Position Summary
The Training Specialist participates in international aerospace and defense projects, collaborating with a team of functional experts and representatives of the client organization to implement our integrated Maintenance, Repair and Overhaul (MRO) software solution, GOLDesp. The Specialist in this position must display a combination of technical and business-savvy. The Specialist has a hands-on role in implementation activities which includes business process analysis and mapping to computer supported processes, requirements validation, system configuration, data conversion and end user training.
Essential Duties and Responsibilities:
• Delivers blended training courses in a classroom or workshop environment, using a networked mirror of a software solution.
• Alternates instructor and learning coach roles with teamed instructor.
• Subject matter expertise for aviation/ground/ocean/large-scale assets in one or more of the following logistics areas: maintenance, supply and/or transportation.
• Develops and revises training content using the Miro Systems Approach for Learning.
• Contributes to the design of assessment scenarios and questions.
• Proficiently measures the value of both training delivery and knowledge acquisition by the learners, through effective evaluation.
• Effectively delivers training to a multi-lingual and multi-culture student base.

Qualifications & Experience:
• Essential: Knowledge of MRO software systems or certain ERP software systems is essential, such as GOLDesp, WRAM Online, LITS, NALCOMIS. Experience with such systems is highly desirable and preferred.
• Essential: Experience with maintenance for aviation/ground/ocean/large-scale assets. (5+ years)
• Prior experience with MRO software like GOLDesp or ERP systems like Oracle, SAP, JDA in the Defense and/or Logistics systems arena is highly desirable.
• Experience as a Trainer/Instructor in a formal classroom environment, including responsibility for design and preparation of courseware. (3+ years)
• Competency in the use of IT to produce and deliver training material.
• A reasonable understanding of office productivity tools, e.g., Microsoft Office, including Word, Excel and PowerPoint.
• A training qualification/certification/certificate is desirable.
• Military (U.S./UK or other) maintenance background is a plus. Non-military experience is acceptable if gained at a DoD contractor providing Maintenance Management services
Strong experience with base/retail and depot/wholesale levels of the supply chain the DOD or DoD contractor area is highly desirable
Education:
Bachelor Degree plus two years Maintenance Management experience, or equivalent (6 years experience in Maintenance Management).
Language Skills:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
Mathematics Skills:

ATK is currently recruiting for a Contract Manager in our Clearfield, UT facility.
Business Development:
•Foster positive customer relationships and leverage to provide critical strategic intelligence to program team to expand business and influence customer requirements, program/contract terms and contract structure.
•Integrate with the discretionary funding planning process to ensure compliance with IR&D regulations.
•Ensure ATK Intellectual Property is properly identified, protected and/or licensed.

Contract Structure and Business Terms:
•Develop a clear understanding of customer and program requirements that harmonize with ATK business strategy to ensure contract structure and business terms are aligned with both.
•Review terms and conditions to address provisions and risks of financial terms, acceptance criteria, delivery requirements, warranty, intellectual property, termination provisions, indemnification and all other potential risk areas and recommend risk mitigation strategies.

Negotiation:
•Lead the development of a comprehensive negotiation strategy/plan working in conjunction with Program Team.
•When applicable, lead Integrated Product Teams (IPT’s) in preparation for negotiations.
•Define negotiation parameters through delegation process (including goals/limits).
•Negotiate appropriate contract type, scope, price, profit and terms.
•Execute cost or pricing data certificate where required.
•Lead delegation process, ensuring assembling delegation package and proper sign-offs.
Financial Performance:
•Establish equitable payment terms, facilitate timely payments through coordinated oversight with Finance of invoicing process, and ensure customer compliance with payment terms.
•Ensure that the contract and statement of work are consistent with pricing assumptions to effectively manage financial risk related to contract terms and conditions, and that the underlying cost estimate is consistent with and appropriately addresses performance risk.
•Implement the change management process and coordinate with Program Management to ensure compliance.
•Monitor contract cost performance in concert with Program Business Management and Finance.
Technical Performance:
•Verify with Program Manager that all technical requirements have been properly reviewed and a clear technical baseline is included in contract documents.
•Ensure that a verified schedule baseline is included in contract documents.
•Following contract award communicate (together with the PM) contract, program schedule and SOW requirements to program team.
•Ensure compliance with program schedule as outlined in contract.

Duties:
• Performs Forest Service Representative (FSR) duties as designated by the Contracting Officer.
• Reviews the contract and related pre-sale data such as: preliminary logging plan, environmental assessment report, appraisal, etc. Determines that all prerequisites to contract work are taken care of such as, but not limited to, advance deposits, delegations of authority, road construction and timber cutting coordination, improvement locations, operating schedule, logging plan preparation, scaling arrangements, and environmental protection measures. Reviews plans and schedules with purchasers to assure common understanding of conditions and responsibilities.

• Insures that all contractual obligations are met before making final inspection and recommending sale closure.
• May train one or more individuals, who perform limited phases of sale administration, preparing them for formal Sale Administration certification review. Performs required maintenance inspections on certified Sale Administrators working on the Forest.
• Prepares and performs annual review of Sale Administration Job Hazard Analyses.
• Performs other duties as assigned, such as work in sale preparation or silviculture, or fire suppression duties as qualified.

The Shasta-Trinity National Forest, located in north central California, is the largest national forest in California and provides some of the highest quality fish and wildlife habitat in the Pacific Northwest. The Shasta-McCloud Management Unit is critical to tourism, recreation, and the wood products economy of Siskiyou and Shasta County. This Management Unit has offices in the town of McCloud and the city of Mt. Shasta, which are about twelve miles apart. The major communities within the area are the towns of Mt. Shasta, Weed, McCloud, and Dunsmuir. These population centers are about 60 miles north of Redding, California and 60 miles south of the California/ Oregon border and 3 ½ hours from the Oregon Coast. All four towns have internet sites with detailed community information.
The climate has four distinct seasons. Summers are dry with temperatures between 75 and 90 degrees F. Most precipitation falls between mid-October and May, some in the form of snow. Average precipitation is 36 inches for Mt. Shasta and McCloud areas. Average temperature is 32 degrees in January and 85 degrees in August.
McCloud is full service community with a population of approximately 1,500 people. The community has an elementary and high school. College of the Siskiyous, a two-year community college, is located in the town of Weed. Numerous churches of different denominations are in the immediate area. There is an 80-bed hospital with a certified trauma center located in Mt. Shasta. Public transportation is available with a county bus service. Commercial air service is located in Redding, (1.5 hour drive south on I-5) and Medford, Oregon (1.5 and a half hour drive north on I-5). There is a weekly (Mt. Shasta Herald) and daily (Siskiyou Daily News) newspaper. The average 3-bedroom/2-bath house sells for $223,000 plus in the McCloud and Mt. Shasta City area. Monthly rental for a 3-bedroom house is about $850-$1100 in the McCloud and Mt. Shasta area. Housing and rental costs are somewhat lower in the surrounding communities.
Recreation opportunities in the area are unlimited. Major attractions include the McCloud and Sacramento Rivers, Mt. Shasta, Lake Siskiyou and McCloud Reservoir, the Mt. Shasta Ski and Board Park and Nordic Center, numerous alpine lakes, hiking and biking trails, lava features and the Shasta Lake National Recreation Area. For those who want a more urban experience, the Shakespeare Festival in Ashland and the Britt Festival in Jacksonville, Oregon are less than 1 ½ hours away.

Responsibilities
The EOD/ Weapons Technical Intelligence Analysts will serve on a training team that will assist / lead training in Explosive Ordnance Disposal (EOD) training, IED / Counter-IED (C-IED) Intelligence, Weapons Technical Intelligence (WTI) and Law Enforcement Professional (LEP) Programs. The contractor will possess solid experience in military organization and must have background in EOD, warfighting concepts and doctrine, and C-IED tactics, techniques, and procedures (TTP). The contractor will be the focal point for EOD TTPs, to include render safe, recovery, exploitation, analysis and reporting procedures. Plans, tracks, coordinates and conducts advanced EOD training. Specific tasks as the WTI / LEP Analyst may include:
- Maintain knowledge of all applicable regulations and doctrine regarding military training.

The Section Leader serves as a Subject Matter Expert (SME) in critical roles and frequently liaises with onsite Government Management. Critical roles such as, Passport services processing work functions (mail open, cashier, image capture, image review, data entry, book print/card print, quality control and PRISM), customer service, fraud, cashier, passport product control, and supervise at any level within the Agency/Center.
Anticipated tasks include, but are not limited to, the following:
• Plan, direct, and coordinate the daily activities of mail open, cashier, image capture, image review, data entry, book print/card print, quality control and PRISM. Plan and follow established procedures and methods to meet changing processing requirements
• Provide regular operational feedback, management meetings, status updates, attendance reporting, training records, and other production activity reporting
• Perform workload management in all Passport task areas to include, Mail Open, LB/Scanning, Image Review, Book Print, Quality Control, Mail Out, PRISM or Customer Service
• Notify the Passport Support Manager of any problems or issues with staff adherence to procedures, any internal controls violations
• Monitor workload and make recommendations to the Government on how to divide work among support staff
• Monitor contractor personnel performance and ensure that work is performed in accordance with performance standards, established procedures, and internal controls
• Assist with prioritizing will calls, expedites, and routine work
• Assist in training contract personnel in their duties and tasks, helping to constantly improve the training process/procedure
• Make recommendations to the Government to improve processes and assist with problem solving and continuous improvement
• Maintain flexibility to meet organizational production and service goals, as required by the workload, and per the direction of the Government
• Maintain control and oversight of blank Passport books/cards and other accountable items
• In the event that the Passport Support Manager is absent for any reason, for a period no longer than two weeks, a Section Leader may serve as Acting Passport Support Manager.

• Bachelor’s Degree (or) 4 years of experience as a Support Associate Level II or III (or) 4 years of experience in managing teams, and;
• Seven (7) years of general office experience, including;
• Two (2) years of supervisory experience, including;
• Four (4) years of experience utilizing a variety of office software, specifically: MS Word, MS Power Point, MS Excel, and MS Outlook
