Job Responsibilities: Expert-Level SIGINT Analyst (SIG) shall have advanced targeting skills and firsthand experience targeting networks, individuals within networks, and identifying vulnerabilities for exploitation. Intelligence analysts shall have a deep understanding of the F3EAD targeting cycle as well as the current data, tools, and techniques used for each phase of targeting. Advanced Microsoft Office skills and proficiency using current analytic tools, databases and Intelligence and operational systems is required.
SIGINT Analyst shall have advanced SIGINT knowledge to identify and or confirm individuals, organizations, facilities, locations, trends, or patterns of interest associated with a high value target or network of interest in a collaborative environment. Coordinate SIGINT procedures with internal and external SIGINT activities to ensure the collection, dissemination, and/or precision geo-location activities adhere to guidance and appropriate directives. SIGINT Analysts shall have a high level of proficiency with NSA and other SIGINT analytical databases covering both DNR and DNI related technologies. Job Requirements: Expert-Level SIGINT Analyst (SIG) shall possess the following qualifications:

IDL SME shall have a minimum of ten (10) years of experience performing analytical intelligence related operations while serving in an Intelligence Task Force, National Intelligence Support Team, National Military Joint Intelligence Center or Combatant Command, or, a non-DoD equivalent IA operational community.
Of the foregoing experience, the IDL SME shall have not less than five (5) years of operational analysis experience in their analytical field. Two (2) years of experience in a managerial level position in support of special operations and combat overseas tours with a SMU and or SOF in an operational environment providing a direct analysis support function is highly desired.
IDL SME shall have advanced skillsets with the F3EAD targeting methodology to include broad knowledge of additional intelligence disciplines and significant demonstrable experience in their field capable of leading analytical efforts culminating in products.
IDL SME shall have advanced skillsets with the Intelligence Cycle, HVI Targeting, Social Network Analysis, Patterns of Life Analysis and one or more of the following areas: Human Factors Analysis, Human Terrain Analysis, SIGINT Targeting, Convergence Analysis, and Intelligence training.

Overview:
JobHaus seeks an exceptionally qualified Capability Portfolio Manager (CPM) to support Joint Staff Battlespace Awareness (J28) Collection Capabilities. This Capability Portfolio Manager will support the Deputy Directorate for Battlespace Awareness (J28) and the Battlespace Awareness Functional Capabilities Board (BA FCB). The candidate will be capable of supporting the Joint Staff/ J2’s mission to provide Secretary of Defense (SecDef), Chairman of the Joint Chiefs of Staff (CJCS), Combatant Commanders, and the Joint Staff (JS) with national-level military intelligence products and future capability development.

Responsibilities:
Analyze current ISR capability and capacity in the context of operational requirements in order to make a validation recommendation to the Joint Requirements Oversight Council (JROC).
Analyze Joint and combined DoD information system capabilities and make recommendations on how to integrate them with IC and Defense Intelligence Enterprise (DIE) systems.
Review JCIDS, acquisition, and PPBE documentation and make recommendations on programs within or impacting the DoD.
Assess and analyze JCIDS, IC Capability Requirements (ICCR), and other programmatic documents to provide validation recommendations on CCMD, Service, and Combat Support Agencies (CSA) identified capability requirements and program decisions.
Assess potential ways to mitigate validated gaps to inform investment recommendations to the Joint Requirements Oversight Council (JROC).
Advise leadership and customers on statutes, regulations, directives, procedures and guidance impacting validated joint warfighter capability requirements.
Brief and advise senior leaders, management and individual staff members on areas of expertise to inform recommendations and decisions.
Analyze and assess BA capability portfolio programs and provide recommendations to improve efficiency and effectiveness of BA Capability Portfolio Management.
Review Service, Joint, and Agency requirements, policies, Concepts of Operations (CONOPS), standards, and business processes for impact on JS J2 equities, the IC, and operational users.
Prepare responses for government release within assigned portfolio.
Review ISR capability gaps and Joint Urgent Operational Need Statements and Joint Urgent/ Emergent Operational Need Statements (JUON/JEONs) articulated by combatant commands (CCMDs), Services (i.e., Army, Navy, Air Force, and Marine Corps), Combat Support Agencies (CSAs), and operational commanders.
Liaise with JS J8, Service acquisition, Research, Development, Testing, and Evaluation (RDT&E) arms, and other DoD and Intelligence Community (IC) entities developing and tracking future capabilities.
Support internal/external assessments of DIE requirements, to include integration and interoperability goals and objectives.
Support JS Directorates in various DoD and IC communities of interest (COIs) or forums matching requirements and capability needs to documented ISR gaps and deficiencies.
Identify, track, and monitor BA portfolio programs and provide recommendations to improve efficiency and effectiveness of BA Capability Portfolio.
Support resolution of Joint Staff Actions Processing (JSAP) tasks, eTasks/DARTs, and others as required.
Perform other analytic duties as assigned.

Job Summary
Primary duties consist of driving opportunity from capture decision to contract award, managing bid strategies and overseeing the development of the technical, management and cost strategies responsible for securing existing and winning new business opportunities in the intelligence community market and specifically focused on Cyber and Secure Networking elements The Senior Capture Manager is responsible for identifying the need or benefits of teaming partners and the associated oversight of required agreements.
The individual is responsible for aiding the Business Development Manager with shaping the RFP, determining customer intimacy, and identifying strengths and weaknesses of the organization in pursuit of the opportunity. The Senior Capture Manager is also responsible for determining the most likely requirements to successfully win an opportunity to include development and articulation of the solutions required, win strategies, themes, and discriminators.
Individual must be able to clearly communicate these to both corporate executives and the proposal team.
The Senior Capture Manager is responsible for the development and solutions, implementation and management of the capture plan and associated strategy into the proposal end-product and corporate offering.
The successful candidate will have experience targeting the market, identifying and qualifying new business opportunities and leading business development teams through the capture process to include: customer contact, competitive intelligence, gap analysis, and bid team structuring; development of the value proposition, win strategy and offer design; price-to-win and design to cost; bid a business case; proposal product development, color reviews, submission, final proposal revisions, hand-off for implementation, lessons learned continuous improvement, new business budgeting, and cost control.
Minimum Requirements
A minimum of seven years of Capture Management experience with proven capability to execute a capture strategy and win pursuits Bachelor’s degree in business or a field related to Client service offerings Top Secret Clearance Proven capability to act as a Senior Capture Manager for various size pursuits ranging from $50M to $1B Experienced with rapid IDIQ task order processes and responses to a defined timeline Ability to work in a matrixed, fast-paced team environment Experience with CYBER domain and trade-craft approaches across multiple intelligence disciplines Prior business development experience in the Intel Community market Ability to develop proposal objectives from vaguely defined requirements Effective oral, written, and presentation communication skills coupled with the ability to establish and maintain productive customer and industry participant networks are essential Efficiency in the use of Microsoft (Word, PowerPoint, and Excel) is required Experience solving problems, developing innovative solutions to complex technical and business issues, and leading teams toward meeting proposal requirements and corporate business goals
