systems such as UHF, VHF and HF, and at least five (5) years experience with Enhanced Voice Terminal Switch. The position provides immediate support with sound practices based on the most progressive requirements and techniques applicable to Navigational Aids systems. a. At least five (5) years practical Navigational Aids Communications and E.T.V.S. systems experience. b. Must have excellent communication skills and demonstrated ability to work independently, completing multiple and often competing tasks. c. Must be competent in MS Windows for Workgroups. d. Must have experience with UHF/VHF/HF Radios and Airport Surveillance Radar (SAR). e. (6) Providing support and advising on manning requirements for the system.   C4I Software Engineer JD#19 Qualification Shall have a Bachelor of Science degree in Mathematics, Computer Science, or Electronics/Electrical Engineering. Experience C4I Software Engineers shall have overall system experience in general as well as in the specific areas of software on the current CLIENT C2 system as described below. Five (5) years of experience in developing and maintaining the software that is used on the current CLIENT C2 System is mandatory. Areas of Experience: C4I Software Engineers must qualify in three (3) of the areas listed; one of which must be of the first three areas. The first three areas as considered primary. NOTE: Each of the first three C4I Software Engineers hired will have a different primary area. --C4I Software Engineer-Applications, Application Tech. and Applications Test shall have a minimum of five (5) years experience in Software development, documentation and maintenance. C4I Communications Systems Engineer shall have a minimum of five (5) years experience in the communication field with emphasis on communications disciplines needed for Command and Control and Air Defense Systems. j. Shall be fully conversant with the equipment, facilities and installations in use in the CLIENT or have had experience on equipment, facilities, installations or systems of the similar type and generation in a military environment. k. Shall be capable of instructing CLIENT personnel and producing training material and provide On- the-Job training. l. Shall have experience with all aspects of ground radios, having experience on HF, VHF, UHF, line-of-sight including associated multiplexing and terminal equipment, Land Mobiles, multi-channel Tape Recorders and Pager Equipment. Fully conversant with all modern methods of communication, including satellite and fiber optics. m. Shall have experience with Key telephone systems, Main distribution Frames, IDF, Voice Conditioning equipment, Multiplexes, Data Modems, LAN/WAN equipment, Remote Maintenance Administration and Traffic Systems (RMATS), and PABXs (Analogue/Digital, Stored Program Controlled). n. Shall be fully conversant with SATCOM including Uplink, downlink, RF, DAMA, NCS, Multiplex, Modems, Antenna Tracking system, and other equipment in use in the CLIENT or have had experience on similar equipment or systems of the same generation. o. Participating in modification and enhancement proposals and upgrades to the Comm. Systems.   Radar Systems Engineer JD#23 Qualifications Shall have a Bachelor of Science degree in Electronics/Electrical Engineering or Radar Technology. Specialized training and certification in each area of expertise with Radars in general is a requirement. Must be qualified and specialized on either the TPS-43/72 or the FPS-117 Radar equipment, hardware and software, operations and maintenance.. Experience Must have a minimum of seven (7) years experience on a wide variety of surveillance Radars including either the TPS-43/72 or the FPS-117. Must have theoretical and practical knowledge and experience with Long Range Radar operation & maintenance. The experience should include installation, testing, integration, upgrades and modifications to Radars. Overall experience with Radars should include Air Defense Ground Radar, Primary/Secondary, all aspects of 3-dimensional Radar plot extractors, Height Computers, and interface equipment. The technical know how should include Antennas, Processors, computers, monitoring, data transmission, plot extractors, power systems and other sub systems associated with either the TPS-43/72 or FPS-117 Radars. Specific experience with interfacing radars in an air defense network and the siting of radars to insure established minimum coverage criteria can be met is required. Supporting Mobile Maintenance Team (MMT) functions and travel to remote radar sites to perform specialized maintenance, trouble shooting, and training.   Contract Management Consultant JD#24 This position is responsible for providing contracting expertise in the development and management of complex telecommunication, systems engineering, IT infrastructure contracts and service level agreements for Directorate of Communication and Information Technology organization. The role of the Contract Management Consultant will be to work closely with Project Teams to identify requirements and business needs and translate those into request for proposals (RFPs) for IT industry vendors to deliver as specific projects. This is a critical role requiring an innovative approach, as the RFPs may be based upon end-result solutions from vendors rather than specifying what is to be delivered.
