for a Capture Manager with a winning track record to play a critical role on
the Photonic Labs Capture team supporting our TIL Technology Innovation and
Labs Operating Group. The Lab’s mission
is to provide optical communications, optical signal processing and optical
sensing solutions to our USG customer base.
You will partner across the enterprise with our Sector President,
Operations Group Leaders, Business Development Managers, Proposal teams, Senior
Solution Architects, Pricing Strategists, Client Executives, and many other

What You’ll Get
to Do:
Plan, organize,
and manage captures primarily within the domains of optical comms, optical
sensing and optical signal processing
Lead major and
minor capture efforts (those greater than $25M to those $<5M) to successful
completion.
Develop the
overall capture strategy, internal and external partnerships, business plans
and marketing.
Lead and
facilitate win strategy development sessions including technical, management,
teaming, past performance, staffing, pricing, etc.
Lead the
development of customer profiles, including customer needs, issues, interests,
and biases
Lead and
coordinate competitive assessments, determining the strengths and weaknesses of
CACI and potential competitors.
Collaborate
with Operations Group Leaders, Solution Architects and SMEs to develop
solutions that offer customers recognized value, are price competitive,
executable and will be evaluated favorably.
Prepare and
lead Milestone Reviews to the Sector President, and other reviews as required

Develop B&P
spend plans and track all associated expenses with the capture effort.
Present at the
monthly New Business Review.
Manage capture
personnel, coordinate with responsible lines/accounts, align resources required
for the pursuit of opportunities, develop and improve upon processes, manage
B&P budgets, report metrics/manage risk and effectively lead growth within
the business.
You’ll Bring
These Qualifications:
Bachelor's
degree in Business Administration, one of the Sciences, or related field.
7+ years of
Capture/proposal/or new business development (NBD)
Proven
experience winning work with Army, Navy, Air Force and other DoD customers.
Experience
bidding and winning deals from a capture/proposal/ or NBD role.
The candidate
must be aggressive, organized, knowledgeable in government contracting, highly
skilled professional with excellent leaderships and presentation skills.

support senior DoD leadership within the Office of the Secretary of Defense at

with DoD Flag / General Officers and their support staffs. These positions will

Responsibilities
• Office management: Identifying,
planning, directing, coordinating, developing, and implementing innovative
process improvements.
• Travel: Providing travel
logistics; preparing travel authorizations and vouchers; assisting with
obtaining passports and visas for official travel; facilitating compliance with
the Foreign Clearance Guide; and preparing visit request.
• Scheduling: Arranging meetings;
managing calendars; collecting and assembling daybooks; serving as the point of
contact for scheduling questions and requests; event support; and managing
visitor logistics.
• Correspondence: logging,
reviewing, distributing and monitoring correspondence; reviewing correspondence
to ensure adherence to Policy guidelines; performing records management duties;
and managing incoming and outgoing mail.
• Human resources: facilitating in
and out processing of personnel; assisting with requests for permanent or
temporary personnel; assisting with civilian and military award nominations;
assisting with the government performance management programs; and assisting
with processing government time and attendance record keeping.
• Security: facilitating
compliance with security procedures; facilitating security clearance processing
for permanent and temporary personnel; facilitating building access;
recommending solutions to information security related issues and challenges;
and managing and maintaining communications security (COMSEC) programs.
• Resource management: tracking
and reporting budget information for decision-makers; preparing requests for
supplement funding; requesting and tracking telecommunication services;
managing accountable furniture; processing parking passes; requesting facility
related services; facilitating compliance with information technology
initiatives; maintaining office supplies; assisting with the Foreign Gift
tracking and reporting program.
• On call administrative services:
Responding to emergent requirements after normal duty hours and weekends.
• Onboarding for administrative
staff: Establishing, implementing, maintaining, and documenting appropriate
onboarding processing, training materials, and certifying that administrative
staff is able to perform required services within one week of in processing to
policy.
• Continuity of service for
administrative: Providing and maintaining the appropriate quantity of qualified
personnel to meet requirements; and developing and maintaining continuity of
service materials.
Required Qualifications
• Active Top Secret/SCI
• A minimum of six (6) years of
DoD or equivalent experience
• Extensive experience with
creating, reviewing and approving CONUS and OCONUS Defense Travel System (DTS) orders
• Correspondence experience in a
DoD environment
• Experience with task or
correspondence management systems (e.g. TMT or CATMS)
• Bachelor’s degree
• Experience and skills in
providing Executive Level Administrative Assistant support to high-ranking
Federal Government Senior Executive or DoD Flag / General Officers is highly
preferred.

one (1) ISE Transmission Support Specialist to join our team. This candidate
will provide support to the 160th Signal Brigade or subordinate Battalions’
AOR. Tasks for this position include; performing analysis, staff studies,
problem resolution, consultation and administrative responsibilities in support
of Army signal operations, providing support in the full integration of unit
capabilities, supporting the Government with planning, execution and
synchronization of unit efforts within the Brigade or Battalions Staff.

Minimum Experience
· Must have reached, at a minimum, the
rank of SFC/E7 or equivalent.
· Must have five years of experience
with: Satellite communication systems, support racks, fiber, Interconnect
Facilities (ICFs), Network Equipment Technologies (NET), multiplexers, voice
transcoders, tactical/strategic interfaces, switching communications,
Unclassified (but Sensitive) Internet Protocol Router Network (NIPRNET), SIPRNET,
local area networks (LANs), Wide Area Networks (WANs), Multiprotocol Label
Switching (MPLS), Virtual Routing and Forwarding (VRFs), outside cable plant
transmission, radio propagation (Line of Sight (LOS), Voice Over IP (VOIP) and
Area), digital microwave (M/W) equipment operation, radio systems engineering,
base band multiplexers, cable and Television and Video Teleconferencing, to
include support for cable television channels such as American Forces Network
(AFN) and a command channel for public announcements.
· Knowledge of signal operations concepts
and principles, Command SOPs, and Command practices to support the missions of
the 160th Signal Brigade or Battalions by being able to review, analyze and
advise in the resolution of complex and difficult signal operations as part of
a larger war-fighting operation.
· In-depth knowledge of Army Doctrine
Publication (ADP) 3-0 and Tasking orders and how they relate to the overall
mission.
· Ability to brief senior officers in
formal and informal settings. Non-Commissioned Officer (NCO)/Officer Battalion,
Brigade, Division staff experience a plus.
· Knowledge of ADP 5-0, the Military
Decision Making Process (MDMP), and staff estimates. Know how to work as part
of a military planning staff.
· Army Information Technology and
Management policy, and in some instances, policies and practices of other
agencies, industry, or other sources of technical data in order to determine
the best way to support exercise and operational requirements.
· Organization, missions and personnel of
other agencies and activities such as NETCOM staff elements, ARCENT,
Coalition/Joint Task Force (CJTF)-Kuwait, the Coalition Land Forces Component
Command (CFLCC), and Defense Information Systems Agency (DISA) Central Command
(DISA-CENT), sufficient to coordinate signal operations matters related to
exercise, mobilization, and operational requirements.
· Ability to communicate technical signal
operations and planning issues in a clear, understandable manner to support the
government with effective management; ability to brief high level officials on
recommended courses of action and resources; ability to prepare reports and
other documents; and ability to participate in working groups, meetings and
conferences.
· Analytical ability to evaluate,
integrate, and initiate plans, programs, and actions related to signal
operations to adequately portray and present findings.
