WWC Federal is seeking a Manpower Analyst to assist in areas of Manpower
and MILCON (facilities) coordination, planning, analysis, and cost for a
U.S. Navy client. The manpower analyst will be responsible for
forecasting position and personnel requirements. The ideal candidate
will be effective in building credible and trusted relationships with
clients to determine their needs and deconflict information.
The Manpower Analyst will use existing government data and systems to
analyze requirements and make cogent arguments and proposed courses of
action (COAs) for an anticipated increase in manpower. May also serve as
the organization's representative in meetings with external
stakeholders. Analyst will collaborate with key personnel to build and
report manpower in an effort to brief leadership on the current state of

  * Provide input to the integrated collection or operations strategy
    documents.
  * Focus on efforts outlined in the Strategic Intelligence Plan,
    National Intelligence Priority Framework, or National Collection
    HUMINT Directives according to platform Placement and Access.
  * Focus IIC Lines of Effort; align Program of Analysis Key
    Intelligence Questions to the LOEs to ultimately align the
    appropriate HUMINT collection requirements suitable for mission success.
  * Draft, edit, and provide input to Operation Directives or HUMINT
    Collection Requirements supporting all DO locations.

  * Active TS/SCI security clearance. Must be willing to sit for CI
    polygraph, if required.
  * Bachelor?s degree and 5 years of relevant experience. 8 years of

The Engineer position is responsible for specifying and developing the hardware and softwareassociated with the Company’s natural gas field instrumentation and controls. The Engineering roleis to support the safe, reliable and compliant operation (49 CFR.192) at the We Energies facilities.
The engineer will also be responsible for developing project plans for the installation andmaintenance of electronic monitoring associated with the Company’s SCADA system and forproviding technical support for a number of critical functions at natural gas town border stations anddistrict regulator stations. Equipment Condition Specialist
We are seeking to hire an Equipment Condition Specialist; this position will be filled at the mid-level (Specialist) or senior level (Specialist Senior).  Selection will be dependent on the qualifications, experience, and certification level of the successful candidate.

As an Equipment Condition Specialist, you will join our talented Operations Technical Services Department responsible for the collection and analysis of data to support the predictive maintenance of plant equipment as well as the acceptance of new installations of critical equipment.  Additionally, you will have the opportunity to earn certifications directly related to your role, of which, we will cover the cost.
In this job, you will perform a variety of inspections, measurements, and analysis to assess the health of equipment.  You will utilize data including vibration levels, oil sampling, thermography and other analytical methods.  The position reports to the System Monitoring, Diagnostics and Controls (SDC) group, Condition Monitoring Supervisor.

Key Areas of Focus:
Regularly perform condition monitoring by utilizing portable vibration data collectors, infrared cameras, ultrasonic listening devices, and ultrasonic thickness gauges vibration data collection on plant equipment using a portable data collector
Utilize vibration analysis software to diagnose, troubleshoot, and recommend actions to correct issues identified
Utilize infrared digital camera to capture precise temperature readings as well as thermal images of electrical equipment and machinery to diagnose and evaluate high voltage situations
Monitors numerous assets using various real time vibration monitoring systems
Routinely collects oil samples for field testing and lab analysis, reviews analysis results, and makes recommendations for corrective actions based on findings
Makes recommendations for the selection of lubrication on new and existing equipment
Analyzes vibration data to detect machine faults and recommend corrective actions
Develop clear and concise summary reports of all findings
Active involvement in the design and execution of plant maintenance program
Design and maintain databases for the comprehensive monitoring and diagnostic evaluation of critical equipment
Consult with managers, contractors and engineers regarding the condition of equipment and necessary corrections for proper operation and/or contract compliance
Interact with vendors to investigate retrofit parts and alternative equipment for plant equipment and processes
Install, repair and perform preventative maintenance on electrical / electronic /mechanical equipment as necessary

Sourcing Specialist

Our Procurement Services team is hiring a Strategic Sourcing Specialist to support our strategic sourcing efforts, timing, and impact of contracting and purchasing functions. Our team is responsible for creating, managing, and renewing contracts, Requests for Proposals (RFPs), Statements of Work (SOWs), and working with suppliers to negotiate terms for goods and services to support the success of Colorado Springs Utilities. In this role, you will establish, manage, and enhance relationships with our strategic business customers.
This position differs from the Buyer positions in that the incumbents are responsible for the purchasing of goods and services, leveraging negotiated and executed agreements, along ensuring on-time delivery of such goods for the organization. Versus Sourcing Specialists who are called upon to facilitate making awards requiring expert judgment based on a firm foundation of experience and training along with negotiation and management of contract agreements.
Please note that this position offers flexible scheduling following the six-month probationary period (e.g., the option to work 9-hour days, with every other Friday off - or a hybrid work schedule, which is a pre-determined blend of working from home and in the office).
What to look forward to:
Responsible for sourcing events, including taking the lead on the RFx process (i.e. RFPs, RFIs, IFBs), working with stakeholders to ensure the selection of best-value suppliers through fair and ethical practices, while adhering to public procurement policies and procedures
Manage procurement process from the creation of solicitation document up to notice to proceed, assuring notification to and approval at all appropriate stages in the process; identify procurement issues that could impede procurement process.
Formulate, solicit, analyze, and award simple to complex assigned invitations for bids and requests for proposals including collaboration of requirements.
Schedule, conduct, and direct pre-bid meetings and site visits; schedule, conduct, and direct oral presentations; evaluate bids and proposals and make awards.
Creating, negotiating, and managing contracts from drafting through execution
Including negotiating legal terms and conditions in partnership with the City Attorney’s office – Utilities Division.
Ensuring compliance with federal, state, and municipal laws and regulations.
Negotiation and management of complex Statements of Work, Task Orders, Amendments, and other contractual methods for the management of projects
Providing a high level of service by engaging with internal stakeholders through collaboration, training, and guiding advanced sourcing, supplier management, policies & processes, and risk mitigation practices
Effectively collaborates with external stakeholders to ensure efficient delivery of a good or service through strong communication methods and coordination between all parties
Facilitating cost analysis, negotiations, and strategies to achieve cost savings
Evaluating supplier performance and reliability
Participating in internal initiatives, such as supplier outreach, process writing, identifying/implementing efficiencies, developing internal training, etc. 
Who You Are:

The Water Operations Work Management team is seeking a Planner Analyst to plan, schedule, and perform analyses for workgroups in Water. User Experience (UX) Designer (Fort Liberty, NC) (TS/SCI)
*Job Responsibilities*
Work as a talented UX/UI designer on a multi-disciplinary team, able to
support analytic and application development projects by translating
user research and requirements into an outstanding user experience
though discovery, ideation, UI design, wireframe development,
prototyping, and testing.
  * Collaborate closely with users, along with process and data analysis
    team members, and project leads to help identify key priorities and
    opportunities based on qualitative and quantitative user insights.
  * Assess and capture user needs and evaluate feedback to create UX
    concept and strategy.
  * Plan and conduct user interviews and usability tests to rapidly test
    and iterate designs, presenting data and feedback to the team in
    regular intervals as a key component of the development process.
  * Apply user-centered design methodologies to ensure requirements,
    features and designs support user needs and project priorities.
  * Translate and prioritize discovered needs into clear user stories
    and user/process flows which demonstrate and capture the
    requirements into suitable and sufficient proposed solutions.
  * Effectively explore and communicate design ideas using sketches,
    journey maps, flow diagrams, wireframes, and prototypes with users
    and work closely with a cross-functional team to develop and build
    out functional experiences.
  * Create innovative visual design solutions to UX/UI and interaction
    challenges incorporating modern design standards.
  * Create and maintain design systems and interaction libraries for
    reuse and commonality across experiences, interfaces, and applications.
  * Be a key user advocate and help the team improve user-centered
    design approaches across all project and development efforts.
*Desired Qualifications*
  * Must be comfortable with Python and Excel
  * UX certification (Nielsen Norman, General Assembly, HFI, Career
    Foundry, etc).
  * Minimum of 2 years hands-on UX/UI experience designing web or
    application experiences and interfaces and conducting user research
    and testing. Provide portfolio examples and/or stories to show and
    demonstrate proficiency of design theories and principles, and the
    impact of your work.
  * Expertise in producing high fidelity wireframes, including
    experience with Adobe XD and Illustrator. Experience with other
    prototyping tools (e.g, Axure RP, UXPin, Figma, Sketch, etc) also
    acceptable.
  * Experience with projects involving large and complex datasets, with
    data visualization and dashboard composition, and working with data
    scientists and engineers.
  * Familiarity with Dash/Flask, HTML, CSS, JavaScript, or JS frameworks.
*Skills*
  * Excellent visualization, verbal, and written communication skills.
  * Expertise in creating compelling visual designs with engaging
    compositions that simplify actions and enhance and guide user behavior.
  * Expertise in communicating with users, gathering and refining user
    requirements, presenting design ideas, receiving and incorporating
    feedback, and explaining concepts and prototypes.
  * Demonstrated ability to break down complex problems and UX/UI
