The individual serving as a Watch Analyst ensures the organization's strategic plan, mission, vision and values are communicated and integrated into work products and services. This position is located in the U. S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) Region I, Recovery Division, Public Assistance Branch and/or Individual Assistance Branch located in Boston, MA. The incumbent provides direct assistance to Region and the Agency by performing, obtaining, and rendering a large variety of administrative, financial, budget, program support analysis and management services needed to support the mission the Public Assistance Branch (PA) and Individual Assistance (IA) Branch and the OCFO.
Specific Duties:
• Conducts discussions and negotiations with States and sub-grantees in order to resolve remaining issues associated with specific disaster operations and grants management practices.
• Reconciles and balances funds, responds to questions regarding discrepancies, reviews expenditures and obligation reports, and makes recommendations to disaster financial teams.
• Serves as a primary point of contact for PA and IA disaster grants activities for all open disasters.

Job Summary:
Protects the national strategic rail network vital to national defense and interstate commerce. Primary Activities and Responsibilities:
• Observe and report safety issues and rail abnormalities including, but not limited to, safe passage of trains, track conditions, overhead conditions, and facilitate efficient movement of trains on a daily basis.
• Perform patrol activities including facility checks, rail surveillance, trespasser abatement, inspection of trains and container seals, crime hot spots, and terminal yards. Engage in foot pursuits within yard/terminal, if necessary, to apprehend trespassers or suspects as policy, procedures, and safety allows.
• Prevent, detect, and deter terrorist activities in conjunction with other CSXT departments and public agencies to include law enforcement and homeland security entities.
• Provide expertise to local law enforcement organizations investigating accidents and incidents at crossings and other railroad/public points of contact. Act as a facilitator to ensure the continuation of rail service after accidents, incidents, crimes, or weather related emergencies..
• Investigate crimes on or against the railroad that include theft, vandalism, derailment, signal damage, and track obstructions. Escort and protect CSXT trains and the traveling public on Amtrak and commuter rail operations while on CSXT tracks.
• Establish collaborative partnerships with state, local, and federal government and criminal justice agencies as well as internal (CSX) and external customers (e.g., organizations and community) to ensure the apprehension and prosecution of persons who commit crimes on or against the railroad.
• Complete administrative duties such as situation reports, ordering and maintaining equipment, position training, entering information in various police systems and databases and participating in local task forces.
• Miscellaneous activities and responsibilities as assigned by manager.
Qualifications
Minimum Qualifications:

DUTIES:
If you are selected for this position, you will serve as a Transportation Security Inspector (Explosives Detection Canine Handler/ EDCH) working under the direction of the Federal Security Director (FSD) or his/her designee with primary responsibility for conducting security sweeps for the detection or deterrence of explosive threats in various transportation systems. As a TSI (EDCH), along with your canine, you will be responsible for determining compliance of transportation systems with applicable regulations. You will assist in the administration and evaluation of critical and complex compliance and enforcement programs designed to ensure secure transportation modes and protect the nation's public from terrorism, piracy, or other acts of sabotage to those systems, facilities, and networks associated with them. Your duties will include:
With the canine, conducting random patrols and routine sweeps at various areas within the transportation environment along with the inspection of vehicles, packages, personnel, aircraft, trains, ferries and other as directed.
Responding to threats that affect transportation operations or public safety as necessary.
Screening cargo to ensure explosives are not concealed for transport and conducting inspections of regulated entities to ensure compliance with applicable security regulations.
Gathering information to write reports which detail the results and activities performed, following up on findings and initiating Enforcement Investigative Reports as required.
Identifying and responding to security regulation violations or potential violations. Responding to transportation security incidents and other pertinent incidents as defined by the National Incident Management Systems or as directed by the Federal Security Director.
Performing tests and audits; validating and inspecting security processes, procedures, systems, and equipment in connection with compliance inspections and vulnerability assessments.
Providing input to written analyses of inspections and assessments and determining the adequacy of corrective measures required to improve security posture or to restore compliance.
Conducting investigations related to alleged or suspected transportation security violations. Identifying, collecting, and preserving evidence used to support enforcement actions. Assisting in determining when enforcement action should be initiated and preparing enforcement investigation reports. Entering data pertinent to investigations, inspections, and incidents into the national database Performance and Results Information Systems (PARIS).
Conducting and participating in regular training with assigned working dog to maintain acceptable performance levels and providing necessary health maintenance care, feeding/watering, and grooming of working dogs. You will be responsible for ensuring that assigned canine is correctly certified and accredited and for maintaining appropriate training records, as required.
Serving as a technical expert and key point of contact on transportation security regulations for assigned industry operations and demonstrating substantial knowledge and understanding of a secondary specialty (cargo, aviation, or surface) sufficient to provide specialized support as necessary.
Note: As a TSI (EDCH), you may work with explosives in the training and support of teams. Additionally, you may perform inventory of hazardous materials. In all cases when you are in close proximity to live or otherwise dangerous explosives, you must exercise caution and follow prescribed techniques to ensure utmost safety and protection while handling of such explosives.
Conditions of Employment:
Work may require driving or traveling by motor vehicle and occasionally involves regular and recurring exposure to moderate risk or discomforts that require special safety precautions.
Must pass a Background Investigation (BI) and maintain eligibility for a clearance at the Secret level.
Must possess United States Citizenship or be a U.S. National.
Must maintain, at all times, housing suitable for the canine.

You qualify for this position at the GS-15 level if you possess the following:
One full year of specialized experience. Includes the assessment of current project management processes, methods, tools, and templates for effectiveness. We currently have an opening for an experienced Maintenance Electrician/ Mechanic for our facility at 100 E. Oakton St. in Des Plaines, IL. This facility manufactures corrugated packaging products for local and national customers.
We are looking for motivated individuals who are capable of performing a multitude of functions in a flexible, fast-paced production environment. Our workplace requires individuals who understand the needs of the business while maintaining a focus on safety, customer satisfaction, quality and productivity.
Specific responsibilities include maintaining production equipment to optimize runnability through preventive maintenance, troubleshooting and repair of machines. Candidates for consideration should have troubleshooting skills in industrial, electrical (PLC’s, A/C & D/C motors and drives, reading schematics), hydraulic, pneumatic and mechanical failures and the aptitude to correct those failures. Accurately completing administrative documents and following directions are important work traits. Candidates must demonstrate technical experience, reliability and the ability to work independently.
Candidates must be willing to work alternative shifts, weekends and overtime as required.
Minimum qualifications for consideration are a high school degree (or equivalent experience) and five years of maintenance experience with at least one year with the same employer. Highly-qualified candidates would possess a technical degree or apprenticeship certification and maintenance experience in the corrugated industry or similar manufacturing environment.
The hiring process for successful candidates will include a pre-employment aptitude test and team interview.
