1. Cyber Strategy SME: Remote with OCONUS travel
We’re seeking a cyber strategy SME to join the ISG Jordan team. Activities will focus on development of a cyber strategy, governance, and policy framework for the Jordanian Armed Forced (JAF). First travel is scheduled for 12-16 July (but is contingent on ISG restarting operations in the CENTCOM AOR). The team travels 6 times/year (once every two months) and we anticipate the level of effort will be around 30 hours/month during non-travel months and 90 hours/month during travel months.
We anticipate an uptick in requests for this sort of cyber strategy, governance, and policy expertise, so please feel free to send multiple candidates my way!
Background: Jordan is a vital U.S. partner on a wide range of regional security issues, with a shared goal of a stable, secure, and prosperous Middle East. The United States works with Jordan to increase cooperation on border and maritime security, arms transfers, cybersecurity, and counterterrorism. Jordan faces significant cyber threats due to internal security challenges, political instability, and its commitment to the international community. Jordan aspires to serve as a regional center of stability, supporting NATO’s objectives, which makes it a target of terrorism and state-based attacks including malicious cyber activities. The Jordan National Cybersecurity Strategy (NCSC) cites cyber defense as vital for political stability, functioning state institutions, economic development, and military security. The 2024 JAF Directorate of Cybersecurity and Information Technology (DCIT) Cyber Capability Development Document assessment of JAF reflected this judgement; JAF’s cyber maturity is low across all key areas of the implementation and operations.
Project Objectives: ISG’s objective entails guiding JAF in establishing a cybersecurity strategy, governance, and policy framework, encompassing clear delineation of roles and responsibilities, effective cybersecurity risk management, compliance with regulations and standards, promotion of security awareness culture, and ongoing enhancement of cybersecurity posture.
ISG will begin Cyber ICB activities with the formulation of a strategy, strategic plan, and governance framework that enables the JAF Cyber effort to prioritize and pursue the most pressing issues immediately. This is critical as His Majesty’s guidance on JAF restructuring stresses the importance of cybersecurity and cyber defense. The objectives for the strategy development and governance framework include:
Develop a comprehensive cyber organization implementation strategy using the DOTMLPF-P framework, ensuring alignment across doctrine, organization, training, materiel, leadership, personnel, facilities, and policy to support long-term mission success.
Design and initiate a strategic plan and the necessary supporting annual order to operationalize the cyber strategy, translating strategic objectives into actionable tasks, timelines, and resource allocations.
Establish a governance framework to manage strategic execution, enabling the staff to present key performance indicators (KPI), metrics, and risk-informed issues to the Commander for informed decision-making and adaptive oversight.
Set the foundational conditions for a future-ready cyber force, including recommendations for workforce development, organizational design, and policy enhancements to optimize mission effectiveness and operational resilience.
Recommended Qualifications/Skills: ISG requires the support of a specialized Cyber Subject Matter Expert (SME) to advance its ICB efforts in support of the Jordan Ministry of Defense (MoD). This SME will play a critical role in advising and assisting the MoD in the development and implementation of a comprehensive cybersecurity organization. The SME will work closely with the Cyber Lead to provide strategic oversight for the initiative, ensuring alignment with broader defense objectives. Working under the direction of the ITEA Country Program Coordinator and the Cyber Lead, the SME will deliver tailored, mission-aligned capacity-building activities that support the development of a resilient and capable cyber defense institution within the MoD.
One (1) Cyber Strategy SME:
Experience as a senior strategic planner
Experience in developing and implementing cybersecurity policies, procedures, and guidelines to address organizational security requirements and regulatory compliance
Awareness of best strategies, programs, tools, and security procedures to help an organization create and execute strategic plans to address priority strategic threats
Experience analyzing a military strategic plan from multiple sources, disciplines, strategic plans in context; and drawing insights about the possible implications
Knowledge of strategy development and line of effort design to support planning, execution, and assessment
Governance Structures: Understanding of enterprise governance structures and processes, including oversight, executive management responsibilities, and reporting mechanisms related to cybersecurity
Cybersecurity Regulations and Standards: In-depth knowledge of relevant cybersecurity regulations, standards, and best practices
Risk Management: Expertise in identifying, assessing, and managing cybersecurity risks within a MoD, including understanding risk tolerance levels, and implementing risk mitigation strategies
In addition, experience/familiarity with the following is desired:
Cyberspace Planning and Operations: Which involves strategic and tactical activities aimed at managing, securing, and utilizing the interconnected digital environment effectively
Security Awareness and Training: Knowledge of security awareness programs and training methods to educate employees about cybersecurity risks, best practices, and their roles in maintaining a secure environment
Cybersecurity Technology: Understanding of cybersecurity technologies and tools used to protect organizational assets, detect threats, and respond to security incidents effectively

• Prioritize GFM workload to ensure allocation of forces/capabilities
necessary to execute Commander SOCSOUTH missions and timely alignment of
forces against future force requirements. The contractor will coordinate
and provide recommendations on force allocation of USSOF under
appropriate authorities to meet operational and strategic objectives.
• Develop force requests, staffing of that force request, working with
force providers, and following those requirements through execution. The
Contractor is required to maintain staff situational awareness to ensure

• Develop and maintain GFM guidance and sourcing data that is critical

nation (PN) forces.
• Record historical SOF deployment data and maintain technical
proficiency to assure continuity and critical support to the command is
provided, despite fluctuating workloads and/or any peaks and valleys in
the number of requirements handled.
• Perform duties as a SME on Terms of Reference (TOR), which includes
but is not limited to TOR Concurrence (TORCON) processes, Human Rights
Vetting (HRV) processes, bi-lateral Memorandum of Agreements (MOA), and

• Coordinate and submit the SOCSOUTH Monthly Notifications and Request

Synchronization (GSOS) process. Contractor shall serve as the primary

articulates force requirements and answers request for information to

• Support coordination, planning, and execution of the
SOCSOUTH/USSOUTHCOM annual SOF Deployment Conference. This includes (but
not limited to) monitoring the message traffic before and after the
conference. Contractor will be required to chair and attend conferences,
meetings, and conduct briefings for high level civilian and military
representatives, to build and maintain a network of appropriate contacts
in order to accomplish all GMF-related duties.
• Possess knowledge on current and validated CONOPs, CONPLANS, OPLANs,
EXORDs, and statutory authorities directly relevant to the AOR.
• Coordinate planning, organization, and training of SOCSOUTH Operations
personnel with a need to know in all aspects of the deployment
process. The contractor will constantly evaluate current efforts and
trends to provide meaningful information and recommendations to

Nation’s required standards and deadlines.

Contractor will liaise with the blue network and is responsible for
writing, editing, and tracking long-term SOFA submissions. Contractor
will maintain and update USSOUTHCOM SOFAs, Defense Cooperation Agreement
(DCAs), and Exchanges of DIPNOTE waivers for the Regional Fusion
Divisions. The contractor will monitor the necessity of status
protection requests and submit those requests accordingly to USSOUTHCOM.

provide meaningful information and recommendations to superiors. The
Contractor informs the supervisor of potentially controversial findings,

The Ascendancy Group is seeking candidates to serve as 3X Sensitive
Activities Planners supporting the Department of War (DoW) Special
Operations Forces (SOF). As a Sensitive Activities Advisor, you will
support the full spectrum of Sensitive Activities—from planning through
execution—including Special Programs, STO, ACCM, Information Operations,
and assessments of both friendly and adversary military and
technological capabilities. Your work directly supports the Department
of War in its efforts to identify, neutralize, and eliminate current and
emerging threats, including enemy networks capable of employing Weapons
of Mass Destruction.
*Security Requirement:*
* Candidates MUST possess a current Top-Secret security clearance with
SCI eligibility and willingness to submit to a CI poly.
*Roles and Responsibilities:*
* Embed with, advise, and provide the subject matter expertise (SME)
to Combatant / Theater Commands, and Special Operations Commands, at
all echelons on effectively leveraging specially compartmented
material, non-material capabilities, and information related
capabilities (IRC) to eliminate or neutralize current and emerging
threats and the networks that employ those threats.
* Integrate and synchronize 3X activities in support of SOF missions
globally.
*Position Requirements:*
* To qualify, individuals must be able to clearly and concisely
articulate:
o How their technical skillsets and experiences are relevant to
the position and mission
o Examples of working cohesively within a small team environment
with references
* Have a minimum of ten (10) years' experiences directly supporting or
assigned to a subordinate unit within US Special Operations Command.
* Possess a current Top-Secret security clearance with access to SCI,
and willingness to submit to a CI poly is required.
* Proven experience documenting operational planning activities and
outcomes using traditional and emerging tools and formats associated
with the Military Decision-Making Process (MDMP) which includes, but
is not limited to, mission analysis briefings, Course of Action
(COA) decision and Concept of Operation (CONOP) approval briefings,
Decide, Detect, Deliver, Assess (D3A) execution matrices: CONOP
documents, and Fragmentary Orders (FRAGOs).
