The Deputy Environmental Liaison Officer (DELO) serves under the direct supervision of the Environmental Liaison Officer (ELO) as the senior Environmental Specialist (ES) for the LRO. The DELO manages the Environmental and Historic Preservation compliance component of the disaster operation and represents FEMA's interests with Federal, Tribal, and State Environmental and Historic Preservation (EHP) resource agencies and organizations. The DELO's primary duties include developing and implementing Environmental compliance action plans based on Recovery Office priorities, managing and supervising Environmental staff, and coordinating with disaster programs to ensure environmental and historic preservation compliance.

Approves Categorical Exclusions (CATEXs) documented at Levels I and II, and/or III, and Alternative Arrangements upon delegation by the ELO.
Coordinates and negotiates the resolution and streamlining of all Environmental and Historic Preservation compliance activities with appropriate Recovery Office and headquarters staff and Federal, Tribal and State environmental resource agencies.
Identifies the need for appropriate EHP training or briefings for LRO personnel, Tribal/State emergency management personnel and applicants, and coordinates and delivers such training.

12. We need a traveling boiler technician, up to 70% of travel to various plants across the country. Might have travel internationally but it would be minimal. Candidates must have a passport in the event they have to travel abroad.

Candidate Qualifications:
Recently discharged from Navy school or hands on exp with actual boiler maintenance. They don’t want stationary engineers. Stationary engineers maintain boilers…a lot of them don’t troubleshoot. For example: If something REALLY goes wrong with a boiler, a stationary engineer will call this company and talk to a true Boiler Tech for help. We need the guy a stationary engineer would call.

Projects will be start-ups and maintenance on existing plants/boilers. Jobs could be 1 day to 3 weeks long and they will have full coverage with travel. The technicians would be in charge of making their travel arrangements (flights, car rental, etc) but using a company credit card.

When they are not onsite at a plant they will be in the shop talking with customers on troubleshooting (over the phone) and setting up their travel schedules. Therefore they have to have great communication and customer service skills. Any other duties around the shop include assisting with other techs on in-house projects and being an overall asset to their team. They want motivated, energetic, and electrically skilled candidates. Several years out of navy school, navy nuke discharge or some sort of Utility plant. They want someone with a very strong electrical background…people who know PLC’s, wiring, etc because they have to know the HOW the boiler operates. Not just surface level things.

Reporting any base life support requirements shortfall that will keep the base from sustaining and increasing to support incoming unit’s personnel and equipment.

Planning and maintaining a base concept of support plan for all hubs, spokes and partner base in the Joint Operating Area-Iraq (JOA-I).

Reporting to the Mayors cell and USF-I J4 the status of bases scheduled to close, return or become a partner base.

Providing logistical support that includes inventory and container management.

Reviewing and recommending changes to the theater’s base closure process to ensure the systems support the theater and base missions.

Providing support to the Mayors Cell and USF-I J4 in collecting, compiling, and analyzing data to develop and maintain the progress of base closures throughout the Joint Area Operation-Iraq.

Working closely with the Mayors Cell, USF-I J4, Division OIC’s, Brigade OIC’s and Base Mayors to assist in tracking base closure progress for all bases, developing strategies to improve logistical processes, periodically reviewing and recommending changes to the base closure process.

Assisting and providing technical advice, lessons learned, recommendations, and process improvements for Government consideration.

The contractor shall prepare an initial assessment of the individual base closure processes, to include but not limited to assessment of the FOB Mayor or unit’s readiness to ensure a timely closure, recommended changes, improvements, and lessons learned.

The contractor shall travel to duty locations throughout Iraq. Travel in support of this effort will be provided by MilAir and/or convoys.

The contractor shall provide Trip Reports and submit minutes pertaining to base closure operations within 14 calendar days after completion of trip and shall include a complete summary and be in sufficient detail to identify reason for trip, dates, locations, points of contact, persons contracted, addresses, telephone numbers, attendees, directions received, areas of concern, accomplishments, action items and salient items of interest identified at the meeting or on the trip. These reports shall be submitted to the Mayors Cell, USF-I J4 and COR who requested the travel. Group report for multiple attendees per trip is acceptable. Travel in support of this effort will be provided by MilAir and/or secured military convoys.

The contractor shall submit an assessment of the base’s ability to close or be returned on time to the COR, Mayors Cell, USD G7, USD-G4, USF-I J4 and USF-I J7 in writing via email. This assessment will be based on the USF-I J7 steps to close or return a base. This report will be submitted within 10 days after the completion of the trip. Emergent concerns should be reported within 48 hours by phone or email.

The contractor shall submit Advance Travel Reports quarterly with travel displayed for the next three (3) months.

The contractor shall prepare weekly reports to document work accomplished. This report shall be prepared in contractor format IAW DI-MGMT-80555A. The report shall include a summary of work

Silverback7, a Service-Disabled Veteran-Owned Small Business, is seeking a Wall of Knowledge/COP Manager to begin work immediately at MacDill AFB - Tampa, FL.

The Wall of Knowledge/COP Manager:
§ Maintains data files and control procedures for the Global Command and Control System-Joint (GCCS-J) including system security, data integrity, resources, and management requests for information
§ Manages and maintains the audio and visual systems, Global Broadcasting System (GBS), and Video Teleconferencing (VTC) systems
§ Operates, and maintains, the Tactical Data Processors (TDP); Command and Control PC (C2PC); and Integrated C4I Systems Framework (ICSF)
§ Delivers user training, support for system functionality, and COP familiarity
§ Manages multiple databases to ensure the COP functionality including; database management process; COP Synchronization Tool (CST); and Universal Communication Processor (UCP) channel functionality
§ Integrates C4I Systems Framework (ICSF) and AFW manipulation; Coordinates and communicates with DOD and other Government agencies on data flow restoration and manipulation
§ Candidate will be a Wall of Knowledge Manager and be capable of serving independently with little or no supervision assisting in the management of all aspects of information management (IM) on behalf of the Joint Intelligence Operations Center -Afghanistan (JIOC-A) and/or ISAF Joint Command (IJC) in Kabul, Afghanistan
§ Assistance will partially pertain to: near real time (NRT) information in the Common Operational Picture (COP) and Theater Intelligence Picture (TIP) via intelligence systems, services and programs of record (POR); local systems and data sources, and web-based applications.
§ In coordination with CCJ2-OM, assist in the execution of COP Manager functions through recommendations and facilitate associated requirements.
§ Will ensure near-real time (NRT) intelligence and threat data is available to IJC.

Required Knowledge/Skills:
§ Knowledge US local systems and data sources and US external information systems and data sources
§ Ability to facilitate use of existing tools and data sources; improve processes and access to data sources in a holistic fashion; and evolve the architecture in a manner consistent with higher organization standards and strategy.
§ Knowledge of web based dissemination capabilities.

Desired Knowledge/Skills:
§ Knowledge of JIOC / IJC intelligence concepts of operation (CONOPS) and requirements and how existing tools support the process.
§ Understanding of intelligence collection operations and requirements.
§ Knowledge of JIOC-A web based dissemination capabilities.
§ Knowledge of IC web-based dissemination way ahead with respect to standards, tools, process, and search/retrieval/collaboration/analysis functions.
§ Awareness of advanced web-based technology plans.
