5. Senior All Source analyst (Reston VA / Afghanistan) (TS/SCI)
NEK is seeking All-Source Intelligence Analysts and OPS SMEs to support the JIEDDO-COIC’s mission.
THIS POSITION REQUIRES YOU TO DEPLOY TO AFGHANISTAN for 6 months with a year in-between deployments
Candidates will use their 15+ years experience, a bachelors degree and TS/SCI clearance to research, compile, integrate, and disseminate all-source data focused in Attack-the-Network mission sets to counter the IED problem-set in response to national and theater intelligence priorities within the United States Central Command’s (USCENTCOM) Area of Responsibility (AOR). Candidates will perform intelligence analytical activities consistent with JIEDDO-COIC requirements, including performing link and social network analysis, geospatial analysis, CIED/COIN analysis, predictive pattern analysis, and responding to requests for support. Position may require deployments to Afghanistan, or other areas of the world for durations of 6 months or more. You must have a current TS/SCI to qualify for these positions.
We need Multi-Discipline Intelligence/General Military Intelligence/All Source Intelligence Analyst. The Analyst participates in production, indications and warning, collection management, targeting, imagery, network analysis, counterintelligence, counter-terrorism, information operations, foreign disclosure, international engagements and threat analysis. Initiates and conducts research efforts; plan, coordinate and synthesize research to produce all-source intelligence products/responses.
Primary Responsibilities
- Develop, coordinate, facilitate, and perform multi-intelligence analysis and fusion in support of CIED efforts and operations integrating national level products and databases to provide an enhanced level of CIED information support.
- Provide analytical reach-back support to forward deployed analysts and units.
- Conduct link chart analysis
- Respond to client's RFIs
- Provide intelligence and forensic expertise and support with respect to munitions exploitation (Weapons Technical Intelligence).
- Conduct asymmetric threat analysis and exploitation.
- Identify intelligence gaps, specify and submit collection requirements to collection manager and analysts.
- Identify significant intelligence trends and propose new or revised analytical efforts to alert leadership to developments and meet customer needs. Analysis may focus on network structures, operational capabilities, technologies, and support to CIED targeting operations.
- Conduct network and social network analysis to identify vulnerabilities within adversary organizations that may be exploited.
Qualifications:
Required Education and Experience
- A Bachelor’s degree in a related discipline
- 5+ years related experience as an intelligence analyst (Junior)
- 15+ years related experience as an intelligence analyst (Senior)
- Experience conducting CIED analysis
- Experience combating IEDs in Afghanistan/Iraq
- Experience in network and social network analysis
- Experience conducting Irregular warfare, Counter Insurgency, Counter Terrorism analysis
- Experience with geospatial and data mining tools, such as CIDNE, Palantir, Analyst Notebook, ArcGIS 9.3, Tripwire Analytic Capability, M3, A-SPACE, CTKB, and INTELINK
- Excellent research and writing skills are required
- Currently possess an active DoD TS/SCI security clearance
- Formal Training as an intelligence analyst

- A Master’s Degree in a related discipline

The Center for Economic Progress (CEP) is seeking highly organized and motivated individuals to support our programs by managing one of our tax sites that provides free tax preparation services to low income families and individuals. This is a part-time seasonal position (December 17, 2012 through April 30, 2013).
CEP provides free tax preparation, tax-related legal assistance and financial coaching services that assist low-income clients in accessing significant financial resources, improving their credit status and building savings. Annually the CEP staff and 1,200 volunteers provide high-quality tax preparation and tax-related legal and financial services to over 20,000 clients in Chicago and surrounding communities.
Position Description
The Tax Site Manager is responsible for overall management of a community-based, volunteer-driven tax return preparation site operated by the Center for Economic Progress (CEP). The Tax Site Manager oversees all aspects of the operation to ensure superior quality and fair service to all clients, including appropriate application of tax law, professional management and interactions with volunteers; application of high ethical standards, and adherence to CEP and Internal Revenue Service (IRS) policies, procedures, and guidelines. The Tax Site Manager ensures effective integration of tax and financial services onsite, including tax preparation, financial partnerships, and the prepaid debit card, maximizing client opportunities and enrollment.
T Responsibilities
• Maintain clear understanding of available tax and financial services onsite, and ensure smooth integration into site flow and operations.
• Ensure effective implementation of backup plans to provide coverage for unfilled site roles, including the financial institution partners.
• Implement and oversee effective quality review procedures in accordance with CEP and IRS guidelines
• Ensure accurate tax return preparation by on-site tax preparers.
• Delegate responsibilities and tasks to volunteers and staff based on site needs and volunteer roles, interests and abilities.
• Ensure clients are treated fairly and professionally, with courtesy and respect
• Ensure adherence to the standards of conduct outlined in Form 13615, Volunteer Agreement, by all site staff and volunteers
• Ensure timely communication and responses to CEP staff, specifically in the critical areas of technology, supply management, tax law, on-site incidents, volunteer and staff management, financial services activities and attendance conflicts.
• Assure staff coverage for all assigned shifts.
Qualifications
Education:
• CPA, attorney, or Enrolled Agent with a minimum two years' income tax preparation experience, or a minimum of 5 years of tax preparation experience without credentials.
• Previous work experience with CEP or another tax assistance program strongly preferred.
Demonstrated Competencies:
• Works well with diverse populations of clients and volunteers.
• Displays supportive and professional conduct in high pressure, fast-paced environment with multiple priorities.
• Able to translate complex tax law into understandable concepts for clients and volunteers. Displays a supportive and professional disposition.
• Preference is for individuals familiar with the community where the site is located.
Specialized Skills:
• Basic computer skills.
• Strong preference for individuals with knowledge of professional tax preparation software.
• Good working knowledge of federal and Illinois state tax law, particularly areas that impact low-income families.
• Preference is for individuals with ability to speak a second language. Specific language skills may be required for employment in some locations.
Successful candidates must pass a tax preparation certification test. Tax Site staff are also required to attend training determined by CEP.
Physical Requirements of Position
Ability to work evenings and/or weekends throughout the tax season as scheduled.
Compensation
This position is temporary/seasonal, with part time hours and a competitive hourly rate ($18 - $24 per hour/commensurate with experience).

You qualify for this position at the GS-14 level if you possess the following:
Basic Requirements:
1. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
2. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college of university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A.
Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least 1 year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
Note: An applicant who meets the basic requirements as specified in A or B above may qualify for positions in any branch of engineering unless selective factors indicate otherwise, or unless he/she qualifies under the provisions of B.2 related to the EIT examination or BET degree.
Specialized Experience: One full year of specialized experience. Specialized experience is described as experience in evaluating and applying SE principles, methods, and procedures within the Systems Engineering Technical Management process; utilizing systems life cycle management concepts to define and develop the Systems Engineering Life Cycle (SELC) stages and reviews involved in the acquisition of new, fielded, or modified systems; using efficient and cost effective approaches to integrate technology into the workplace; developing SELC Tailoring Plan and conducting the SE technical management process.

CERTIFICATION
This position assists in the management of acquisition programs, therefore, requires additional training and experience per DHS Acquisition Workforce Policy Number 064-04-0064. Certification Requirements for DHS Acquisition Systems Engineering , dates April 6, 2012. You must possess a minimum of two (2) years of experience in leading the development of a test evaluation master plan and possess a current DHS or Defense Acquisition Workforce Improvement Act (DAWIA) Acquisition Systems Engineering Level II Certification. In this position, you will become a key member of the FEMA Office of the Chief Procurement Officer (OCPO) in a pivotal policy role from day one. you will utilize life cycle management concepts to define and develop the Systems Engineering Life Cycle (SELC) stages and reviews involved in the acquisition of new, fielded or modified systems. You qualify for this position at the GS-14 level if you possess the following:
Basic Requirements:
1. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

2. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Primary Responsibilities
