Billet Description: This individual will be a part of a multi-instructor workforce providing advanced training and operating advanced ship-handling simulators to support normal, abnormal, and combat learning objectives for crews serving aboard Littoral Combat Ships (LCS). They will also assist in the development and maintenance of courses, including qualifying as an instructor. They will report to and coordinate their activities with the Lockheed Martin Lead instructor at the LTF.

The Fuel Distribution System Mechanic shall have a minimum of five years' experience in the maintenance of fuel distribution systems ranging from ground product service stations to large bulk distribution facilities. He/she shall be capable of inspection, evaluating conditions of, and maintaining fuel storage tanks, pipelines, and piping systems, product pump, filter, meter, gauge, and flow control mechanisms, manifold and valve systems, and other related petroleum system components. The Fuel Distribution System Mechanic maintains and repairs fuel storage and distribution systems, using hand and power tools and testing instruments, inspects fuel receiving, storage, and distribution facilities to detect and correct leakage, corrosion, faulty fittings, and malfunction of mechanical units, meters, and gauges, (such as distribution lines, float gauges, piping valves, pumps, and roof sumps); inspects electrical wiring, switches, and controls for safe-operating condition, grounding, and adjustment, lubricates and repacks valves; lubricates pumps, replaces gaskets, seals and corrects pumping equipment misalignment, and cleans strainers and filters.
This mechanic services water separators, checks meters for correct delivery and calibration, overhauls system components such as pressure regulating valves and excess valves, disassembles, adjusts, aligns, and calibrates gauges and meters or replaces them, removes and installs equipment such as filters and piping to modify system or repair and replace system component. Collaborate with Chief Engineers, Ship Managers and Class Directors to provide viable solutions for issues on ERAM which require your expertise.

Primary Purpose:
Directs plant quality assurance effort with emphasis on identification and solution of process, material or labor problems that could compromise plant and division quality commitments. Trains staff personnel and applies analytical and statistical analyses to achieve required quality results. Provide customer and supplier contacts relating to quality performance of a technical nature.
Primary Duties:
1. Responsible for plant Quality Control systems to insure that controls are functioning in the areas of process, purchased material and final product quality to maintain internal and external quality costs while ensuring customer expectations are met.
2. Consults with plant management in preparation of the annual quality budget. Makes commitments to quality plans for the plant.
3. Supervises preparation of all quality reports and analyzes reports to identify problems. Assists plant management to achieve desired results.
4. Performs special studies and analyses at the request of plant or division management.
5. Contacts customers or suppliers regarding resolution of quality or product liability problems of a technical nature (includes customers and supplier visits).
6. Directs or assists in the selection, hiring and training of engineers and technicians
7. Responsible for disposition of defective materials
8. Directs QOS system management.
9. Reports on Quality at all Plant Management reviews.
10. Drives Cost of Quality improvements
11. Project management in areas involving Quality
12. Administer and sign-off on existing/new process changes/implementation
13. Overtime is required to internal and external requirements

The Government Sales Representative reports directly to the Director, Government Sales and is responsible for all territory sales to respective Government Accounts. This position is responsible for direction, motivation, and growth of all sales, marketing, and administrative functions. Essential Job Functions
• Develops annual business plan in conjunction with the Director of Sales and Marketing, which details activities to follow during the fiscal year with a focus on meeting or exceeding the sales quota.
• Maximizes all opportunities in the process of closing a sale resulting in the expansion of market share.
• Sells consultatively, demonstrates the ability to gather and submit detailed business information and pricing and makes recommendations to prospects and clients relative to the various solutions the organization offers to their business problems and issues.
• Probes to determine areas to expand sales, suggesting new product groups and value services not currently being supplied by IAR NA and/or on a current government contract.
• Reviews with the contract administrator the terms and conditions of RFP, RFQ, and Solicitation requirements.

Each of the positions supervise a large staff including, a Deputy Regional Administrator, State Directors and Assistant Directors, as well as state-based Veterans' Employment Specialist and Veterans' Program Specialist, in the states that comprise a region. The subject positions report to the Director of Field Operations for VETS.
The full performance level of this position is at the GS-15 grade level.
This position is outside the bargaining unit.

RAVETs oversee and direct such significant regional program activities as 1) management and administration of formula grants to each state under the Jobs for Veterans State Grants program that supports employees of state agencies that assist veterans to find or prepare for employment or that engage local businesses to hire veterans; 2) management and administration of competitive grants such as under the Homeless Veterans’ Reintegration Project (HVRP) that improve the readiness of veterans to enter employment; 3) management and administration of the Transition Assistance Program (TAP) Employment Workshops to prepare personnel that are separating from the Armed Forces to enter the civilian job market; 4) investigating, mediating, and referring complaints to the Department of Justice or Office of Special Counsel to enforce the responsibilities and rights of veterans under the Uniformed Services Employment and Reemployment Rights Act (USERRA) and the Veterans’ Employment Opportunities Act (VEOA); 5) participating in the development and implementation of national employment and training initiatives and special emphasis projects addressing the needs of special groups of veterans; 6) implementing National Office guidance on marketing strategies to employers, veterans and service members at the regional and state level; and 7) coordinating the processing of noncompliance complaints against Federal contractors and subcontractors under the Federal Contractors program.
Duties are significantly accomplished through the effective supervision of Regional Office staff as well as the subordinate DVETs for each State within the Region. Incumbent ensures that subordinate staff are effectively trained to support the Regional Administrator in carrying out the regional program activities described above.
RAVETs monitor the effectiveness and performance of all VETS and VETS-supported program activities in the region and act to correct deficiencies or improve their effectiveness and efficiency. Incumbent works closely with national program officials in formulating field policies, programs, goals, objectives, operating plans, and procedures that serve to maximize the Agency’s ability to meet annual and long-term performance goals. Continually evaluates regional VETS programs and activities to ensure their compliance with Federal law, regulations, policies and program procedures, and their ability to meet performance goals and target indicators. Develops and administers resource implementation plans, including regional budget plans, to accomplish regional goals in support of VETS performance budget. Incumbent establishes systems and methods to ensure proper resource management for assigned regional activities.
As the representative of the Assistant Secretary of Labor for Veterans’ Employment and Training (ASVET) within the Region, collaboratively and proactively engages counterparts from other Federal, State, and local agencies, senior officers from military bases and facilities within the region, as well as major employers and stakeholders, such as Veterans Service Organizations, to further the programs and goals of VETS. Establishes guidance to VETS State Directors (DVETs) in annual negotiations with State Workforce Agencies regarding fair and attainable state performance goals for furnishing employment services to veterans. Ensures the provision of technical assistance to State Workforce Agencies to improve their veterans’ employment services. Establishes and maintains productive working relationships with state cabinet level officials in the Region to further veterans’ employment and the stewardship of VETS State grants.
Based on National Office policies and priorities, establishes regional policies and procedures for managing and administering VETS programs. Incumbent participates as a member of the ASVET senior management staff in developing overall strategic vision of VETS employment and training goals and objectives, and may be called to assist in supporting the development of policies and priorities at the national level.
Ensures that National Office leadership are timely advised of progress, challenges, needs, and of any situations that warrant their awareness and/or action.

Organization located in the National Capital Region. With a contractor

Responsibilities
This position supports the Afghan Ministry of Interior. Contractor works directly with the ANP Office of the Surgeon General (OTSG) Class VIII and Logistics Officers with all aspects of implementing policy and strategy for medical and non-medical supplies. This will comprise implementing systems to establish national Class VIII and non-medical supply systems first in the Kabul region, across Afghanistan, and includes authorized stockage lists (ASL), signature cards, and coordination with the Material Management Center (MMC), distribution and accountability. The contractor will coordinate with fellow medical logistics counterparts to mentor the Class VIII and Logistics Officers in order to accomplish this critical mission and coordinate with NTM-A/CSTC-A Command Surgeon, or other responsible authority for the development of performance metrics and objectives to support the Ministerial Development Plan. The contractor shall:
• Within six months, the contractor shall, in coordination with OTSG and ANP Logistics Officer, develop a standard operating procedure (SOP) manual to cover all operations for ANP logistics. The SOP shall include, but not limited to, Class VIII supply procurement, receiving, dispersing, transportation, Role I, II, and III ASL and requirements lists, training, and logistical position descriptions.
• Within one year, the contractor shall develop systems to establish national level planning, communication and medical logistics service and will advise the Afghans to develop and implement daily, weekly, and monthly consumables and pharmaceuticals usage rate data files.
• Work closely with CJ4 mentors to coordinate and align logistical efforts.
• Establish a requirement driven fiscal policy. The requirement based budget will ensure that the ANP medical facilities effectively manage their resources. These tasks shall be accomplished within one year of contract start.
• Monitor performance of ANP personnel to collect daily, weekly, and monthly consumables and pharmaceutical usage rate data for deficiencies in performance and correct the deficiencies identified. Contractor will outline identified deficiencies and corrective actions taken and provide a weekly written report to the MTAG-P COR and ETT Team Leader.
• Provide the MTAG-P COR a monthly electronic report detailing the progress for the month on all tasks.
Qualifications
• Former Major (O-4) Brigade Staff or higher experience as a Logistic officer with primary staff responsible for training and doctrine development or maintenance support operations

PURPOSE/BASIC FUNCTION
Plans, directs, and coordinates activities of staff involved in developing procedures, equipment, and techniques to find solutions for ASR/Propat® use, perform engineering services related to dredge project, and perform feasibility study for sighting potential landfill for JV use.
PRINCIPAL RESPONSIBILITIES/DUTIES
1. Direct and manage project development from beginning to end. Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders. Estimate the resources and participants needed to achieve project goals.
2. Develop full-scale project plans and associated communications documents.
3. Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
4. Review technical aspects of project to assist co-workers and assess productivity of lines of research.
5. Review project operations to ensure coordination of efforts and timely submission of reports.
6. Analyze reports to evaluate program effectiveness and budgetary needs.
7. Confer with local regulatory agencies to discover local environmental quality standards, industrial practices, and new developments in pollution abatement.
8. Draft and submit budget proposals, and recommend subsequent budget changes where necessary.
9. Determine and assess need for additional staff and/or consultants and make the appropriate recruitments if necessary during project cycle.
10. Delegate tasks and responsibilities to appropriate personnel.
11. Identify and manage project dependencies and critical path.
12. Plan, schedule and track project timelines and milestones using appropriate tools provided. Submit to designated management team weekly.
13. Determine the frequency and content of status reports from the project team, analyze results, and
troubleshoot problem areas.
14. Proactively manage changes in project scope, identify potential delays, and devise contingency plans.
15. Define project success criteria and disseminate them to involved parties throughout project life cycle.
16. Coach, mentor, motivate and supervise project team members and contractors, and influence them to take positive action and accountability for their assigned work.
17. Develop, and grow any business relationships vital to the success of the project.
18. Conduct project post audit and create a recommendations report in order to identify successful and unsuccessful project elements.
19. Develop best practices and tools for project execution and management.

SSU is seeking Geospatial Analysts- OCONUS. Light Detection and Ranging (LIDAR) Division responsibilities include supporting OCONUS operations for the Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) of LIDAR sensors and their data while deployed to Afghanistan. NGA and their mission partners will provide airborne LIDAR mapping sensors to collect and process high resolution mapping and tactical Intelligence Surveillance Reconnaissance (ISR) products for military operational support.
Geospatial Analyst, Journeyman Level: 3-10 years -Washington DC Metro (training) /Afghanistan
Geospatial Analyst, Apprentice Level: 1-3 years -Washington DC Metro (training) /Afghanistan
Geospatial Analysis shall create and disseminate mission-tailored tactical products and conduct analyses of tactical ISR LIDAR products in support intelligence estimates and in-theater decisions.
Some of the ALIRT production will be performed onboard the aircraft. Therefore, 80% of the ALIRT processing team shall be qualified for onboard, in-flight processing. 20% of the ALIRT experts shall be onboard the aircraft for each mission/flight. Processing this data onboard the aircraft or on the ground will be virtually the same. Flight qualifications will consist of a Class III Flight Physical, an Egress, Life Support, CRM, & FOD T course, Physiological Training, Land/Water Survival Training and Weapons Qualification/Certification Training on the M11 (only if the vendor is carrying a weapon). NOTE: All flight operations will take place within a combat zone.
Duties will include but not limited to:
• Processing, Exploitation and Dissemination (PED) of ALIRT, HALOE and Buckeye airborne LIDAR mapping sensors. To ensure a successful deployment, no less than 16% of the OPED staff shall possess OCONUS exploitation and production experience with linear and Geiger-mode lidar. Process raw L0 LIDAR data and produce L1, L2 & L3 point cloud data in .LAS format.
• Produce L4 Digital Elevation Model (DEM) products for all time-dominate products.
• Produce, when required, 3-D feature data.
• Both processing the raw L0 data and performing initial quality control (QC) of the collected data onboard the aircraft.
• For all time-dominant requirements collected, the contractor must process and produce L3 and L4 required products either onboard or at the assigned mission ground station. The contractor may be required to integrate data products depicting a more complete picture of specific analytical issues.
• Assist in resolving any software discrepancies that may occur during the processing of the data.
• Transport all exploitation and data products (L3 or L4) to the Army Geospatial Centers’ distribution environment and to the NSG Expeditionary Architecture (NEA) for ingest into the Consolidated Analytic Spatial Initiative-Forward (CASI-F), Same Day Imagery (SDI) Image Product Library (IPL) and GRID (Geospatial Repository and Data Management system) for accessibility by in-theater users.
• The contractor will at all times need to collaborate with the other LIDAR processing and exploitation teams within the CENTCOM AOR to ensure information sharing, tip-off and queuing to eliminate redundant collections.
• Provide for mission planners and analysts when reflected in requirements: hide/concealment/cave locations, infil/exfil route analysis, obscured line of sight analysis, surface disturbance analysis, change detection, personnel movement, possible sniper locations, and provide assistance to counter improvised explosive devices (IEDs).
• Conduct analyses of tactical ISR LIDAR products to support intelligence estimates and decisions.
• Use digital cartography, image processing, geographical information systems (GIS), geospatial production techniques and NGA digital data formats.
• Use a variety of geospatial analysis software suites to accomplish its mission. In general NGA uses applications of GIS commercial software packages such as QtModeler and ArcGIS to deliver finished, phased intelligence products in accordance with guidelines set forth in the most current ALIRT CONOP, NGA Standards of Production and in the timeline prescribed by the ALIRT PED staff to meet tactical LTIOV requirements
TS clearance is required. Must also pass a Counter Intelligence (CI) polygraph when required by the government.

The contract objective is to support the Afghanistan Ministry of the Interior (MoI) and the Afghan National Police (ANP) to increase their overall capabilities to provide a trained and professional police presence, enhance public security, support the rule of law in Afghanistan, and assist the US, NATO, AND ISAF mission teaching and mentoring the MoI/ANP. The Afghan MoI is responsible for nationwide law enforcement.
• The Senior C-IED Advisors shall report to the Chief, CIED Advisor, NTM-A (0-6) and work in support of the Director, MoI CIED to develop their respective Directorate C-IED Divisions. They will provide outreach to NDS, when appropriate, to set the conditions for pan-GIRoA strategic C-IED integration.
• Provide direct assistance to GIRoA strategic stakeholders to enable effective C-IED Strategic Planning.
• Assist in the development of a pan-GIRoA C-IED governance framework.
• Assist MoI in the development of a strategy and a campaign plan to develop, deploy, operate and sustain Police C-IED capabilities which will Protect the Force, Defeat the Device, and Attack the Network.
• Monitor activities throughout the Directorate as they relate to over-all strategy development and make recommendations for improvements.
