DUTIES AND RESPONSIBILITIES: Oversees overall operation, maintenance and control of the Warrior Hope and Care Center (WHCC) of approximately 37,000 square feet to include: an indoor lap pool and therapy pool, rock climbing wall; physical reconditioning areas; strength and conditioning and aerobics areas, multi-purpose meeting rooms and classroom space; medical/mental health support service areas; resource center; transition support service and general support services areas and family areas to include related property and physical exercise equipment. Assists in facility, equipment, courts and tracks, and services layout and renovation. Oversees and monitors maintenance of equipment and pools, and ensures cleanliness of all areas. Receives recommendations for equipment purchase based on facility demand, USMC standards and policy. Conducts daily inspections on sanitation, cleanliness and safety of all areas, and takes appropriate corrective action.

Supervises four Recreation Attendants (NF-1) and one Equipment Repairer (NA-9). Supervises employees to include assigning and distributing work, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol abuse, and take appropriate action.

Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Prepares internal office financial plans and related records and reports, and exercises authority on approved budget. Monitors programs on a regular basis, and initiates corrective action to ensure support of operating programs of the Hope and Care Center. Manages new property resources and may provide direction on facility renovations and improvements. Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the higher-level supervisor with regard to subordinate supervisors and employees in the office. Must be alert to substance abuse and take appropriate action. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Maintains and enforces security of funds, merchandise, supplies and equipment to preclude or minimize the potential for fraud, waste and abuse.

Oversees and ensures cleaning and up-keep of the facility, surrounding grounds, and equipment on a daily basis. Oversees inventory and operation of gear check out. Resolves customer and employee complaints.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher level supervisor, or proper point of contact for help when problems arise.

Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings at least quarterly. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with “Return To Work” program initiatives, and following up on employee well being.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance.

QUALIFICATIONS REQUIREMENTS: Bachelor’s degree in a related field appropriate to the work of the position AND three years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Knowledge of and skill to supervise and manage a large therapeutic/recreational/resource facility with capabilities and equipment that includes: a pool, running track, climbing wall; physical reconditioning space; multi-purpose meeting rooms and classroom space; medical/mental health support services; resource center; transition support services, general support services and family areas; related fitness equipment, facilities and activities. Certifications in First Aid, AED and CPR are required. Skill to supervise employees in the accomplishment of work.

DUTIES AND RESPONSIBILITIES: Serves as the Wounded Warrior Battalion – West (WWBn-W) Program Manager with oversight of the Warrior Hope and Care Center (WHCC) West and the Warrior Athlete Reconditioning (WAR) Program at Marine Corps Base, Camp Pendleton, California. Reports to the Commanding Officer WWBn-W and interacts with Wounded Warrior Battalion-East (WWBn-E), Wounded Warrior Regiment (WWR), Army and Navy hospital medical officers and support staff, community professionals, Base organizations, and higher education professors and researchers. Provides the highest quality of comprehensive physical and cognitive reconditioning for eligible active duty personnel in a state of the art facility and facilitates the greatest opportunity for functional improvement and maximal performance in both the military and society.

Provides administrative coordination and programming oversight for both daily activities and strategic planning for the WHCC. Responsible for effective use of program resources to include personnel, regulatory compliance and collaboration with medical personnel, and local community experts. Manages an annual budget of approximately two million dollars and oversees a staff of over 20 civil service, military, and contract personnel, located in the WHCC. Provides oversight of program development and functionality of the WAR Program established at Marine Corps Detachments to include: Balboa Naval Hospital, CA, Naval Hospital Twenty Nine Palms and Tripler Army Medical Center, CA.
Serves as a supervisor, consultant, researcher, programmer, and educator in the specialized field of physical and cognitive reconditioning and the advanced techniques applied at the WHCC. Oversees, plans, organizes, and conducts individual, joint and cooperative programs in reconditioning, family services, educational degree and certification programs, biofeedback/neurofeedback, mental health counseling, and transition services.
Ensures eligible active duty personnel receive high-quality training and personalized attention at the WHCC, establishing it as a leader in the industry, in the military and in the community, in reconditioning and customer service. Oversees the WHCC and WAR programs that encompass programming in prevention, diagnosis, and intervention; chronic medical conditions involving impairment; functional limitations and disabilities with the goal of preparing active duty members to regain full-duty status or to transition to the VA system.

Provides oversight to ensure that the WHCC provides a synergistic environment for Marines/Sailors to recover to include providing access to resources such as: case management, transition services, VA benefits, family services, mental health counseling, education services, family readiness, sports/recreation programming, biofeedback/neurofeedback, and spiritual enrichment, until total reconditioning occurs and the active duty member returns to the fight or transitions into the Veteran’s Affairs Health Care System.

Evaluates operational requirements for the WHCC. Coordinates efforts for increasing space, equipment and personnel requirements. Monitors ongoing renovation projects and serves as the technical expert in facility design and construction in support of physical and cognitive reconditioning. Responsible for the maintenance and management of a $30 million facility and allocated reconditioning and rehabilitative equipment.
Directly supervises and coordinates WAR Program and WHCC Facility staff members to include Certified Therapeutic Recreation Specialist (NF-4), Facility Manager (NF-4), and Certified Athletic Trainer (NF-4), and their subordinate staffs. Assigns work, establishes priorities, and ensures timely performance to include counseling, tutoring, and mentoring employees. Exercises regional control for the WAR Program at Marine Corps Detachments to include: Balboa Naval Hospital, CA, Naval Hospital Twenty Nine Palms and Tripler Army Medical Center, CA. Identifies skill proficiency and career progressive training, and establishes and monitors individual performance standards. Manages positions from position description development, approval to recruitment to career progression of employees. Gives authoritative opinions based on accepted standards of practice and knowledge of the evolving field of physical and cognitive reconditioning. Manages extramural contracts and performs other related management duties for personnel assigned as required.

Provides recommendations concerning WHCC policy development for active duty care. Staffs policies through appropriate offices within WWBn – W, the Naval Hospital, Camp Pendleton, Wounded Warrior Regiment, and Manpower and Reserve Affairs.

Coordinates individualized reconditioning plans with both medical professionals and reconditioning experts in order to provide the active duty member with supreme programming.

Collaborates with nonprofit organizations including United States Olympic Committee – Paralympics, Disabled Sports USA, National Recreation and Park Association, as well as higher military headquarters, e.g., Semper Fit, to provide education and events that assist the active duty member in recovery.
Coordinates and meets all federal regulatory requirements for maintaining the WHCC, plus the standard of care outlined by the National Athletic Training Association; American College of Sports Medicine, Psychophysiology and Biofeedback Association; National Strength and Conditioning Association; and USA Swimming, Cycling, Rowing, Golf Associations.

Develops the yearly budget for the WHCC and assists in resolving problems as necessary. In addition, develops the multi-year Program Objective Memorandum (POM) budget with necessary documentation and rationale to support the Manpower and Reserve Affairs submission to the USMC budget cycle. Works with staff members to secure funding resources. Reviews research proposals for external funding and seek grants for ongoing projects and programming.
Serves as the chair for establishing research priorities, developing program and technology objectives, and ensuring that research projects have the active duty military member as the beneficiary. Oversees grant applications to obtain funding for research proposals in the reconditioning field. As requested by WHCC staff, Naval Hospital staff, and university researchers, reviews submissions to scientific and other professional journals providing guidance as necessary.

Provides the WAR Program and database information to required entities including medical providers, battalion and unit leadership, WWR, and for support of research requirements. Conducts on-going physical and emotional assessment of WAR participants’ cardiovascular endurance, body composition, muscular strength, muscular endurance, flexibility, anxiety, depression, and positive psychological attitudes.

Manages distribution and movement of case information to ensure confidentiality and security. Handles sensitive information that is proprietary, privileged, confidential or otherwise legally exempt from disclosure. Safeguards sensitive information and prevents unauthorized reading, printing, retaining, copying or dissemination of information, messages, or correspondence in accordance with rules and regulations such as those covered by the Privacy Act, 5 USC 552(a), Health Insurance Portability and Accountability Act, Public Law 104-191, and DoD Directive 6025.18. Notifies the higher level supervisor and senders immediately when proprietary information has been released and advises on how to properly recover, and/or protect information.

Serves as the local subject matter expert on programs within the WHCC. Provides platform presentations at national and international professional conferences. Interacts with members of the press, and other federal agencies, and reviews all marketing materials for programs/events occurring at the WHCC.
Provides Continuing Education opportunities by planning: staff conferences, guest lectures, services, and workshops. Provides training opportunities for employees, wounded warriors, and families by recommending pertinent educational conferences and other training sessions through national and international organizations pertaining to reconditioning/rehabilitation, sports, recreation, fitness, athletic training, and biofeedback.

QUALIFICATIONS REQUIREMENTS: Bachelor’s degree in Physical Education, Exercise Physiology or another Allied Health Profession AND four years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above. Knowledge of and experience in providing expert guidance in: design and delivery of physical and cognitive reconditioning programming, facility operations, program evaluation, budgeting, personnel management, procurement, credentialing and certifications, quality of care, education, measurement tools, and an understanding of individualized exercise prescriptions that will maximize the return to full duty, or return to civilian life.

Expert knowledge of qualitative and quantitative techniques required to operate a state of the art physical and cognitive reconditioning facility and conduct impact analysis on the recovery process. • Provide support to SENSOR personnel to ensure compliance with Federal, State, local and ITT ESH regulations, including OSHA, EPA, DOT, IATA, and AFOSH.
• Attend weekly meetings with ESH Team, Product Lines, etc. as needed.
• Conduct special environmental and safety studies and work with internal and external customers to solve technical and complex problems that require creative thinking and knowledge of more advanced Environmental, Safety and Health concepts.

QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-13 level you must possess the following:

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:

Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

Specialized experience for GS-11 is one year of experience developing modifications to parts of a complex computer network that required significant revisions in the logic or techniques used in the original development.
Specialized experience for GS-12 is one year of experience analyzing and briefing management leadership on alternative approaches to designing and implementing ADP systems, to include system interrelationships, or determining appropriate operating modes, system software, and/or equipment configuration for given projects.

Primary Purpose: In this position, the incumbent manages and coordinates FEMA’s supply program to assist in domestic incident management in accordance with the National Response Framework (NRF) by all modes of transportation, oversees the supply chain management of a large vehicle fleet program, that supports the assigned logistical programs, by ensuring policy development, assets management and delivery of fleet services; and manages through Distribution Centers located throughout the Continental United States (CONUS) and Overseas Continental United States (OCONUS), a storage and distribution system.
PROMOTION POTENTIAL: There is no further promotion potential as this position is advertised at the target grade level.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.

QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have 1 (one) year of specialized experience equivalent to the next lower grade level in the Federal service.
Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
For GS-12 grade level, at least 1 (one) year specialized experience providing advice and guidance on logistic issues that require interpretation and adaptation of guidance for particular situations; interpreting regulations and policies regarding non-routine logistical issues and problems; identifying issues, gather and analyze information, and develop advice and guidance to resolve substantive problems affecting the effectiveness and efficiency of logistical support operations; providing guidance to staff responsible for the property accountability, inventory, maintenance, movement and disposal of assets at a large staging area; coordinating and integrating numerous activities and functions in an overall efficient and effective logistical staging area, this includes facilities and property management, property accountability, inventory management, transportations, quality assurance and site safety; independently prepare comprehensive plans for short-long range logistics programs to include analyzing potential issues, identifying project requirements and needs, coordinating efforts across organizational and program/project lines, and monitoring the implementation process.
Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-11 level for the GS-12.
