2. PROPOSAL MANAGER-HUNTSVILLE, AL

Job Description:
Systems Products & Solutions, Inc. is looking for a Proposal Manager with work location in Huntsville, AL. This position is responsible for managing all aspects of the proposal development process, working with the program management and other members of organization to develop win strategies. The primary responsibility of this position is to develop proposal responses, compile information for proposal input, and insure that key messages are accurately communicated.
Job duties include, but are not limited to:
The successful candidate will be process-oriented, responsible for clearly and persuasively articulating solutions and themes, and work collaboratively with capture teams and SMEs. They will be responsible for the full life cycle of proposal development, including planning, scheduling, and managing competitive proposals. Duties consist of a broad range of proposal development activities for major and highly strategic proposals, including but not limited to working with the capture team to develop solutions and strategies; analyzing RFP requirements; creating the proposal schedule, outline, and compliance matrix; managing diverse teams from various prime, subcontractor, and consultant organizations; ensuring RFP compliance; performing in a time-sensitive environment; writing proposal sections, as needed; participating in strategy and proposal reviews; and coordinating and managing the proposal production process, as required.
This position requires candidates with federal proposal experience. SHIPLEY training experience is preferred.
Ability to obtain or maintain TS/SCI clearance is required.

Required Skills:

Duties/Responsibilities: Candidate shall serve as the ARMY/DOD SYSTEM Automated Load Tester for a position located in the Washington DC Metro area. This position requires a high level of technical discipline, interpersonal relations skills and the ability to work independently, if required. Duties may include research and analysis related to test result, along with the ability to document findings in a manner that is translatable into system requirements. The candidate must possess the ability to:
• to generate extensive amount of data for test environments
• conduct and document performance testing plus.
• Analyzes data, Requirements, prepares test cases, test plans, and other test documentation as required
• Reports progress on problem resolution to management
• Map test cases to the Requirements Traceability Matrix to ensure completeness of testing
• Manages the resolution of defects
• Develops test data to be used in performing required tests
•Analyzes results and documents test results in the proper logs and/or tracking systems.
REQUIREMENTS:
•Experience with rational test products
•Experience testing complex web applications (reporting/business intelligence testing a plus)
• DoD experience would be beneficial. Ability to write test cases required
• Good interpersonal skills to support large engineering team.
•Experience with US Army personnel processing procedures and other related personnel accountability systems (e.g. Synchronized Personnel Operational Tracker (SPOT); Joint Asset Movement Management System (JAMMS)) desired
ADDITIONAL EXPERIENCE
• Web design/development experience, a plus
• Prior experience working in a cross-platform environment.

QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-11 level you must possess at least one of the following

• Plans and provides overall project and program management support for Logistics support systems (LSS) within FEMA. This position is located in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of the Assistant Administrator, Response Directorate, in the Office of Response and Recovery.
This position is ideal for administrative support assistants looking for an opportunity to provide administrative, and analytical support for the Office of the Assistant Administrator. In this position, you will become a key member of a support team with a pivotal support role from day one. You will provide administrative support, as well as analyze and make recommendations on organizational improvement and program effectiveness.

POSITION 1:

Dismounted Operations Initiatives Manager

Will support/assist Army Center of Excellence (ACOE) in the daily operations and training of Rotational units and dismounted C-IED operations initiatives for the performance period of 14OCT11 through 13OCT12 at NTC Fort Irwin, California.

ACOE Support for IED defeat Initiatives for Dismounted Operations consists of:

This new Full Time Equivalent (FTE) position to plan and execute IED defeat training initiatives and support coordination with Army agencies to determine the Army’s way ahead/strategy in addressing identified requirements and determine how the ACOE can facilitate this plan of action. Responsibilities include:

1. Assisting Government personnel with the identification of all resources (personnel, equipment, training environment, etc.) needed to facilitate desired way ahead.

2. Participating in site visits to various training locations to assist with the establishment of new IED defeat training initiatives and validates already existing IED defeat training initiatives that are supported by the ACOE.

3. Coordinating with Army agencies in order to determine which ACOE supported initiatives will become institutionalized and supports liaison with the JCOE and Army agencies to ensure a smooth transition of these initiatives takes place.

4. Establishing a database for all IED defeat capabilities in OEF and OIF are related to Battle Staff Operations to capture units and Soldiers capability and density.

5. Obtaining a copy of the operational evaluation of each capability and liaison with Army agencies to determine which capabilities will be introduced into pre-deployment training, identifying the target audience, method of training and desired training locations for new IED defeat training initiatives.

6. Coordinating with the New Systems Technology and Integration Office (NSTIO) to help capture needed information that will assist in developing the Army’s Doctrine, Tactics and Training requirements for each IED defeat training initiative that will become institutionalized.

7. Maintaining an expertise of future defeat training doctrine and emerging technologies.

8. Coordinating new dismounted operations equipment integration into Army CTCs and First Army MTC in order to bridge the gap between home station C-IED equipment and C-IED equipment used in theater.

9. Preparing to train Soldiers, leaders, and units from deploying forces on dismounted related equipment and associated tactics, techniques, and procedures to defeat improvised explosive devices (IED); modifying and developing lessons learned, doctrine and gap analysis for IED emerging technology systems; and training at Service Component Centers of Excellence as requested.

10. Position qualifications:

Management Support Tech
Provides management support to Directorate level staff such as staff action
tracking; calendar upkeep; literature and reference material searches; organization, management and archiving of computer based files; preparation, typing and accuracy/completeness of memoranda and documentation such as voting sheets and meeting minutes, and monthly progress reports; tracks preparation and processing of deliverables; assists in the preparation of briefings, presentations, and spreadsheets; and the collection, organization, maintenance and low-level analysis of organizational related data. Management support includes supporting projects requiring analytical reasoning, organizational effectiveness and efficiency concepts, and process flows and improvement. Task group works independently under general guidelines, participates and coordinates with internal and external echelons, and authority on all aspects pertinent to the successful implementation of the tasks under his/her management. Demonstrated work experience supporting mid-level management in a DoD and military work environment is required. Effective support requires knowledge of counter-IED principles and DoD acquisition management.

Security Clearance: Must have an active Secret and eligible for a Top Secret.
