Job Description

Job Description
This position supports tasking at the P-8A Integrated Test Team at the Naval Air Warfare Center Aircraft Division (NAWCAD) in Patuxent River, MD. The successful candidate will be required to perform a variety of tasks that support P-8A flight testing, including participation in technical meetings, analysis of test requirements, test plan preparation, drafting detailed test procedures, conducting or supervising data collection in laboratory, aircraft ground and flight environments, report writing and development of written and oral presentations to support defense acquisition milestones. Most work will be conducted on-site at NAS Patuxent River, MD; however some travel will be required in support of flight test activities.

Education: A Bachelor’s degree from an accredited college or university and twelve (12) years experience is required. A Master’s degree desired. Degrees in engineering, physical sciences, mathematics, computer science or related technical discipline desired. Graduate of a military test pilot school desired.

Experience: Current or former qualification as a Naval Flight Officer/Weapons Systems Officer and Mission Commander required. A minimum of 1000 hours in military aircraft and 300 hours in P-3, S-3 or similar military maritime surveillance aircraft required. Recent experience with RDT&E and/or acquisition of advanced military sensors, electronics, or computer systems is desired. Familiarity with developmental and/or operational test and evaluation of airborne weapon systems on military aircraft is highly desired. Experience as a military Test Naval Flight Officer desired. Current or former Instructor Naval Flight Officer desired.

Knowledge, Skills and Abilities: Candidate must be able to pass the physical and training qualification requirements to provide contract aircrew support, including completion of Navy water survival and aviation physiology training, as well as annual FAA Class II flight physical. Candidate must be able to organize, demonstrate effective oral and written communications, and operate in a dynamic and fast-paced team environment. Ciera Logistics is looking for a Senior Acquisition Logistics Manager to join our team of consulting experts. Specific Requirements • Specific experience and knowledge is required in the areas of US SIGINT system, specifically working knowledge within the area of Homeland Security, the US Fusion Centers, their roles and responsibilities.
• This individual will be required to be an experienced reporter/analyst/trainer with a wide range of reporting and policy knowledge. He/she will work within the NSAG S12 Information Sharing Division located at NSA Georgia.
• Must have an in-depth knowledge of NSA reporting policy and standards, particularly USSIDs CR1400, CR1423 and SPOO18, The manual of Authorized Recipients SIGINT Product, the SIGINT product distributions, the SIGINT reporter's style and usage manual, the GPO style manual, and all relevant reporting guidance.
• Must be able to answer questions on a wide range of reporting topics accurately and tactfully via telephone and email. Users will normally require immediate or near-immediate responses.
• Must have good working knowledge of content preparation environment (CPE) and able to diagnose user problems. This will often require teaming with CPE experts at NSAW.
• Must have experience with the CRITIC program. This individual will assist with the NSAG CRITIC testing and training program.
• Must have knowledge of the Post Publication process. Will be required to assist with processing post-pub requests and maintain a post-pub tracking database. This will include frequent telephone and email contact with NSAG analysts and our customers. Must be familiar with the National SIGINT Requirements Process (NSRP), particularly as it relates to Information Needs (IN) for NSAG targets.

Minimum Requirements

• US citizenship

• Candidates will be subject to a government security investigation and must meet eligibility requirements for access to classified information

• Bachelor’s degree in finance or accounting career field (Master’s degree strongly preferred)

• At least 4 years of experience in the required responsibilities for the position, working within organizations with at least $50 million in annual revenue

• Thorough working knowledge of Microsoft Excel and Access (or similar database), as well as such industry-standard database report-writers as Impromtu or Crystal Reports

• Experience working in contract/job order environment, preferably in federal government contracting sector

• Excellent interpersonal, oral and written communication skills

• Experience working with senior managers to develop plans and budgets

• Excellent analytical and problem-solving skills

• Must be flexible to changes in schedule and priorities; after-hours and weekends availability essential

• Ability to work as a member of a team

• Ability to manage complex projects under tight deadlines

• Excellent organizational skills and the ability to multi-task

• Ability to work independently, as necessary

• Ability to travel regularly, mostly to the Washington, DC area (could be as much as 20 percent to 30 percent)

• Ability to lift/and or move objects or packages of up to 25 lbs

Responsibilities

• Provides expertise and guidance to contract staff and program managers on ad hoc contractual issues

• Provides guidance on contractual matters and advises on proper administration of company policies

• Advises and adheres to risk-management policies

• Assists management in process development and tracking implementation

• Develops, negotiates, administers, executes and closes out U.S. government and commercial contracts

• Manages contracts through full contract life cycle

• Responsible for administration of non-disclosure agreements, consultant agreements, teaming agreements and purchase orders

• Responsible for subcontract administration and management

• Participates in Contracts Department projects

• Responsible for issuing, obtaining and tracking certificates of insurance for subcontracts and new proposals

• Assists the Proposal Department in providing and reviewing contracting data

• Establishes and implements process for tracking all contracts and maintains tracking database

• Provides feedback to management regarding possible problems or areas of improvement, and makes recommendations to implement improved processes

• Performs other duties as assigned by management

• Ability to lift and/or move objects or packages of up to 25 lbs

Minimum Requirements

• Bachelor’s degree in business or a related field

• A minimum of 5 years experience in government contracts, demonstrating increasing responsibility

• Prior experience working in a U.S. government contracting environment preferred

• Excellent customer service, interpersonal and communication skills

• Strong organizational skills and attention to detail

• Ability to multi-task: organize and prioritize multiple on-going projects

• Experience with Microsoft Office Suite, Deltek GCS Premier and Microsoft Access
