2. Screening Access Control Specialist (Afghanistan) (S)
OT Training Solutions is seeking multiple contingent candidates for the following position. Work is anticipated to begin 1st Quarter 2013.
Job Description:
Responsible for the medical screening and vetting of over 20,000 local national personnel that work and/or live on Bagram Airfield. Reviews and assists the Force Protection Officer to establish a BAF Base Defense Plan.
Required Hours:
Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training six (6) days per week for up to twelve (12) hours per day while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites.
Responsibilities:
• Assigned to a team of Soldiers and civilians responsible for the screening, vetting, and identification validation of over 20,000 contractors and local nationals that work on BAF.
• Review and assist the Force Protection Officer to establish a BAF Base Defense Plan and all force protection conditions on BAF and assigned area of operation.
• Recommends to the FPO access priveleges for all civilians, their items and vehicles that enter and exit BAF. Conduct vulnerability assessments on FOBs/COPs in TF AO.
• Responsible for all badging and briefing programs related to access to Bagram. Screening cell leader validates eligibility for badging. Works with sponsors and units to streamline and support badging needs.
• Ensures Hiring Authorities are qualified to sponsor badge request. Supervises BATS operations at the entrance control points.
• Serves as Access Control Assistant with responsibility for performing administrative and clerical work involved in processing and issuing installation identification cards/passes to personnel working or requiring access to Bagram Airfield.
• Performs other duties as assigned.
Skills:
• Knowledge of office automation and clerical work involved in the processing, issuing, control and revocation of installation access identification such as photo cards/passes for appropriate personnel.
• Maintaining records and documents and preparing various reports, initiating and changing access as required.
• Capable of performing a full range of standard clerical assignments in support of access control. Performs related steps, processes, and methods, identifying and recognizing differences among situations, and resolving recurring problems
• Must communicate effectively in English, orally and in writing.
• Capable of independent judgment
• Demonstrate good temperament, judgment, patience and human relation skills and be able to communicate with the military, contractors, civilians, and local nationals in an occasionally contentious environment
Required Qualifications:
• Type 40 words per minute.

Support the Garrison and associated military tenants. Contractor will provide architectural advice, expertise and assistance with all architectural/engineering projects. • Review/approve shop drawings and vendor submittals, develop and prepare documentation associated with field based requests for information, review/approve work in the field, prepare and monitor punch lists
• Support scheduling for the architectural design effort
• Support for estimates of construction costs including material take-offs and cost opinions. Provide cost saving design alternatives.
• Ensures that architectural design work is coordinated with project staff and engineering disciplines by maintaining clear and frequent communication.
• Advises project management regarding any problem areas, staffing requirements, delays in production, scope changes, or other events which could affect project completion and/or profitability.
• Keeps abreast of current technologies.

6. Civil Engineer (Afghanistan) (S)
OT Training Solutions is seeking multiple contingent candidates for the following position. Work is anticipated to begin 1st Quarter 2013.
Job Description:
Provide professional engineering services to the Garrison A&E team. Must be a college degree engineer, have a minimum of five years of design experience and be capable of: working out calculations with regard to structural, water design, earthwork, basic roadwork; providing civil design services including preparation of civil/site work drawings, structural evaluations and designs, and water/sewer designs based on existing local utilities and facility load and use; and work in conjunction with CAD designer to take hand-drawn plans from engineers from multiple disciplines (i.e., civil, mechanical & electrical) and utilize AutoCAD to create presentable and accurate facility and infrastructure plans for concept and statement of work requirements for project execution. Engineer will also be proficient in AutoCAD 2007 or later.
Required Hours:
Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training six (6) days per week for up to twelve (12) hours per day while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites.
Responsibilities:
• Applies engineering principles and practices for the planning, design and operation of the municipal water and sewerage system.
• Develops and maintains water and sewer line engineering and design standards.
• Performs field engineering surveys and keep field survey notes.
• Reviews plats and plans and submits reports to the Garrison for consideration by the Master City Planner.
• Reviews and approves water line design plans.
• Reviews and approves sewer line plans.
• Determines the availability of water and sewer to specific sectors and/or lots.
• Makes recommendations for improvements for inclusion in the budget.
• Coordinates and reviews surveys to prepare easements and to establish control of line and grade in the construction of water lines and sanitary sewers.
• Reviews and recommends changes related to water and sewer issues to the Garrison.

• Reviews and approves hydraulic calculations for extension of water and sewer lines and sewer line cut sheets.
• Reviews contract change orders and pay requests for water and sewer projects.
• Assists in the development of hydraulic computer models of the water distribution system. Collects field data for calibration and verification of the model.
• Sizes water service line connections and meters.
Skills:
• Must communicate effectively in English, orally and in writing.
• Knowledge of standard engineering principles and practices and design standards for water and sewer lines.
• Perform field engineering surveys and keep field survey notes, and prepare property line surveys.
• Ability to learn engineering software systems is required. Knowledge of software systems, including Watercadd water distribution modeling and Intergraph applications, is preferred.
• Working knowledge of land surveying with registration as a professional land surveyor preferred.

Duties and Responsibilities:
Possess experience in military command, control and communications. Amplifying Doctrine Writer: We have an immediate job opportunity for a retired Marine Officer/05-06 or Senior NCO E8-E9 capable of writing doctrine in particular how to fight at the squad, platoon and company levels for Marine Infantry.
The position is two phased. Phase one begins on or about 26 August. It entails telecommuting from home and has three deliverables which are table of contents , draft of Chapter 1 and gathering all the materials required to finish the manuals and associated unit training standards prior to moving to the UAE. On or about 3 October the candidate would arrive in the UAE for 10.5 months and would finish the how to fight manual and start the draft company level doctrine for follow on contracts.

Is responsible for the day-to-day operational aspects of coordinating, planning, and carrying out various duties involved with the effective and efficient running of the National Wildlife Refuge biological programs and services. Develops and fosters partnerships with other Federal, state and local agencies, and private organizations to protect lands around the Refuge. Develops and carries out active stewardship of natural resources beyond Refuge boundaries to improve and safeguard the Refuge, and to enhance or protect trust resources over large geographic areas. Assists the Wildlife Refuge Manager in applying current and changing natural resources laws, rules, and regulations that affect the National Wildlife Refuge System (e.g., water rights, rights-of-way, oil and gas, easements, fee title lands, etc.) to ensure that all activities with the Refuge program remains in compliance. Assists with the planning and directing of the Refuge comprehensive public relations/public use program, including off-refuge programs, interpretive and educational programs, wildlife dependent recreation (hunting, fishing, wildlife observation), and other recreational management activities-to maximize use of the Refuge. Assists the Wildlife Refuge Manager and other senior management in the development of long-range plans, annual work plans, budgets and work schedules. Administers the facilities and equipment management program.
-This position requires Federal law enforcement authority. As such, the position will perform law enforcement duties that are integral to protection of natural, cultural and human resources through the investigation, apprehension and detention of individuals suspected or convicted of offenses against the criminal laws of the United States. Will required to maintain law enforcement credentials to perform law enforcement duties.
-If selected, you will be required to obtain a pre-employment physical examination by a licensed physician certifying your ability to perform the duties of this position. In addition, you will be required to pass a psychological examination prior to appointment. This is a drug-testing designated position. This training is generally completed at an alternate location other than the assigned duty station. Failure to successfully complete these training requirements will be grounds for termination.

Responsible for formulation, execution, monitoring, and reconciliation of current and prior year budgets for assigned field stations. Analyzes historical budget and financial data for use in the development of budget estimates, justifications, and projections. in need to available resources through our comprehensive database of health
and human services. Our service is available 24/7 in over 150 languages and
can be accessed toll-free by simply dialing 2-1-1.
Position: Part-Time Information and Referral Specialist is a bilingual
English and Spanish position. This position performs intake and need
assessments (according to the professional standards established by the
national Alliance of Information and Referral Systems) and navigates the
2-1-1 OC database of over 5,000 programs to provide information and referral
services for individuals and families in need of health and human services,
such as food, shelter, and low-cost counseling. The Information & Referral
