***This position is classified as a temporary “Hourly” position to support seasonal/temporary work. As such, if hired, you will be considered an at-will, supplemental full-time non-exempt employee.
Colorado Springs Utilities is seeking to fill a Utility Locator job. This excellent position will enable the selected candidate to work as part of a highly skilled team while eventually serving our customers in an autonomous capacity. The selected candidate will perform locating activities on public service utilities for residential and commercial customers and includes extensive in-person customer interaction thus requiring excellent communication, conflict management, and customer service skills.
This role sometimes will require working overtime, weekends, holidays, and 24-hour call-outs as business needs demand. In addition, there will be times you will work in challenging conditions, respond to emergencies, and are subject to working in all types of weather conditions. The selected candidate will be required to live in the Colorado Springs Utilities service territory or be able to move into the service territory within five (5) months of the hire date.
Why should you apply? In this role, you will be responsible for locating Colorado Springs Utilities-owned and operated underground infrastructure, meeting with contractors and homeowners to assess locating needs and interacting with customers to provide information regarding the type, location, and composition of utilities in the area. In addition, you will prepare drawings with the excavation area, utility line location, and hazards. Maintain locating equipment, stock levels, and vehicles, update construction print files, and inspect damaged or severed utilities to determine the extent of damage and liability. You will also be required to drive a company vehicle to customer locations.
So, what does it take to be successful in this position? Most people in this occupation will have completed a High School Diploma or General Equivalency Diploma (G.E.D.) and have up to two (2) years of experience operating utility locating equipment, the ideal candidate will have previous utility locating experience and knowledge of gas, water, electric, and wastewater system principles. Strong customer service skills are a must. A valid Driver’s license is required.

What You’ll Get to Do:
As a CACI-Wexford Open-Source Intelligence (OSINT) Analyst in the Special Operations Command North (SOCNORTH) Analytical Network (SAN), you will provide embedded analytical network support to SOCNORTH other government agencies in order share intelligence between organizations in support of executing SOCNORTH mission priorities as they intersect with the embedded agency in the defense of the Homeland. The OSINT Analyst will perform in-depth all-source research and analysis; and prepare written assessments for SOCNORTH in support of policy, intelligence, law enforcement, and DoD partners. Other duties include:
You will use a variety of analytical principles, concepts, and methodologies to produce OSINT and all-source intelligence products and target development packages.
You will access, harness, and leverage bulk data, big data, and social media to inform and drive the all-source analytic process.
You will analyze large amounts of data and provide credible intelligence assessments on threats, threat actor capabilities & intentions, and networks in accordance with and determined by SOCNORTH missions and Priority Intelligence Requirements (PIR). Intelligence products created in support of SOCNORTH include but are not limited to joint intelligence reports, papers, briefings, and/or reviews.
You will use a full range of methodological approaches and analytical tools to evaluate issues important to the customer and resolve key intelligence questions at the strategic level.
You will through OSINT analyses contribute to the development of new solutions, process and standards while communicating with parties external to your organization, which includes entire the SOFETOPS enterprise, the interagency and its community of interest (COI).
You will directly support the HUMINT planning and policy development for large and complex projects.
You will Integrate data originating from a wide variety of incongruous sources in disparate and incompatible formats, including conversion of defined and digestible data sets to common ontologies for potential ingestion and use by SOCNORTH J2.
You will determine “fact of” relationships, establish normal activity baselines, and uncover masked or hidden relationships (e.g., network-to-network relationships, nation state involvement). Conducts analyses regarding personality, node and activity trends, patterns, and deviations.
You will identify and expose key personalities, nodes, relationships, activities, motivations, patterns, vulnerabilities, and anomalies within the value chain’s infrastructure supporting SOF operations.
You will maintain a DoD TS/SCI security clearance to facilitate the intelligence exchanges as the highest classification levels as well as fulfilling Law Enforcement Agency (LEA) requirements needed to gain/ maintain access to internal LEA intelligence systems.
You’ll Bring These Qualifications:
Current Top Secret/Specialized Compartmented Information Security Clearance.
Bachelor’s degree and 3+ years of experience, or associate degree and 7+ years of experience, or 9+ years of All-Source work experience with 2 years OSINT experience supporting Special Operations Forces.
Minimum of three years’ experience in operations coordination roles of responsibility within a tactical, operational, or strategic level command or while supporting a DoD contract of similar size and scope.
Must be self-motivated and able to operate efficiently and effectively without direct supervision in joint and interagency environments while maintaining communication with and responsive to SOCNORTH J2.
Working knowledge of tools, methods, and concepts of portals and other real or near real time knowledge management systems.
These Qualifications Would Be Nice to Have:
Active-duty military OSINT experience while assigned to or directly supporting USASOC or Joint SOF organizations.
Must be able to work independently with limited government oversight and function effectively as part of a team in a joint working environment.

Duties and Responsibilities
Manage, populate and edit graphic/web content for a high-traffic website and its social media pages. Creates, develops and codes design and web solutions that have a high visual impact. Responsible for designing, developing, modifying and implementing computer generated and photographic artwork, images and layouts for web and social media platforms as well as managing all aspects of the functional website.

ITL SME shall have a minimum of ten (10) years of experience performing analytical intelligence related operations while serving in an Intelligence Task Force, National Intelligence Support Team, National Military Joint Intelligence Center or Combatant Command, or, a non-DoD equivalent IA operational community.
Of the foregoing experience, the ITL SME shall have not less than five (5) years of operational analysis experience in their analytical field. Two (2) years of experience in a managerial level position in support of special operations, and combat overseas tours with a SMU and or SOF in an operational environment providing a direct analysis support function is highly desired.

Duties:
Collaborate with space operations centers and space acquisition offices to review plans, procedures and technical documentation and provide recommendations on US Space Force (USSF) related policy, strategy, and guidance.

Previous experience as an Intelligence Analyst or Intelligence Research Specialist in a strategic or research driven environment in support of Intelligence Community missions within the space domain is a plus.
Previous experience as an Operations Research/Systems Analyst (ORSA) is a plus.
Previous experience within the Air Force Space Command (AFSC), Army Space & Missile Defense Command (SMDC), USSPACECOM, or USSF is a plus.
Required Skills:
Expertise providing decision support among diverse agencies, customers, and stakeholders (e.g., commercial, civil, governmental partners) within the space domain;
Demonstrated proficiency in conveying operational space capabilities, their limitations, employment, needs, and requirements through customer-desired products and forums;
Familiarity with space operations and strategy in the context of providing support to joint operations by ensuring operations and capabilities are positioned to support or anticipate end user needs;
Knowledge of space and space launch/flight doctrine to include orders, plans, policies, instructions, and concepts of operations;
Work with minimal guidance and be fully capable of meeting most analytic objectives without direction;
Ability to work independently or as part of a team;
Ability to break down and analyze complex and/or difficult problems;
Ability to research and prepare extensive reports from various sources of information and compile/present findings to clients in a clear and concise manner;
Advanced speaking and report-writing skills for effective communication in national security environments;
Excellent customer engagement skills with the ability to recognize and keep sensitive client information confidential;
Attention to details and a commitment to accuracy;
Collaborate to provide accurate technical information that contributes to synergized analysis that is better than the sum of the individual parts;

Knowledge of statistical analysis and data visualization tools;
Ability to plan, analyze, and assess Command and Control, Space Domain Awareness, Space Situational Awareness, and space control concepts, architectures, plans, policies, doctrine, and requirements;
Expertise to provide analytical and administrative support to, and/or products and documents for, combined/joint space operations planning consistent with Joint Publication 5.0, Joint Planning;
Ability to analyze technical capabilities, mission objectives, and available resources to develop strategies, policy guidance, Concepts of Operations (CONOPS), perform Analysis of Alternatives and conceptualize solutions to achieve or optimize space operations objectives;
Experience in reviewing, analyzing, and recommending revisions to space operations documents including Directives, Instructions, CONOPS, agreements, and requirements documents in support of the USSF;
Expertise to provide analysis of potential impacts to USSF missions and corresponding operations involving US and foreign space policy related matters;
Knowledge needed to support the resolution of anomalous events or USG or international policy changes that impact space operations;
Experience in providing administrative and analytical support for the evaluation of Commander Priorities, unit readiness, current operations, and other assessments including analyzing and recommending revisions to ensure alignment with applicable orders/ missions within the space domain;
Demonstrated expertise with analytic methodologies in support of intelligence production.
Security Clearance Required: Top Secret with eligibility for Sensitive Compartmented Information and Special Access Program related activities.
