I've sent this email as a reminder that we're a little over a week away from our career fair for veterans and their spouses next Thursday, October 2nd at Meyerhoff Symphony Hall in Baltimore. We're partnered with DAV to deliver this career event for anyone who has served on active duty, in the National Guard and Reserves, and their spouses.

The incumbent of this position serves as the Regional Administrator of one of the 10 Regional Offices of the Federal Emergency Management Agency (FEMA) and represents the FEMA Administrator at State and local levels. He/She establishes a regional, all-hazards emergency management system of preparedness, response, mitigation and recovery through close working relationships with Federal agencies, State and local governments, Federally recognized American Indian Tribes, business and industry groups, and local volunteer organizations in implementing FEMA policies and programs.
FEMA Region IV’s area of responsibility includes: Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee.
EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

The Regional Administrator provides executive leadership of the regional office and serves as the focal point through which all programs and activities of the Office receive effective coordination and decision. He/She implements and administers FEMA policies and programs in support of Agency and Administration goals and objectives in a manner consistent with delegated authorities and FEMA’s survivor-centric approach to program service. The Regional Administrator manages all programs, projects, activities, duties, and responsibilities of all officers, employees, and organizational units of the regional office through strategic planning, coordination, analysis and evaluation of the regional programs. The incumbent serves as the advocate of Administration policy for all FEMA programs based on headquarters guidance and is the regional point of contact to appropriate members of Congress, regionally-based senior Federal officials, state and territorial Governors and other senior officials, senior officials from federally recognized Indian Tribes, and local officials as well as to relevant private and nonprofit sector partner organizations on matters concerning FEMA’s regional implementation of policies, programs, and operations.
The incumbent provides leadership and guidance, through appropriate staff, to regionally-based offices of Federal agencies, states, federally recognized American Indian Tribes, territorial, and local officials as well as to appropriate private and nonprofit sector partner organizations in the development of necessary capability levels and readiness of their emergency management programs.
Under the auspices of the National Response Framework (NRF) and Regional All Hazards Response Plan, maintains readiness to provide rapid response for potential or actual events that may or have resulted in a presidentially declared emergency or major disaster. This readiness includes maintaining, activating, and operating a Regional Response Coordination Center (RRCC) and the capability to execute emergency response operations as set forth in the Regional All Hazards Response Plan.
The Regional Administrator directs, supervises, and manages the regional staff engaged in the delivery of Agency programs and services and is responsible for the full range of managerial responsibilities including: determining program goals and plans, resource needs, allocations and use; overseeing budget preparation and execution processes and procurement activities for assigned areas; assessing organizational efficiency, effectiveness and responsiveness to the Administrator/Deputy Administrator and other Agency management; using such methods as staff studies and organization review; resolving personnel matters affecting the organization; assuring cooperative labor-management relations and implementing labor relations agreements (where applicable) in the region; delegating authority to subordinate managers and supervisors; and holding them accountable for the performance of their organizational units.
The Regional Administrator participates with FEMA Headquarters in the development, implementation and administration of Agency policies and programs. The incumbent establishes regional policy, programs and priorities that comport with FEMA Headquarters guidance. He/She recommends alternative approaches to improving Agency policies and programs based on reviews and evaluation of the development and implementation of the regional programs, emergency operations, plans and capabilities. The Regional Administrator provides input and oversees preparation of responses to FEMA policy memoranda, draft regulations, congressional inquiries and recommends changes or actions that may result in an overall improvement in program delivery.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Each applicant is required to submit a comprehensive narrative statement, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The narrative portion for the Technical Qualifications MUST NOT EXCEED 6 PAGES TOTAL. The supplemental narrative statement for the Executive Core Qualifications should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. This evidence must include clear and concise examples that emphasize the applicant’s level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts. The narrative portion for the Executive Core Qualifications MUST NOT EXCEED 10 PAGES. For guidance in preparing a narrative statement addressing the ECQs, applicants can access OPM’s website at www.opm.gov/SES/writingstate.html.
The following categories of applicants may omit the mandatory Executive Core Qualifications (ECQs), but MUST address the Technical Qualification factors: Applicants who are currently serving under a SES career appointment (must provide a copy of Standard Form 50--Notification of Personnel Action that documents career appointment to the SES), or applicants who are eligible for reinstatement to the SES (must provide a copy of Standard Form 50--Notification of Personnel Action that documents career appointment to the SES), or applicants who are graduates of OPM-approved SES Candidate Development Programs (must provide proof of OPM Qualifications Review Board certification).
Failure to meet the basic qualification requirement and all Technical and Executive Core Qualification factors automatically disqualifies an applicant.
HOW YOU WILL BE EVALUATED:
All required application materials will be reviewed to determine if applicants meet the mandatory qualification requirements. Qualification and experience determinations will be based only on the information supplied by the applicant. The best-qualified candidates for this position will be distinguished from other applicants by an evaluation committee to determine the degree to which qualification requirements are met. Applicants should provide specific evidence of possession of the mandatory Technical and Executive Core Qualifications, as outlined under Qualifications Criteria, to assist the evaluation committee in determining the best-qualified candidates that will be considered for final selection. The Executive Core Qualifications of the selectee are subject to approval by the Office of Personnel Management Qualifications Review Board (QRB). Unless you have already been certified by an OPM QRB in the past, your ECQs must be certified by an OPM QRB before appointment can occur.

WORKING CONDITIONS: The work is performed in kitchen areas where the steam and heat from cooking an dishwashing equipment often causes uncomfortably high temperatures and humidity. The work is well lighted, but is usually noisy from feed services activities, and there is danger of slipping on floors where food or beverages have been dropped. The incumbent id regularly exposed to hot liquids, sharp cutting blades, hot surfaces and extreme temperature changes when entering walk-in refrigeration and/or freezer units.
PHYSICAL EFFORT: Incumbent will be required to perform heavy lifting and moving and hard work such as scouring and scrubbing large utensils, pots and pans; moving and uploading heavy carts and pallets. The incumbent must be able to lift or move objects weighing up to 40 pounds to load and unload Food Service Delivery vehicles.

Responsibilities
RTI is currently seeking Special Operations Forces (SOF) Operational Preparation of the Environment (OPE) Support Technicians to serve as Air Force Special Tactics Unit OPE Operations Experts. The Security & Transportation Technology Group has openings for a Field Service Technicians providing 2ndlevel onsite preventive and corrective maintenance support within the designated Regional Areas. Current openings include North Dakota, Laredo TX, Calexico CA and Seattle WA. The candidate should be able to perform preventative & corrective maintenance on complex electrical& mechanical equipment including gamma-ray imaging systems (VACIS) and radiation portal monitors (RPMs). He/she must also be able to perform basic vehicle maintenance on a preventative basis in accordance with DOT standards and unscheduled corrective maintenance repair.
This job will involve up to 50% of travel and the candidate must be capable of obtaining a valid Passport. Must be physically able to lift, carry & transport heavy equipment greater than 50lbs, climb ladders and work at heights above 15’. Also, must be able to work in extreme temperatures and environments under industrial conditions. Perform other general duties as required.
Required Skills: Ability to read, interpret, and redline technical drawings, blueprints and schematics. Use of O-Scopes, Digital Test Instruments, and troubleshooting experience also beneficial. This position will require direct customer interface and as such, demands a mature, dedicated individual with exceptional communication skills. Knowledgeable in OSHA safety requirements and must hold a current valid state Driver’s License.
Desired Skills: Familiarity with NII (Non-Intrusive Inspection), Radiation Detection and X-ray Technologies and prior experience with PLC applications, hydraulic systems, and a mechanical background considered a plus, along with network media conversion and software interfacing.

Description:
This position is located in the Office of Program Management - Ministry of Interior (OPM-MOI) in Riyadh, Saudi Arabia. The Ministry of Interior (MOI) requested the Department of State to establish OPM-MOI to oversee the implementation of a bilateral Technical Cooperation Agreement to facilitate the transfer of technical knowledge, advice, skills and resources from the from the United States to the Kingdom of Saudi Arabia in the areas of critical infrastructure protection and public security. Projects incorporate a range of public security areas to include law enforcement, border protection, countering terrorist financing, and diplomatic security. The OPM-MOI team leads an interagency effort currently including the Departments of State, Defense, Justice, Homeland Security, Energy, and Treasury, with the possible addition of other agencies and offices in the future.
The incumbent will serve as a Subject Matter Expert (SME) and Advisor to USG action officers providing program management support and advice regarding emerging program efforts. The incumbent will serve as an advisor on diplomatic security and law enforcement modernization efforts with a focus on public safety, and law enforcement capacity building.
The base salary for this position is $94,695.
Benefits:
1. Relocation expenses for the employee and immediate family to include airfare and pre-contract expenses (passport and Visa issuance) and return to US relocation at the end of the employment period.
2. Ground transportation – to-and-from work and to all business meetings.
3. Personal in-Riyadh transportation – for reasonable shopping, recreation, and personal needs, including travel to/from the Riyadh airport.

6. Education allowance – OPM-MOI will pay for at-post K-12 educational expenses in accordance with Embassy Riyadh policies.
Compensation for Riyadh currently includes a 15% Danger Pay allowance and 15% Post Differential allowance in addition to base salary. These allowances are reviewed by the Department periodically and are subject to change.
Employees are eligible to participate in the Health Insurance Reimbursement program, Medivac Reimbursement program, and are eligible to receive holiday pay, annual and sick leave accruals.
Major Duties:
• Provides program management support and subject matter expertise to USG program action officers as assigned by the OPM-MOI US Program Director.
• Develops, coordinates and manages new program initiatives. Leads working groups and serves as a new initiatives process owner.
• Participates in program management activities by identifying project scope, integrating risk assessments, identifying areas for quality improvement, and supporting emerging and ongoing programmatic efforts.

Job Duties:
In this position you will be required to perform a full range of professional nursing concepts and practices on site, using furnished facilities, equipment and supplies to a variety of patients. Requirements:
Diploma from an Accredited Registered Nurse Program
Current unrestricted license to practice nursing
Experience in Outpatient Clinical setting in Family Practice Clinic or Internal Medicine
Experience in wound care
Minimum of two (2) years of recent (immediately preceding the submission of this offer) professional experience in the field
Current BLS by the AHA, ARC, ASHI or ACEP Certification
