The Special Tactics Commodity Acquisition System Management Support serves as an acquisition SME responsible for assisting in researching, analyzing, identifying, developing, coordinating, and documenting capability based operational requirements.
Duties:
Assist in ensuring cost, schedule, and performance are within scope and tolerance of the specified project.
Maintain awareness of numbers, location, and cost of commodity area equipment and systems.
Continually conduct market analysis and look for cutting edge Commercial of the Shelf (COTS) and Government of the Shelf (GOTS) developmental efforts applicable to the assigned commodity area.
Participate in the research, planning, development, and testing of equipment in preparation for acquisition and operational fielding.
Assist in developing, identifying, defining, and resolving a wide variety of complex technical and management issues related to major aspects of war, mobilization, and contingency plans, as well as core comprehension of Acquisition, Systems Engineering, and Developmental and Operational Test and the most productive use of resources.
Support programs regarding plan of action, which are complicated by extreme diversity in the activities of supporting organizations, volatility, of customer requirements, changing priorities or goals and conflicting or inadequate policies, regulations and/or guidelines,
Consider impact of actions taken on the total effort, shall weigh all factors involved to recommend trade-offs, and analyze the interrelationships of widely diverse programs required to achieve overall objectives and goals.
Assist in programs for acquisition of complex and highly technical items and devices in both a classified and unclassified environment.
Apply sound fiscal and program management principles to constantly changing funding levels and directives, which impact upon program or project milestone decision authorities.
Support assessments of programmatic uncertainties (risk) due to possible cost escalation, life cycle management beyond budgeted levels, technological, and safety issues.
Requirement
5+ years of experience as acquisition systems management in Special Tactics, Joint, and Special Operations Forces operations, employment scenarios, tactics, techniques, and procedures
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of tactical combat, survival, and support systems and procedures for use of such equipment and systems during major operations such contingency, military operations other than war, mobilization, and deployment
Knowledge of USSOCOM requirements generation process in preparation for Program Objective Memorandum (POM), strategic planning process, Future Years Defense Plan (FYDP), and DOD/USSOCOM acquisition directives.
Ability to plan, organize, and develop studies or projects and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial resources and may require extensive changes in established concepts and procedures.

WWC Global is currently seeking Joint SOF Trainers for a high visibility program providing training and exercise support to U.S. Special Operations Command (USSOCOM). The Joint SOF Trainers plan, direct, and coordinate the activities required to execute the all portions of the Joint Exercise Life Cycle (JELC) for USASOC’s exercise programs. The Joint Exercise Life Cycle is all of the events and actions required to design, plan, and execute major training events that prepare US Special Operations Forces (SOF) for operations in support of the nation’s strategic initiatives. Supported entities include, but are not limited to: 1st Special Forces Command, USASOC, USSOCOM, Geographical Combatant Commands, Theater Special Operations Command (TSOC) and Partner Nations.
Duties include but are not limited to:
Serve as SOF Operations & Planning Analyst/Trainer for operational level planning and Mission Command.

Plan, prepare, and manage the comprehensive exercise design and scripting support during all JELC events to include duties in the Joint Exercise Control Group (JECG).
Develop and write operational level plans and orders that follow the Joint Operation Planning Process (JOPP).
Serve as a JECG / TSOC Staff Officer or other required HICOM or adjacent unit role play (i.e. TSOC J3, J35, DATT) during exercise execution.
Provide Subject Matter Expertise (SME) in Joint Operation Planning Process, Mission Analysis, and Military Decision Making Process, and Joint Training System as they apply to a SOF planning process.
Conduct research on current real-world events and incorporate them into relevant scenario injects that allow the training audience to meet the exercise’s training objectives.
Develop and manage a library of CONPLANS and OPORDS that can be re-used in subsequent exercise rotations.
Provide subject matter expertise on deliberate planning, crisis action planning, and mission command for units preparing to support special operations, support of named operations, and Overseas Contingency Operations (OCO).
Provide advice on how to integrate commercial off the shelf UAS and USG C-UAS TTPs and equipment into the exercises.
Throughout the conduct of exercise, capture observations and prepare after action reports, to include collecting, analyzing and reporting lessons learned.
Develop scenarios, injects, and master scenario events lists (MSELs) for practical, table top, and vignette type training events and venues.
Perform other tasks and activities as deemed necessary by the JADE HELM exercise cell leadership.
CONUS and OCONUS travel required.

Experience Preferred:
A minimum of twenty (20) years of progressively responsible experience of whichat least fifteen (15) yearsis in program/project management or oversight of DoD S&T and RD&A efforts at the Headquarters level or equivalent. Required certifications:

The Rotational Engineering Program is an 18-month rotation program that provides engineers an opportunity to gain meaningful engineering experience in a variety of departments across Colorado Springs Utilities. Starting with a foundational rotation, you’ll gain exposure to the operational areas of Colorado Springs Utilities as well as the supporting business functions that you’ll work with throughout your career. Who you are…
Ideally, you will have 2+ years of experience in the skilled operation of equipment including backhoes, front-end loaders, skid steers, track excavators, dump trucks, and roll-off trucks. A valid Commercial Driver’s License (CDL) with tanker endorsement is preferred, however, we will consider candidates with previous equipment operator experience who have the ability to obtain and maintain a CDL within 6 months of hire.

· Review and document performance issues in relation to original contract award amount and completion time, ensuring appropriate approvals; review progress reports, updates, plans and schedules.
· Review, monitor, and report, the status of multiple contractor projects to various POs to ensure the results achieve the Bureau’s goals.

· Monitor the contractor’s requisition of supplies and materials to complete construction projects.

Required Skills and Experience

Duties and Responsibilities: The Program Analyst duties include, but are not limited to:
-Assisting the Training Officer in scheduling of training and monitoring of
combatant craft detachment readiness.
-Assisting in maintaining all training records, tracking of Personal Qualification
Standards (PQS) line items, following up on letters of designation by initiating
letters of designation with the Administrative Department (ADMIN) planning
and administering written test for crewmen, planning, and coordinating oral
boards for Prospective Officer in Charge (POIC) and Officer in Charge (OIC)
candidates.
-Assisting the Training Officer with ordering, tracking, and receiving training
supply requisitions. The Contractor shall transfer all training records into
electronic formats and update those electronic files in coordination with the
command Training Division. The Contractor shall create and maintain a recall
“alpha” roster for the command Training Division.
-Assisting in compiling and forwarding base access requests. Contractor may be
provided limited access badge number, military rank, and civilian grade.
-Assisting in scheduling joint command, Navy Air, Navy Surface, and Navy Sub[1]Surface assets for the command in support of Full Mission Profiles (FMP) and
other training evolutions.
-Entering and processing all data for Navy Training Information Management
System (NTRMS).
-Assisting in command level scheduling and coordination of the following:
-Aviation assets, both fixed wing and rotary wing, in support of NSW

publications commonly used in a rating.
-Assist in ensuring that readiness requirements and combatant craft detachment
training issues are met.
-Attending unclassified conferences to include Naval Special Warfare/Naval
Special Warfare training and Mission Essential Task
Lists METLs) Conferences. Contractor attending conferences for informational
purposes on behalf of the Training Officer. Following conference attendance,
the Contractor shall submit an out brief to the COR on the information
presented in the conference. This may require travel.
- Participating in unclassified review panels for various command Operational
Plans (OPLANS) and Concept Plans (CONPLANS) involving NSW combatant craft
participation. The Contractor shall draft documents providing recommendations
in response to OPLANS and CONPLANS. These documents shall be written with
sufficient definition and clarity to serve as an initial draft NSWG-4 submission
for transitioning to the next step or phase of the respective requirements
generation process. These draft documents shall be provided to, reviewed by,
and finalized by Government personnel. This may require travel.
Program Analyst Skill Set:
-The FTE shall have significant analytical, organizational, coordination, and
communication skills to effectively balance and schedule competing priorities.
-The FTE shall have substantial working knowledge and proficiency in computer
systems and software to include, but is not limited to; Microsoft Office software
programs, Automatic Message Handling System (AMHS) to prepare

Provide communication and information services that ensure cyber weapon systems are fielded and capable to desired military effects. Additionally, the contractor shall ensure that execution elements are properly equipped and trained to support Air Force cyber war game mission tasking.
Organize team activities within the weapon system office responsible for the platforms and environment for systems architecture and other communications devices as required.
Provide technical guidance and support for functions including new technology for development of architecture based systems and platforms, computer and telephone systems, and the AF cyber weapons repository.
Coordinate computer support, system sustainability, cadre training, and conduct staff assistance visits to 688 CW cyber weapon system units. The contractor shall also evaluate programs as well as advise and assist units as needed. The contractor shall review organization mission functions, manning and identify requirements and help to initiate requests for additional resources as required.

Contractor will provide recommendations to 688 CW leadership regarding the following: courses of actions, methods to meet mission needs, resource adjustments, improvements in efficiency, and maximization of global wing resources used to ensure the 688 CW is capable of providing the necessary information technology (IT) resources no later than 24 hours for all work.
Assist in 688 CW management of positions, coordinating with several different Civilian Personnel Offices on staffing, Request Personnel Action (RPA) generation, employee/management relations, performance management issues and civilian training issues.
Coordinate with MAJCOM personnel on the conversion of contractor to civilian billets and create actions to encumber all newly created positions; assist in 688 CW management of positions, coordinate with several different Force Support Squadrons (FSS) on military requirements, change force restructuring requirements and programs, then analyze the impact to the 688 CW and ending with a producing high level briefings for the 688 CW CC.
Provide reports and briefings as directed by leadership; provide military personnel management analysis and evaluations that assists and supports the 688 CW staff in the management of military wing staff personnel and the overall Wing's military personnel policies, procedures, training, and programs; coordinate and advise military wing staff personnel supervisors and military members about military upcoming personnel issues and force management programs in conjunction with the Military Personnel specialist; respond to inquiries and engages the appropriate agency for resolution.
Provide guidance and assistance IAW AFI 36 & 38 series established directives and guidelines.
Assist in ensuring military programs, i.e., promotions, awards and decorations, and Professional Military Education (PME) selection are scheduled, coordinated and meet appropriate timelines for notification and submission to 688 CW, 16 AF or ACC for action.

More About this Role:
All work will be executed remotely at your home location, and you will deliver products digitally to the client. While providing support you will be directly responsible to create and provide documents that include, but are not limited to: scripts for any simulated radio transmission from SOTF to CJSOTF, detailed tactical reports (e.g. 9-line MEDEVAC, Troops in Contact notifications), emails from higher headquarters outlining guidance and intent from SOJTF. The objective of this effort is to provide professional services and Subject Matter Expertise (SME) support to the 688 CW. Cyber Support Services (CSS) is intended to support the development and deployment of cyberspace missions across the 688 CW. The result of this effort will enhance operational effectiveness. Provide subject matter expertise to the 688 CW for current operations, readiness, plans, programming, manpower, resources, personnel, operations support, budget, training, and facilities as required.
Provide direct support to the 688 CW, groups and units as required.
Provide program and project management to the 688 CW.
Work directly with 688 CW current operations, readiness, plans, programming, manpower, resources, personnel, operations support, budget, training, and facilities as required.
Coordinate and provide support to Squadron Commanders and Group Leadership to contribute toward 688 CW mission success.
Provides customer service for military and civilian personnel.

Analyze multiple data sources to generate strategic fiscal planning reports for 688 CW Command and Wing staff; operate and improve existing tools and models, build new financial models to analyze and reconcile program data plus forecast over the Future Years Defense Plan, and develop program reports and recommendations for improvements regarding the overall budget and execution process and strategic reporting capabilities.
Prepare briefings and reports for 688 CW to summarize estimates, findings, cost-benefit analysis and recommend best course of action. (A001/A002)
Participate in conference, meetings, and symposiums as required

Provide courses of action for unique or time-constrained activities in the 688 CW to assist in achieving mission success.
Coordinate and provide support to Squadron Commanders and Group Leadership to ensure 688 CW missions proceed; assistance provided as required.
