Duties and Responsibilities:

Specific Requirements: There are four areas of specific requirements
1. Property Management Assistance:
Provide continuous on-site PML support to command PBOs. Travel to other NSWC activities such as Naval Special Warfare Units in Stuttgart, Germany; Guam; Bahrain; Naval Surface warfare Center in Crane, IN; or other CONUS and OCONUS as required by NSWC Property Program Office.
Perform inventory management at logistic support locations on all APSR managed commodities.
Perform hand-receipt management in the areas of APSR records maintenance, turn-in coordination, and key supporting document file maintenance.
Properly monitor, issues, receipts, disposals, transfers, and drops for APSR managed equipment and ensure that it is properly accounted for.
Validate APSR managed inventory data.
Provide guidance to government employees both military and civilian on the APSR managed inventory management lessons learned, processes, and procedures.
Validate that Key Support Documentation (KSD) for receipts, loans, transfers, disposals, and inventories have been properly completed and are consistent with current FIAR guidance and policy.
Conduct quality assurance and quality control on all APSR managed commodities to ensure inventory accuracy.
Develop and provide a weekly status report as required or directed by the government that documents asset status, material status, and assets on hand.
Assist in conducting causative research on misplaced property and or APSR data discrepancies. This may involve physical inventories, research through the APSR, paper historical records, and transfer documentation verification.

• Assist with Requests for Information (RFI), prepare documents (i.e., spreadsheets, Word documents, PowerPoint), extract data from financial system, review and validate POM and Program reports submission from PFPA Resource Managers
Requirements:
• Bachelor’s degree in a computer science, information technology, accounting, or a business-related discipline.
• Be able to explain their experience in every detail of POM from cradle to grave

Essential Functions, Responsibilities & Duties may include, but are not limited to:
• Calculate and validate that any interest and other penalties applied are within the terms and conditions of the contract or legal and binding agreement (P2P - Invoices/interest/penalty)
• Collect from relevant and available sources all documents related to vendor pay and other government funding documents to ensure that either the record exists in paper form or the documents are saved in the appropriate computer folder, with the correct tracking title IAW with NARA regulations (Vendor Pay)
• Correctly document and resolve unmatched disbursements and payment rejects. (UMD's)
• Develop spreadsheets to capture and track all reconciliation initiatives for the purpose of determining scope of tasking and deliverables. Spreadsheets will be updated at a minimum on a weekly basis but are expected to be updated as soon as new tasking and initiatives are issued (Excel)
• Prepare and submit documents for the closing of contracts and other reimbursable instruments to the Dormant Account Review-Quarterly (DARQ) Tool or similar program for the purpose of closing the instrument (Contract Closeout, DAR-Q)
• Prepare Release of Claim letter for contracts and other reimbursable documents (Claims)
• Provide to the lead contractor data to develop Power Point presentation based on spreadsheets (PowerPoint)
• Review all vendor invoices (submitted and new) for accuracy and completeness for the purpose of closing out contracts and reimbursable instruments on the appropriate federal form (P2P - Account Reconciliation)
• Validate the appropriation cited on the invoices matches the contract or other reimbursable instruments and submit corrective actions if required (Lines of Accounting, Journal Vouchers)
Requirements:
Minimum of 10 years of DoD experience in the following:
• Knowledgeable in DoD financial management and accounting systems, regulations, and publications
• Knowledgeable in DoD financial management law and the DODFMR
• Hands-on DoD Accounting including handling of Unmatched Disbursements and Vendor Pay
• Performance of Tri-Annual review or Dormant Account reconciliation activities
• Contract close-out activities
• Journal Vouchers and/or Line of Accounting reconciliation
Education:
B.S. Accounting degree required
Work Experience, Knowledge, Skills & Abilities:
