This program supports the U.S. Navy Bureau of Medicine and Surgery (BUMED) transition and coordination of care strategy by providing psychological health (PH) and Traumatic Brain Injury (TBI) support, to include facilitating cross agency and multidisciplinary care, and connection with state of the art specialized services for Marines and Sailors affiliated with Marine units, as they move through the recovery-rehabilitation-reintegration continuum. The psychological health and Traumatic Brain Injury support services include: evaluation for psychological or behavioral health issues; substance abuse problems; suicide risk; manifestations of TBI, and related health care needs; advocacy for psychological and TBI care and referrals for military, VA, and community-based services; provision of psychological health and TBI education and outreach; and facilitating coordination of care with the many entities involved in the continuum of care for wounded, ill and injured (WII) Marines and USMC affiliated Sailors (e.g. case managers, Federal Recovery Coordinators, clinicians, rehabilitation and treatment programs, pain management services, Recovery Care Coordinators, District Injured support Coordinators and various military support agencies). Position Responsibilities:
As a Clinical Care Advocates (CCA), the successful candidate shall assist the Wounded Warrior Regiment (WWR) Surgeon in the promotion of efficient and effective recovery and rehabilitation, as well as facilitation of a smooth transition back to military duty or civilian life for assigned wounded, ill and injured Marines or Sailors assigned to Marine units- and their families. The successful candidate shall also assist case managers and Recovery Care Coordinators with maintaining continuity of care for service members/veterans and their families by eliminating obstacles to care and overcoming gaps in obtaining necessary treatment and services; work closely with the multiple clinical and non-clinical entities, both federal and non-federal, in concert with the individual Marine or Sailor and family members across the continuum of care; and work with the Marine or Sailor and family members, and health care provider(s), to maintain a patient-centered care plan for the injured Marine or Sailor that provides appropriate care and support. In doing so, the Clinical Care Advocates shall perform the following:
• Assess the state of psychological health and related medical and non-medical care needs, and ensure appropriate interventions for referred Marines or Sailors. Make initial contact with referred service members by phone or in person within two business days of receipt of the referral, or within 24 hours if case is deemed urgent. 2
Traumatic Brain Injury, or related health issues, and determine what support or care

engaged in this capacity. Make outreach telephone calls to engage specific Marines or

care providers) or other local community services (e.g., chaplain, support group, etc.), in
order to obtain needed services if the psychological health issue is not service
connected.
• Follow each referred Marine or Sailor through to the resolution of that service member's
care issues, whether it is a return to active duty/ reserve status/civilian life, or medical
retirement/disability. All cases shall be documented as to reason for referral, services
provided [i.e., assistance with appointments at Military Treatment Facility (MTF); VA
health facilities; civilian health care provider; chaplain; other), follow-up contacts with
member, and status/resolution of psychological health and/or Traumatic Brain Injury
related issues. Continually update the Wounded Warrior Regiment (WWR) records being
maintained for each Marine and Sailor to identify treatment progress and status, and
evaluate referrals and authorizations, to include compliance with care plan.
• Facilitate referral and access to psychological health and Traumatic Brain Injury support
resources for Marines, eligible Sailors, and their family members. Identify wounded, ill
and injured Marines with complex PH, TBI, and substance abuse issues and assist the
care team with enrollment in or referral to highly specialized treatment programs where

host Military Treatment Facility (MTF) or VA health facilities), and with affiliated clinical
and non-clinical case managers providing services for the wounded, ill and injured
Marine or Sailor across the continuum of care.
• Review referred cases pending legal or adverse administrative action for combat related
psychological health or Traumatic Brain Injury issues influencing behavior. When
