Looking for experienced Master Planners with hands on expertise with Master Planning/Scheduling in MS Project with Department of Defense experience. What You'll Get To Do:
DOD SOF Military Units require Joint Terminal Attack Controller (JTAC) and Close Air Support (CAS) training program support services.
This position will provide programmatic training support resulting in operators qualified to conduct SOF JTAC operations, support requirements include:
Management, materials, and supplies (not otherwise provided by the Government) necessary to plan, schedule, execute and document JTAC training, as well as capture and report lessons learned.

The purpose of the US Special Operations Command Lessons Learned Program is to save lives, resources, and time through aggressive global collection, analysis, outreach, and dissemination of relevant U.S. Special Operations Forces observations, insights, and lessons to the Special Operations Forces (SOF) warfighter and Joint Community.
Specific duties include:

TJFACT is seeking to hire a Program Specialist to join our team in support of the Department of State – INL/KM Bureau in Washington, DC.!
The Program Specialist will support INL/KM/TAD’s strategic planning, research, and program analysis efforts to develop Bureau-wide doctrine, tools, and resources related to international criminal justice reform. The Program Specialist will also assist INL/KM to develop and implement liaison and outreach functions with U.S. federal, state, and local authorities; non-governmental organizations; professional associations; foreign governments; and research and academic organizations. The Program Specialist will assist INL/KM subject-matter experts and technical advisors to conduct research, review and analyze policy and program documents, and make recommendations on best practices and Bureau-wide strategy and doctrine for effective criminal justice and law enforcement reform.
Duties and Responsibilities:
Program Advisory Support
Utilizing specialized knowledge of international criminal justice and law enforcement reform, aids in drafting a variety of technical, programmatic, funding, and informational memoranda and letters related to INL doctrine and best practices.
Conducts research into countries of interest, trends, challenges, and important developments in law enforcement, justice, corrections, and counternarcotics. Also conducts research on emerging technologies that are utilized by criminal justice authorities and by criminal groups. Prepares this information into written reports or verbal briefings, as required, and provides recommendations to the INL/KM/TAD Team Lead to address inquiries and requests for guidance from the INL Front Office, INL/KM Office Director, INL program offices and overseas sections, Congress, the press, interagency partners, and external stakeholders.
Coordinates with subject-matter experts (SMEs) in INL/KM to draft recommended guidance, handbooks, manuals, doctrine, and programmatic resources for INL program offices to improve the design and delivery of effective U.S. foreign assistance programs in the criminal justice and law enforcement sector.
Reviews and analyzes INL/KM policy and programmatic documents and makes recommendations based on findings.
Provides support to SMEs for developing policies, drafting documents, and conducting analyses, feasibility studies, and strategy options.
Aids in conducting reviews of new and ongoing programs implemented by INL/KM and makes recommendations based on findings.
Aids in reviewing budgets and providing program estimates; using knowledge of foreign assistance program design and execution, evaluates program effectiveness in relation to the funding expended; aids in reviewing U.S. law enforcement assistance activities to determine funding requirements and whether funding is warranted and available.
Aids in strategic planning for INL programs, including by analyzing and making recommendations to improve Bureau-wide strategy and budget documents, and by facilitating review and input on these documents by SMEs.
As required, schedules and arranges travel for members of INL/KM, prepares and submits vouchers in E2 Solutions, and ensures timely submission of all receipts and other required travel documents. Stays current on travel regulations, policies, and procedures.
As required, prepares and processes purchase requests to support INL program implementation.
Supports acquisition, including in the area of acquisition planning, such as by conducting market research and developing inputs for government cost estimates.
Liaison and Outreach Support
Supports INL/KM’s liaison and outreach efforts within the Bureau and Department, with other government agencies, and with foreign governments, non-governmental organizations, professional associations, and academic and research organizations with expertise in criminal justice and law enforcement reform.
Composes correspondence as directed, such as thank-you letters, acceptance of invitations, invitation letters, etc.
Tracks INL’s agency memberships in professional associations (e.g., International Corrections and Prisons Association), including deadlines for renewal or subscriptions; makes recommendations based on analysis of INL mission requirements; and aids in drafting and processing appropriate Ariba actions to support program implementation.
Conducts research into external organizations with expertise, data, and information on trends and challenges in law enforcement, justice, corrections, and counternarcotics, as well as other topics related to INL/KM’s mission. Prepares this information into written reports or verbal briefings and provides recommendations to the INL/KM/TAD Team Lead.
Develops calendars and tracks all outreach and liaison activities planned by the INL/KM office.
Schedules and organizes large meetings, conferences, study tours, and INL training sessions and workshops, including reserving the appropriate venues. Selects time and location, notifies participants, ensures all required materials and services are provided in a timely manner, attends the meetings and takes notes, and prepares reports of the proceedings. Manages assigned team monitoring and evaluation implementation, including reviewing, collecting, and organizing data. Consult with the Manager or pharmacist directly to clarify a prescription problem. This indicates that the technician has the knowledge and experience to recognize a problem in which a physician or a pharmacist must be contacted to clarify or change a medication order.
Required to use judgment and experience to determine when a pharmacist is to be immediately alerted to a therapeutic problem.
When the technician is asked to act on dispensing instructions from a prescription, they can act and prioritize the requests.
The technician has sufficient experience with the type of requests and their critical nature to be able to know when to proceed and when to immediately alert a pharmacist for follow-up.
Set up medications needed for new orders and arrange for a pharmacist to check all preceding steps.
Receive supplies and check receipts against requisitions.
Check for shortages, breakage, deterioration and expiration dates. Discrepancies found are reported to the pharmacist.
Perform computer entry of vouchers or invoices into various program applications for monitoring pharmacy expenditures and generating reports.
Determine appropriate stock levels as well as the critical nature of different drugs and the consequences of being short on these supplies.
Consult with a pharmacist to prevent inventory problems and prepares requisitions accordingly.
Withdraw outdated drugs, determine proper disposition (destruction or credit returns) and prepare necessary paper work to initiate proper action.
Place supply orders through various sources, which include data entry into computer applications for figuring the total dollar value and generating a quarterly report, and determine the kind of packaging and shipping required for such items.
Make necessary changes to quantities requested depending on stock levels to avoid total depletion and notify a pharmacist of any discrepancies found in the requisition.
Package bulk drugs, which include liquids, tablets, capsules, ointments and creams, etc. into specific quantities and various size containers.
Operate various types of equipment such as tablet and capsule counting machines and labeling machines.
Record all prepackage information including lot number, expiration date, manufacturer, current date, initials (incumbent), and set them aside for final check by a registered pharmacist.
On a daily basis, check the medicine cabinet and all areas of the clinic where night pharmacy service is available. Responsible for refilling any missing pharmacy drugs or supply items used during the night.
Inspect and log the temperature of all refrigerators that contain any type of pharmaceutical and report problems to the Manager or Pharmacist.
Conduct orientations, for new staff, to pharmacy policy and practice within the clinic.
Keep staff appraised of changes in protocols, drug recalls, etc. that may affect patient safety.
Clean equipment and work areas in the pharmacy.
Perform record keeping functions in accordance with company policies and position.
Maintain functional proficiency and ease of use utilizing electronic health records as required by, and appropriate to, position.
Complete and pass all discipline specific competencies testing, initially and annually.
Complete all initial, annual and ad hoc training as required/assigned.
Maintain patient confidentiality, and confidentiality of medical records, in compliance with the Privacy Act and HIPAA regulations in all work activities.

• Muster each morning with the packing deck supervisor in order to receive instructions for the day.
• Pack tactical and non-tactical Commercial off the Shelf (COTS) Ram Air Personnel Parachute Systems (RAPPS). Must be qualified to pack and maintain military owned parachutes systems to include, but not limited to the following: MT-2XX main/reserve and non-standard main/reserve. Qualifications and certifications are listed below.
• Pack all and maintain all systems in accordance with military technical manuals and/or the manufacture’s recommendations.
• Fill out and actively maintain parachute history cards after each parachute is packed or maintenance is performed. It is imperative that all log entries are both accurate and fully legible.
• Perform repairs such as the patching of canopies, line replacements, hand-tacking and so on in accordance with FAR part 65, applicable military technical manuals & FAA-H-8083-17 Parachute Rigger Handbook PG 1-2. The two types of certificates differ in the level of experience and responsibility. A senior parachute rigger may pack, as well as maintain, a parachute by making minor repairs. A master parachute rigger has all the privileges of the lesser certificate plus the ability to make major repairs and alter parachutes according to the approved data. A major repair is one that if improperly done, can appreciably affect the airworthiness of the parachute. An example of this might be replacing a damaged canopy panel or altering a harness by changing the size of the main lift web. A minor repair is anything other than a major repair, such as, a small patch on a canopy or the replacement of a defective or worn connector link. The employees contracted for this effort are anticipated to spend less than 10% of their time performing repair work.
• Contracted personnel may be required to assist in military Rigger activity in and around active and in-active aircraft at the discretion of the work supervisor, and qualification level if qualified, perform any job duties on or related to oxygen equipment.
• Contractors will not perform parachute jumps, fast roping, or rappelling from government/military aircraft in the performance of air operational duties.

• Responsible for being familiar, and ensuring compliance, with the “cradle to grave” provisions as a “generator of hazardous waste”. Within the scope of responsibility are the proper ordering, disposal, storage, labeling, and assistance in the management of the Transportation Department Hazardous Material/Hazardous Waste program as specified by applicable Federal, State, and local Hazardous Waste/Hazardous Material regulations.
• Facilitates all regulatory inspections conducted by Navy, state, and federal regulators such as Environmental Protection Agency (EPA) and the like. Works with base and regional environmental representatives to correct all deficiencies cited in the compliance inspections. Communicate and coordinate with NSWG-1 Environmental and Base Environmental for routine assessments and policy guidance.
• Ensure all hazardous waste and or recyclable materials are properly identified, labeled, contained, segregated by hazard class, and turned-in for compliant hazardous waste disposal prior to the 90-day storage limit or other applicable waste storage limits (whichever is stricter).
• Place and review orders in SWIFT (Bizflow) to maintain sufficient on hand quantities to support vehicle maintenance. Will be responsible for having a working knowledge of and maintaining Transportations Authorized Users List (AUL) of 200 different hazardous materials that are authorized to be used as well as maintaining a readily available library of Safety Data Sheets (SDS) for proper handling and storage of hazardous materials currently authorized for use.
• Ensure compliance for the maintenance of records for the Hazardous Material/Hazardous Waste Program to include: letters of designation, personnel environmental training documentation, hazardous waste turn-in documents, storage area/tank inspection records, business plans, waste profile sheets, lab analysis, and copies of manifests or bill of lading. This documentation shall be maintained at the generator location within the command for three years.
• Work with and request HAZMAT from HAZMINCEN. Have a working knowledge of SOP’s, policies and practices for requesting and ordering of HAZMAT.
• Conduct Weekly inspections on the Civil Engineering Support Equipment (CESE) Maintenance facility onboard Naval Amphibious Base Coronado (NAB) and Tactical Ground Mobility Maintenance facility onboard Naval Outlying Field Imperial Beach (OLF) accumulation areas. The contractor shall provide, as required, increased levels of support to respond to high-priority, unpredicted, and/or time-sensitive Wargame Center requirements such as event setup and execution; and USSOCOM Commander, and Chief of Staff level taskings. The Senior Technology Support Specialist shall have a demonstrated expert knowledge of the Active AdvantEDGE software. This knowledge will facilitate the ability to rapidly assimilate user feedback and visualization requirements into proposed event strategies presented to the WGC Director for final approval. The contractor shall be experienced, trained and fully qualified to complete the following actions:

Ensure imagery data is optimized for viewing on the 20’x32’ 3D display space
Ensure imagery data is geo-rectified in the 3D display space

Manipulate and automatically populate data in the VPW software from multiple sources and programs

Place and reposition icons on the display
Create user-defined symbology and edit as required
Record and playback icons, annotations, and free form drawings in the software
Assist and support off-site or remote users with VPW software and their ability to collaborate with
Wargame Theater led events
Provide and assist J6 and SITEC team members with authentication and network protocol information
required to successfully collaborate on the VPW software with both internal and external organizations
Execute priority actions based on continuous feedback from the operators and risk-reduction
approaches if technology insertion is required to meet mission shortfalls or optimize VPW software
Assist SITEC team members with hardware reconfiguration, installation, and expanded requirements
in and out of 501A Room 110 as required by Wargame center personnel. Personnel must be able to lift
up to 50lbs to meet this requirement.
Clearly articulate and provide instruction to planners on required data formats to be ingested and
manipulated in the VPW software
The contractor shall provide Technical Support specialists who will coordinate with other Wargame
Center and Special Operations Forces Information Technology Enterprise Contract (SITEC) team
members.
The contractor shall support and advise Government representatives as required in order to
meet established event performance criteria.
Daily, ensure effective and timely coordination with other technical and support members that are both
within, and external to the Wargame Center. Collaborate with other functional and technical staff to
develop Wargame events in the Active Advantage software.
Provide decision support activities to leverage in-depth software knowledge to assist Wargame Center
personnel in exercising discretion and prudent business judgment in structuring tailored, responsive,
and innovative VPW events to best meet USSOCOM-approved user needs.
Provide technology insertion in the VPW software in order to best meet USSOCOM user needs
Actively engage in, and host as requested, Government meetings such as Wargame event planning
reviews, report observations pertaining to overall status and develop risk mitigation strategies and
recommended solutions as required.
The contractor shall respond to increased software requirements by leveraging its engineering
staff and coordinating effectively with Original Equipment Manufacturers and support activities.
The contractor shall provide IT Specialist/ Active AdvantEdge SME/ Active Catalogue Technical Support
The contractor shall interact with customers both in USSOCOM HQ and outside agencies in dealing with
VPW software. The contractor will provide increased levels of support for USSOCOM Commander, and
Chief of Staff level tasking to provide requested information, whether preparing briefings, VPW software
scenarios or vignettes, or other media for Wargame Center personnel to support events; respond to
questions on event planning and execution; and respond to other requests for information.
The contractor shall complete this support within the assigned time frame to meet the technical and quality
requirements assigned by the requester.
Hours of Work: Normal core hours are 0700-1600, however, work to be performed may have to be
accomplished during non-traditional hours 1700-0700 for event preparation. Contractor may be required
to perform VPW maintenance during non-traditional hours (1700-0700) and potentially on weekends in
order not to impede scheduled events that occur during 0700-1700 hours Monday through Friday.
