SKILLS/DUTIES: Perform on-site installations, startups, troubleshooting and repairs of various heavy industrial process control systems including PLC’s, industrial motor VFD’s, and Servo Motors.

Project Summary:
MSI is recruiting a Mid-Level Performance Monitoring/Indicator Specialist for an expected Task Order under the U.S Department of State Performance Management and Evaluation Services IDIQ contract. This is a proposal opportunity at this time with a potential to lead to an employment opportunity. An active security clearance is required. The contractor will provide personnel to assist the SFCB division to develop and maintain a monitoring and evaluation framework for all SFCB-managed projects.
Responsibilities: Provide assistance in the execution of the following actions/activities:
· Lead or assist in designing M&E approaches; Oversee development of M&E for SFCB division
· Work with SFCB Division Chief to ensure robust framework for M&E that is nested in PM’s Strategic Impact Assessment Framework (SIAF)
· Revise as necessary the previously developed comprehensive results framework for all SFCB projects
· Work with the various members of the SFCB division to ensure all SFCB-managed projects have high-quality M&E frameworks and plan for each regional project that nests within the overall framework
· Work with SFCB staff to ensure monitoring protocol for country visits is aligned with M&E goals
· Collect, manage, and analyze data on all SFCB-managed projects, including project and program cost, progress, effectiveness, and timelines; Recommend how projects can achieve desired outcomes and impact
· Design and lead evaluation of SFCB-managed projects; Liaise and coordinate with other M&E teams in PM
· Brief evaluation findings to SFCB Division Chief and PM/GPI leadership
· Assist as needed in program management efforts, including efforts related to project and program cost, progress, effectiveness, and timelines; provide input for congressional notification as needed
Qualifications:
· Bachelor’s Degree + eight (8) years of relevant experience or Master’s Degree + five (5) years of relevant experience
· Secret personnel security clearance required
· Large-scale program management and evaluation experience, esp. foreign or security assistance initiatives
· Proven record in coordinating and delivering comprehensive, large-scale M&E systems
· Fluent in end user evaluations, theories of change, and evaluation methodology
· Skills in quantitative and qualitative data collection and analysis
· Understanding of U.S. security assistance processes and procedures desirable
· Knowledge of M&E policies of the Department of Defense and the Department of State
· Advanced degree in international relations, international security studies, political science, or equivalent
· Demonstrated coursework in evaluation methodology
· Proven ability to deliver a quality written product

· Track multi-million-dollar accounts across FYs for all ongoing and potential SFCB-managed programs
· Collect and analyze financial data on SFCB projects, including project/program cost, progress, and timelines
· Track appropriations and allocations, identify unliquidated obligations, reconcile funding records, and identify challenges and program constraints
· Coordinate with interagency financial implementers to produce SFCB-managed monthly financial reports
· Advise SFCB Division Chief and staff on the financial status of all SFCB-managed programs
· Provide technical support, including drafting allotment memos; utilizing Global Financial Management System (GFMS) and Integrated Logistics Management Systems (ILMS) ARIBA for financial requests; and monitoring allotments, obligations and expenditures via State Department and DoD financial databases
· Responsible for financial reconciliation, invoicing, and deliverables for all obligations of active and closed out contracts and Interagency Agreements for SFCB-managed programs
· Coordinate with SFCB country partners at State and DoD to find best approach for managing financial data
· Coordinate with DoD/DSCA stakeholders to most efficiently manage and report on funds executed by DoD
· Apply knowledge of rules, regulations, policies, and practices from the FAM and FAH and other agencies requirements and objectives to ensure adherence and address concerns or problems
Qualifications:
· Two+ years’ experience in financial management of large/complex funding, preferably DoD, Security Sector Assistance, or State Department security assistance
· Degree in business, finance, social science, international development, public administration, or evaluation
· Experience drafting allotment memos, working with budget and executive offices within State Department
· Experience with State financial systems, to include the GFMS and ILMS ARIBA, to execute financial requests; and, monitoring allotments, obligations and expenditures using Data Warehouse
· Experience tracking DoD funding through SCIP
· Interpersonal, data management, reporting, writing, strong analytical and organizational skills; attention to detail and the ability to be flexible in a dynamic environment, exemplified self-management, project management and strategic thinking and the skills and ability to gather and maintain information

Position Summary:
You’ve witnessed the good, the bad, and the ugly across the security cooperation enterprise. This is your chance to channel your first-hand experience into positive contributions supporting U.S. efforts to achieve interoperability with our partner nations. MSI is building a team of Security Cooperation Assistance (SCA) and Reform advisers & policy analysts to support the Office of the Undersecretary of Defense – Policy (OUSD-P) and the Defense Security Cooperation Agency (DSCA). This team will support military planners with the achievement of U.S.-led security capacity building efforts worldwide. Goals include 1) establishing and maintaining interoperability with partner nations; 2) fostering cooperation across diplomatic, economic and development interests; 3) assistance with peacekeeping operations; and 4) justice sector reform. MSI’s SCA Advisors will support OUSD-P with initial assessments and theories of change; planning activities across the range of SCA operations; and ultimately leading the implementation of monitoring and evaluation systems to improve U.S. returns on SCA investment. Travel and/or relocation throughout the geographic combatant commands’ area of responsibility and/or the Pentagon will be required. Assignments may be short or long-term. The anticipated start date will likely be late FY 2019.
Responsibilities:
· Support strategic planning activities.
· Develop and implement innovative monitoring and evaluation approaches.

· Perform support activities in a timely, cost-effective and efficient manner while maintaining excellent quality of service delivery.

Qualifications:
· 2+ years of successful leadership experience within the OUSD-P, Combatant Commands, Defense Security Cooperation Agency, Bureau of Political-Military Affairs, Bureau of International Narcotics and Law Enforcement, other relevant federal agencies.
· 2+ years as a military planner supporting on one or more of the following programs: FMF, INCLE, ASFF, ISFF, PCCG, CRSP, 1033, 1004, PKO, GSCF, NADAR, CCIF, CTFP, IMET, Section 1206 or other relevant program.
· 2+ years with the National Guard State Partnership Program

This position will report directly to the VP of Sales with daily accountability to the Director of Government Operations. The GAM must work well independently or in a team environment.
Excellent proposal development, presentation and negotiating skills are required to succeed in this role. Demonstrated expertise in gaining access and selling to the mid-level and senior-level technical decision makers is also required to ensure proper alignment between the customer’s requirements and Epiq’s portfolio of products.
ESSENTIAL DUTIES AND RESPONSIBILITIES
● Engage new and existing customers and communicate the value proposition of using our current (and future) product portfolio
● Proactively and efficiently manage resources with dedicated teams, virtual teams, and executive staff around opportunities to ensure successful outcomes

REQUIREMENT SKILLS/EXPERIENCE
● Minimum of 4 years successful experience as a direct contributor carrying an individual quota selling technical solutions to prime contractors and/or the US Government
● Demonstrated experience accomplishing the following:
○ Independently closing individual accounts with revenue over $200K
○ Minimum average deal size of $25K
● Successful experience selling technical products to engineering team leaders as well as Manager/Director levels within the organization
● Track record of managing and directing the entire sales cycle from lead/discovery to close
● Demonstrated ability to grow and support a customer through a long and complex technical sale cycle

Overview: This role will be to support of a U.S. Army Division providing personnel services performing access control, badge check and facility inspections to ensure compliance with protection and security requirements in a large compound area consisting of multiple high-rise buildings. The Army’s objective is to establish on-site professional support service for building lobby reception.
Primary Responsibilities:
Acknowledge personnel upon entering the facility.
Inspect all Government issued Common Access Cards (CAC) and AGENCY identification badges to prevent un-escorted entry into facility.
Compare the employee’s face to the photo on the CAC or AGENCY badge.
Physically touch the CAC or AGENCY badge to further measure security or to detect counterfeiting.
Screen unauthorized equipment/material before receiving a AGENCY Visitor’s badge. Responsible for informing the personnel escorting the visitor(s) that they must maintain a visual line of sight, physical proximity, or other means of control of the visitor(s) throughout the duration of being in that area/ building.
Process badge access applications, visitor requests, and issue badges. If visitor is NOT CLEARED, they require an escort.
Serve as an information center and answer inquiries made by visitors and/or employees.

Responsibilities
The Electronic Maintenance Officer (EMO) shall assistance with the command’s tactical communications systems to include their maintenance, repair, configuration, upgrade, receiving, inventory, and disposal. Due to large quantities and a wide variety of tactical communication gear, the use of this equipment in harsh environments around the globe, and the routine need to provide upgrades to hardware and software; NSWG-1 requires an Electronic Maintenance Officer (EMO) in order to sustain this equipment for high-tempo operations. The elements of these duties are based upon responsibility for local planning and management of over 4,000 voice/data radios, and over twelve major communication systems that encompass voice/video/data capabilities totaling more than $100M.
Specific duties include:
Tracks and maintains the operational status of all tactical communications equipment under their purview.
Provides non-depot level repairs of tactical communications equipment to include hardware replacement and software upgrades. Coordinates warranty repairs with vendors and depot level repairs with the In-Service Engineering Agent (ISEA).
Assists with requirements documentation in support of Basis of Issue (BOI). Gathers data points from After Action Reports (AAR), Lessons Learned, and interviews with communications and operational personnel to support changes to BOI.
Assists with coordinating and implementing telecommunications equipment (antennas, repeaters, handsets, etc.) to support specialized training evolutions.
Recommends to the Communications Program Manager alternate fielding plans when insufficient telecommunications equipment is readily available
Maintains oversight of inventory records and enters new equipment into appropriate ASPRs. Maintains documentation on issues of equipment and ancillaries.
Assists in conducting extensive research on emerging telecommunications equipment to determine if equipment can satisfy required capabilities to support tactical direct action efforts, meteorological, intelligence gathering and analysis, Unmanned Aerial Vehicles (UAV) surveillance and reconnaissance, and other emerging war fighting techniques used by Naval Special Warfare. Determines compliance with applicable frequency directives. Meets with operational personnel to gather program data and discuss significant problems. Identifies program strengths and weaknesses in terms of basic program goals and objectives. Prepares reports of finds and makes recommendations on solutions.
Forecasts requirements and submits strategic requirements to the chain of command based upon the war plan.

Validates and prioritizes material requisitions. Determines shortfalls based on available inventory and initiates actions to obtain cost estimates to alleviate those shortfalls.
Acquires dedicated services, equipment, and/or facilities to support telecommunications requirements used in a global environment.
Develops concept of operations on use of telecommunications equipment in a joint and coalition environment. Develops SOPs on use of particular waveforms and networks to ensure compatibility when using different types of communications equipment.

Job Description:
The Defense Group at Leidos currently is looking to fill positions for MSO Training Specialists - Senior to work supporting the Army Intelligence Center of Excellence HT-JCOE on Fort Huachuca, AZ. This opportunity will support the Huachuca Training and Support Contract. In this mission we will provide Training, Training Development and Training Support Intelligence Center of Excellence as they train and education the Intel force for the Army.
Primary Responsibilities
Provide performance-oriented training using the TRADOC-approved Program of Instruction (POI).
The full spectrum of training includes, but is not limited to: classroom (platform and small group) training; hands-on/practical exercise training; role playing; simulation/virtual training; and field exercise training
Training may be for resident and non-resident training courses and in support of mobile training. Shall also participate as a Subject Matter Expert (SME) in developing revisions of the POIs, Lesson Plans and Training Support Packages (TSPs) to remedy any deficiencies or shortcomings identified during the preparation for and conduct of instruction.
Conduct of instruction shall also be in support of specialized training requirements or the training of new systems.
Basic Qualifications

TS / SCI Clearance
Complete the HT-JCOE courses or committee-specific instructor certification program and maintain proficiency in course content and related changes in the operational environment, doctrine, policy, and methodologies.
Ability to complete the Common Faculty Development Program Instructor Course (CFDP-IC), a DoD/Service equivalent, or a commercially available instructor training program within three months of hire.
MSO 1 qualified via FTC, OTC, DATC, ASOTC (legacy course is acceptable), or
MSO 2 qualification from MAGTF-CI/HUMINT since July 2014 or HT-JCOE SOC qualification since December 2015 (legacy SOC or MAGTF/CI HUMINT course graduates who successfully completed the HT-JCOE Instructor Certification and Mentorship Program (ICAMP) for the SOC 2.0 Program of Instruction meet this requirement)
Able to drive a motor vehicle for up to five hours without assistance; valid civilian driver license
Physically capable of sustained walking without a break for five miles over uneven terrain
Able to understand and communicate discreetly during one-on-one conversations in public venues without attracting undue attention
No more than 30% of MSO Course Training Specialists received certification training via ASOTC.

• Reviews quality documentation from internal and external suppliers to verify all required documentation for the specific discipline/component is complete and accurate according to the RES Quality Assurance Plan and meets customer specified requirements
• Follow up with buyer or supplier directly to obtain any missing documentation or to resolve inconsistencies or incorrect information
• Assemble and organize the documentation in a logical manner so the customer can easily retrieve the appropriate quality documentation when needed

Orbis is currently seeking a full-time Collection Management Officer (CMO) to support a customer’s operational requirements in the Tampa, FL area. The position requires an active Top Secret and Sensitive Compartmented Information with a polygraph examination. SUPERVISORY DUTIES:
Responsible for the oversight and development of six personnel. Ensure that Agile Defense core values are integrated into operations and personnel are holding up those values in daily interactions.
WORKING CONDITIONS:
Contractor site with possible off-hours work to support releases and/or VIP troubleshooting issues. Work requires standing and walking up to 50% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available. Travel may be required to assist team with fielding operations at remote site locations.

SUMMARY:
Unix System Administrator Level 1 shall perform standard system administration, including installation, configuration, operation, management, troubleshooting, repairing, upgrading, inspecting and maintaining server systems including administration of all core and functional services/systems for all of the organization's networks.
DUTIES:
Support to ensure a secure operating environment by monitoring user access and adherence to established policies and procedures.
Provide technical assistance of all assigned projects.
Support in providing desktop/server and software application integration support.
Support in system configuration management.
Support in providing software and firmware maintenance.
Support in performing account management and work with the ISM.
QUALIFICATIONS
Education and Certification:

SUMMARY:
The overall objective of this contract effort is to provide IT services and technical support to 8TH Army Headquarters Directorates and Major Subordinate Commands, supporting operations across the Korea Theater of Operations (KTO). These tasks includes; Information Assurance (IA)/CyberSecurity, Unified Capabilities, System Administration, Service Desk, Network Engineering, Custom Application Services (Knowledge Management (KM)), Webmaster, IT Project and Program Management Mission Support, IT Technical Training, and Communications Security (COMSEC) Training. Most tasks can be accomplished by being collocated with the HQ staff, while at times personnel may be requested to travel in support of oversight operations in the KTO during armistice, crisis, and war. Staff shall provide Network and System support services for US-Secret Communication Networks (SIPRNET), US-Unclassified Communication Networks (NIPRNET), and Coalition Communication Network - Korea (CENTRIXS-K). These networks provide gateways to existing military network enclaves, thus allowing shared access to C4I systems and services across the tactical and strategic enterprises.
DUTIES:
IA/Cybersecurity support personnel carry out all required cybersecurity requirements on the program, to include system hardening, IAVA remediation, and cybersecurity scoring.
QUALIFICATIONS
EDUCATION AND CERTIFICATIONS:
IT Certifications: DoD 8570.01-M/DoD 8140 IAM Level II certification. Certified Ethical Hacker (CEH).
Education Requirements: Bachelor Degree in Computer Science or closely related field. Bachelor
Degree can be waived with four (4) continuous years performing IA/Cybersecurity tasks.
BACKGROUND NEEDED AND YEARS OF EXPERIENCE:
Experience Requirements: Two (2) of the last four (4) years performing IA/Cybersecurity tasks.
Position 2 requires at a minimum of one year IT instructor experience.
Additional Requirements: One cybersecurity position requires Certified Technical Trainer+ (CTT+). Certification
requirements to conduct the latest version of the COMPTIA Security+ Course.
