TRABUS is seeking a Software Engineer to provide technical support for an ongoing government/commercial development program. The IA/Network Security Engineer will define security requirements in accordance with applicable IA government guidelines. 2. Robotics Technicians (CONUS; OCONUS)

We are seeking Robotics Technicians for both CONUS and OCONUS projects. Each individual technician must be familiar with (i) all aspects of operation and maintenance of the robotic platforms under his/her area of responsibility and (ii) the supply interfaces into the warehouse database COLTS (Catalog Ordering and Logistics Tracking System). Individual technicians work to ensure all robotic systems are fully operational and maintained to meet operational needs of U.S. military forces. Technicians will maintain records of all maintenance and supply actions utilizing the COLTS system and will maintain accountability of all support equipment that is used. Place of duty includes CONUS and OCONUS locations to include Afghanistan and Iraq.
The qualified candidate will provide technical and operational support on Explosive Ordnance Disposal (EOD) Man Transportable Robot Systems (MTRS). The candidate will perform all troubleshooting, repairs and maintenance on the FasTac, MARCbot, Talon, Mini EOD, and other robotic platforms. The candidate will be required to travel as needed to perform maintenance at field locations.

Responsibilities:
Robotic Technicians must be knowledgeable in the electrical, electronic, mechanical, and hydraulic operation, maintenance, and repair actions of militarized robotic platforms, including but not limited to FasTac, MARCbot, TALON, Mini EOD, and other robotic platforms.


The qualified candidate will possess a minimum of six (6) years knowledge in operational checkout, operations, maintenance and repair of robotics systems listed above. Candidate must prove to have operational robotics background with experience using and maintaining robots under operational/field conditions, such as EOD.

CHEF EDUCATOR

The Chef Educator oversees all aspects of the Olivewood Gardens and Learning Center (OWG) kitchen; designs and conducts hands-on cooking classes and facilitates lesson planning and recipe development, and guides volunteers in the day to day operation and maintenance of an interactive, teaching kitchen.

This is a fulltime grant funded position. Monday-Friday work schedule.
Regular evening or weekend work may be required. This position is an at-will position, is funding-dependent, and the employee reports to the Executive Director.

The Chef Educator is a new position and its responsibilities will evolve over time.

MAJOR DUTIES:

TEACHING
* Design and conduct kitchen classes or secure qualified volunteers (chefs,
sous chefs, food professionals, and culinary students) to conduct/support kitchen classes with the goal of having 5000 visitors a year.
* Prepare dishes using fresh, seasonal produce grown by students in the OWG
gardens.
* Be a role model of respect, curiosity for learning and encourage students'
interests and talents
KITCHEN
* Develop lessons and recipes to maximize use of seasonal produce grown in
the OWG garden
* Provide recipes for each lesson
* Ensure recipe diversity that maximizes use of produce from the OWG garden
* Maintain kitchen facilities and equipment; make necessary repairs in a

* Recruit volunteers for the kitchen

The Water Conservation Garden is an award-winning 5-acre public garden devoted to inspiring and educating people to conserve water and other natural resources. The Garden has sustained a period of rapid growth since it opened in 1999. Recently, it moved from governance by a Joint Powers Authority to nonprofit governance. The new Executive Director will be expected to expand the Gardens reach and continue its emphasis on excellence under this new structure. The Executive Director is the primary voice of the Garden, providing vision and leadership. The Executive Director reports to the Governing Board of the Garden and will manage a staff of 8 paid employees, 4 contract employees, and 90 trained volunteers. The Executive Director is responsible for achieving the Gardens mission through accomplishment of its strategic plan. Description and Responsibilities of Position:

The primary role for this position is to provide resources for operational scenarios and technologies, acquisition documentation, and system architecture. The candidate will work as a lead systems engineer supporting a Government lead to achieve technical goals as well as specific deadlines. The successful candidate must be a self-starter, able to work independently, and be able to effectively communicate complex engineering concepts to a nontechnical readership. Specific duties include:

• Leading the tactical engineering activities to accomplish mission goals to include coordinating and participating in design meetings and technical review meetings; developing technical plans to guide capability development; coordinating preparation of test plans and procedures; coordinating thread (mission thread) testing and verification of test results; reporting status of capability development activities; and verifying/reporting the thread's spin goals and results.
• Working with system architects, system developers, testers, and system engineers to develop and maintain thread block diagrams, sequence diagrams, interface definitions, and other analysis and design artifacts to be used for development, integration, and testing.
• Draft and coordinate preparation of requirements documentation for one or more threads. The documentation will include but not be limited to: requirements management plans, requirements documents, and technical briefings.
• Ensuring technical reviews are done in accordance with the Systems Engineering Plan (SEP) and the Thread Engineering Process. In addition, should ensure the system product deliveries can support the test and deployment process.
• Researching, writing, and coordinating the preparation of technical documentation for one or more Milestone documents. The documentation will include but not be limited to: technical management plans, requirements documents, and test plans.
• Proven ability to lead a documentation effort, including supervising one or two other systems engineers writing or updating a document.
Minimum Requirements:
• Five years of direct experience with an intelligence community or signals intelligence capability with an emphasis on collection, processing, and exploitation.
• 15+ years experience in a technical role in projects and programs, with at least five in a senior leadership role.
• 5+ years experience as a Systems Engineer supporting programs to develop and field large-scale systems to include: experience in system architecture, requirements analysis, system documentation, system evaluation, and process execution and evaluation.
• BS in Computer Science, Computer Engineering, Software Engineering, or other technical discipline.
• Experience in full system life cycle from concept development through testing and deployment.
• The candidate must have demonstrated ability to write system engineering documentation and be able to deliver technical presentation to large audiences. Samples of writing ability may be required.
• The candidate must be results-oriented, self-motivated and an effective communicator. Must work well as a member of a small team.
• The candidate must have working experience with MS Office products.

Preferred Skills:
• Knowledge of NSA's SIGINT mission systems
• Knowledge of DNI technologies and protocols
• Experience integrating products into a complex system
• Experience writing Milestone Documentation preferred (specifically and ISP)

Description: The Screener provides the International Security Assistance Force (ISAF) or United States Force-Afghanistan (USFOR-A) with intelligence operations support. This position supports ISAF/USFOR-A by aiding in the coordination, planning and execution of intelligence collection operations, exploitation and analytic support in coordination with other entities and agencies in the Combined Joint Operating Area – Afghanistan (CJOA-A).

3.2 Qualifications:
Candidate must have served a minimum of 10 years in positions directly relating to Defense Acquisitions, Logistics and Procurement policies, regulations, and planning. Extensive knowledge of activities to anticipate and plan for defense procurement needs and the acquisition and logistics required to support systems. Ability to develop specific procurement and acquisition initiatives designed to transform the Ministry of Defense and its forces to further MoD policy objectives. while coordinating with the SSAF, other Ministers, and the commercial industry. The Senior Counterintelligence Analyst will:
- Provide expert analysis, assessment and recommended courses of action for major programs/ projects.

- Provide senior-level counterintelligence analytical and operational planning support to the Counterintelligence Security Office in support of counterintelligence investigations and operations to identify and neutralize or influence the activities of Foreign Intelligence and Security Services (FISS) ability to exploit the Inside Threat.
- Be responsible for expert analytical support to DIA-related investigations and horizontal analysis.
- Coordinate with Military Services, National Intelligence agencies, Federal, State and Local law enforcement.
- Work with Joint Task Forces.

Required qualifications:
- Active TS/SCI
- Bachelor’s degree and 10 years of analytic experience or 15+ years of specialized analytic experience
- Counterintelligence/intelligence-related experience with a preference for Counterintelligence, Counterespionage investigations and/or Counterterrorism experience with an analysis emphasis
- Counterintelligence analysis, operational, investigative, or other related analytic training
- Analytical training including, but not limited to tactical, FISS and counterterrorism
- Experience working in an interagency environment.
- Proficient in a wide variety of analytical tools and technologies, which may include but not limited to: WebSafe, M-3, Anchory, LexisNexis, Choicepoint, Intelink, JRIES, Analyst Notebook, Microsoft Office
- Familiarity with and previous use of advanced operational techniques or analytical tools and exposure to new analytic methodologies

DUTIES AND RESPONSIBILITIES: Serves as the Substance Abuse Clinical Program Manager, under the direction of the Substance Abuse Section Head, Behavioral Health Branch, Marine and Family Programs Directorate, Manpower and Reserve Affairs Department, Headquarters Marine Corps. Employee develops long range program plans, objectives, and policies. Incumbent serves as the technical manager, and surge provider for all substance abuse clinical matters throughout the Marine Corps Substance Abuse Program. Incumbent is responsible for the vertical and horizontal integration of policies and products to produce effective and efficient clinical care.

Provides oversight of establishing Marine Corps policies and strategic plans which ensures comprehensive substance abuse treatment programs. Reviews and modifies all Marine Corps policies pertaining to substance abuse treatment and makes recommendations to the Substance Abuse Section Head. Initiates all Marine Corps policies pertaining to substance abuse treatment.
Monitors Marine Corps installations’ compliance and ensures program goals and objectives meet DOD directives and public laws.

Responsible for providing clinical direction, planning and oversight to Marine Corps Substance Abuse Counseling Center Directors and Clinical Program Managers. Provides leadership in assessing the Marine Corps’ Substance Abuse Program’s clinical mission and work requirements, and in developing program plans, goals, and objectives.

Conducts onsite program reviews, and periodic program review and analysis briefings, to compare progress with objectives and established timelines/milestones. Identifies challenging areas and quickly determines required corrective action to bring compliance and conformity in meeting standards/thresholds and timelines/schedules. Provides program guidance for SACC Directors and Clinical Program Managers to facilitate the effective resolution of technical problems, conflicts, and controversial issues, ensuring that issues are expeditiously resolved.

Provides policy guidance on accreditation and oversees accreditation efforts. Oversees counselor credentialing and privileging. Monitors project activities and resources to mitigate risks that can have far reaching affects on operations and/or on large groups of people. Implements or maintains quality assurance processes. Makes improvements, solves problems and takes corrective action when problems arise. Provides expert presentations and briefings on all aspects of the program. Participates in phased, milestone and final program reviews. Identifies program documentation requirements or procedures. Develops and implements program marketing plans.

As the agency authority in substance abuse clinical services, the employee uses ingenuity in extending and adapting existing guidelines and in providing for the development of new methods and techniques where there are no appropriate guidelines. Through professional leadership, guidance, and authoritative consultant services on substance abuse treatment areas, the employee provides a framework of guidelines used by agency staff and others directly involved with the program. Employee develops program objectives, new performance standards, program evaluation tools, monitoring procedures, and program review criteria. Exercises analytical ability, judgment, discretion, and applies a thorough knowledge of management principles, practices, methods and techniques to continuously analyze accuracy of planning processes and procedures to recommend improvements. Responds to audit requests for information to brief executive level personnel and on programs Marine Corps wide.
Responsible for writing and maintenance of all substance abuse treatment requirements in the applicable Marine Corps Order. Develops partnerships with DOD and other federal agencies directed at substance abuse treatment programs.

Researches the professional literature and ensures Marine Corps programs remain current with research-based and acceptable practices. Designs treatment enhancement protocols and benchmarks for program measurement. Performs on-going program needs-assessments, program analysis (qualitative and quantitative), and program evaluation. Has expert knowledge of outcome-informed treatment programs.

In collaboration with Substance Abuse Section Head, develops annual Marine Corps budget requirements for substance abuse treatment programs and monitors annual program execution. Directs special task forces, committees, and project work groups (DOD and Marine Corps) required to develop clinical protocol.

Chairs the substance abuse credentialing committee. The substance abuse credentialing committee sets guidelines for substance abuse treatment providers and reviews and approves the hiring action of substance abuse treatment providers.

Supervises full performance NF-4 Program Specialist: to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action.

Provides World Class Customer Service with an emphasis on professionalism and courtesy. Assists internal and external customers and communicates positively in a professional manner. Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher level supervisor or proper point of contact for help when problems arise. QUALIFICATIONS REQUIREMENTS: Masters Degree in Counseling, Counseling Psychology, Social Work, Marriage and Family Therapy or comparable degree with 4 years post graduate experience in the Substance Abuse Treatment field. Must be licensed at the independent practice level to include a Licensed Psychologist, Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, or Licensed Professional Counselor. Must also possess an IC&RC reciprocal certification as a drug and alcohol counselor. Experience that demonstrates mastery of the principles and practices in the field of substance abuse treatment and skill and experienced judgment in extending advanced concepts and methods for improving the quality and accessibility of substance abuse treatment. Basic Qualifications & Experience
Four years of substantial personnel management experience and specialized Peoplesoft experience that provides an in depth knowledge of laws, policies, regulations and procedures related to Nonappropriated Fund civilian personnel management. DUTIES AND RESPONSIBILITIES
Serves as a direct assistant to the Supervisory Human Resources Specialist (Information Systems). Assists the supervisor in developing strategies, ensuring policy and procedural compliance, measuring performance and correcting failing strategies. Resolves internal and external operational problems not covered by established policies or practices including coordination and collaboration with other staff agencies. Resolves operational problems that impact on effectiveness of the HRMS system. May represent the supervisor to field commands on matters concerning HRMS projects and system upgrades. Maintains liaison with field commands. Assists the supervisor in setting priorities and establishing methods and time frames for accomplishment of HRMS projects.

Serves as a subject matter expert and direct advisor to field commands on operational problems not covered by established policies or practices. Plans, organizes work, and manages internal procedures and resources to ensure maximum productivity and economies. Advises management in development of HRMS business requirements, process recommendations and functional specifications for product requirements with understanding of all customizations and functional areas within the realm of HRMS. Writes modification requests, business processes, standard operating procedures and guidance, and evaluation statements. Plans and conducts system maintenance and review initiatives for the organizations serviced and prepares audit reports.

Uses personal computer, software and Peoplesoft programs. Provides Help Desk support to field activity users and internal users/team members in the “how to” of proper setup and keying requirements. Participates as a trainer in “Train-the-Trainer” approach of HRMS knowledge transfer to MCCS activity Peoplesoft users. Provides on site training to field users on human resources, benefits, payroll, reporting and query functionality. Troubleshoots system and data errors. Corrects database audits and maintenance. Responsible for data cleanup.

Manages the security administration setup and process by adding, deleting, changing users to Peoplesoft security . Updates departments to the security tree. Responsible for system processes and schedules, reviews system reports and processes, and makes corrections as needed. Reviews wage schedules and enters data into the system. Provides information regarding updates to field commands. Provides support to the HQ HRMS Payroll Department on payroll functions to include running the centralized pay process.

Makes recommendations to the HR Functional Head, Project Manager and HRMS team members to improve business processes, eliminate manual processing, ensure data accuracy, and improve reporting methods and system efficiency to meet both field command and HQ requirements.

Reviews management requests regarding HRMS functionality. Provides Peoplesoft advisory services to P&FRD and field commands in regards to proposed HRMS human resources, benefits, payroll and reporting changes. Interprets Peoplesoft functional, tax and technical updates. Tests system updates and changes. Assists in the design, implementation and maintenance of the Peoplesoft system and required personnel databases. Applies standardized body of functional knowledge in HR, benefits, payroll, reports, rules, procedures and operations sufficient to complete HRMS support assignments for the full range of HR areas to include staffing, recruitment, employee relations, workforce management, benefits, payroll, and EEO. Designs and performs modifications on queries and reports. Develops policies for application Marine Corps wide in the area of Peoplesoft HRMS. Reviews and analyzes system impact and processes regarding regulatory changes, policy changes, and higher-level directives to determine their impact on the HRMS system.

Maintains current knowledge of public and private sector personnel and HRMS practices and procedures to ensure that best industry practices are incorporated into Marine Corps HRMS. Develops system and process guidance material for promulgation to field commands. Provides other written and oral guidance, advice and assistance to field commands in implementation of Peoplesoft HRMS systems. Develops training and briefing materials for managers, users, team members, HQMC and higher level officials, or for input into legislative proceedings.

Monitors implementation of Peoplesoft HRMS by field commands through formal and informal feedback mechanisms such as request for data entry guidance, troubleshooting, system and keying improvements as well as through surveys, personnel management, evaluations, or management assistance visits. Leads the requirements gathering for implementation and everyday system operation and efficient business operation. Uses results to determine need for policy changes or issuance of interpretation or guidance.

Counterintelligence Support Specialist (CI)

Counterintelligence Support Specialist (CISS) interviews walk‐in sources, conducts screenings, liaisons with ISAF personnel, supports security/OPSEC/force protection programs and produces timely written recommendations and assessments. Provides direct support to CI Teams and Counterintelligence Support Teams (CSTs), as appropriate.

Shall provide routine and recurring support to CI and HUMINT activities from fixed and secure locations defined elsewhere in the PWS.
Conduct activities such as assisting specifically authorized government personnel in conducting debriefings, coordinating with installation units/personnel, support to OPSEC/TARP awareness programs, CI/security assessments, screening of locally employed persons (LEP screening), initial handling of walk‐in sources, CI support to force protection, intelligence report quality control, administrative and analytical support to CI investigations or TARP cases, CI activities, and can support other operations.
CI Support Specialists can also serve as a part of a CST and will be equipped to travel to and operate from multiple fixed sites within an assigned AO and in accordance with unit procedures, but will not conduct intelligence activities outside of secure areas.
Under no circumstances will CISS be employed in direct support of combat operations, used to conduct source operations, CI investigations or TARP investigations.
Will not conduct interrogations under any circumstances.
CI Support Specialists will provide examination support in conducting Preliminary Credibility Assessment Screening System (PCASS) examinations as required by ISAF/USFOR‐A and consistent with applicable policy and SOPs.

Requirements:

Individuals to be government trained counterintelligence agents with a minimum of 4 years of experience; however, on a case by case basis, a DoD HUMINT officer or a badge and credentialed Law Enforcement officer with at least 6 years on an accredited Local/State/or Federal Law Enforcement Agency is acceptable.
Shall be knowledgeable of Army/Joint counterintelligence procedures, doctrine and practices; and data processing systems such as CIDNE, DSOMS, CHIMS or its replacement system and SIPRNET search engines.

Biometrics‐Enabled Intelligence Analyst

Biometrics‐Enabled Intelligence Analyst conducts ground Biometrics‐Enabled Intelligence Analysis (BEIA) in support of a multidisciplinary counterintelligence team. BEIA is the use of biometric information and forensic data to develop biometric/forensic associated, all source intelligence products focused on individuals, human networks, and populations of intelligence interest. Performs rapid data‐mining and research to create all‐source biometric intelligence products with a focus on the Afghan counter‐insurgency mission. Assists all‐source, multidisciplinary counterintelligence analytic team by integrating biometric and forensic‐associated information into intelligence products which provide the consumer with improved and informed awareness of the strengths and weaknesses of a counterinsurgency effort in a given area of operation. Prepare, produce, and disseminate both scheduled and unscheduled BEIA products, including biometric enabled analysis reports, targeting packets, force protection reports, briefings, network analyses, threat estimates, threat forecasts, and threat assessments. Identify and interact with intelligence community resources to create all‐source, action‐oriented intelligence products and actionable solutions for operational commanders and their subordinate units. Identify intelligence gaps and prepare detailed specifications and guidance for biometric collection efforts and, in collaboration with team, provide recommendations on other intelligence collection efforts. Integrate results and draw significant conclusions from selected analytical approaches to prepare finished intelligence products. Conduct comprehensive related research on complex topics independently or as part of a larger analytical effort.

Specific tasks:
Produce BEIA population‐centric, counterinsurgency informed threat products, network analyses and forecasts.
Assists other intelligence and counterintelligence analysts by ensuring time and responsive access to biometric and forensic‐associated data.
Assist in producing analyses which enable focused use of counter‐IED and counterintelligence efforts in support of the overall counterinsurgency effort.
Recommends and provides guidance for biometric collection efforts and assists in drafting associated plans to inform collection efforts.
Maintain, update and provide input to the Biometric Enabled Watch List (BEWL) in performance of duties.

Requirements:
Shall possess working knowledge of military tactical operations, target area geography, place names, personnel names, titles and cultural norms, as well as relevant enemy objectives and Tactics, Techniques and Procedures (TTP).
Shall be able to communicate findings of analysis, both verbally and in writing, including preparation of highly detailed and technical written reports; perform detailed analysis with a high degree of accuracy; to develop cross‐organizational partnerships; to handle/delegate competing priorities and assess current developments while possessing the capability to brief senior consumers in a dynamically‐changing environment.
Shall possess more than a working knowledge of: fingerprint analysis and classification; current biometric collection tools (BATS. SEEKS, HIIDE, etc) being used in the CENTCOM AOR’s; the techniques of inked and latent fingerprint comparisons for classification, identification and associated analysis; additionally proven research, writing, and analytical skills; using AIMS, AFIS, IABIS, BIR, SEEKS, and BATS data bases.
Effective oral and written communication.
Experience producing and conducting military style briefings, papers and other reports.
Prior experience in counter‐IED analysis and targeting support a plus. Prior Afghanistan AOR deployments experience a plus.
Must be willing to do shift work (Night or Weekend) during CONUS. Assignment may include six-month rotational assignments to Afghanistan.
Shall have 5+ years of experience in all‐source intelligence analysis in the intelligence community in MOS: 18F, 180A, 96B, or 35 series or service/government equivalent specialty required.

Screener conducts screening on both Host Country Nationals (HCNs) and Third Country Nationals (TCNs) for access to ISAF/USFOR‐A military base camps to recommend access or denial of access in accordance with ISAF/USFOR‐A SOPs, and must adhere to the standards and procedures set out in FM 22‐2 Human Intelligence Collector Operations.
The screener will coordinate and work in conjunction with base level force protection and strategic force protection operations to conduct interviews, collect biometrics data, review data collected and cross-reference intelligence collection priorities and plans, input collected data and analysis/assessments into appropriate databases, websites and portals, and support other force protection and intelligence activities. The Screener will provide support in conducting PCASS as required per ISAF/USFOR‐A and consistent with applicable policy and SOPs.

Requirements:
Identified screeners shall be a former 180A, 18F, 35L/M, 351L/M, 35E or DoD civilian equivalent with a minimum of 2 years experience.
Strategic Debriefer or an individual with a similar skill set is desired.
Mmust have experience with screening, screening tasks, and/or investigative questioning techniques and knowledgeable of SIPRNet search engines and database retrieval tools such as QueryTree and M3. Deployed experience is preferred.
